SAMARKAND – CROSSROAD OF CULTURES

Samarkand - is one of the most ancient and world - famous cities. By its age, Samarkand can be compared to such ancient cities as Rome, Athens, and Babylon. In 2007 Samarkand celebrated its 2750 - year anniversary. 
Samarkand which is included into the World Heritage List of UNESCO can doubtlessly be called as the "Pearl of the East". Standing on the crossroad of the Great Silk Road, it took and preserved until present times the culture, art and unique architecture of the ancient world civilizations. 

Historical monuments of Samarkand impress contemporaries by their beauty and greatness. 

On one of these unique monuments of architecture - Registan square - every biennium between 25th and 30th of August International Music Festival "Sharq Taronalari" ("Melodies of Orient") is held on regularly organized under the patronage of UNESCO. 







International Music Festival "Sharq Taronalari" ("Melodies of Orient") is one of the biggest festivals in 
Central Asia. The main aims and objectives of the festival are to popularize widely the best achievements of national music art, to preserve and develop great traditions of people, to encourage talents in musical and vocal sphere, as well as to spread in further international creative ties, to strengthen cultural-spiritual cooperation, to praise peace, friendship and ideas of mutual sympathetic. 




The first International Music Festival "Sharq Taronalari" ("Melodies of Orient") took place in 1997 at which participated musical groups and performers from 31 different countries. Today it became one of the most popular and famous festivals not only in Central Asia but also abroad. The bright evidence to this is that year after year not only the number and the artistic level of participants are increasing, but also geographical range of participating countries is widened. 

Thus, at the 10th International Music Festival "Sharq Taronalari" that was held on in 2015, participants from more then 65 countries attended the event. 

It became a good tradition to undertake international scientific conferences, devoted to particular aspects of music, at which participate scientists and scholars from all over the world. 

Each Festival, that was held on in Samarkand is unique and exclusive.

Introduzione del regime senza visto per i cittadini italiani e di altri paesi e nuove tipologie di visti uzbeki

Secondo il D.P.R. “Sulle misure aggiuntive per lo sviluppo accelerato del turismo nella Repubblica dell’Uzbekistan” approvato il 5 gennaio 2019:

 1. Dal 1° febbraio 2019 entra in vigore il regime senza visto per il soggiorno di 30 giorni per i cittadini di 45 Stati, inclusa l’Italia.

Il regime senza visto si applica ai cittadini di 45 paesi, titolari di qualunque tipologia di passaporto (diplomatico, di servizio, ordinario) per un soggiorno fino a 30 giorni sul territorio della Repubblica dell’Uzbekistan, indipendentemente dallo scopo di viaggio. Per entrare in Uzbekistan i cittadini stranieri devono essere muniti del passaporto nazionale in corso di validità o di un documento sostitutivo valido per i viaggi all’estero.

Il regime senza visto non si applica agli apolidi residenti nei paesi indicati.

Il soggiorno di 30 giorni previsto dal regime senza visto si attiva dal momento in cui il cittadino straniero varca il valico di frontiera statale della Repubblica dell’Uzbekistan. Al termine di 30 giorni i cittadini stranieri devono uscire dal paese, il superamento di 30 giorni rappresenta la violazione delle normative di soggiorno dei cittadini stranieri sul territorio della Repubblica dell’Uzbekistan e comporta la responsabilità amministrativa.

Per un soggiorno superiore al periodo di 30 giorni in Uzbekistan, i cittadini stranieri devono presentare i documenti necessari per la richiesta del rilascio del visto d’entrata idoneo allo scopo del viaggio.

 2. Dal 1° febbraio 2019 si estende e si approva un unico elenco di 76 paesi i cui cittadini possono richiedere il visto d’entrata elettronico. Il visto d’entrata elettronico si rilascia esclusivamente ai cittadini di paesi stranieri e non si applica agli apolidi residenti sul territorio dei paesi indicati.

 3. Dal 15 marzo 2019 si attivano i visti d’entrata elettronici per un soggiorno di 30 giorni con due entrate e entrate multiple.

- due entrate – 35 euro di diritti consolari;

- entrate multiple – 50 euro di diritti consolari.

 4. Si prevede di introdurre gradualmente le nuove tipologie di visto d’entrata (sticker da applicare, non elettronico) per alcuni cittadini stranieri:

“Piligrim visa” è il visto di pellegrinaggio con la validità fino a due mesi per esplorare il patrimonio culturale, storico, religioso e spirituale, le tradizioni del paese e si rilascia sulla richiesta dei soggetti d’attività turistica e del Comitato per Affari Religiosi sotto il Consiglio dei Ministri della Repubblica dell’Uzbekistan.

“Academic visa” è il visto con la validità da tre mesi fino a due anni per lo svolgimento d’attività di ricerca scientifica e di insegnamento in Uzbekistan e si rilascia sulla richiesta dell’Accademia delle Scienze della Repubblica dell’Uzbekistan, organizzazioni della ricerca scientifica, istituzioni di istruzione superiore della Repubblica dell’Uzbekistan, ministeri o enti governativi.

“Student visa” è il visto con la validità di un anno per gli studenti stranieri iscritti alle istituzioni d’istruzione sul territorio della Repubblica dell’Uzbekistan e si rilascia sulla richiesta degli istituti d’istruzione, ministeri, enti e organizzazioni della Repubblica dell’Uzbekistan responsabili per la gestione delle istituzioni d’istruzione.

“Vatandosh” è il visto con la validità di due anni per i nativi della Repubblica dell’Uzbekistan e per i membri delle loro famiglie e si rilascia sulla richiesta (lettera d’invito) da parte di parenti, cittadini e residenti della Repubblica dell’Uzbekistan.

“Medical visa” è il visto con la validità fino a tre mesi per le cure mediche in Uzbekistan e si rilascia sulla richiesta degli istituti medici.

5. Si concede il diritto di ottenere il permesso di soggiorno nella Repubblica dell’Uzbekistan ai cittadini di 109 paesi in caso di acquisto di beni immobili in:

- regione di Tashkent e città di Tashkent per un importo (in equivalente) di almeno 400 000 dollari statunitensi;

- regioni di Samarcanda, Bukhara, Namangan, Andijan, Fergana, Khorezm per un importo (in equivalente) di almeno 200 000 dollari statunitensi;

- Repubblica del Karakalpakistan e altre regioni del paese per un importo (in equivalente) di almeno 100 000 dollari statunitensi.

Inoltre, secondo il Decreto, è stato approvato il Concetto di sviluppo del settore turistico nella Repubblica dell’Uzbekistan negli anni 2019 - 2025 e il Piano di eventi 2019 per la sua attuazione.


 A visa-free regime is introduced for 30 days period for citizens of Andorra Principality, Australian Union, Austrian Republic, Argentine Republic, Bosnia and Herzegovina,  Brunei Darussalam State, Canada, Czech Republic, Federative Republic of Brazil, Federal Republic of Germany, Finland Republic, French Republic, Grand Duchy of Luxembourg, Hungary, Greek Republic, Israel, Indonesia, Ireland, Iceland, Italian Republic,  Liechtenstein, Montenegro, Principality of Monaco, the Kingdom of Belgium, the Kingdom of Denmark, the Kingdom of Spain, the Kingdom of the Netherlands, the Kingdom of Norway, the Kingdom of Sweden, the Republic of Latvia, the Republic of Lithuania, Malaysia, Mongolia, New Zealand, Portugal Republic, Republic of Bulgaria, Republic of Cyprus, Republic of Korea, Republic of Malta, Republic of Poland, Republic of San Marino, Republic of Serbia, Singapore, Republic of Slovenia, Republic of Croatia, Republic of Chile, Romania, Slovak Republic, Republic of Turkey, Swiss Confederation, Republic of Estonia, Japan, UUU, United Kingdom of Great Britain and Northern Ireland , Vatican.

Esteemed Senators and Deputies!

Dear compatriots!

Dear guests!

 

Allow me to deliver you the Address of the President of the Republic of Uzbekistan to Parliament on the most priority goals of Uzbekistan’s development in 2019.

Today, we are living in the rapidly changing world. Global conflicts of interests and competition are growing. The international situation is being aggravated.

Accordingly, while planning practical actions for the next year, considering such harsh situation on the international arena, we need to highlight clearly and precisely the priority directions of our development.

 Dear friends!

 Traditionally, with good intentions, we dedicate every year to something and set high ambitions for ourselves.

There is a deep meaning in the hadith mentioned in the book by our great compatriot Hazrat Imam Bukhariy, which goes: “Every good action depend on the will, every person will be granted solely what he wills”.

We have named the year 2018 to be “The Year of Support of Active Entreprenuership, Innovative Ideas and Technologies”. Within the State Prorgram we have implemented 76 thousand projects worth of 21 trillion soums and 1 billion US Dollars. And we are now witnessing the outcomes of actions initiated last year with good will.

Tangible achievements have been reached in the fields of industry, agriculture, major construction, transport and communications, services.

In particular, I would like to especially highlight selfless work of our diligent dekhkans and farmers despite the fact that this season was very difficult compared to other years.

In view of increasing the population’s well being, the rates of wages, stipends, retirement and social benefits were notably increased versus previous years. In particular, for the first time for the last 10 years, the wages of teaching staff were increased by up to 50 percent.

The implementation of package of measures allowed a 12-percent increase of cumulative real income of population in relation to that of 2017.

The Government has appropriated funds worth of nearly 2 trillion soums within Programs “Every Family is Entrepreneur” and “The Youth is Our Future”. As such, more than 2,600 (two thousand six hundred) local business projects have implemented.

Starting from this year, out of the fulfillment from projected tax parameters, additional 5.5 trillion soums have been retained at local budgets.

And this is 6 times more than that of the previous year, while versus 2016, I would like to draw your attention to this fact, 32 times more.

 

Dear compatriots!

 

The year coming to an end became the year of start of great deeds in landscaping of villages and makhallas (neighborhood areas), which represent the symbol of our sacred Homeland.

In particular, the programs “Prosperous village” and “Prosperous makhalla” have been welcomed by our people with profound joy. This year, 3 trillion soums have been allocated for construction and landscaping works within this context.

As a result, 416 villages got new image.

During the expiring year, important steps were made in other fields of our life, in particular, in development of education and science, training and up-bringing, culture and arts, sports. Especially, we all were pleased of the fact that the youth of our country achieved high scores at Asia Olympic and Paralympics held in Indonesia and Olympic Games for Juniors held in Argentina.

 

Dear members of the Parliament!

 

Thanks to open, pragmatic and active foreign policy pursued in international relations our country’s international reputation to be reliable partner is increasing.

Strenghtening good-neighborly and mutually trustworthy relations with all our neighbors became one of our targets.

In 2018 we exchanged 18 official inter-state visits and signed agreements on one thousand eighty projects totaling 52 billion dollars.

The investment portfolio of partnerships with the World Bank, EBRD, IDB, ADB and other international finance institutions comprised 8,5 billion dollars.

Today, our country is implementing 456 projects with foreign investments worth of 23 billion dollars.

Considerig increasing threats to international and regional security, we have adopted new Defense Doctrine.

We have revised the structures and the missions of all types of troops in the Armed Forces.

To ensure the unity of the army and the people, military administrative sectors have been created in all regions.

Certainly, we could continue a long list of all activities implemented during the year. Though, however, the purpose of citing such examples is not clapping on our chests and boasting ourselves. We are absolutely far from this. Our main goal is giving objective and critical assesment to our development path during the past year.

Taking this advantage, I would like to express sincere gratitude to our noble people for their constant support to implementation of reforms and tremendous contribution to prosperity of our Homeland through their selfless work and overcoming courageously all challenges and hardships.

 

Esteemed participants of the meeting!

 

In just a few days, the New Year 2019 will come. On the eve of the New Year, according to our tradition, it would be good to exchange with you and come to common decision with regards to what name we should give to 2019.

Certainly, we have been thinking a lot about this. We made thorough review of proposed ideas and requests, proposals and  recommendations during dialogue with people at local levels.

The international experience demonstrates that those countries, which pursue active investment policy, succeed in steady growth of their economies.

It is therefore, it will not be an exxageration to say that investments are driving engine of country’s economy, or “it’s the heart of economy” to say it in Uzbek.

Investments bring modern technologies, advanced experiences and skilled expertise to different fields and regions, facilitate development of businesses.

Here, the question arises: we say “investments”, we say “reforms”, we say “modernization”.

But, what is the main goal of all transformations?

Our main goal is to ensure that every signle individual living in our country, irrespective of ethnicity, language and religion,  lives free, peaceful and wealthy life, being satisfied of today’s life.

In this direction, we have great tasks ahead. Primarily, prosperity of our country and well being of our people are closely linked with the success of our social reforms.

We need to provide worthy education to our youth, bring to reality their endeavors for education and science. In this view, we need to develop pre-school education system, we must radically improve material and technical base of secondary and higher education institutions, the quality of education and academic process.

Improving health of our people and building up healthy life-style are vital tasks for us. I would like to re-iterate, if we ensure peace and health, all the rest is achievable.

Certainly, we maintain as priority goal supporting and helping people with disabilities, with lost breadwinners, lone elderly, in general, all those who need help.

In the forthcoming year, we still need to do a lot to build up even more enabling business and investment environment, creating new jobs, increasing livelihoods of our population, improving pension support.

Considering all above, to make logical follow-up of activities launched in 2018 and raising it to higher level, I propose to name the New Year 2019 “The Year of Active Investment and Social Development”.

 

Dear friends!

 

Giving the year such a name, lays many tasks and responsibilities on our shoulders. We are facing following questions: how to increase investments, how to address social issues.

And our people watching us on the television have the right to ask us these questions.

If we don’t start to work today on solving these issues, if we don’t mobilize all our efforts and capacities, it will be difficult to reach the target.

Every leader – whether he is a minister or the head of central authority, deputy or senator, chairman of company or association,  khokim of the province or district – all of us must consider this work to be the primary mission.

We can achieve sustainable development of our economy only through active attraction of investments, launch of new production capacities.

While positive achievements in the economy will create foundation to find system solution to problems accumulated in the social field.

We need to deeply realize this and need to organize our work in this context.

 

Dear compatriots!

 

Speaking about the tasks facing the sphere of economy, first of all, we need to highlight that the following goals are the core of comprehensive economic reforms:

– creating necessary conditions for open economy, sound competition, radical improvement of business and investment environment;

– increasing  creation of new jobs through reduction of participation of state in the economy, intensive development of private sector;

– ensuring high economic growth through modernization and diversification of economy, increasing labor efficiency;

– countering “shadow” economy, diminishing it’s share;

– consistently continuing the policy of further liberalization of exchange market, pursuing steady monetary policy;

– educating skilled human resourses capable of implementing strategic tasks related to development of economy. 

To achieve these goals, it’s required to implement following priority tasks.

First, we must ensure macroeconomic stability and high growth rates of our economy.

Without prior adjustment of inflation, we cannot achieve macroeconomic stability.

Through thorough analysis of international experiences and attraction of international experts, we need to develop the concept on optimizing monetary policy and ensuring sustainable pricing.

During transition period, it is extremely important to run clear statistics of the economy and to make right assessment of economic potential of the country.

Only through this, one can achieve objective assessment of the gross domestic product.

