Narimon Umarov’s meeting with voters of Surkhondaryo Region

The candidate for President of the Republic of Uzbekistan from the Adolat Social Democratic Party of Uzbekistan, Narimon Umarov, met voters of Surkhondaryo Region on 1 November.

The meeting was opened by the head of the educational course for upgrading the qualifications of citizens’ self-governing body at the hokimiyat (governorate) of Surkhondaryo Region, A.Ortiqov.

R.Hamroyev, the authorised representative of the candidate for President, familiarized those gathered with the candidate’s biography.

The candidate for President of the Republic of Uzbekistan made a speech at the meeting and informed its participants about the main points of his electoral programme.

The programme specifies such important tasks as strengthening the social orientation of the economy and further raising the quality of life and living standards of various strata of the population. Special attention is paid to such spheres as education, health care and environmental protection. The issues of providing the population with modern, affordable and quality medical services and further raising their quality, strengthening the system of health care for children at schools and pre-school day care establishments, preventing illicit trade in medicines and the sale of fake and low-quality medications, improving the work of screening and perinatal centres and maternity hospitals, gynaecological and visiting nurse care services are the main sections of the programme.

The programme of the candidate for President suggests a number of tasks in the social sphere, including reform of the education system. Specifically, the candidate noted that in recent years interest among young people in getting higher education was growing and that at the Termez state university alone, the number of applicants exceeds the admission quota by a factor of 18-20. The programme proposes raising the quality of selection of talented young people and further strengthening continuity in the education sphere.

In the years of independence, in Surkhondaryo Region, as in all other regions of the country, large-scale creative work has been carried out, and the infrastructure of towns and villages has been modernized. Over the past five years, modern apartment houses, trade and services facilities were built, and people’s living standards rose.

A deputy of the Legislative Chamber of Oliy Majlis (parliament) of the Republic of Uzbekistan, D.Tangriyev; a teacher of the Termez vocational college of information technologies and services, N.Hidirova; the chairman of the regional department of the Mahalla public charity foundation, U.Toshboyev; the chief accountant of the Termiz-Baktriya Savdo Kompleksi LLC, B.Bobomurodov; and others expressed their opinions on the electoral programme of the candidate. They called on voters to take an active part in the elections of President that are of important significance to the Motherland’s future development and the raising of the people’s wellbeing.

Shavkat Mirziyoyev’s meetings with voters of Andijon and Farghona Regions

The candidate for President of the Republic of Uzbekistan from the movement of entrepreneurs and businessmen – the Uzbekistan Liberal-Democratic Party (UzLiDeP), Shavkat Mirziyoyev, met voters of Andijon Region on 1 November.

The meeting was opened by the chairman of the Shahrihon District council of UzLiDeP, Qahramon Sarimsoqov.

Candidate for President of the Republic of Uzbekistan Shavkat Mirziyoyev made a speech setting out the main points of his election programme.

In the programme, special attention is paid to such important issues as improving the system of state and public administration, ensuring the supremacy of law and further reforming the judicial-legal system, extending economic reforms, strengthening macro-economic stability, maintaining dynamic growth rates, developing the social sphere, further strengthening peace and accord in the country, providing employment for people, rationally using land and water resources, removing obstacles in the way of the development of private ownership and entrepreneurship, comprehensively and consistently developing the regions and raising the people’s living standards and quality of life.

Like all other regions of the country, Andijon Region is also developing at a high rate. This is confirmed by the fact that its gross regional product has risen by a factor of 1.7 since 2010. More than 95 per cent of the region’s industrial output is produced in such modern sectors as car manufacturing, the light industry, the chemical, petrochemical and food industries.

More than half of 140 joint ventures in the region were established in the past five years in districts where there was no industrial production previously. Today Andijon Region’s exports amount to about 160 million dollars, which is 6 times bigger than in the year 2011.

As a result of broad support for small business and private entrepreneurship entities, their number and share in the region’s economy are increasing. Over the past five years, more than 10 thousand small business entities were established in Andijon, and their number rose nearly by a factor of 2.5. 84 per cent of the employed population work precisely in this sector.

The meeting took place in the format of video conference. There was an open and lively dialogue with voters who gathered in Andijon and all its district centres.

It was emphasized that processes relating to the elections of President of the country are in complete conformity with the national legislation and international democratic principles. These people called on voters to take an active part in the forthcoming 4 December elections of President of the Republic of Uzbekistan.

The candidate for President of the Republic of Uzbekistan from the movement of entrepreneurs and businessmen – the Uzbekistan Liberal-Democratic Party (UzLiDeP), Shavkat Mirziyoyev, met voters of Farghona Region the same day.

