ON SUPPLY OF UZBEK SCHOOLS WITH NECESSARY TEXTBOOKS

A large-scale and goal-directed activity, aimed to create new generation of manuals have been realized for last five years up to Decree of Cabinet of Ministers of the Republic of Uzbekistan on “on Program of publishing manuals and teaching and methodical aids for comprehensive schools in 2005 - 2009”.

Substantial growth on manual supply of pupils by their education language and grade had reached for 2004-2005. If very indicator had been numbered 82,3 percent for 2004-2005 academic year, it arrived at 98,1 percent for 2008-2009.

Prior to beginning of new 2009-2010 academic year, textbooks of 22. 658 862 number, as well as teaching and methodical aids of 315 denominations were published by the Ministry of public education on the ground of provinces requisitions and considered 5 percentage supply. At that 265 denominations are reedited and the rest 50 – newly-edited books. Thus, manual supply of pupils of Uzbek schools has reached to 98,7 percent.

Only in Uzbekistan is being educated in seven languages now. Along with Uzbek, 781 comprehensive schools oriented to Russian, 382 – on Karakalpak, 496 – on Kazakh, 334 – on Tajik, 88 - on Kirghiz and 49 on Turkmen languages. Today the textbooks in seven languages are published according to advanced State standard by considering quality of materials, publishing design and polygraphic performance of textbooks and teaching aids, securing of their conformity to sanitary-and-hygienic standards and proper physical conditions within stated service time.

The Uzbek experience, including on manual supply of pupils, has been presented at the international conference dedicated to social integration and education of national minorities by progress review within the intergovernmental dialogue, held in Samarkand on spring this year at the initiative of Mr. Knut Vollebaek, the High Commissioner on National Minorities of the Organization for Security and Cooperation in Europe (OSCE).

During 2008-2009, as well as present 2009-2010 academic year pupils from comprehensive schools of Tashkent city are completely supplied with textbooks. They are published by considering pupils total, who annually quantified by Central directorate of public education of Tashkent city.

Textbooks of 7th grade for Uzbek language oriented schools are issued in 2009. In particular, courses - “The History of Uzbekistan” and “The Chemistry”, as well as “The Physics” and “The Native Language”, edited accordingly by “Shark” “Chulpan”and “Manaviyat” publishing houses with circulation of 520 808 number on each denomination, that meet to pupils total quantity.

For over the last time, 2-9th grade pupils of comprehensive schools have been supplied with textbooks by leasing system, introduced in 2002 and being the most successful now. That manifested on foreign experts reviews and appreciations of ADB annual international conference participants. First-formers, “Mehribonlik” - Children’s Charity Home inmates, pupils of special and boarding schools, as well as insufficient comprehensive school pupils are provided with free textbooks for public account means.

List of very textbooks included into leasing system, annually approved by Trusteeship Council of Uzbek aim book fund and bring to comprehensive educational institutions notice due to September, 1st to make prognostic quotas on their manufacture and realization for the next academic year. Pupils are leased textbooks recommended by the Uzbek Ministry of public education. In this regard parents are contracted with school at the beginning of academic year. According very agreement each pupil is provided with textbooks.

As a whole, the rent for textbooks set is unified for each grade in country. The payment amount and rate annually set by Trusteeship Council of Uzbek aim book fund and announced by the Ministry of public education in mass media before academic year starts. So, book set leased from library for 3rd grade pupils includes 10 textbooks. Total cost of rent - 5760 sum ($1=1497,98 sum). Schoolboy’s family or rather spends for one textbook about 576 sum. Such book set for 9th graders, consists of 16 textbooks and accordingly its rent cost amount to 8710 sum. Thus, a textbook for 9th grader comes to 544 sum.

Due to September, 1st the Ministry of public education annually approves and announces in mass media the list of textbooks for next academic year. That is used as a ground to form yearly order of textbooks purchase for school library funds for public account means, as well as to clear prognostic indicators of textbook supply.

Annually in October and November specialized exhibition-fairs of textbooks and teaching aids, oriented to next academic year are organized in all regional centers, Tashkent and Nukus cities by the Uzbek agency for press and the information, Ministry of public education in association with “Uzkitobsavdo” Public Stock Company, Council of Ministers of Karakalpakstan, provincial administrations and Tashkent city municipality.

Orders aimed to put a number of concrete arrangements on sponsoring of school fairs in provinces have been issued in all educational institutions. School managements report on their work to superior public education bodies.

State standards of the comprehensive education have been improved and curricula are modernized according to the State national Program for development of school education. And textbooks are also renewed, as one of the requirements produced them - is their relevance to the State educational standards and curriculums. The renewed school textbook is a result of the hard working.

The large scaled action “the School – Library – Family – Public Organizations” are traditionally held in information-resource centers (IRC) and libraries under the Ministry of public education. Now 12 provincial IRC with the book fund, numbered of 1 096 635 and 200 district such centers, having 3 337 216 books in own funds are operated in country.

They established according to the Decree of the President of the Republic of Uzbekistan “on Organizing of information-library supply of the population of Uzbekistan”, issued on June, 20th, 2006, by joining provincial children's libraries up on comprehensive schools ground. The IRC are integrate traditional library service for readers, intensity use of new IT, provide access to electronic resources, form information culture of person, promote development of self-education process.

Periodicity of textbooks renewal has been set according to the Presidential Decree “On complementary measures of improvement of the system of supply with textbooks of comprehensive schools” issued on May, 31st, 2006 and to Provision «On order of supply of comprehensive schools with textbooks and teaching aids”, approved by joint resolution of ministries of public education, finance, on cultural and sport affairs, as well as Uzbek agency for press and information on June, 30th, 2006, and registered by the Uzbek Justice ,ministry on July, 24th, 2006. Textbooks for first-formers are published annually and given absolutely free with teaching means on September, 2nd. Textbooks for 2-4 grades are renewed in 2 years, and for rest grades in 4 years.

The world experience is learnt, during the produce of new generation textbooks. Both innovations of Uzbek national school authors and foreign experts are used.