In this view, from January 1, 2020 we need to fully introduce National accounting system of the United Nations’ Organization and the International Monetary Fund.

Sustainable economic growth is primparily connected to development of leading sectors.

First of all, we will support any sector which creates products with high value added.

Therefore, we need to design and realize the Strategy on developing those industries which will give serious impact to development of the economy.

So, by April 1, 2019, the Cabinet of Ministers shall design the 2030 Concept of country’s socio-economic comprehensive development and finalize its review with involvement of international experts.

We must further improve efficient use of State budget resourses.

All programs and projects to be financed from the State Budget must have quality and quantity indicators oriented to final result.

Within two months time, the Cabinet of Ministers shall submit proposals on implementation of those goals.

Next year, the projection for the next year says that the budget deficit will be roughly 4,5 trillion soums and will comprise 1.1% towards GDP. Starting from now the Cabinet of Ministers and the Audit Chamber through additional capacities and sources shall undertake specific actions to increase budget revenues, and thus  to reduce the projected deficit.

Also, within one month time, to develop the “road map” to mitigate negative impact on our economy of tendencies on global market.

We must design National Concept of Digital Economy which considers upgrade of all sectors of our economy with digital technologies. In this context, we need to introduce the Program “Uzbekistan Digital - 2030”.

Digital economy will facilitate at least 30-percent increase of GDP and significant reduction of corruption. It’s being also proved by the analysis of reputed international organizations.

Accordingly, within two moths time, the Government is to develop “roadmap” on transition to digital economy. In this regard, special attention needs to be paid at ensuring information security.

Second, we will consistently continue active investment policy, which is the main prerequsuite of our economy’s  development.

In 2019, we plan to disburse investment from all sources worth of nearly 138 trillion soums, which is 16% higher versus  2018.

In this context, the amount of foreign direct investment increased by almost 1.5 times versus this year and reached 4.2 billion dollars. As a result, we plan to launch 142 new modern enterprises.

I would like to especially outline the fact that the implemented reforms and their results are being appreciated by the world’s leading credit rating agencies.

For instance, for the first time in the history, world’s reputed Fitch Ratings and Standard and Poor’s rating agencies identified  our country’s international sovereign credit rating.

The Fitch says the “Outlooks are Stable”. This indicates that during next 12-18 months this indicator might be lowered.

We should note that this Uzbeistan’s rating is higher compared to the most developing countries.

These rating agencies pay special attention to such criteria as the fact of liberalization of the exchange, trade and price policies, institutional transformations in public administration, sufficiency of gold and currency reserves of the country, low state debt.

In the first quarter of 2019, for the first time in the history of our country, we will issue Uzbekistan’s sovereign bonds to international financial markets.

In this context, we are cooperating with such leading investment banks as J.P. Morgan, City Bank and Deutsche Bank.

In order to enhance attraction of foreign investments, we need to take measures to be able to fully demonstrate investment potential of our country.

If we succeed to efficiently formulate the investmet projects to potential investors, we can achieve positive results.

In this view, we need to adjust allocation of business entities in free economic zones and small industrial zones, improve  organizationally and legally providing them with incentives and preferences.

First of all, we need to create such environment for those businesses and foreign investors which are producing export oriented products, innovative and HiTech products.

In this view, within one month time, the Cabinet of Ministers to develop clear comprehensive actions and measures, in particular, to carry out relevant work on inclusion of our country into the Global Competitiveness Index.

Third, we need to actively continue the reforms in the system of banking and finances and broadly introduce the modern market mechanisms to the sphere.

Today’s main problem in the banking system is that the lion’s share of their capital, i.e. 83 percent belongs to the state. In its turn, this serves as an obstacle to a sober competition in the banking sector and negatively affects the quality of services.

 

The Government and Central Bank, along with international financial institutions, shall draft a long-term strategy on development of the banking and finances system.

In this, through drawing private and foreign capital to banking system, we will steadily reduce the share of state banks. This will serve for improving the atmosphere of competition in the sphere, as well as comprehensively bettering the activity of commercial banks and quality of crediting services.

Besides, developing the financial markets, in particular, the stock markets should also stand as our major goals in the new economic conditions.

By way of introducing new financial instruments and issuing bonds, we need to further expand the scope of banking services and develop banking system based on cutting-edge information technologies.

For the investors to feel themselves as comfortable as possible, it is required to further liberalize the currency market.

Fourth, our citizens must be interested not to avoid taxes, but rather to paying them on time.

The main idea of the new tax concept being introduced starting from 2019 is to reduce the tax burden, apply simple and steady taxation system. Thanks to these measures we will be able to increase competitiveness of our economy and create most comfortable conditions for businesses and investors.

Unfortunately, there is a large share of «shadow» economy in the gross domestic product and it negatively affects development of the country.

Reducing the tax burden and creating more comfortable conditions for making business are the only way to eliminate the «shadow» economy. Therefore, we need to draft a special program which would envisage application of effective measures in this regard.

Besides, we need to work intensively to introduce marking of high liquidity products manufactured and imported in our country.

The Tax Code in new edition should encourage honest taxpayers, who support the development of the country, and reprimand those who engage in illegal activities.

As you know, tax cuts and the elimination of certain taxes will result in a decrease in budget income.

This issue can be addressed by conducting effective tax administration and ensuring budget sustainability. That is our first priority.

Tax administration should be executed in such a way that when the value-added tax is widely applied, and this is a must, it should not lead to the rise in prices for consumer goods.

The Minister of Finance and the Chairman of State Tax Committee are personally responsible for the efficiency of the tax administration and the stability of the budget and consumer goods prices.

It is necessary to introduce the same taxation regime for all by reducing the tax burden, and removing gradually tax privileges.

Indeed, entrepreneurs themselves admit that the given privilege has a negative impact on the competitive environment.

The Cabinet of Ministers is tasked to develop a «roadmap» on this issue within two months.

Fifth, the efforts on supporting entrepreneurial activity will be intensified.

The great scholar, Hazrat Najmiddin Kubro, once said «I saw success in continuous efforts, and failure - in ignorance and laziness»

Indeed, we can achieve a prosperous life through active entrepreneurship, tireless work, and efforts.

Our country was ranked 134th in the World Bank’s construction industry ranking.

This indicates that there are many problems in the area.

For example, there are 17 types of permissions in the construction industry, and 246 days are spent on receiving them. Isn’t it unfair?

The Cabinet of Ministers must take immediate actions to improve the rules and regulations in this area.

Sixth, the state intervention in the economy should be drastically reduced.

Today, there are 603 joint-stock companies in Uzbekistan, of which 486 are state-owned entities, accounting for 52 trillion soums.

The high-level state participation in the fuel and energy, petrochemical, chemical, transport, and banking sectors is hampering their development on the basis of market mechanisms and the attraction of investments.

The fact that some ministries have established companies in the areas, controlled by them, prevent free and healthy competition. We must openly admit it today. Unless we change this system now, we cannot achieve sustainable development both in these sectors and in the economy as a whole.

The uncontrolled management of state assets also negatively affects efficiency. For example, at present only 21% of 972 state-owned enterprises are managed by the State Competition Committee, while 79% are controlled by ministries, agencies and business associations.

It is no secret to what state has this brought the state-owned enterprises in the past 27 years. The whole sector, such as the aviation industry, has disappeared.

In order to regulate the existing system, it is necessary to radically improve the activities of the State Property Management Center and reorganize it as an independent agency.

The Agency will manage the process of privatization, financial rehabilitation through state property management, reforming of the state-owned enterprises, as well as the issuance of shares and bonds.

The Cabinet of Ministers is tasked to implement the proposal within one month.

Seventh, in order to establish the principles of the free market, we need to create a healthy competition environment by reforming and developing leading sectors of the economy.

As a first step in this regard, we have made a decision to radically reform the system of “Uzbekenergo” and “Uzbekistan Airways” companies.

“Uzbekistan Airways” national airline was reorganized and flights, airports management and air traffic navigation services were separated.

Next year, we will continue to gradually reform other strategic sectors, including “Uzbekneftegaz”, “Uzkimyosanoat”, and Navoi Mining and Metallurgical Plant.

It is necessary to fully revise the practice of determining the volume and cost of production and introduce market principles.

The Cabinet of Ministers is instructed to develop Governmental programs and roadmaps within two months on these issues.

Eighth, integration of our economy into the world market and export support are among priority tasks.

Next year we are targeting to increase the exports volume by 30 percent and reach 18 billion dollars.

We need to move to an export-oriented economy, and create a competitive environment in the domestic market.

Also, the most important issue is the improvement of the transport and logistics system. Due to limited access to the sea, we are facing many difficulties in exporting our goods.

Therefore, «Uzbekistan Airways» and «Uzbekistan Railways» need to create modern logistics routes for exporting our goods.

The Cabinet of Ministers should conduct negotiations on transiting export cargo by railway through neighboring states at preferential rates. At the same time, it is necessary to take measures to improve the country’s rating in the World Bank’s «Logistics Efficiency Index».

Next year it is necessary to drastically simplify the customs procedures, radically reform customs control and cargo clearance posts.

It is necessary to build in all regions of our country the customs complexes operating on the principle of «one-stop shop» that meet the modern requirements.

The Cabinet of Ministers is instructed to develop a «roadmap» on the aforementioned issues within a month.

Ninth, it is necessary to consistently continue the comprehensive development of the territories.

As a result of structural changes in the economy, the share of industry in GDP is expected to increase from 35% to 37% this year. However, in some cities and districts, this very important issue lacks proper attention.

As a result, the share of industry in 27 districts of the country does not exceed 1% of the regional level. Therefore, it is necessary to develop mid-term and long-term programs for the development of industry of each district and town. In the first place, this issue must be taken under the control of the leadership of the Republic of Karakalpakstan and regions.

In the forthcoming years, over 4 trillion soums is expected to be allocated for the implementation of the programs «Obod Qishloq» and «Obod Mahalla».

Today, the country's urbanization rate stands at 35.5 percent, and if no action is taken now, this indicator may decline in the foreseeable future.

Prime Minister Abdulla Aripov will personally be responsible for the development of the State Program to bring the country's urbanization level to 60 percent by 2030.

In this regard, it is important to focus on the comprehensive development of not only the capital and cities which make up provincial centers, but also the cities and settlements located in the regions

We should gradually move from constructing typical design houses in rural areas to building multi-storey houses in towns and settlements. Utilities and engineering infrastructure should develop in close contact with housing construction programs.

The Ministry of Economy should coordinate this work.

At the same time, a special fund shall be established to perform these tasks. Funds received from privatization of land plots which accommodate the buildings and structures will be accumulated in the fund.

Through this new system we will be able to further improve the appearance of our regions and improve the wellbeing of the population.

Tenth, reforming the agricultural management system, introducing advanced technologies for the efficient use of land and water resources, and ensuring food security are our most important tasks.

In order to reach at least 52 percent of cluster cultivation of cotton, a decision has been made to create 48 cotton and textile clusters next year.

At the same time, we need to comprehensively develop the activities of grain, as well as fruit and vegetable clusters. Given that this field is relatively new to us, it requires government support, including simplification of the loan system, cost subsidization, and land allocation procedures.

In order to create genuine seed varieties, the experimental seed-breeding works must be revitalized.

To this end, it is necessary to improve the material and technical resources of seed and selective breeding institutions and to organize seed clusters on the basis of public-private partnerships.

We need to develop new crops and livestock breeding industries.

Today, only 35% of the farmers' annual feedstuff needs are covered by local means.

Therefore, we need to sharply increase the feedstuff base for livestock by expanding cultivated areas and developing new lands. Also, we need to drastically increase the volume of food products by developing fishing and poultry farming.

Another important task is the widespread introduction of water-saving irrigation technologies.

The Cabinet of Ministers is instructed to develop a «roadmap» on this issue within two months.

The system of allocation of agricultural land needs to be radically revised.

It is necessary to provide multisector farmers having effectively used their land and getting sizable harvests with additional land.

Agrarian sector’s biggest problem is lack of farmers’ knowledge in the sphere of agriculture.

Indeed, they are full of energy, initiative, they love the land and many of them spark in their eyes.

But unfortunately, sole intention is not enough to achieve high levels of harvest and the end result.

We are in great need of farmers with the perfect knowledge of agricultural technology, modern production and innovation methods.

Council of farmers must forge cooperation with the Ministries of Agriculture, Water resources as well as Innovational development and they need to develop professional training and retraining programs.

The purpose of reforms in the agriculture is not only to gain economic benefit, but also ensure food security and well being of people. We must never forget this.

Cabinet of Ministers within two months needs to adopt “National program of ensuring food security in the country in 2019-2024”.

Ministry of agriculture, having deeply analyzed the situation around the creation of cluster system in producing fruits and vegetables in the country, should offer proposals on lifting existing barriers by March 1, 2019.

 

Dear members of the Parliament!

 

Economic expansion and social protection are interrelated definitions, it is impossible to imagine them separately.

In 2019 – the year of «Active Investments and Social Development» we should carry out following steps towards development of social sphere.

First, we should decrease unemployment rates among population, and increase the revenues of our people and families.

The government should within a month approve a new government program for employment assistance for 2019.

In this regard, unemployed should be provided with vocational training, legal and other counseling, and other wide range of forms of social assistance.

In order to improve the standard of living of our people it is necessary to establish the system of proper payment and increase the real income of the population.

The minimum monthly wage should be revised, and the taxes and other payments should be reduced to the minimum wage.

The Cabinet of Ministers will develop a set of measures to address these issues within two months.

Second, it is necessary to revise the procedure for entitlement and payment of pensions and retirement benefits, fundamentally reform the pension system.

As you know, a recent presidential decree has been adopted. According to it, starting from January 1, 2019, all working pensioners will be paid full amount of pensions.

Also, a new system for increasing pensions is being introduced to increase the maximum wage from 8 to 10 times the minimum monthly wage.

At the next stage of the reform, these restrictions will also be completely abolished.

At the same time, the issue of social protection for children with disabilities and their families, those who have lost their breadwinners, should always be in the focus of our attention. We will provide a subsistence allowance for mothers who are devoted to caring for their disabled child.

Third, it is necessary to further improve the system of science, modern and continuous education.

Our people have a wise saying: «education and training begin from the cradle». Only enlightenment can lead a person to perfection and the progress in society.

Therefore, public policy in the field of education should be based on the principle of a continuous education system, i.e. education should start at the elementary school and keep up with the whole life.

In developed countries, huge attention is paid to investing to a full cycle of education, namely, education of a child when he or she is between 3 and 22 years of age. Because such an investment will benefit society 15-17 times later. This figure is only 4 times in our country.

Therefore, we need to focus on human capital and mobilize all our effort for in this direction.

An important practical step in this direction will be reaching the coverage of the pre-school education from current 34 percent to 44 percent in 2019.

We need to create all the necessary conditions for organization of public education according to today's requirements and the comprehensive development of our children. 

Private schools should be lunched and public-private partnership should be widely used.

We need to further reinforce the work in order to provide equal opportunity for higher education for all.

The coverage of graduates with higher education in Uzbekistan was at the level of 9-10 percent over the past period. Thanks to the measures taken over the past two years, we have managed to increase this figure to more than 15 percent.