The meeting was opened by the candidate’s authorised representative, people’s poet of Uzbekistan, Iqbol Mirzaaliyev.

Candidate for President of the Republic of Uzbekistan Shavkat Mirziyoyev made a speech detailing the main points of his election programme.

In the election programme of the candidate, special attention is paid to issues of strengthening inter-ethnic accord and unity, raising the people’s wellbeing, modernizing and diversifying industry, removing obstacles in the way of the development of small business and private entrepreneurship, raising land’s fertility and optimizing areas under crops, improving the social infrastructure and providing employment.

Thanks to attention being given to the development of all the regions of the country, Farghona Region is also developing consistently. Last year, the Region’s gross regional product rose by 8 per cent. As part of the socio-economic development of Farghona Region for the year 2015, 3881 projects were implemented in such spheres as industry, agriculture and services, and more than 23 thousand new jobs were created. All in all, 584 billion soms’ investments were used by the region.

Due to further improvement in the business climate and the provision of big possibilities for entrepreneurship, this year 2260 new small business and private entrepreneurship entities were established, and their number reached 18775.

During the meeting held in the format of video conference, a labour veteran, O.Hoshimoov; the head of the regional department of Writers’ Union, people’s poetess of Uzbekistan, E.Siddiqova; a student of the Farghona vocational college of computer technologies, M.Gafforjonova; and others emphasized that the Uzbek model of development was giving its high results in all the spheres.

They said that electoral processes were taking place on the basis of the national legislation and international democratic principles.

Sarvar Otamuratov’s meeting with voters of Khorazm Region

The candidate for President of the Republic of Uzbekistan from the Milliy Tiklanish Democratic Party of Uzbekistan, Sarvar Otamuratov, met voters of Khorazm Region on 1 November.

The meeting was opened by the chairman of Khorazm district electoral commission No 12 for the elections of President of the Republic of Uzbekistan, R.Jabborov.

M.Turaboyeva, the authorised representative of the candidate for President, familiarized those gathered with the candidate’s biography.

Candidate for President Sarvar Otamuratov set out his electoral programme at the gathering.

Special attention is paid in the programme to the spiritual enlightenment sphere. Here the candidate emphasized that people with a high sense of national identity, respecting their values and traditions and cherishing and safeguarding their heritage achieve progress in the economic, social and humanitarian spheres. The issues of conducting the complete inventorying of cultural heritage sites and improving the work on listing exhibits, collections and archive documents kept at museums, archives, libraries and other establishments and showing signs of being cultural heritage objects and the issue of further improving the relevant laws are given priority.

Uzbekistan, including Khorazm Region, has centuries-long history and a unique cultural and historical heritage. All these create conditions for the development of the tourism sphere, the great potential of which has not fully been tapped yet, and for turning the country into one of the centres of world tourism.

Tourism as a factor for accelerated economic development plays an important role in resolving economic and social problems, creating additional jobs and raising people’s wellbeing and has an encouraging effect on the development of many associated economic sectors and infrastructure. At the same time, tourism is also a powerful instrument of forming civil society’s spiritual base. Therefore, it is necessary to ensure the further development of the tourism infrastructure, to raise the quality of tourism logistics and hotel services and more widely introduce modern information technologies into various service spheres of the tourism industry.

It was said that raising the population’s living standards and quality of life was a strategic goal in the social sphere. It is necessary to adopt a state programme directed towards ensuring food security that is of topical significance to the entire world, to increase the production of good quality and safe foodstuffs in the country and to limit the use of genetic modification methods in food production as well as to improve the population’s eating culture.

During the meeting, the chairman of the Shovot District council of the Milliy Tiklanish Democratic Party of Uzbekistan, I.Boltayev; the chief editor of the Hayot Kozgusi newspaper of Koshkopir District, M.Tillayeva; and others emphasized that the implementation of priority tasks specified in the programme serve for the social development of the country and the further extension of democratic reforms. On telephone conversation with the President of the Republic of Kazakhstan

On 3 November 2016 Acting President of the Republic of Uzbekistan Shavkat Mirziyoyev had a telephone conversation with President of the Republic of Kazakhstan Nursultan Nazarbayev on the initiative of the Kazakh side.

During the conversation the parties exchanged views on the issues of further development of Uzbek-Kazakh relations in political, trade-economic and humanitarian spheres.

The parties have expressed satisfaction with the pace of implementation of the bilateral agreements, reached between various ministries, agencies, corporate bodies and other organizations.

Furthermore, Shavkat Mirziyoyev and Nursultan Nazarbayev discussed some regional and international issues, underlining the need to continue consultations on the issues of mutual interest.

