Tashkent City Kengash (Council) of People’s Representatives convened for an extraordinary session on March 16.

President of the Republic of Uzbekistan Islam Karimov addressed the meeting with speech.

The city of Tashkent, the capital of our independent nation, is the heart of Uzbekistan. Hence, according to the head of state, Tashkent ought to be a model for the rest of the country.

Indeed, the capital city has been constantly transforming, including in appearance, during the years of our independent development. Modern enterprises are being constructed on cutting-edge technologies, so are the gracious buildings and facilities, new residential quarters, education and health institutions, wide avenues, grand bridges, alleys and parks.

Tashkent has come to be a splendid and prosperous urban core of Uzbekistan as much as of the wider region.

It has been drawing the attention of international community with its infinite potential in science, education, healthcare, culture and arts, inimitable look. The metropolis has turned into a center of frequent major international meetings, summits and forums, like the 2010 annual meeting of ADB board of governors, a major healthcare symposium in 2011 with the World Health Organization, and an international conference on education development that took place this February.

Remarkable socio-economic accomplishments have been manifest in the city. Thus, Tashkent accounts for more than fourteen percent of Uzbekistan’s GDP, for twenty percent of manufacturing and total sum of investments – all suggestive of its significant economic capacities. The gross regional product has grown 1.4 times in the last three years, industrial production has increased more than 1.4 times, the volume of drawn investments has multiplied 1.5 times, underscoring the steadily high growth rates of economic development in the city.

With its vast industrial capacities, highly qualified engineering and technical specialist pool, academic potential, Tashkent is a leading economic hub of not only the Uzbek economy, but also that of the entire region.

As part of localization program, for instance, the capital’s manufacturers have introduced production of some 100 new types of goods and the value has made over 4 trillion 300 billion soums. The production and exports of localized goods grew 1.4 times in 2011 compared to 2009 figures.

The session agenda included promotion of small business and private entrepreneurship, population employment, nurturing the younger generation, social and public services.

Islam Karimov stressed that the urban development in Tashkent, in its older part in particular, should be addressed with an eye to requirements of modern urban planning.

The discussion also included issues pertaining to the “Year of Family” government program, consolidation of the institution of family, bolstering the role of mahalla on this front.

As President insisted, the current conditions elicit new requirements for us, in accordance with which consciousness and outlook has to change, as has the attitude to work, especially among the managerial personnel. Particularly important is securing the rule of law, of principles of justice in society.

Then the session participants deliberated on executive issues. Nominated by President Karimov, the acting hokim (mayor) of the city of Tashkent Rahmanbek Usmanov has been elected hokim of Tashkent, UzA informs.