But this is not enough yet. Since, if we look at the experience of developed countries of the world, this figure is as high as 60-70 percent.

Therefore, it is our task to raise the level of enrollment of school graduates to higher education institutions in Uzbekistan up to 20 percent in 2019 and to increase this number in the coming years.

It is necessary to rise the prestige of higher education institutions, to increase the number of non-state educational institutions, to attract highly qualified personnel to this sphere as well as to strengthen competition.

Providing our youth with the right to apply simultaneously to several higher education institutions, I believe, will help them expand their educational rights.

Higher education institutions need to introduce a system of independent selection of quotas based on realistic opportunities.

The opportunities for continuing education abroad for students studying for a Bachelor degree have also expanded.

Since, the more people with higher education our society has, the faster and more effective will be its development.

The Cabinet of Ministers should, within two months, adopt appropriate measures on implementation of these initiatives.

Within two months the Cabinet of Ministers should develop appropriate measures on these proposals.

One of the most important issues is to further increase the scientific potential of higher education institutions, and to extend the scale of training of scientific and scientific-pedagogical cadres.

It is desirable for each industry to have a network of research institutions, design bureaus, pilot production and innovation centers.

We must attract investments not only to the economic sectors of our country, but also to the areas of scientific research and “know-how”.

The Cabinet of Ministers within two months is to develop concrete proposals for cardinal reforms of the activities of research institutions and improving the practical productivity of scientific research.

Fourth, in order to strengthen the gene pool of our people, it is necessary to improve the quality and expand the coverage of medical services.

Our main goal is not only to treat illness, but also to prevent it.

Public-private partnerships should be expanded in the process of medical and social assistance. The scope of public health care services should be clearly defined, and a clear boundary between paid and free treatment should be established.

Within two months Ministry of Health, together with the Ministry of Finance of the Republic of Uzbekistan, has to prepare concrete proposals on improvement of public health financing system.

Cooperation with prominent foreign higher education institutions should be strengthened. Next year, we will take practical measures to open joint faculties and branches with Russia, South Korea, Germany, and Italy's Medical Institutes.

The next major problem is the growing population with oncological diseases.

For example, more than 22,000 patients are diagnosed with cancer in our country every year.

This, in turn, requires the need for high-tech medical care against this disease, requiring the improvement of the anti-inflammatory system.

In order to identify diseases in this direction early, the Cabinet of Ministers is required to take specific decisions and programs within a month clearly identifying sources of funding.

There is a need to establish cooperation with international institutions and prestigious foreign hospitals in the field of number of increasing dangerous diseases.

In order to preserve the gene pool of our people, it is necessary to revise the existing norms of diet of pregnant women and children in accordance with international standards.

Within three months the Cabinet of Ministers is required to develop medium and long-term programs.

Fifth, social support of women and young people from the government should be further strengthened.

Despite the practical measures taken in the current year, it is sad that there are more than 13,000 women still living in difficult living conditions and are unemployed.

Within a month the Ministry of Labor and the Women's Committee, together with regional khokimiyats (governors’ and mayors’ offices), should develop a program providing employment for such women.

Heads of the Central Bank, the Republic of Karakalpakstan, the regions and the city of Tashkent are required to provide preferential credits in 2019 for housing to 1,600 women with difficult living conditions.

Working with young people, which accounts for almost half of the country’s population, is one of our key tasks.

In order to attract young people to entrepreneurship, to ensure their employment, it is necessary to further expand the «Youth is Our Future» Fund.

It is necessary to allocate more than 2 trillion sums for the Fund in 2019 and create by that more than 50 thousand new jobs.

Our most important task is to prevent our children from the influence of various radical and extreme ideas. We need to continue our work in this direction by using the new approaches.

For instance, it is necessary to create new cultural and entertainment parks on the basis of public-private partnerships and take measures to transform them into modern youth centers. The territory of these parks should be primarily comprised of sports facilities, amphitheatres, small scenes, libraries and so-called “book cafés”.

It is no secret that today the main source of knowledge and information for our young people is the Internet.

Therefore, we must take measures to create free «Wi-Fi» zones in public places and provide support to interested entrepreneurs.

The Cabinet of Ministers needs to develop a program on this issue within a month.

Sixth, the improvement of the living conditions of the people, the provision of a decent place of residence and the raising of the well-being of people will always be at the centre of our attention.

In the coming year, the program on the construction of cheap housing will continue consistently.

A particular attention should be paid to improving the design of model houses, the use of energy-saving technologies, modern and inexpensive building materials.

At the moment, it is necessary to once again review the current condition of more than 34 thousand multi-storey buildings in our country and take practical measures on this issue.

The government must ensure that multi-storey housing stock is fully registered within three months.

Studying the experience of mega-polis cities around the world, it is necessary to develop a renovation program, meaning the construction of new houses with the modern conditions instead of outdated multi-storey buildings.

It is well-known that over the years many claims have been made to the sphere of housing and communal services.

Therefore, from 2019 we will start working in this area in cooperation with investors on the basis of public-private partnership.

It is necessary to support the activities of professional management companies to reduce the administrative costs of the house-owners’ partnerships.

In the coming year, we need to raise the supply of the public with a centralized network of drinking water from 65 to 75 percent.

The Cabinet of Ministries must develop the additional measures to develop the drinking water supply and sewage system within two months.

Seventh, another urgent task is to establish a healthy lifestyle in the society, raise the popularity of gymnastics and sport.

We will further attach a great importance to the development of sports, encouragement and support of athletes, who have achieved high results in international competitions.

We will create children's and youth sports schools even in the remote regions in order to popularize sport among our young generation.

We must already begin a thorough preparation for the Summer Olympics 2020 in Tokyo.

Another important issue is to create an effective system of training athletes for winter sports in the country that meets international standards.

«The Humo» Ice Palace for sports, which is being constructed in the capital, as well as a modern complex expected to open soon in the Amirsoy recreation area of the Tashkent region, will serve the same purpose.

Unfortunately, in Uzbekistan such prestigious sports events as Olympic or Asian Games have not been held so far.

Therefore, with a good intent, we should start developing a prospective plan for hosting one of the Asian Summer Games.

The Cabinet of Ministers is tasked to prepare a draft program on this issue within three months.

Eighth, we must take a number of measures to develop tourism, attract investment to the sector and increase the human capacity.

Tourism industry in our country is mostly limited to ancient cities, historical and cultural monuments.

However, the unique nature of our country, national reserves and mountainous areas have a great potential for the development of tourism.

Especially the development of medical tourism, pilgrimage and ecotourism will not only stimulate the development of the economy, but also social spheres.

Within a month the Cabinet of Ministers should develop and implement the National Concept of Tourism Development for 2019-2025.

On this basis, it is necessary to increase the number of foreign tourists visiting our country up to 7 million by 2025, and annual income from tourism industry - up to $2 billion.

Ninth, we need to develop a national idea that is a source of strength for us to accomplish the great tasks we face.

In particular, we need to deeply understand our own national identity, study ancient and rich history of our Homeland, strengthen the research work in this area, and support the scientists, who work in the area of humanities.

The evaluation of the past must, of course, be unbiased and, most importantly, free of ideological views.

Unfortunately, in the past no systematic archaeological research has been conducted to study the history of our country.

Therefore, the activities of the Archeology and Art Institute at the Academy of Sciences, as well as the archeological research in universities and museums need to be arranged with the participation of the foreign partners.

We have to pay a special attention to the invaluable heritage of our great scientists and religious scholars, to the courage of our invincible historic military leaders and statesmen in bringing up our youth with the spirit of national pride and patriotism.

To this end, it is necessary to establish the TV Channel «History of Uzbekistan» at the National Television and Radio Company of Uzbekistan, and thoroughly produce its programs jointly with the scientific community and creative intellectuals.

It is also needed to register completely all historical exhibits in the museums in the country and create a catalog of each museum.

The Cabinet of Ministers has to develop appropriate measures in this regard within a month.

We all know that reform means renovation, change. In order for the reforms to succeed, first of all, our leaders and people need to change. When a person changes, society changes.

To achieve this goal, it is vital that today leaders of all levels, members of the parliament and local legislative bodies need to organize their work on the basis of critical analysis, rigorous discipline and personal responsibility.

The introduction of a modern, efficient system of governance is a key condition to fulfill the tasks set before us.

I this sense, I would like to draw your attention to the following topical issues.

First, it is necessary to strengthen the parliament’s role in adopting important decisions and its oversight functions of the implementation of laws.

Today, according to the Constitution, the parliament approves the appointment of the Prime-Minister. However, it does not participate in appointing the ministers.

Therefore, the members of the government do not sufficiently feel their responsibility before the parliament. In this regard, I propose to introduce the practice of approval of the members of the Cabinet of Ministers by the Oliy Majlis.

Let the future ministers to defend in front of parliamentarians the development programs of the areas of their responsibility and justify the way of its accomplishment.

In short, let him prove his suitability for the job.

At the same time, the similar practice needs to be introduced in appointing the heads of regional administrations and districts by the approval of local legislative bodies.

A special attention must be paid to one of the most effective forms of parliamentary oversight - adoption of the state budget and its implementation.

In order to carry out this task at a high professional level it would be expedient to establish a State budgeting body under the Oliy Majlis.

Second, it is necessary to optimize the executive power system, continue administrative reforms and apply modern management methods in public administration.

In all countries, the government is a prime body responsible for implementing reforms in various areas.

Today, the government complexes are composed of more than 160 offices and organizations, and 8 deputy prime-ministers responsible for different sectors and branches.

But does the role of the Cabinet of Ministers and its constituent structures meet today's demands in the reform process? Unfortunately, we cannot answer to this question positively.

Ministers and company chairs have become accustomed to come to the Cabinet of Ministers even for consulting on unimportant issues. As a result, the government has turned into a structure that solves only daily problems.

The in-depth analysis of economic and social issues and the study of the actual situation on the ground are neglected.

Since the year 2019 is announced as the Year of «Active Investments and Social Development», the Ministry of Foreign Affairs and its diplomatic missions abroad should also reconsider their work.

From now on, the requirements to our ambassadors abroad will also change. Their activities will be primarily assessed on the basis of efforts they are making to attract the foreign investments and amount of the foreign capital they were able to attract.

In this regard, the Cabinet of Ministers is tasked to eliminate the above-mentioned shortcomings within three months, to optimize and improve the Government and its subordinate ministries and departments, to improve the effectiveness of their work, personal responsibility and to develop and implement a comprehensive program to strengthen accountability.

The two-year work experience of the Virtual (Online) Reception of the President has shown that we were far from the people, its concerns and problems.

We must gradually go through the reform of public administration, advanced state management and "smart" governance principles, taking into account the opinions and suggestions expressed by citizens.

This means that now state institutions go directly to work with citizens.

Public authorities should be supporter of people, a business partner to entrepreneurs.

Some functions of the state governance system should be transferred to the private sector on the basis of public-private partnerships, including "outsourcing".

Third, in order to increase efficiency in public administration it is necessary to formulate a single personnel policy aimed at attracting qualified servants to public service.

Today we have to admit a simple fact. There is a lack of qualified and mature staff in public authorities.

Until now the status of public servants has not been identified, transparent mechanisms for admission to public service have not been developed.

To address these issues, first of all, it is necessary to introduce an effective system of objectively assessment of public servants' activity.

I want to draw your attention to another important issue.

There is not yet formed a system in the public bodies that predicts perspectives, in simple terms, what kind of problems we will be facing in five, ten, twenty years.

In this regard, the Presidential Administration will be tasked to develop a Conception of long-term government policy based on strategic analysis, planning and forecasting principles in effective management of the sector's activities.

Wherein it is necessary to form strategic planning and forecasting structures in government bodies.

There is also a special Expert Council under the President of the Republic of Uzbekistan has to be established and it should include prominent scientists and practitioners from foreign countries.

Fourth, we need to revise the competency and responsibility of local authorities and increase their independence.

In addressing issues related to the development of the region’s most of the khokims cannot take independent decisions, the initiative and responsibility for themselves.

As it is known, in 2018, a new state administration system was introduced in the Tashkent as an experiment, the mayor and district khokims were given authority to appoint managers of finance, economy, investment, construction, housing and communal services.

As a result, more than 30 commissions and councils were abolished and their authorities were delegated to the relevant territorial bodies. Inefficiently working 12 unitary enterprises were liquidated.

Tax revenues in Tashkent increased by 2 trillion soums due to the fact that some of the proceeds to the state budget were allocated to local budgets.

Now we need to launch this practice with a positive outcome in other regions too.

In the future, must be canceled the procedure of the khokim’s acting as chairman of the Council of People's Deputies.

The heads of the chambers of the Oliy Majlis (N.Yuldashev, N.Ismoilov) are recommended to discuss these issues in detail in 2019 and adopt a program of practical measures.

In upcoming year, the elections for the Oliy Majlis and the local Council’s of People’s Deputies will be held in our country.

It is very important to start a thorough preparatory works in order to organize this process, at the highest level, based on our national legislation and international standards, which plays a crucial importance in the socio-political life of our country.

Fifth, continuous dialogue with the people, to serve the interests of the people must become not only a commitment but also a vital principle for the government officials at all levels.

Creation of direct and open dialogue with people, and provision of conditions for realizing the rights of individuals and legal entities to apply to the President of the Republic of Uzbekistan will remain as an important and integral part of our activities in upcoming year.

 

Dear Senators and Deputies!

 

As you know, in recent years, large-scale reforms aimed at ensuring the rule of law and improving the judicial system of country has been implementing.

These changes are aimed at ensuring human rights and freedom, access to justice and improving the functioning of law enforcement bodies.

I do not want to mention about it in details because I have been thoroughly covered in this issue on the Constitution Day.

I would like to just draw your attention to the key priorities we are facing in this sphere.

First, it is necessary to further improve the system of selection and appointment of candidates for the judges in order to ensure the real independence of the judiciary.

It is necessary to fully adapt the judiciary corps formation system to the principle of independence of the judiciary and to ensure public participation in this process.

For this purpose, the selection and appointment of judges of the district, city and regional courts should be taken fully by the High Council of Judges. In this regard, public opinion and reporting in front of the people must be reflected.

Second, it is necessary to raise in to a new level the ensuring the peace and security of our people and the advance prevention of crime.

This year, a lot of work has been done in this direction.

In particular, in order to create comfortable work and living conditions for the employees of the sphere, more than 6,5 thousand service homes, 1,100 private houses and 7,000 personal vehicles were provided for preventive inspectors.

At the same time, 1,800 homes will be built for the staff of National Guard.

In 2018, no offense was committed in 3,205 makhallas, and it shows the result of our correct work. But it is too early to be confident.

We have to create in our country a climate which is fully free of crime for the sake of people to live in peace.

We need to lower the authority and functions of the Ministry of Internal Affairs to its bottom bodies and make it a true public system.

In this regard, we implement scientific approach and advanced information and communication technologies.

Each region should create its own experience of preventing and combating any crime or offense.

For the effectiveness of this work the Minister of Internal Affairs, the Commander of the National Guard and the Prosecutor General will be personally responsible for the regions of the country.

First of all, it is necessary to strengthen the motivation of preventive inspectors and makhalla activists who have achieved positive results in the fight against crime.

Employees who perform their duties effectively will be paid more by the newly established Special Funds account and their labor will be further encouraged.