The conversation was held in a constructive mood, in the spirit of the relations of friendship and good-neighbourliness between the two countries.

THE X INTERNATIONAL INDUSTRIAL TRADE FAIR AND COOPERATIVE EXCHANGE

The X International Industrial Trade Fair and Cooperative Exchange have concluded in Tashkent

During last year’s forum, thanks to favourable conditions created for reaching mutually advantageous agreements, product-purchase contracts worth 11.8 trillion soms were signed, and 8.3 billion dollars worth of export agreements were concluded. This year the amount of agreements on the purchase of products rose nearly by a factor of 1.16 as compared with last year’s indicator. This shows that in the world demand for goods made in Uzbekistan is rising.

This traditional event conducted in accordance with a decree dated 12 November 2007 of the country’s First President Islam Karimov “On measures to further step up sector-wide and inter-sectoral industrial cooperation” is an important factor in the development of new forms and areas of production with the use of local raw materials.

Participants in the cooperative exchange had an opportunity to envision prospects for cooperation, plan production volumes and form a portfolio of orders for next year.

The event took place in two stages. In 13 regional trade fairs that took place in March-June this year, more than 5 thousand industrial enterprises took part. They concluded more than 1 trillion soms worth of agreements on product supplies and industrial cooperation. Participants were greatly interested in ore-extraction equipment, mini-tractors for horticultural businesses, electric generators, medical equipment, high-quality oil and ceramic products.

At the second stage, more than 3 thousand domestic enterprises, companies and organizations of the machine-building, car manufacturing, electro-technical, construction, metallurgy, chemical, petrochemical, food, light industry and pharmaceutical sectors offered more than 22 thousand types of finished products, components and materials. More than 1 thousand of the goods that were presented had been made on the basis of local production.

“Our enterprise produces low-voltage and high-voltage cables on the basis of cooperation. We produce more than 1.5 thousand kilometres of products of various types and sizes a month. Construction enterprises are our constant partners. We are participating in trade fairs and cooperative exchanges for two years already, and thanks to them we are finding new partners. This year, we concluded more than 30 agreements,” says the chief of a department of the ProCab joint venture, Rustam Abdurahmonov.

During the forum, more than 1.3 thousand representatives of firms and companies from Great Britain, Germany, China, Japan, South Korea, India and other countries familiarized themselves with Uzbekistan’s industrial potential. They concluded agreements on the purchase of products made in Uzbekistan and also had an opportunity to evaluate prospects for the establishment of joint ventures in the country.

The favourable investment climate created in the country helps to further expand trade and economic relations with foreign partners and to attract modern technologies. Enterprises of the Uzeltekhsanoat joint-stock company showed a wide exposition at the trade fair. Exhibits of such participants as the Sino joint-stock company, the Foton enterprise and a group of companies with the Artel trademark attracted the attention of many visitors.

In recent years, the country’s electro-technical industry started the production of sophisticated consumer appliances and radio-technical goods, including modern types of TV sets, refrigerators for domestic and industrial use, air conditioners, gas cookers, vacuum cleaners, energy-saving lamps, electric kettles, irons and telephones.

During the X International Industrial Trade Fair and Cooperative Exchange that lasted for 10 days, big industrial enterprises and small business and private entrepreneurship entities gave more than 50 presentations. During presentations by regions of Uzbekistan, detailed information was given about work in progress on the use of local resources, the further development of cooperation between entrepreneurship entities and big industrial enterprises.

At the conclusion of the X International Industrial Trade Fair and Cooperative Exchange, exemplary enterprises, companies and organizations were identified in various nominations, and its active participants were given memorable gifts. In the “best regional presentation” nomination, Tashkent Region and Qashqadaryo Region won. The Navoiy ore-mining and metallurgy combine and the Ozbekiston Temir Yollari joint-stock company were given awards for the best presentations.

THE ANGREN SPECIAL INDUSTRIAL ZONE

There are plans afoot to launch 7 new production facilities by the end of 2016

New enterprises will specialize in the production of composite structures, glazed ceramic granite and ceramic tile, plastic materials like acryl and foamex, and other products.

Most of the enterprises will be established through the funding of foreign investors. For example, the Italian Sacmi and the Chinese Gulf Cable Trading Company will invest more than $20 million in the ceramic granite project. The company is estimated to produce up to 4.5 million square meters annually. Since the foundation of Angren SIZ in 2012, its enterprises have disbursed more than $182.5 million of investments.

In eight months of 2016, 11 enterprises of Angren special industrial zone have produced goods for 618.4 billion soums (currency rates of CB RU from 01.11.2016, 1$= 3102.18 soums), and exported for $ 6.7 million. They created more than 1,300 jobs, and with the advent of seven new companies, the number of jobs will increase by another 380.

