EDUCATION

The amount of institutions functioning in education system in Uzbekistan (data of 2002):

    • more than 11000 high schools (including gymnasia's, school-lyceums and etc.);

    • about 800 colleges, including 313 professional colleges and 47 academic lyceums. Others- professional technical colleges;

    • 63 educational institutions - 20 universities, 43 institutes. From them:

    • Technical - 14

    • Economic - 3

    • Humanitarian - 15

    • Pedagogical - 6

    • Medical - 7

    • Agricultural - 4

    • Special - 12

    • Branch of the Academy named after V.G.Plekhanov - 1

    • International Westminster University in Tashkent - 1

In Uzbekistan education is carried out according to the Constitution, laws "About education" and "About the National program on a professional training", Decrees of President of the Republic of Uzbekistan, and also the resolutions of governmental. According to legislative base education in Uzbekistan provides a principle of a continuity and succession. The given principle can be considered as complete, step-by-step and standardized complex of education from the pupil of first form of general educational school up to the academician. Education in a general view can be divided into three stages: the first - basic education (nine forms of the school), the second - secondary education (10-11 forms of school) or secondary special education (the academic lyceums and professional colleges) and, at last, the third - higher education (training at universities and institutes on reception of the bachelor's and master's degree)l. After reception of master's degree it is possible to continue education (postgraduate study, doctoral studies and etc.) for protection of scientific degrees.

Since 1992 selection of entrants in high schools of the country is conducting on the basis of testing which allows to provide social justice and impartiality in selection of the most capable part of youth. In 1993 the governmental order had been created the State Testing Centre of the Republic of Uzbekistan which is responsible for development of tests, creation of methodology and testing order, the analysis and monitoring of quality of entrants contingent preparation. The created testing system in Uzbekistan has taken all the best form the experience of the advanced countries and considerably was improved for the last years.

From 1994 index of the applicants' admission to the educational institutions is growing, at the average rate of female applicants is annually about 350-400 on 1000 accepted students.

In 2002/2003 academic years a number of students educational institutions reached 222 thousands, and graduates - 42,22 thousands, including with pedagogical education - 8,81 thousands people.

State educational standards for higher education, as well as standard academic plans for acting 131 directions of Bachelors and 664 professions of Masters degree are approved. Programs of academic discipline are designed based on state educational standards on each direction and profession.

Within 1998-2002 years 2927 textbooks and academic manuals are published. Process of development and introduction of electronic textbooks into the academic program has begun in the Universities. 400 electronic textbooks were prepared for 2000-2002 years only.

Qualification raising and refresher courses for the specialists in the Republic Uzbekistan is carried out in 2 target academies, 22 institutes, 15 centers and 17 faculties of raising a qualification, which are under the subordination of 22 ministries and departments. An Uzbek American academy on the refresher course for pedagogical personnel is opened (EdNET). Through the

International organizations and financial institutes, governments of developed countries render financial and technical support for reforms of educational system in Uzbekistan (World bank, Asian Development Bank, OECF, GTZ, TACIS, USAID, ACCELS and others.). Also there is a wide scaled assistance in terms of investments, projects and grants. Foreign investments totaling 5,8 mln USD is attracted in 2002 only.

Till 2005, annually 20 grants given to study in the Japanese Universities (2000.-127 Japanese yen, 2001 - 242 Japanese yen). Also, 20 students from Uzbekistan study in the universities of China by grant from the Chinese Government. Bilateral agreement with the Russian Federation is reached on the annual allocation of 50 places to students, graduate students, doctorates from Uzbekistan to the account of the Russian government.

In 2002 year in Tashkent opened International Westminster University, branch of the Russia economic academy named by G.V. Plekhanov and Masters programs in Samarqand State University with the University of Boloni (Italy). Work on the opening in Uzbekistan branches of Universities Vaseda (Japan) and Fontese (Holland), as well as joint Uzbek Spanish faculty in the University of World Languages and the University Alkala (Spain). Spanish side provided with the credit in the amount of 25 mln. euro. Close determining cooperation adjusted with the leading academic world centers, such as Cambridge University, University of Sorbonn and the others.

During independence years, 1991-2002, the education system was developed and changed in Uzbekistan. Graduates of schools in 2001, 2002 years are the generation of pupils which were educated under new standards and curriculums in independent Uzbekistan.Acting legal base of general secondary education system is very democratic and humane concerning people living in the Republic. Education in Uzbekistan is conducted in seven languages: Uzbek, Karakalpak, Russian, Kazakh, Kirghiz, Tadjik and Turkmen, that testifies to presence of conditions for full-valued school education for children of various nationalities.