Today it is time to finish the position of "Mahalla posboni" (guard), which is functioning ineffectively.

Instead, they will be replaced by the Public order Officer Assistant.

This post will be occupied by qualified lawyers, and working with law-abiding and devoted personnel on the subject.

No matter how difficult it is, we must strictly launch  the “criminal justice” system in remote areas.

This issue should be solely be the responsibility of the law enforcement bodies, and our society must unite and fight against the problem.

Third, it is necessary to continue the work on further improvement and liberalization of criminal legislation.

Because Criminal and Criminal Procedure Codes were adopted almost 25 years ago. In the past, relations in society, people's lifestyle, consciousness, and ideology have changed.

Therefore, these codes cannot match today's requirements.

As you know, the law contains articles on mitigating or tightening of punishment.

However, they should not be entirely dependent on the will of the investigator or the judge, ie the human factor.

Otherwise, the standard of justice that is holy to us will be broken.

Therefore, criminal and criminal procedure legislation must be revised.

To this end, the Interagency Commission under the Prosecutor-General's Office should work on the draft of new Criminal and Criminal-Procedural Codes before July 1, 2019.

Protecting the constitutional order, sovereignty, territorial integrity of our country from a variety of threats, and further strengthening peace and stability is the key to all our accomplishments.

In this regard the following tasks are crucial:

First of all, we need to strengthen country's defensive capabilities, the combat capability of the Armed Forces, the formation of a national defense industry, and be always ready against any threats.

The ongoing reforms to support military-economic support of the country’s defense should be logically completed.

The Defense Ministry will develop a program for the development of enterprises within the defense industry within two months.

Another important issue. We should increase our State’s border security and improve the quality of its control, using modern information and communication technologies.

We need to focus in strengthening the national spirit, upbringing of our soldiers and officers physically and spiritually in the Armed Forces.

One of our most important tasks should be a comprehensive improvement of the emergency prevention and control system.

Second, safety of the ecology, the rational usage of water and natural resources must be in the center of our attention.

In 2019, the Ministry of Water Resources together with regional experts should develop proposals for the rational use of water resources in Central Asia.

At the present time the Aral desert has appeared in the more than 5.5 million hectares because of the Aral Sea disaster.

Every year, 100 million tons of sand and salt are being raised into the sky. This proves once again that the Aral Sea disaster is a global challenge.

The establishment of the «Trust Foundation» on the basis Multilateral Partnership for Human Security of the United Nations in the Aral Sea region has been a major achievement of Uzbek diplomacy.

We are grateful to Mr. Antonio Guterres, the Secretary-General of the United Nations, as well as United Nation’s institutions and partner countries for their support of the initiative of Uzbekistan.

We are paying a special attention to the establishment of forests in the desert area of the Aral Sea.

In the Years of Independency about 1 million 220 thousand hectares of forests have been created in Uzbekistan, and from that more than 400,000 hectares have been established in the Aral Sea region.

According to the special program, another 500 thousand hectares of forests will be made in an arid area of the Aral Sea next year.

New constructions have been built in the cities and villages of the Republic of Karakalpakstan in order to improve the living conditions of the population.

In particular, in Muynak district a modern town will be constructed with the modern infrastructure.

Third, we need to continue our ongoing foreign policy based on transparency, equality and mutual beneficial cooperation, and take measures to further enhance its effectiveness.

It is necessary to establish new diplomatic missions of Uzbekistan in foreign countries, increase the number of the staff, in order to expand of the political and economic relations.

The legislative framework of the foreign economic and political activity of our state should further be improved in order to promote the political and economic interests of our country in the international arena.

It is ordered to the Cabinet of Ministers and the Secretary of the Security Council to submit a draft law on this issue up to April 1.

Next year, we will pursue an active foreign policy to further develop our relations with the member states of the Commonwealth of Independent States, first of all, with the Russian Federation, as well as the People’s Republic of China, the United States of America, the European Union, the Republic of Korea and Japan.

We will pay special attention to further strengthen cooperation with countries of the Muslim world, which connects us with common historical, cultural and spiritual values.

For these purposes, we are committed to enhance mutually beneficial relations with our partners in all spheres with practical content.

We, in our foreign policy, rely on a clear and focused strategy for ensuring a security and sustainable development in Central Asia.

In this regard, Uzbekistan considers as priority task to develop practical and mutual beneficial relations with neighboring countries in the region, as well as with Turkey, India, Pakistan and Iran.

Afghanistan plays an important role in implementing this strategy.

We have urged the international community to support the need to start peace talks under the leadership of the government of the Afghanistan.

In this regard, it should be noted that the high-level Tashkent conference on Afghan issue, which was held on March 2018, was the most comprehensive international conference in new Afghanistan’s history.

The «Tashkent Declaration», which was adopted by the end of the Conference, the unanimous position of all its participants, became a unique platform for peace in Afghanistan.

After that conference, international efforts to launch a negotiation process with all the political forces in Afghanistan, including the Taliban, have been intensified.

Uzbekistan has held important talks with Afghan leadership and leading political forces in the country, including the Taliban.

These political forces have acknowledged that Uzbekistan can become an effective intermediary in solving the Afghan problem.

As it is known, the key condition for stability in Afghanistan is the economic recovery of the country.

In this regard, we have begun to implement large joint projects on transport and logistics, energy, trade and education in Afghanistan.

The energy line «Surkhon-Puli Khumri» that is being constructed by Uzbekistan, the Education center in Termez city to educate Afghan citizens, logistic center «Termez-cargo» possessing its own customs station, development of railway line «Mazari Sharif-Herat» and «Mazari Sharif-Kabul-Peshawar» are the evidence of abovementioned.     

Uzbekistan will further render overall assistance in solving the Afghan problem.  

For us, the main priority result is – to begin peace talks in Afghanistan and to reach national reconciliation.

In our country, the priority attention is given to strengthening the atmosphere of mutual respect, friendship and harmony among representatives of various ethnic and religious confessions.

As you know, recently a plenary session of the United Nations General Assembly has adopted a resolution «Enlightenment and Religious Tolerance».

The adoption of this resolution was initiated by Uzbekistan in September 2017 at the 72nd Session of General Assembly.

It gives us great honor and pride the widely support of our proposal by 193 member-states of the United Nations, as the high appraisal and recognition by the international community of Uzbekistan's efforts,

Taking this opportunity, I would like to express sincere gratitude to the distinguished ambassadors of foreign states, representatives of international organizations, for participating in our today's meeting.

In current stage of our country's development, every year is becoming the period of implementation of enormous programs and projects, development of our country, new achievements, knowledge and experience.

In upcoming year, we will introduce a new practice in our political life. The Prime Minister and members of the Government on quarterly basis will make reports before Senate and Legislative Chamber regarding the realization of each priority directions outlined in this Address, the main document of the forthcoming year.

This process should be widely covered by the media.

Thus, citizens will be able to know what government is doing to fulfill the tasks set out in the Address.

The people themselves should evaluate the performance of the new government.

We all understand one fact, it will not be easy to implement our plans and programs for 2019.

All of us have to work hard to turn these plans and programs that are still on the paper into practical work, to real results.

There is a great power that gives us confidence and inspiration, zeal and perseverance on this path, and we rely on it and rely on our goals.

This is - our people who are tempered with life tests, firm in their words, smart, hardworking, brave and courageous.

We are working hard today, trusting our people, and our youth which are our hope and future.

We are putting the great tasks in front of us considering the happiness and development of our dear children, grandchildren and bright the future of our motherland and nation.

If nation’s purposes are great, its work would be great, life and future would be bright and prosperous.

We will not abandon the path of democratic reforms. No matter how difficult it may seem, we will only move forward new and high.

Contributing to the development of a new Uzbekistan is a historic opportunity that our Creator has given to us.

THE INITIATIVE OF THE PRESIDENT OF UZBEKISTAN IS UNANIMOUSLY SUPPORTED BY THE INTERNATIONAL COMMUNITY

On December 12, 2018, the UN General Assembly adopted a special resolution “Enlightenment and religious tolerance” at its plenary session. The document, the draft of which was developed by Uzbekistan, was unanimously supported by all UN member states.


The adoption of the resolution became the practical implementation of the initiative of the President of the Republic of Uzbekistan Shavkat Mirziyoyev, forwarded at the 72nd session of the UN General Assembly in September 2017, in New York.

Addressing the 72nd session of the UN General Assembly, the President of Uzbekistan noted that the main goal of the resolution proposed by Uzbekistan is “ensuring universal access to education, eliminating illiteracy and ignorance”. The document is intended to “promote the establishment of tolerance and mutual respect, ensuring religious freedom, protection of the rights of believers, and prevention of their discrimination”.

In order to implement this initiative, the Ministry of Foreign Affairs of the Republic of Uzbekistan, together with other agencies, carried out purposeful work on development of the text of the draft resolution and its coordination with all member states of the United Nations.

According to Uzbekistan Permanent Mission to the United Nations in New York, following the results of numerous and comprehensive negotiations with the UN member states on the draft of this document, on December 12, the initiative of the President of Uzbekistan was put into practice. During the plenary session of the UN General Assembly, the resolution “Enlightenment and religious tolerance” was adopted.

It is noteworthy that the resolution was not only unanimously supported by all UN member states, but was also co-authored by more than 50 countries of North and Latin America, Asia, Africa and other continents, which indicates high recognition by the international community of the urgency and timeliness of the initiative of the leader of Uzbekistan. Among the co-authors there are such countries as Azerbaijan, Algeria, Bahrain, Belarus, Ghana, Egypt, India, Kazakhstan, Canada, Qatar, Kyrgyzstan, Lebanon, Morocco, United Arab Emirates, Oman, Pakistan, the Republic of Korea, Russia, Saudi Arabia, Singapore, Sudan, Tajikistan, Thailand, Tunisia, Turkmenistan, Philippines, Japan, and others.

The resolution adopted at the initiative of Uzbekistan emphasizes the important role of promoting enlightenment, as well as recognizes the importance of integration, mutual respect, protection of human rights, tolerance and mutual understanding in the name of strengthening security and peace in the world.

The document welcomes all international, regional and national initiatives aimed at promoting religious, intercultural and interfaith harmony and combating discrimination against individuals based on religion or belief.

It is noteworthy that the document calls on all member states to intensify efforts for protecting and promoting the freedom of thought, conscience and religion or belief, and in this regard:

a) to promote, through education and other means of mutual understanding, tolerance, non-discrimination and respect in all matters related to freedom of religion or belief, promote in society knowledge of diversity of religions and beliefs, history, traditions, languages and cultures of various religious minorities, existing within their jurisdiction;

b) to support various types of intercultural interaction and peacemaking at the national and international levels;

c) to support scientific-research activities.

It should be noted that the goals and provisions of the adopted resolution are fully consistent with the fundamental documents adopted within the framework of the UN, including the UN Charter, the Universal Declaration of Human Rights, the Sustainable Development Goals until 2030, the Declaration on the Elimination of All Forms of Intolerance and Discrimination Based on Religion or Belief, as well as provisions of the traditional UN General Assembly resolutions on this theme.

At the same time, in the resolution adopted by the UN General Assembly, member states are proposed to implement appropriate communication strategies, such as large-scale propaganda in national and international mass media, on the Internet, and disseminate enlightenment information about tolerance, non-violence and freedom of religion or belief.

It should be emphasized that the document calls for intensifying international efforts on promoting global dialogue in order to promote a culture of tolerance and peace at all levels, based on respect for human rights and diversity of religions and beliefs.

In addition, the resolution recognizes the key role of UNESCO in promoting peace and security in the world by expanding cooperation between nations through education, science and culture.

Delegations of Kuwait, United Arab Emirates, Morocco, Oman, Azerbaijan, Panama, the European Union, and a number of other countries spoke in support of the resolution of Uzbekistan at the meeting of the UN General Assembly, who thanked the Uzbek side for initiating such an important and timely document, as well as being open during informal consultations in coordination of its text.

The unanimous adoption of this resolution of the UN General Assembly is a vivid expression and indicator of the full support by the international community of a consistent, deeply thought-out strategy of the President of Uzbekistan aimed at strengthening the atmosphere of cooperation, mutual respect and solidarity of representatives of different nationalities and religions, supporting and maintaining interfaith, inter-ethnic and intercultural dialogue, ensuring peace and harmony in Uzbekistan.

ИНИЦИАТИВА ПРЕЗИДЕНТА УЗБЕКИСТАНА ЕДИНОГЛАСНО ПОДДЕРЖАНА МИРОВЫМ СООБЩЕСТВОМ

12 декабря 2018 года Генеральная Ассамблея ООН на своей пленарной сессии приняла специальную резолюцию «Просвещение и религиозная толерантность». Документ, проект которого был разработан Узбекистаном, единогласно поддержан всеми государствами-членами ООН.



Принятие резолюции явилось практической реализацией инициативы Президента Республики Узбекистан Шавката Мирзиёева, выдвинутой на 72-й сессии Генеральной Ассамблеи ООН в сентябре 2017 года в г.Нью-Йорке.

Выступая с высокой трибуны ООН, глава нашего государства заявил, что основная цель предложенной Узбекистаном резолюции является «обеспечение всеобщего доступа к образованию, ликвидации безграмотности и невежества»». Документ призван «содействовать утверждению толерантности и взаимного уважения, обеспечению религиозной свободы, защите прав верующих, недопущению их дискриминации».

В целях реализации данной инициативы Министерством иностранных дел Узбекистана совместно с другими ведомствами республики была проведена целенаправленная работа по разработке текста проекта резолюции и его согласования со всеми государствами-членами Организации Объединённых Наций.

Как сообщает Постоянное представительство нашей страны при ООН в г.Нью-Йорке, по итогам многочисленных и всесторонних переговоров с государствами-членами ООН по проекту данного документа 12 декабря инициатива главы нашего государства получила практическое воплощение в жизнь. В ходе пленарной сессии Генеральной Ассамблеи ООН была принята резолюция «Просвещение и религиозная толерантность».

Примечательным является то, что резолюция не только была единогласно поддержана всеми государствами-членами ООН, но и принята при соавторстве свыше 50 стран Северной и Латинской Америки, Азии, Африки и других континентов, что свидетельствует о высоком признании международным сообществом актуальности и своевременности инициативы руководителя Узбекистана.

Среди соавторов можно выделить такие государства, как Азербайджан, Алжир, Бахрейн, Беларусь, Гана, Египет, Индия, Казахстан, Канада, Катар, Кыргызстан, Ливан, Марокко, ОАЭ, Оман, Пакистан, Республика Корея, Россия, Саудовская Аравия, Сингапур, Судан, Таджикистан, Таиланд, Тунис, Туркменистан, Филиппины, Японию и другие.

В принятой по инициативе Узбекистана резолюции подчеркивается важная роль продвижения просвещения, мира, прав человека, терпимости и дружбы, а также признается важность интеграции, взаимоуважения, защиты прав человека, терпимости и взаимопонимания во имя укрепления безопасности и мира на планете.

В документе приветствуются все международные, региональные и национальные инициативы, направленные на поощрение межрелигиозной, межкультурной и межконфессиональной гармонии и борьбу с дискриминацией в отношении отдельных лиц на основе религии или убеждений.