The SIZ’s biggest company will be commissioned next year. A rubber plant is currently being built in partnership with the Chinese Poly Technologies Inc. It is envisaged to establish the production of 100,000 linear meters of conveyor belts, 200,000 agricultural and 3 million car tires per year. The project will create about 1,200 jobs.

Specialists are concurrently working on the establishment of transport infrastructure to help enterprises of the industrial zone to integrate in the international logistics system. In particular, Uzbekistan Railways is implementing a project on expanding the railway station and cargo terminal, which has already disbursed more than $2.2 million.

The construction and reconstruction of 15.7 km sections of trunk and feeder roads is currently in progress. The construction of the highway from the Shark street to the Angren sugar factory has been already completed, streets were repaired, and feeder roads to the silicon plant were reconstructed.

“The Angren SIZ opens up broad prospects for joint investment cooperation with foreign companies with its economic potential, production capacities, natural and human resources. The capacity of the SIZ allows developing various manufactures on enhanced processing of raw materials and production of high-tech goods, as promoted by mechanical engineering, chemistry and food industry companies, as well as enterprises on deep processing of fruits and vegetables and production of modern construction materials, which are getting prepared for the commissioning. We do our best to fully engage the capacities of the industrial zone, and are actively working to further attract foreign investments with the focus on direct investments,” said Director General Sahib Saifnazarov.

Important issues of energy supply are part of extension. The Angren thermal power plant has launched a new unit this August. The modern technology allows burning 1 million tons of high-ash coal per year, generating 840 million kW/h of electricity and 423,000 Gcal of thermal energy.

“Coal combustion at TPP will increase from 20 to 45%. The technology is distinguished by the opportunity of using coal with a high percentage of ash content. This, in turn, addresses the problem of accumulation of large amounts of low-calorie and high ash fuel in coal dumps of the Angren mine. The concentration of air emissions will not exceed the norm because the plant installed new treatment facilities. The unit was commissioned in due time, because the number of companies is growing. The Angren SIZ is gaining momentum, turning into another effective mechanism for the development of the national economy,” said the TPP Director General Dilshod Yulchiev.

Context

The Angren SIZ was established in April 2012 in line with a decree of the President of Uzbekistan. Benefits are provided for a period of 3-7 years depending on the amount of investment. For example, investments from $300,000 to $3 million provide exemption from taxes and customs duties for three years, from $3 million to $10 million - for five years, more than $10 million - for seven years.

Inspired by Epigraphy

“I was born and raised among epigraphy and calligraphy, as my parents’ house is located in the old part of Bukhara, but I never thought that deciphering the inscriptions preserved on the territory of our country would be my first big fundamental scientific work,” said Komiljon Rakhimov, the youngest member of the national creative team of ‘The Architectural Epigraphy of Uzbekistan’ project.

Komiljon, you are said to be one of the few scholars who have visited each architectural monument in the country that has epigraphic inscriptions. Is it true?

“When the project began, we were faced with the lack of information about all the architectural structures of the country that contain inscriptions. With the members of a scientific expedition we traveled all the monuments to film them for further study. The group has changed in each region, but with the creative team leader I was able to determine the location of each inscription.”

Who helped you to locate the monuments?

“The regional offices of protection of monuments provided us with general information about the location of monuments, and regional creative teams at local administrations helped us to get to each of the regional center. Local elders who know the monuments very well helped us in the work on them. We are grateful to them, because there was a lot of monuments, which had little epigraphy, and only older people knew about them. Not for nothing they say that the old people - the guardians of wisdom and values.”

What do you remember most about the project?

“Typically, this kind of large-scale project is financed from the state budget and various funds. Our project has turned national. It supported by the government and the people. Everyone helped us: civil society organizations, donors, civil society activists, administrations. For example, when we were working on Oqsaroy in Shakhrisabs and Poi Kalon complex in Bukhara, we needed a crane to get to the inscriptions, located at the top of the building. Employees of local transport companies that have the special equipment helped us. When local residents learned for what purpose the creative team came, they assisted in everything: found the guides and invited to their dastarkhan. Local administration and entrepreneurs provide us with transport and accommodation.

Darakchi newspaper office provided a perfect camera for shooting. At the time of the shooting, as we know, there were only three such cameras in the country. Technical base and printing preparations were organized by Uzbekistan Today News Agency, while the research was conducted by the Oriental Manuscripts Center staff at the Tashkent State Institute of Oriental Studies, the Center of Bahauddin Naqshband memorial complex, the Academy of Sciences, an independent directorate on restoration and utilization of the architectural ensemble of Registan and others.