Обращает на себя внимание, что документ призывает все государства-члены активизировать свои усилия по защите и поощрению свободы мысли, совести и религии или убеждений и в этой связи:

а) поощрять посредством образования и других средств, взаимопонимания, терпимость, недискриминацию и уважения во всех вопросах, касающихся свободы религии или убеждений, путем поощрения в обществе в целом более широкого знания о разнообразии религий и убеждений и истории, традиции, языков и культур различных религиозных меньшинств, существующих в пределах их юрисдикции;

б) поддерживать различные виды межкультурного взаимодействия и миротворческой деятельности на национальном и международном уровнях;

в) поддерживать научно-исследовательскую деятельность.

Следует отметить, что цели и положения принятой резолюции полностью соответствуют основополагающим документам, принятым в рамках ООН, в том числе Уставу ООН, Всеобщей декларации прав человека, Целям в области Устойчивого развития ООН до 2030 года, Декларации о ликвидации всех форм нетерпимости и дискриминации на основе религии или убеждений, а также положениям традиционных резолюций Генассамблеи ООН по данной тематике.

Одновременно в принятой Генеральной Ассамблеей ООН резолюции государствам-членам предлагается внедрить соответствующие коммуникационные стратегии, такие как широкомасштабная пропагандистская работа в национальных и международных СМИ, а также в сети Интернет, и распространять просветительскую информацию о толерантности, ненасилии и свободе религии или убеждений.

Необходимо подчеркнуть, что документ призывает активизировать международные усилия по содействию глобальному диалогу в целях поощрения культуры толерантности и мира на всех уровнях на основе уважения прав человека и разнообразия религий и убеждений.

Кроме того, в резолюции признается ключевая роль ЮНЕСКО в поощрении мира и безопасности в мире путем расширения сотрудничества между нациями посредством образования, науки, культуры.

В поддержку резолюции Узбекистана на заседании Генассамблеи ООН выступили делегации Кувейта, Объединенных Арабских Эмиратов, Марокко, Омана, Азербайджана, Панамы, Евросоюза, ряда других государств, которые поблагодарили узбекскую сторону за инициирование столь важного и своевременного документа, а также проявленную открытость в ходе неформальных консультаций по согласованию ее текста.

Единогласное принятие данной резолюции Генеральной Ассамблеи ООН является ярким выражением и показателем полной поддержки международным сообществом последовательной, глубоко продуманной стратегии Президента Узбекистана, направленной на укрепление атмосферы сотрудничества, взаимоуважения и солидарности между разными национальностями и конфессиями, поддержание и сохранение межконфессионального, межнационального и межкультурного диалога, обеспечение мира и согласия в нашей стране.

Address by President Shavkat Mirziyoyev at the Solemn Ceremony dedicated to the 26th Anniversary of Adoption of the Constitution of the Republic of Uzbekistan

Dear guests!

Ladies and Gentlemen!

Allow me from the bottom of my heart congratulate you, who gathered in this magnificent palace today, and in your person all of our people on the 26th anniversary of the adoption of the Constitution of the Republic of Uzbekistan and express my best wishes to you.

Our Constitution, as a vivid embodiment of the political and legal consciousness of the multinational people of Uzbekistan, serves as a solid foundation for building a democratic state and civil society, and finding a worthy place in the international arena.

Indeed, the difficult and at the same time glorious path traversed by us for over the last 26 years confirms the vitality and high potential of our Main Law.

The strategy of actions, developed on the basis of the Constitution, today plays a crucial role in bringing the country to a new, innovative and industrial level of development.

Constant dialogue with people, addressing urgent problems of the people, satisfaction of their needs and requirements are becoming the main criteria of our activity.

Life proves that in the course of the effective implementation of large-scale reforms we have begun, the importance of these issues increases.

That is why in-depth study and understanding of the Main Law, strict compliance with its requirements is the duty of each of every citizen of Uzbekistan.

Dear compatriots!

Over the past two years, the main task for us has been to assert the priority of human dignity and honor in society and formation a justice system that can always ensure justice.

It is not by chance that our great ancestor Sahibkiran Amir Temur perpetuated the following saying on the portal of Oksaroy palace: “Justice is the basis of the state and actions of wise rulers”. This idea has not lost its relevance today.

At the Asian Forum on Human Rights held in November in Samarkand, prominent politicians, foreign scholars and experts gave a decent assessment to the work we have done in this short period of time.

It should be noted that this event has further enhanced prestige of Uzbekistan in the world. Most importantly, the Asian Forum introduced the notion of “Samarkand spirit” into international practice in the field of human rights.

Today, in our country a lot is being done to ensure the protection of human rights and freedoms.

In particular, strict liability has been established for the use of information obtained by unlawful methods as evidence of the prosecution.

Taking this opportunity, I want to emphasize once again that only one goal - justice should be in a judge’s mind, truth - in a judge’s mouth and purity in his soul.

In this regard, the following words of our great poet and thinker Alisher Navoi acquire a particularly deep meaning: “People, do not do evil, build a temple of justice and justice in your heart and soul of the people”.

When does justice prevail? When judicial bodies, judges strictly follow the principles of legality and fairness, they honestly and conscientiously perform their duties.

In the past two years, important measures have been taken in this area, in particular, to ensure the independence of the courts.

This year alone, 1 881 criminal cases were discontinued for lack of evidence. Five hundred and ninety persons have been acquitted, whereas in 2016, pay attention - only 28, and in 2017 - 263 persons.

In addition, the corpus delicti unreasonably applied during the investigation were excluded from the charges against 5 462 persons, 2 449 persons were released in the courtroom.

 

The practice of reconsideration of cases by courts during many years has been completely discontinued.

Based on the principles of humanism, a completely new system was introduced. As a result, 993 people were released from punishment under the guarantee of the Youth Union, Mahalla and Women’s Committees, including 456 young people and 113 women who have committed crimes of ignorance and sincerely repented.

Besides, 3 thousand 333 people who are serving their sentences, including 646 convicted for participating in the activities of banned organizations, were granted pardon and returned to their families.

On the occasion of this grand holiday, today I have signed a special Decree. According to it, 136 people, who have sincerely repented, returned to path of correction and are now serving their sentences, were granted pardon.

More than 20 thousand citizens suspected of having links with religious extremist groups were removed from the register.

The Republican Interdepartmental Commission for the Consideration of Citizens' Appeals has been established, which is charged with considering the appeals of citizens who got involved in banned organizations, sincerely repented, took the path of correction.

Public commissions have been established on the ground to study the personal and professional qualities of candidates for the position of judge.

To ensure fairness, openness and transparency of the consideration of cases in courts, a system of electronic distribution of cases has been introduced. From now on, it is the electronic program that determines which judge will consider the case, without human intervention.

In order to ensure openness and legality of the judicial-investigative activities, as well as to reduce costs and bureaucratic red tape, the systems of “electronic criminal case” and “remote interrogation” are being introduced.

The powers of lawyers in ensuring the rights and freedoms of citizens have been expanded.

All of this is the result of our judicial and legal reforms.

At the same time, a truly democratic and transparent system of selection of candidates for the position of judge, studying their personal and professional qualities should be created.

In particular, I consider it expedient to legislatively fix such a procedure, when candidates for the position of judge are recommended taking into account public opinion.

It is necessary to introduce a system in which applicants who are deemed worthy will undergo training for at least one year and be appointed to the position by trained judges. In this view, I propose to organize the Higher School of Judges under the High Judicial Council.

Unfortunately, some judges still make decisions that do not meet the principles of justice. Naturally, this undermines citizens’ confidence in justice.

Therefore, to improve their professional skills and culture, always be guided by the law, the principles of justice and humanism - these are the main tasks of each judge.

Every decision made by the courts should be, above all, fair, lawful and justified. Only then will people be firmly convinced that justice will prevail in any situation.

This year, the tasks and powers of state security agencies have been completely revised, an objective assessment of the activities of employees at all levels has been given.

For the first time, the Law “On the State Security Service” was adopted, according to which the main task of the newly formed special service is to provide reliable protection of the interests of the state from internal and external threats.

In the present alarming times, when threats of extremism and terrorism persist, encroachments on the constitutional order and the economic foundations of our country, brave soldiers and officers of the State Security Service must ruthlessly fight against any destructive forces and be a reliable shield in defending our Motherland.

As you know, recently in order to check the combat training of the troops of the Ministry of Defense, field exercises were conducted in the city of Chirchik. They clearly showed that in the last two years a great work has been done to strengthen the defense power of our country. We will continue this work on a systematic basis and on an even wider scale.

In addition, in order to ensure public order and the security of our citizens, a number of effective measures have been taken to fully support the units of the internal troops and the National Guard.

As a result of our efforts to protect public order and early warning of offenses, primarily with the participation of the general public in this process, a 36 percent reduction in crime has been achieved. Not a single crime was committed this year in 3 205 makhallas or in over 35 percent of existing ones.

In order to strengthen the achieved results, these issues, including the full implementation of the projects “Safe City”, “Safe Territory”, will continue to be priorities for the internal affairs agencies and the National Guard.

To ensure the right of free movement for citizens guaranteed by our Constitution, difficulties in registration and obtaining visas have been eliminated.

Thanks to the simplification of the procedure for issuing visas to citizens of 39 countries, and the introduction of the electronic visa system this year almost 4 million foreign tourists visited our country.

The citizenship of the Republic of Uzbekistan was granted to 2,528 persons who have been living in our country for many years, making a worthy contribution to the development of society and dreaming of becoming our compatriots.

It should be noted that concrete measures were taken to prevent and resolutely fight against corruption, which causes serious harm to the development of the state and society, which undermines people's faith in justice. This is evidenced by the prosecution of 1 177 officials who have committed such crimes.

No matter how hard the law enforcement agencies try, without irreconcilable attitude of our citizens towards this disgusting phenomenon, and effective public control it is impossible to effectively combat corruption.

This evil must be seriously fought not only by law-enforcement agencies but also by public at each and every institution.

Therefore, each state institution must have its own internal program on combating corruption the supervision of which shall be undertaken by public.

As world experience shows, in parliaments of many countries, including the United States, Russia, Great Britain, Bulgaria, Greece, Latvia, and Estonia, there are commissions and committees to fight corruption.

Considering this best practice and proceeding from the requirements of our Constitution, I propose to form anti-corruption committees in the chambers of the Oliy Majlis. As representative bodies, these committees should contribute to strengthening the fight against corruption in public institutions at all levels.

Another important issue: the time has come to improve the system of ensuring of the rights of persons serving sentences on the basis of humanism and generosity inherent in our people.

As you are aware, our Constitution guarantees the right to education to all citizens. In this regard, it would be necessary to introduce a distance education system in correctional institutions in order to assist those who are serving their sentences in social adaptation in the future.

In perspective, it is also advisable to revise the norms restricting electoral rights of persons sentenced to imprisonment on the basis of international requirements.

Dear compatriots!

The main goal of the Constitution of Uzbekistan is to create decent living conditions for our people.

As a result of the reforms, living standards and real incomes of the population are rising.

At the same time, in this area, the government and central economic departments, as well as administrations of all levels, face many tasks.

Life itself confirms that the most effective development of the country and the growth of the welfare of the population are provided by supporting entrepreneurship.

Our Constitution enshrines the guarantees of freedom of economic activity, entrepreneurship, equality and legal protection of all forms of ownership.

However, a high level of state presence in the economy, bureaucracy, problems in the tax and customs spheres, the banking system hamper the growth of domestic investment and the wider attraction of foreign capital.

As the well-known Chinese philosopher Sun Tzu said: "The collection of exorbitant taxes is the path leading to abuse, enrichment of the enemy, the crisis of the state."

For years, high taxes created the conditions for growth in the share of the “shadow sector” of the economy.

Taking into account the current situation, in order to accelerate the development of the economy and increase the investment attractiveness of our country, we adopted the Concept of enhancing tax policy.

Much work has been done on its drafting. The draft concept has passed a wide and comprehensive public discussion in the country with the participation of the business community, international financial institutions, and renowned experts.

On the basis of this Concept, important changes are being made in the tax policy of the state. Instead of the maximum income tax rate that was still in force and stood at 22.5 percent, the personal income tax rate was introduced at 12 percent, and 8 percent insurance deductions were abolished.

The high single social payment rate has been reduced from 25 percent to 12 percent.

Mandatory deductions in the amount of 3.2 percent to the Extra-budgetary pension fund, trust road and educational funds were abolished.

The rates of customs payments were revised and the size of duties was reduced for almost 3,500 types of goods, the excise tax rate on goods was reduced for about 800 items.

Raw materials, equipment and equipment not produced in Uzbekistan and imported for the organization of production will not be subject to state duties.

Scheduled inspections of financial and economic activities of business entities have been cancelled. The requirements for obtaining 138 types of licenses and permits have been simplified, 42 of them have been completely abolished.

In order to eliminate obstacles and barriers, manifestations of corruption in the allocation of land plots for business, a procedure has been introduced to acquire them through an electronic auction.

There is a strict ban on the seizure of land for state and public use, demolition of real estate until the owner is compensated for the damage.

The procedure for a full compensation of damage caused to the property of investors and entrepreneurs has been guaranteed.

It also provides for the exemption of entrepreneurs from the payment of income tax and the single tax payment for the export of products, works and services starting from next year.

Targeted work continues to accelerate the development of tourism, further improve the quality of services, effectively utilize the tourist potential of the regions and create jobs, form new national tourism products.

Next year we will continue to work to reduce the level of inflation, comprehensively support active entrepreneurship, and create wide opportunities for investors.

Dear friends!

As you are aware, this year the population of our country exceeded 33 million people. Certainly, this is a considerable figure.

We must guarantee the realization of the social rights of our citizens, in particular, decent living conditions, education and vocational training of young people, their employment and housing.

The Constitution of the country enshrines the right of every person to qualified medical care. The practical implementation of this important provision is a guarantee for the preservation of the gene pool of the nation, development of the state and society.

As a result of broad, comprehensive reforms, life expectancy in the country increased from 67 years in 1990 to 74 years in 2017. Child mortality has decreased by 3 times. We must strive to further improve these indicators.

Our country is adopting important practical programs aimed at improving the health of the population.

So, just the other day, according to the Decree of the President of the Republic of Uzbekistan, the Concept of development of the health care system was adopted for 2019-2025.

In accordance with the requirements of the time, much is being done for the development of private medical institutions. In 2018 alone, over 400 of them were established in the republic.

As they say, a child is raised from the birth. Therefore, we began to reform the sphere of education and upbringing from the very first level - preschool education.

For comparison, I would like to give one example: over the past two years, the number of kindergartens in the country has increased by 1,400 and has now reached 6,367.

The number of kindergartens created on the basis of a public-private partnership has doubled over the past year, today there are already 568 of them. Practical work has begun on organizing another 1,000 such pre-school institutions.

This year, significant work has been done to reform the public education system and improve the working conditions of teachers. The wages of teachers are gradually increasing, new mechanisms for encouraging their work are being introduced.

Major reforms also carried out in the next link in the system – the higher education.

Over the past two years, 5 new universities and 12 branches of prestigious foreign universities have been created in the country.

As you are aware, the foundation “El-Yurt Umidi” (“Hope of the country”) has been established with a view to training and retraining of personnel which is necessary for the development of the country in leading foreign educational centers.

We should admit that, we are forced to train enterprising, talented young personnel demanded by the most popular sectors of the economy abroad, in developed countries. Therefore, the Ministry of Higher and Secondary Special Education, universities, research centers of Uzbekistan need to work effectively in close cooperation with “El-Yurt Umidi” Foundation.

Based on the tasks set out in the Strategy of Action, as well as proposals from citizens received during the dialogue with the people, we must solve the following key issues in the social sphere.

First, it is necessary to ensure compliance of the social protection model in force in Uzbekistan with generally accepted international standards and modern requirements.

It is noteworthy that our country pays great attention to the support of people with disability, who lost their breadwinners, socially vulnerable and low-income families, in particular, providing them with affordable housing.

This year alone over 21 500 families have received affordable houses.

Moreover, this year people with disability were provided 30,5 thousand Prothetic-Orthopaedic devices and means of rehabilitation. 16 thousand disabled people have been treated in rehabilitation centers.

No doubt, we will further continue this noble cause on a systemic basis.

One of the most important issues is to ensure important social right to have pensions enshrined in our Constitution.

In particular, effective 2019 the retirement benefits (pensions) will be increased 8 to 10 times of minimum wages and working pensioners will be entitled to have full amount of their pensions.

Second, it is essential to strengthen social support for medical workers, create decent working conditions and improve the incentive system.

I believe, there is no need to once more speak about how complex the profession of a doctor is, and what kind of painstaking work, willpower and resilience it requires.

However, it raises a question: did we create appropriate conditions for medical workers? Do their wages and working conditions meet the complexity and responsibility of their work? Unfortunately, no.

Since December 1, 2018, we have increased their wages, and this is only the first step. We will continue to fully support medical personnel – representatives of the noble profession.

In the future, in order to provide guaranteed medical services to the population, we must introduce a system of compulsory medical insurance.

Third, taking into account the advanced foreign experience it is necessary to revise the educational standards and teaching methods in the field of public education from the point of view of identifying the individual abilities of students.

Having done everything possible to realize the talents and potential of our children from an early age, making every effort for their harmonious development, we will nurture many more such great figures as Beruni, Ibn Sino, Ulughbek. I am completely sure of this.

Fourth, in many cases, professional colleges unfortunately have become institutions for the issuance of diplomas in unclaimed professions.

During trips to the regions of the country, I try to talk with people as much as possible. You will be surprised, but there are not enough qualified tractor operators, machine operators in the field. It is difficult to find a land surveyor or a water conductor who knows his business. College graduates are often have to be re-trained to the right professions.

So where is the vocational training? Why the labor market has not being reviewed? Unfortunately, no one has seriously asked themselves these questions yet.

The Ministry of Higher and Secondary Specialized Education along with the Ministry of Employment and Labor Relationsshould undertake the measures to anticipate the demands of the real sector of the economy in personnel for at least 10–15 years ahead and arrange their training accordingly.

Fifth, we need to undertake urgent measures to ensure employment and reduce unemployment.

However, the question arose: what is the real number of unemployed in our country? What is the percentage of the population engaged in the informal sector? How many of our compatriots went abroad in search of employment?

We need to understand that one unemployed causes ten problems. If you try to assess the potential damage to the family, community, and society, you will see how thorny this issue is.

Substantive work has been done in the framework of this year programs “Every family is an entrepreneur” and “Youth is our future”. The population, especially young people, are provided with greater benefits in order to support their initiatives and business startups.

We will further extend them comprehensive assistance next year and will take under strict control the implementation of these programs.

We will be able to solve not only economic, but also many social problems if we develop business activities and initiative of our youth, teach them to manage financial resources

Sixth, we have to enhance the work on the construction of affordable houses on updated model projects in rural areas and apartment houses in cities.

Virtual reception receives a lot of appeals and complaints from remote regions of the country about the quality of these houses.

Taking into account the requests and wishes of citizens, we recently adopted a program providing measures to scale up and improve the quality of housing construction for socially vulnerable groups of the population.

The heads of departments responsible for the implementation of this program must conscientiously consider the execution of the tasks assigned to them.

Dear compatriots!

Over the past two years, 90 laws and over 2,000 decrees and resolutions have been adopted, aimed at the realization of constitutional rights and freedoms, improvement of the living conditions of our citizens, solution of the problems accumulated over many years.

It should be noted that 20 percent of more than 13 thousand tasks defined in the adopted acts of the legislation were not fulfilled in a timely manner. This indicates that the Cabinet of Ministers and heads of a number of state and economical departments, as well as local hokimiyats, are irresponsible in this matter.

We must drastically reduce the number of unnecessary meetings in the Centre and local authorities, from which people are already tired, and to do more practical work to achieve concrete results.

Based on the goals and objectives of our reforms, I think the time has come to radically reconsider the activities of the Cabinet of Ministers in order to turn it into a truly supreme body of executive power.

I would like to note that in no country deep socio-economic reforms were carried out easily and quickly.

It should also be openly said that reforms are not to the liking of some officials, accustomed to think and work in the old way. After all, changes, updates, you see, disturb their peace and measured existence.

However, reforms are a requirement of life itself and cannot be stopped. This truth must be deeply grasped by the leaders of all levels.

Dear participants of the meeting!

It is known that the organization of control over the implementation of laws is among the constitutional powers of the Chairman of the Senate and the Speaker of Legislative chamber. But, unfortunately, we do not see drastic changes in the activities of Parliament in this direction.

This year the Senate sent only 2 parliamentary requests to the state authorities and officials, and the Legislative chamber-3.

We consider it as an achievement that reports of the leadership of central authorities and regions are heard at the parliamentary meetings. But the question arises: if the leaders reported at the Parliamentary hearings, what decisions has the Parliament made and sent for execution based on the results of the hearings? Have measures been taken with regard to Ministers or Khokims (Mayors) whose activities are considered unsatisfactory?

Where, finally, is a clear position of the people's representatives?

For example, what senator or deputy sent a request to the leadership of the Ministry of Finance or the State Tax Service (State Tax Committee), inquired about the state of implementation of the Concept of improving tax policy?

The main drawback – the Oliy Majlis (Parliament) has not become the arena of debate on topical issues of the country's development.

In this regard, I consider it appropriate that the houses of the Oliy Majlis shall not be limited to reviewing the implementation of laws and hearing reports from leaders, but also should put into practice a systematic study of the state of affairs with direct field visits and the development of appropriate proposals.

In their turn, citizens should also feel their involvement in the ongoing reforms. Only in this way we will achieve our goals and accomplish the tasks we set ourselves.

In this process, the role of strong and effective public scrutiny is extremely important. Therefore, we decided to create a “Public Opinion” portal next year.

We all well understand that in the implementation of public control mass media play an important role.

I constantly monitor their activities. Unfortunately, in newspapers, on television and radio, critical articles and programs about the essence of reforms, problems related to the execution of adopted laws and decisions, investigations on appeals of citizens – very rare phenomenon.

And yet, mass media are called upon to become real advocates of the interests of the people in the process of transformation. To do this, they must have determination and professional skills, objectivity and the ability to deep analysis.

In order to increase the effectiveness of the ongoing radical reforms, we need to implement the following tasks.

First, the parliamentary requests of the houses of the Oliy Majlis and the parliamentary hearings should be turned into a powerful means of ensuring the implementation of laws and decisions, the effectiveness of reforms.

Second, it would be worth, if the deputies and senators during field trips systematically and deeply study the problems that worry the population and put forward relative tasks before the government and local authorities, demand their solutions as well as take concrete measures on the perfection of legislation.

Third, I think the time has come to give up the practice of adopting sub-legal acts and make laws of the direct action.

For example, nowadays there are 8 laws, 14 decrees and more than 100 sublegal acts apply, that regulate relations in the sphere of foreign investments.

However, it is not important for local and foreign investors how many decrees and ordinances are adopted, more important only clear and effective work of the whole system in this sphere.

I would request our esteemed deputies to become more active, take initiative in their hands on the elaboration of the draft laws. They should not be a third party observers, but initiators and authors of laws. It is what the electorate/voters – our people are waiting for.

We need immediately to form a list of laws that lost their meaning and adopt laws of direct action on the basis of deep critical study of existing problems, taking into account up-to-date world practice.

Fourth, creation of any law or ordinances demands deep analysis of the existing problems in one or another sphere, study of advanced experience, in a word, painstaking work.

We should not to forget that the improvement of living conditions of our people – is the final goal of the adoption of legislative acts.

The key matter is timely bringing of its essence and meaning to the people in charge and the population, maintaining their inexpressibly realization.

We need to strengthen the role of justice bodies in this matter.

Dear compatriots!

Any law, besides its introduction of certain right, imposes also obligations.

The basic Law of our country imposes citizens to observe the Constitution and laws, respect the rights, freedom, honor and dignity of other people.

The formation of the legal awareness and legal culture in the society depends first of all on the environment and education.

I will give one example. In the city of Calgary in Canada that counts more 1 million vehicles during 10 months of the year of 2018 10 people have died in the road traffic accidents.

For comparison, in our country where there are 2,5 million units of vehicles in total, during 10 months of the same period over 1600 people have died on the roads. Isn’t it a tragedy, a big loss?

We raised the responsibility for the traffic offence. Is it enough to solve the problem? I think not.

The cause of such offences is connected with the problems of legal culture. Until we do form a high legal culture in our society, do not put an end to such phenomenon, offences of law will continue.

Respect of law is being educated on the basis of legal awareness and legal culture of our people. In other words, some abide by the law out of fear of being punished; others respect the law thanks to gained education in childhood.

That is why we must at first place to conduct a wide explanatory work among the population, especially youth, on the legal matters. Simply speaking we must teach our children from the yearly years to understand what is right and what is wrong, whereas we ourselves must be example for them.

Surely, lesions on the subject of «Law» are in the school curriculum, but they are pro forma conducted, an educative meaning of the law recedes into the background. A systematic propaganda of legislative acts is not arranged by responsible bodies.

We need to increase the legal knowledge of the population in order to promote the content of laws by effective methods, using the capabilities of educational institutions, the media, Internet resources, literature, art, religious agencies.

Unfortunately, we often start talking about the Basic Law only when there is 10-15 days left before Constitution Day, although the study of the Constitution and the underlying ideas should be a continuous process.

You, probably, recall that many years ago the Oliy Majlis adopted a resolution on extensive study and promotion of the Constitution among the population.

However, over the past time, many changes have occurred in the socio-political and economic life of our society. It is necessary to update this resolution, to bring it in line with modern requirements.

In a word, every article of our Constitution should become a rule of life, a guide to action.

To do this, we need to create effective mechanisms for systematic study of the Basic Law in schools, universities, communities and labor collectives. We must create in our society a legal culture in which respect for the Constitution and laws, respect for rights and freedoms, the honor and dignity of a person will not be an obligation, but an integral part of everyday life.

In general, our citizens should not only not violate laws, but also be interested in their observance.

I want to draw your attention to one more question.

Unfortunately, our society has not yet completely gotten rid of dependent moods.

Each of us needs to realize: in order to live well, first of all you need to work hard and, in addition to understanding rights and freedoms, deeply feel your responsibility. Affirmation of this important principle in our life depends only on us.

No matter how lofty and difficult our goals may seem, we have every opportunity to achieve them. The source of strength and energy on this path is the rich spiritual heritage, the creative potential of our people.

We will continue, by uniting the efforts of the whole society, to direct our knowledge, experience and resources to ensure a prosperous life in the country, the future of our children.

The issues of strengthening peace and stability, the rights and freedoms of citizens, the comprehensive support of the younger generation in their striving to acquire modern knowledge and professions, the realization of their talents and abilities will continue to be at the center of our reforms.

In foreign policy, we will cherish and develop friendly relations and cooperation in all spheres with the countries of the near and far abroad, primarily with our neighbors.

Taking this opportunity, let me sincerely welcome the distinguished ambassadors of foreign countries participating in today’s solemn event, representatives of international organizations, and wish peace and well-being to their countries and peoples.

The history witnesses that comprehensively developed generation is a buttress of great future, the creative labor of the people is a buttress of prosperous life, and the friendship and cooperation are a guarantee of prosperity!

These most important and time-honored principles inspire and mobilize us to achieve yet new horizons.

Дорогие соотечественники!

Уважаемые гости!

Дамы и господа!

Позвольте от всей души поздравить вас, собравшихся в этом величественном дворце, и в вашем лице весь наш народ с 26-летием принятия Конституции Республики Узбекистан и выразить вам свои самые добрые пожелания.

Наша Конституция как яркое воплощение политического и правового сознания многонационального народа Узбекистана служит прочным фундаментом построения демократического государства и гражданского общества, обретения страной достойного места на международной арене.

Действительно, пройденный нами за 26 лет непростой и вместе с тем славный путь подтверждает жизненную силу и высокий потенциал нашего Основного закона.

Стратегия действий, разработанная на основе Конституции, сегодня играет важнейшую роль в выведении страны на новый, инновационный и индустриальный уровень развития.

Постоянный диалог с народом, решение насущных проблем людей, удовлетворение их нужд и потребностей становятся главными критериями нашей деятельности.

Жизнь доказывает, что в ходе эффективной реализации начатых нами масштабных реформ значение этих вопросов возрастает.

Именно поэтому глубокое изучение и понимание Основного закона, неукоснительное соблюдение его требований – долг каждого гражданина Узбекистана.

Дорогие соотечественники!

В течение последних двух лет главной задачей для нас стало утверждение в обществе приоритета чести и достоинства человека и формирование такой системы правосудия, которая способна всегда обеспечить справедливость.

Не случайно наш великий предок Сахибкиран Амир Темур увековечил на портале дворца Оксарой изречение: «Справедливость – основа государства и деяний мудрых правителей». Эта идея не потеряла своего актуального значения и сегодня.

На прошедшем в ноябре в Самарканде Азиатском форуме по правам человека известные политики, видные зарубежные ученые и эксперты дали достойную оценку проделанной нами за короткий срок работы в этом направлении.

Следует отметить, что данное мероприятие еще больше повысило авторитет и престиж Узбекистана в мире. Самое важное, Азиатский форум привнес в международную практику в области прав человека такое понятие, как «самаркандский дух».

Сегодня в нашей стране многое делается для обеспечения защиты законных прав и свобод человека.

В частности, установлена строгая ответственность за использование в качестве доказательств обвинения сведений, полученных незаконными методами.

Пользуясь возможностью, хочу еще раз подчеркнуть, что в сознании судьи должна быть только одна цель – справедливость, в устах – истина, в душе – чистота.

В этой связи особенно глубокий смысл приобретают слова нашего великого поэта и мыслителя Алишера Навои: «Люди, не творите зло, воздвигайте в своем сердце и душе народа храм правосудия и справедливости».

Когда торжествует справедливость? В том случае, когда судебные органы, судьи строго следуют принципам законности и справедливости, честно и добросовестно выполняют свои обязанности.

В последние два года в этой области приняты важные меры, в частности, по обеспечению независимости судов.

Только в этом году 1 881 уголовное дело было прекращено за недостаточностью доказательств. 590 лиц оправданы, тогда как в 2016 году, обратите внимание, – всего 28, в 2017 году – 263.