Reading the inscriptions is a special art that requires hard work. Your colleague Bakhtiyar Babadjanov said in an interview that during the Soviet period the calligraphy school almost disappeared, as well as the people who can properly read epigraphic inscriptions. How do you acquire these skills while being so young?

“The interest in epigraphy I inherited from my mother. My grandfather Narzullo-qori Nuriddinov, mother’s father was a calligrapher, a restorer of manuscripts, bookbinder and was fluent in Arabic, Persian, and old Uzbek languages, and was good in classical calligraphy, but died early. I was not born yet, and grandfather ordered my mother called me Komiljon to continue his work. The art of calligraphy and epigraphy I learnt from my grandmother Mukaddas Shahbaeva, who was a competent and respected woman. She handed me the manuscript of my grandfather and cupboards with calligraphic pencils and often said that my grandfather wanted me very much to follow his footsteps.

The old part of Bukhara possesses many architectural monuments, decorations on which have epigraphy. Even our old home rooms in accordance with local traditions were decorated with inscriptions. When I walked around the town with my grandmother, we often stopped near the monuments, she read and translated all the inscriptions and taught me to read. So I got the basic skills of reading texts in Arabic, Persian, and old Uzbek languages.

Great role also played a hobby group organized in our home, which brought together the same educated women, like my grandmother. They talked a lot about preservation of culture, calligraphy, monuments, talking on Sufi themes, and the poetry of the East. I treated them with tea and other refreshments. Therefore, I heard what they said, and it imprinted in my memory. Our family tradition is the educational talks in the evenings after dinner.

Besides, I should note that the member of the Academy of Sciences of Uzbekistan, Doctor of Arts Akbar Khakimov and his brother, Doctor of History Zafar Khakimov are nephews of my grandfather Narzullo-qori Nuriddinov.

I honed my skills, becoming a student of the Faculty of Philology at the Bukhara State University. My favorite subjects were Arabic, Persian, and old Uzbek languages, reading manuscripts. In the Mir-Arab Madrasah I learnt the secrets of calligraphy from the famous calligrapher Mir-Arab Abdulgafur Razzoq Bukhoriy. One year of internship at the Cairo University in Egypt gave me much. I was sent there to the recommendation of the Uzbek-Egyptian Center at our university. There I started to give lectures on epigraphy and calligraphy at the Faculty of Oriental Architecture and at the Architects Association. I also published more than 10 articles in the Egyptian newspapers Al-Ahram, Al-Massai and others. I gave interview to the major Egyptian channel Nil culture on the scholars of Uzbekistan, and the role in the Islamic world.”

How often do you get to visit your grandparents?

“I live in two cities: in Tashkent, I prepare my scientific thesis on source study, and in my native Bukhara, where my wife and two daughters live, as well as parents, and almost all the relatives. When in Bukhara I visit the graves of grandparents, and then their home. Now, my uncle’s widow with children lives in that house.”

What difficulties have you encountered while working on the ‘Architectural Epigraphy of Uzbekistan’ series of albums?

“Following the publication of the first 12 volumes, over which we have worked for almost six years, I forgot about all the difficulties. We have 13 more books to publish, and I set myself for at least two years of hard work.

We faced the difficulties, the main of which was the composition of the creative team and providing it with the scope of work. Then the question: “Do we have specialists who will be able to implement this grand project?” was very serious. Today I can say that the project manager, the chairman of the editorial board, the Honored Journalist of Uzbekistan Firdavs Abdukhalikov coped with the task to compose a creative team, which could successfully continue the work on the project.”

What does it means to you to personally participate in the project?

“I want to dedicate my scientific work to the restoration of Uzbekistan’s cultural heritage, to show the world the contribution of our scientists in the development of civilization, to enter their manuscripts into scientific circulation. Therefore, reading epigraphic inscriptions for me, first of all, the study of a huge source of information. It should complement the picture of the history of our country, to reveal its unknown pages, to help deeper understand the historical significance of the particular monument.

In addition, it is possible to talk a lot about the monuments of epigraphy as a cultural phenomenon. Today we can say that our epigraphy has absorbed all the best from the calligraphy of the Muslim world. It is illustrated in the aesthetics of its performance, and multilinguality. And texts on the walls of the magnificent architectural structures of Uzbekistan carry information about the monument. They keep many verses of outstanding poets of the East and the Arab world, sentences on the most relevant topics related to education. They brought us the wise instructions of ancestors to live in the peace and good, the benefits and the need to acquire knowledge, and calling for constant learning.”