Кроме того, из обвинений в отношении 5 462 лиц исключены необоснованно выдвинутые в ходе следствия составы преступлений, 2 449 лиц освобождены в зале суда.

Полностью прекращена практика повторного рассмотрения судами дел в течение многих лет.

Исходя из принципов гуманизма была внедрена совершенно новая система. В результате под поручительство Союза молодежи, махалли и комитетов женщин были освобождены от наказания 993 человека, в том числе 456 молодых людей и 113 женщин, совершивших преступления по неведению и чистосердечно раскаявшихся.

В свои семьи вернулись 3 333 лица, отбывавших наказание, в том числе 646 осужденных за участие в деятельности запрещенных организаций.

Сегодня в связи с праздником – Днем Конституции подписан Указ Президента Республики Узбекистан, в соответствии с которым амнистированы 136 лиц, отбывающих в настоящее время наказание в виде лишения свободы, искренне раскаявшихся в содеянном и твердо вставших на путь исправления.

С учета сняты более 20 тысяч граждан, подозревавшихся в связях с религиозно-экстремистскими группами.

Образована Республиканская межведомственная комиссия по рассмотрению обращений граждан, которые по неведению оказались в составе запрещенных организаций, искренне раскаялись и встали на путь исправления.

На местах созданы общественные комиссии для изучения личных и профессиональных качеств кандидатов на должность судьи.

Для обеспечения справедливости, открытости и прозрачности рассмотрения дел в судах внедрена система электронного распределения дел. Отныне то, какой именно судья будет рассматривать дело, определяет электронная программа, без вмешательства человека.

В целях обеспечения открытости и законности судебно-следственной деятельности, а также сокращения издержек и бюрократической волокиты внедряются системы “электронное уголовное дело” и “дистанционный допрос”.

Расширены полномочия адвокатов в обеспечении прав и свобод граждан.

Все это является результатом наших судебно-правовых реформ.

В то же время следует создать по-настоящему демократическую и прозрачную систему отбора кандидатов на должность судьи, изучения их личных и профессиональных качеств.

В частности, считаю целесообразным законодательно закрепить такой порядок, когда кандидаты на должность судьи рекомендуются с учетом общественного мнения.

Необходимо внедрить систему, при которой претенденты, признанные достойными, будут проходить обучение не менее одного года и назначаться на должность уже подготовленными судьями. Для этого предлагаю организовать Высшую школу судей при Высшем судейском совете.

К сожалению, некоторые судьи все еще принимают не отвечающие принципам справедливости решения. Естественно, это  подрывает доверие граждан к правосудию.

Поэтому повышать свое профессиональное мастерство и культуру, всегда руководствоваться законом, принципами справедливости и гуманизма – таковы главные задачи каждого судьи.

Каждое принимаемое судами решение должно быть прежде всего справедливым, законным и обоснованным. Только тогда люди будут твердо уверены, что в любой ситуации восторжествует справедливость.

В текущем году полностью пересмотрены задачи и полномочия органов государственной безопасности, дана объективная оценка деятельности сотрудников всех уровней.

Впервые принят Закон “О Службе государственной безопасности”, согласно которому основной задачей вновь образованной специальной службы определена надежная защита интересов государства от внутренних и внешних угроз.

В нынешнее тревожное время, когда сохраняются угрозы экстремизма и терроризма, посягательства на конституционный строй и экономические основы нашей страны, отважные солдаты и офицеры Службы государственной безопасности должны беспощадно бороться с любыми деструктивными силами и быть надежным щитом на защите нашей Родины.

Как вам известно, недавно в целях проверки боевой подготовки войск Министерства обороны в городе Чирчике проводились полевые учения. Они наглядо показали, что за последние два года осуществлена огромная работа по укреплению оборонной мощи нашей страны. Мы будем продолжать эту работу на системной основе и в еще более широких масштабах.

Наряду с этим в целях обеспечения общественного порядка и безопасности наших граждан принят ряд эффективных мер по всесторонней поддержке подразделений внутренних войск и Национальной гвардии. 

В результате наших усилий по охране общественного порядка и раннему предупреждению правонарушений, прежде всего с участием в этом процессе широкой общественности, достигнуто снижение преступности на 36 процентов. В

3 205 махаллях, или более 35 процентах, в этом году не было совершено ни одного преступления.

В целях укрепления достигнутых результатов эти вопросы, в том числе реализация в полном объеме проектов «Безопасный город», «Безопасная территория», и впредь останутся  приоритетными для органов внутренних дел и Национальной гвардии.

Для обеспечения гарантированного нашей Конституцией права граждан на свободное передвижение устранены трудности в прописке и получении виз.

Благодаря упрощению порядка выдачи виз гражданам 39 государств, внедрения системы электронных виз в этом году нашу страну посетили почти 4 миллиона иностранных туристов.

Гражданство Республики Узбекистан получили 2 528 лиц, долгие годы проживающих в нашей стране, вносящих достойный вклад в развитие общества и мечтавших стать нашими соотечественниками.

Следует отметить, что были приняты конкретные меры по предупреждению и решительной борьбе с коррупцией, наносящей серьезный вред развитию государства и общества, подрывающей веру людей в справедливость. Об этом свидетельствует привлечение к уголовной ответственности 1 177 должностных лиц, совершивших подобные преступления.

Сколько бы ни старались правоохранительные органы, без непримиримого отношения наших граждан к этому отвратительному явлению, действенного общественного контроля невозможно эффективно бороться с коррупцией.

Серьезная борьба с этим злом должна вестись не только правоохранительными органами, но и силами общественности в каждом коллективе.

В каждом государственном учреждении должна быть собственная, внутренняя программа по противодействию коррупции, контроль за исполнением которой будет осуществлять общественность.

Как показывает мировой опыт, в парламентах многих стран, в том числе США, России, Великобритании, Болгарии, Греции, Латвии, Эстонии, действуют комиссии и комитеты по противодействию коррупции.

Учитывая эту передовую практику и исходя из требований нашей Конституции, предлагаю образовать в палатах Олий Мажлиса комитеты по противодействию коррупции. Как органы представительной власти эти комитеты должны способствовать усилению борьбы с коррупцией в государственных учреждениях всех уровней.

Еще один важный вопрос: настало время на основе гуманизма и великодушия, присущих нашему народу, усовершенствовать систему обеспечения прав лиц, отбывающих наказание.

Как известно, наша Конституция гарантирует право на образование всем гражданам. В связи с этим следовало бы внедрить в пенитенциарных учреждениях систему дистанционного образования для содействия отбывающим наказание лицам в социальной адаптации в будущем.

В перспективе целесообразно также на основе международных требований пересмотреть нормы, ограничивающие избирательные права лиц, приговоренных к лишению свободы.

Уважаемые соотечественники!

Главная цель Конституции Узбекистана – создание достойных условий жизни для нашего народа.

В результате реформ растут уровень жизни и реальные доходы населения.

Вместе с тем в данной сфере перед правительством и центральными экономическими ведомствами, а также хокимиятами всех уровней стоит множество задач.

Сама жизнь подтверждает, что эффективнее всего развитие страны и рост благосостояния населения обеспечиваются за счет поддержки предпринимательства.

В нашей Конституции закреплены гарантии свободы экономической деятельности, предпринимательства, равноправия и правовой защиты всех форм собственности.

Однако высокий уровень государственного присутствия в экономике, бюрократия, наличие проблем в налоговой и таможенной сферах, банковской системе препятствуют росту внутренних инвестиций и более широкому привлечению иностранного капитала.

Как говорил известный китайский философ Сунь Цзы: «Взимание непомерных налогов – это путь, ведущий к злоупотреблениям, обогащению врага, кризису государства».

Долгие годы высокие налоги создавали условия для роста доли «теневого сектора» в экономике.

С учетом сложившейся ситуации мы в целях ускоренного развития экономики и повышения инвестиционной привлекательности нашей страны приняли Концепцию совершенствования налоговой политики.

Проделана большая работа по ее подготовке. Проект концепции прошел широкое и всестороннее общественное обсуждение в стране с участием бизнес-сообщества, международных финансовых институтов, авторитетных экспертов.

На основе данной Концепции в налоговой политике государства осуществляются важные изменения. Вместо действовавшей до сих пор максимальной ставки подоходного налога в 22,5 процента введена ставка налога на доходы физических лиц в размере 12 процентов, отменены 8-процентные страховые отчисления.

Высокая ставка единого социального платежа уменьшена с 25 до 12 процентов.

Отменены обязательные отчисления в размере 3,2 процента во Внебюджетный пенсионный фонд, целевые дорожный и образовательный фонды.

Пересмотрены ставки таможенных платежей и снижен размер пошлин почти на 3500 видов товаров, снижены ставки акцизного налога на товары около 800 наименований.

Не будут облагаться государственной пошлиной сырье, оборудование и техника, не выпускающиеся в Узбекистане и ввозимые для организации производства.

Отменены плановые проверки финансово-хозяйственной деятельности субъектов предпринимательства. Упрощены требования для получения 138 видов лицензий и документов разрешительного характера, 42 из них полностью отменены.

В целях устранения препятствий и барьеров, проявлений коррупции при выделении земельных участков для предпринимательской деятельности внедрен порядок приобретения их через электронный аукцион.

Установлен строгий запрет на изъятие земельных участков для государственных и общественных нужд, снос недвижимости до тех пор, пока собственнику не будет возмещен ущерб.

Гарантирован порядок полного возмещения имущественного ущерба, нанесенного инвесторам и предпринимателям.

Предусматривается также освобождение со следующего года предпринимателей от уплаты налога на прибыль и единого налогового платежа при экспорте продукции, работ и услуг.

Продолжается целенаправленная работа по ускоренному развитию туризма, дальнейшему повышению качества оказываемых в сфере услуг, эффективному использованию туристического потенциала регионов и созданию рабочих мест, формированию новых национальных туристических продуктов.

Мы и в следующем году продолжим работу по снижению уровня инфляции, всесторонней поддержке активного предпринимательства, созданию широких возможностей для инвесторов.

Дорогие друзья!

Как вы знаете, в нынешнем году численность населения нашей страны превысила 33 миллиона человек. Конечно, это немалая цифра.

Мы должны гарантировать реализацию социальных прав наших граждан, в частности, достойные условия жизни, обучение и профессиональную подготовку молодежи, обеспечение ее работой и жильем.

 

В Конституции страны закреплено право каждого человека на квалифицированное медицинское обслуживание. Практическое воплощение этого важного положения является гарантией сохранения генофонда нации, развития государства и общества.

В результате широких, комплексных реформ средняя продолжительность жизни в стране увеличилась с 67 лет в 1990 году до 74 лет в 2017 году. Детская смертность сократилась в 3 раза. Мы должны стремиться к дальнейшему улучшению этих показателей.

В нашей стране принимаются важные практические программы, нацеленные на укрепление здоровья населения.

Так, буквально на днях согласно Указу Президента Республики Узбекистан была принята Концепция развития системы здравоохранения в 2019-2025 годах.

В соответствии с требованиями времени многое делается для развития частных медицинских учреждений. Только в 2018 году в республике их создано свыше 400.

Как говорится, ребенок воспитывается с рождения. Поэтому реформировать сферу образования и воспитания мы начали с самого первого звена – дошкольного образования.

Для сравнения хочу привести один пример: за последние два года число детских садов в стране увеличилось на 1 400 и достигло в настоящее время 6367.

Количество созданных на основе государственно-частного партнерства детских садов за последний год удвоилось, сегодня их насчитывается уже 568. Начата практическая работа по организации еще 1 тысячи таких дошкольных учреждений.

В нынешнем году осуществлена значительная работа по реформированию системы народного образования, улучшению условий труда педагогов. Поэтапно растет заработная плата учителей, внедряются новые механизмы стимулирования их труда.

Большие реформы произошли и в следующем звене системы – высшем образовании.

За последние два года в стране создано 5 новых вузов и 12 филиалов престижных зарубежных высших учебных заведений.

Как вам известно, в целях подготовки и повышения квалификации в ведущих зарубежных образовательных центрах кадров, необходимых для развития страны, создан фонд «Эл-юрт умиди» («Надежда страны и народа»).

Надо признать, мы вынуждены готовить инициативные, талантливые молодые кадры по самым востребованным в стране направлениям за рубежом, в развитых странах. Поэтому Министерству высшего и среднего специального образования, вузам, научным центрам Узбекистана необходимо эффективно работать в тесном взаимодействии с фондом “Эл-юрт умиди”.

Исходя из задач, поставленных в Стратегии действий, а также предложений граждан, поступивших в ходе диалога с народом, в социальной сфере нам предстоит решить следующие важнейшие вопросы.

Во-первых, необходимо обеспечить соответствие модели социальной защиты, действующей в Узбекистане, общепризнанным международным стандартам и современным требованиям.

Следует отметить, что в нашей стране уделяется особое внимание поддержке лиц с инвалидностью, потерявших кормильца, социально уязвимых и малообеспеченных семей, в частности, обеспечению их доступным жильем.

Только в этом году доступное жилье получили более 21 500 семей.

Наряду с этим в текущем году лица с инвалидностью были обеспечены почти 30,5 тысячи протезно-ортопедических изделий и средств реабилитации. 16 тысяч инвалидов прошли лечение в реабилитационных центрах.

Несомненно, мы и далее на системной основе продолжим эту благородную работу.

Одним из самых актуальных остается вопрос реализации гарантированного нашей Конституцией важного социального права на пенсионное обеспечение.

В частности, начиная с 2019 года предельный размер пенсионных выплат будет увеличен с 8 до 10 минимальных размеров заработной платы и работающим пенсионерам пенсия будет выплачиваться в полном объеме.

Во-вторых, следует усилить социальную поддержку медицинских работников, создать им достойные условия труда и усовершенствовать систему его стимулирования.

Думаю, нет необходимости лишний раз говорить о том, насколько сложна профессия врача, какого кропотливого труда, силы воли и стойкости она требует.

Однако возникает вопрос: создали ли мы соответствующие условия для медицинских работников? Отвечают ли оплата и условия их труда его сложности и ответственности? К сожалению, нет.

С 1 декабря этого года мы повысили размер их заработной платы, и это только первый шаг. Мы и впредь будем всемерно поддерживать медицинских работников – представителей самой благородной профессии.

В будущем в целях оказания населению гарантированных медицинских услуг мы должны внедрить систему обязательного медицинского страхования.

В-третьих, необходимо с учетом передового зарубежного опыта пересмотреть образовательные стандарты и методики обучения в сфере народного образования с точки зрения выявления индивидуальных способностей учащихся.

Сделав все возможное для реализации талантов и потенциала наших детей с самого раннего возраста, приложив все усилия для их гармоничного развития, мы воспитаем еще много таких великих личностей, как Беруни, Ибн Сино, Улугбек. Я полностью в этом уверен.

В-четвертых, во многих случаях профессиональные колледжи, к сожалению, превратились в учреждения для выдачи дипломов по невостребованным профессиям.

В ходе поездок в регионы страны я стараюсь как можно больше беседовать с людьми. Вы удивитесь, но на местах не хватает квалифицированных трактористов, механизаторов. Сложно найти знающих свое дело землеустроителя или водника. Выпускников колледжей зачастую приходится заново обучать нужным профессиям.

Так где же профессиональное обучение? Почему не изучается рынок труда? К сожалению, никто всерьез до сих пор не задался этими вопросами.

Министерству высшего и среднего специального образования необходимо совместно с Министерством занятости и трудовых отношений принять меры по прогнозированию потребности реального сектора экономики в кадрах минимум на 10–15 лет вперед и исходя из этого осуществлять их подготовку.

В-пятых, нам нужно принять безотлагательные меры по обеспечению занятости населения и сокращению уровня безработицы.

Возникает вопрос: каково реальное число безработных в нашей стране? Какой процент населения занят в неофициальном секторе? Сколько наших соотечественников уехали за рубеж в поисках работы?

Нам следует понять, что один безработный – это десять проблем. Если попытаться оценить потенциальный ущерб, наносимый семье, махалле, обществу, вы увидите, насколько острым является этот вопрос.

Весомая работа проделана в рамках принятых в нынешнем году программ «Каждая семья – предприниматель» и «Молодежь – наше будущее». Населению, особенно молодежи, предоставлены большие льготы в целях поддержки их инициатив, организации бизнеса.

Мы будем оказывать им всестороннее содействие и в следующем году и возьмем под строгий контроль выполнение этих программ.

Не только экономические, но и многие социальные проблемы нам удастся решить, если мы будем развивать предпринимательскую деятельность, инициативность нашей молодежи, научим ее управлять финансовыми средствами.

В-шестых, нам предстоит усовершенствовать работу по строительству доступных домов по обновленным типовым проектам в сельской местности и многоквартирных домов в городах.

Из отдаленных регионов в Виртуальную приемную поступает множество обращений и жалоб о качестве этих домов.

Учитывая запросы и пожелания граждан, недавно мы приняли программу, предусматривающую меры по расширению масштабов и улучшению качества строительства жилья для социально уязвимых слоев населения.

Руководители ведомств, ответственные за исполнение данной программы, должны добросовестно отнестись к исполнению возложенных на них задач.

Уважаемые соотечественники!

За последние два года было принято 90 законов и свыше 2 тысяч указов и постановлений, направленных на реализацию конституционных прав и свобод, улучшение условий жизни наших граждан, решение накопившихся за многие годы проблем.

Надо сказать, что 20 процентов из более чем

13 тысяч задач, определенных в принятых актах законодательства, не было выполнено в установленные сроки. Это свидетельствует о том что, Кабинет Министров и руководители ряда государственных и хозяйственных ведомств, а также хокимиятов на местах  безответственно относятся к данному вопросу.

Мы должны резко сократить количество ненужных собраний в центре и на местах, от которых люди уже устали, и больше заниматься практической работой для достижения конкретных результатов.

Исходя из целей и задач проводимых нами реформ, думаю, настало время коренным образом пересмотреть деятельность Кабинета Министров, чтобы превратить его в по-настоящему высший орган исполнительной власти.

Хочу отметить, что ни в одной стране глубокие социально-экономические реформы не осуществлялись легко и быстро.

Следует также открыто сказать, что реформы не по душе некоторым чиновникам, привыкшим думать и работать по-старому. Ведь изменения, обновления, видите ли, нарушают их покой и размеренное существование.

Однако реформы являются требованием самой жизни, и их не остановить. Эту истину должны глубоко осознать руководители всех уровней.

Уважаемые участники собрания!

 

Известно, что организация контроля за исполнением законов входит в число конституционных полномочий Председателя Сената и Спикера Законодательной палаты. Но, к сожалению, мы не видим кардинальных изменений в деятельности парламента в данном направлении.

В этом году государственным органам и должностным лицам Сенат направил лишь 2 парламентских запроса, а Законодательная палата - 3.

Мы считаем достижением, что на заседаниях парламента заслушиваются отчеты руководителей центральных органов и регионов. Но возникает вопрос: если на парламентских слушаниях отчитались руководители, то какие решения принял парламент и направил на исполнение по результатам слушаний? Приняты ли меры в отношении министров или хокимов, деятельность которых признана неудовлетворительной?

Где, наконец, четкая позиция народных представителей?

К примеру, кто из сенаторов или депутатов направлял запрос руководству Министерства финансов или Государственной налоговой службы, поинтересовался состоянием исполнения Концепции совершенствования налоговой политики?

Главный недостаток – Олий Мажлис так и не стал ареной дебатов по актуальным вопросам развития страны.

В связи с этим считаю целесообразным, чтобы палаты Олий Мажлиса, не ограничиваясь рассмотрением исполнения законов и заслушиванием отчетов руководителей, ввели в практику системное изучение состояния дел с непосредственным выездом на места и выработкой соответствующих предложений.

В свою очередь, и граждане должны ощущать свою сопричастность к происходящим реформам. Только так мы достигнем намеченных целей и выполним поставленные перед собой задачи.

В этом процессе чрезвычайно важна роль сильного и действенного общественного контроля. Поэтому мы решили в следующем году создать портал «Общественное мнение».

Все мы хорошо понимаем, что в осуществлении общественного контроля важную роль играют средства массовой информации.

Я постоянно наблюдаю за их деятельностью. К сожалению, в газетах, на телевидении и радио критические статьи и передачи о сути реформ, проблемах, связанных с исполнением принимаемых законов и решений, расследования по обращениям граждан — очень редкое явление.

А ведь средства массовой информации призваны стать настоящими защитниками интересов народа в процессе преобразований. Для этого они должны обладать решимостью и профессиональным мастерством, объективностью и способностью к глубокому анализу.

В целях повышения результативности проводимых коренных реформ нам необходимо реализовать следующие задачи.

Во-первых, парламентские запросы палат Олий Мажлиса и парламентские слушания должны превратиться в мощное средство, обеспечивающее исполнение законов и решений, эффективность реформ.

Во-вторых, было бы целесообразно, чтобы депутаты и сенаторы с выездом на места системно и глубоко изучали волнующие население проблемы и ставили соответствующие задачи перед правительством и хокимиятами, требовали их решения, а также принимали конкретные меры по совершенствованию законодательства.

В-третьих, думаю, настало время отказаться от практики принятия подзаконных актов и принимать законы прямого действия.

К примеру, сейчас действует 8 законов, 14 указов и свыше 100 подзаконных актов, регулирующих отношения в сфере иностранных инвестиций.

Однако местным и зарубежным инвесторам не важно, сколько у нас принято указов и постановлений, важна лишь четкая и эффективная работа всей системы в этой сфере.

Я попросил бы наших уважаемых депутатов стать более активными, взять инициативу по разработке проектов законов в свои руки. Они должны быть не сторонними наблюдателями, а инициаторами и авторами законов. Именно этого ждут от них избиратели, наш народ.

Нам необходимо незамедлительно сформировать перечень потерявших свое значение законов и принять законы прямого действия на основе глубокого критического изучения имеющихся проблем, с учетом современной мировой практики.

В-четвертых, создание любого закона или постановления требует глубокого анализа существующих в той или иной сфере проблем, изучения передового опыта, одним словом, кропотливого труда.

Нам не следует забывать, что улучшение условий жизни нашего народа – конечная цель принятия актов законодательства.

Ключевым является своевременное доведение их сути и значения до исполнителей и населения, обеспечение их неукоснительной реализации. Нам надо усилить роль органов юстиции в этом вопросе.

Дорогие соотечественники!

Любой закон помимо предоставления определенного права налагает также обязанности.

Основной закон нашей страны обязывает граждан соблюдать Конституцию и законы, уважать права, свободы, честь и достоинство других людей.

Формирование правового сознания и правовой культуры в обществе зависит прежде всего от среды и воспитания.

Приведу один пример. В канадском городе Калгари, в котором насчитывается более 1 миллиона транспортных средств, за 10 месяцев текущего года в дорожно-транспортных происшествиях погибли

10 человек.

Для сравнения, в нашей стране, где в общей сложности имеется более 2,5 миллиона единиц автомобильного транспорта, за этот же период на дорогах погибли свыше 1 600 человек. Разве это не трагедия, не огромная утрата?

Мы повысили ответственность за нарушение правил дорожного движения. Но достаточно ли этого для решения проблемы? Думаю, нет.

Причина таких правонарушений связана с проблемами в правовой культуре. Пока мы не сформируем высокую правовую культуру в нашем обществе, не положим конец подобным явлениям, нарушения закона будут продолжаться.

Уважение к закону воспитывается на основе правосознания и правовой культуры наших людей. Иначе говоря, одни соблюдают законы из страха наказания, другие уважают закон благодаря полученному в детстве воспитанию.

Поэтому мы должны в первую очередь проводить широкую разъяснительную работу среди населения, особенно молодежи, по правовым вопросам. Проще говоря, мы обязаны научить наших детей с ранних лет понимать, что можно, а что недопустимо, при этом мы сами должны быть для них примером.

Безусловно, в школьную программу входят занятия по предмету «Право», однако они проводятся формально, воспитательное значение права отходит на задний план. Не налажена системная пропаганда законодательных актов ответственными ведомствами.

Нам надо повышать правовые знания населения, пропагандировать содержание законов эффективными методами, используя возможности учебных заведений, средств массовой информации, интернет-ресурсов, литературы, искусства, религиозных учреждений.

К сожалению, зачастую мы начинаем говорить об Основном законе только тогда, когда остается 10-15 дней до Дня Конституции, хотя изучение Конституции и лежащих в ее основе идей должно быть процессом непрерывным.

Вы, наверное, помните, что много лет назад Олий Мажлисом было принято постановление по широкому изучению и пропаганде Конституции среди населения.

Однако за минувшее время в общественно-политической и экономической жизни нашего общества произошло немало изменений. Необходимо обновить это постановление, привести его в соответствие с современными требованиями.

Одним словом, каждая статья нашей Конституции должна стать правилом жизни, руководством к действию.

Для этого нам необходимо создать эффективные механизмы системного изучения Основного закона в школах, вузах, махаллях и трудовых коллективах. Мы должны сформировать в нашем обществе такую правовую культуру, при которой соблюдение Конституции и законов, уважение прав и свобод, чести и достоинства человека будет не обязанностью, а неотъемлемой частью повседневной жизни.

В целом наши граждане должны не только не нарушать  законы, а быть заинтересованы в их соблюдении.

Хочу обратить ваше внимание еще на один вопрос.

К сожалению, наше общество пока полностью не избавилось от иждивенческих настроений.

Каждому из нас необходимо осознать: чтобы жить хорошо, прежде всего нужно хорошо трудиться и, помимо понимания прав и свобод, глубоко чувствовать свою ответственность. Утверждение в жизни этого важного принципа зависит только от нас самих.

Какими бы высокими и труднодостижимыми ни казались наши цели, для их достижения у нас есть все возможности. Источником силы и энергии на этом пути нам служат богатое духовное наследие, созидательный потенциал нашего народа.

Мы и впредь, объединив усилия всего общества, направим наши знания, опыт и ресурсы на обеспечение благополучной жизни в стране, будущего наших детей.

Вопросы укрепления мира и стабильности, прав и свобод граждан, всесторонней поддержки молодого поколения в стремлении к обретению современных знаний и профессий, реализации своих талантов и способностей и в дальнейшем будут находиться в центре наших реформ.

Во внешней политике мы будем беречь и развивать дружественные связи и сотрудничество во всех сферах со странами ближнего и дальнего зарубежья, прежде всего с нашими соседями.

Пользуясь случаем, позвольте искренне приветствовать участвующих в сегодняшнем торжественном собрании уважаемых послов иностранных государств, представителей международных организаций, пожелать мира и благополучия их странам и народам.

Дорогие друзья!

История свидетельствует:

всесторонне развитое поколение – основа великого будущего,

созидательный труд народа – основа благополучной жизни,

дружба и сотрудничество – гарантия процветания!

Эти важнейшие принципы, прошедшие испытание временем, вдохновляют и мобилизуют нас на достижение все новых рубежей.

Il nuovo sistema elettronico del rilascio di visti d’ingresso per il soggiorno turistico in Uzbekistan diventa operativo dal 15 luglio 2018 secondo il D.P.R. n.3836 del 4 luglio 2018 “Sulle misure per ottimizzare la normativa d’ingresso di cittadini stranieri nella Repubblica dell’Uzbekistan”.



Tale sistema, in conformità con il regolamento sul visto elettronico della Repubblica dell’Uzbekistan, prevede la revoca d’obbligo di domanda del visto turistico presso le rappresentanze diplomatiche e gli uffici consolari dell’Uzbekistan all’estero.

La nuova normativa ha scopo di migliorare ulteriormente la procedura di l'ingresso dei cittadini stranieri nel paese e porta alla semplificazione delle procedure per l'ottenimento di un visto di ingresso da parte degli stranieri attraverso l'introduzione di un servizio interattivo per l'elaborazione e l'emissione di un visto di ingresso elettronico, nonché l'ingresso senza visti a breve termine nella Repubblica dell'Uzbekistan per i cittadini di un certo numero di paesi stranieri e l'ingresso senza visto nella Repubblica dell'Uzbekistan per i cittadini stranieri che non hanno raggiunto l'età di 16 anni.

La domanda si elabora in due giorni lavorativi a partire dal giorno successivo all’inserimento della richiesta. La nuova procedura riguarda solo i visti turistici individuali di durata massima di 30 giorni con un solo ingresso nel paese.

Il visto elettronico si rilasciato via la posta elettronica indicata dal richiedente straniero sul portale web
e-visa.gov.uz per il soggiorno di 30 giorni sul territorio dell’Uzbekistan ed è valido nell’arco di 90 giorni dalla data di rilascio.

L’inserimento della richiesta si deve compilare almeno tre giorni lavorativi prima della partenza programmata per l’Uzbekistan. La domanda deve essere compilata in modo assolutamente corretto.

Il pagamento dei diritti consolari per il trattamento della domanda di rilascio del visto elettronico è di 20 dollari statunitensi e non è rimborsabile in caso di rifiuto. Il pagamento si effettua tramite i circuiti elettronici internazionali.

Il visto elettronico non si applica sul documento di viaggio/passaporto ma il cittadino straniero deve presentarlo in formato elettronico o cartaceo al valico di frontiera.

Rimane invariata invece la procedura della richiesta del visto tramite il consolato per tutti altri tipi di visto, anche turistici con multipli ingressi, visti turistici di gruppo ecc. (visto tradizionale) Tutto l'iter da intraprendere in tal caso si trova sul nostro sito. Attenzione a non confondere i due siti:
e-visa.gov.uz per ottenere il visto elettronico in maniera autonoma (si ottiene solo il visto turistico di 30 giorni con 1 solo ingresso), ed altro sito:
evisa.mfa.uz che soltanto fornisce il modulo elettronico della richiesta del visto tramite i consolati (tutti tipi di visti).

Altra novità- transito fino a 5 giorni senza il visto, se il passeggero ha il biglietto per un terzo paese, ma transita in Uzbekistan. Per poter usufruire del periodo di transito senza visto il passeggero deve avere il biglietto per un terzo paese da parte della Compagnia nazionale aerea Uzbekistan Airways (HY), oppure la compagnia aerea con cui ha comprato il biglietto,se diversa da HY;deve avvertire le autorita' della frontiera della presenza di un passeggero che vorrebbe usufruire del transito senza visto.
