Uzbekistan is building Technology-Driven Society

Optimal introduction of cutting edge IT technologies into the economy and industrial sector ranks among the major priorities of development in modern Uzbekistan. The objective was put forward by the state leader in the Actions Strategy. One of the main benchmarks in this direction implies a multiple increase in the share of high-tech sector in the country’s GDP.

The key objectives of the Actions Strategy for the near future envisage the creation of a favorable ICT infrastructure, particularly development of mobile communications and digital television, construction of fiber-optic communication lines, support and overall assistance in software development, as well as improvement of the E-Government system.

In this context, a range of practical measures focuses on the introduction and development of advanced technologies in the operation of the judiciary and law enforcement agencies, in the process of passport, visa and exit sticker issuance, as well as in the operation of law enforcement agencies.

The increase in the number of mobile subscribers, which has reached 21.4 million this year, is a very important brick in the infrastructural construction. More than 18,300 mobile stations have been established throughout the country by April 2017 for the broadest coverage of the regions with mobile communications. During the year, the index is expected to exceed 20,000.

Close attention is currently paid to the development of opportunities for providing high-quality, high-speed communication and data transmission using the 4G/Lte technology standard. For example, in the current year, domestic operators plan to launch more than 450 basic 4G mobile stations in regional and district centers of the country.

Great importance and attention has been paid to streamlining the development of the E-Government system and conformity of the quality of public services and infrastructure with international standards and ratings. In particular, experts take into account the indicators of the use and coverage of every hundred people with internet services, mobile communications, the number of its subscribers and users of broadband and wireless internet. Despite the fact that more than 20,000 km of fiber-optic lines have been laid in the regions of the country, the average number of broadband Internet users is unfortunately 1.33 for every 100 respondents. This negatively affects the position of Uzbekistan in the respective world rankings.

Certain efforts have been already taken to remedy the situation and provide access to high-speed broadband Internet for broader population strata. The works on ensuring uninterrupted access to Internet are underway within the framework of the Actions Strategy. It is scheduled to ensure coverage of more than 277,000 km with fiber-optic communication lines by 2021. The Ministry of Development of Information Technologies and Communications actively supports initiatives on the establishment of manufactures specializing in the production of local products, and fiber-optic cables in particular. The enterprise will ensure the domestic production of 50,000 km of high-quality fiber optic cable.

Conditions have been created and proposals made for the development of digital television and expansion of the number of online editions. Works have been underway to expand the capacities of analog television under the Actions Strategy. To date, the opportunity to watch digital television has been provided for 95% of the population.

Internet connection speed is a matter of high relevance for modern users. In 2016, the overall speed of using international information networks was 26.3 Gbit/s, and in 2017 it has reached 65.7 Gbit/s, or more than doubled. Meanwhile, this is not sufficient, given the rapidly growing needs of Internet users in Uzbekistan. Specialists are currently implementing projects to achieve the speed of access to external channels up to 200 Gbit/s.

This is also entailed by the fact that the number of Internet users in our country has doubled over the past year, and at the moment the number of Internet users in Uzbekistan has reached 14.7 million.

The initiatives like ‘New Internet Initiative’, ‘BestSoft Challenge’, ‘OpenData Challenge’ are carried out for even more rapid development of national content, and expansion of youth content in the state language. The Actions Strategy has paved the way for a new version of the Single Portal for Interactive State Services, which is currently launched in a test mode.

The main innovation implies the opportunity of opening a personal account for legal entities and individuals, and a unified database of electronic government, which takes into account every datum about the user and the services he is using. The portal analyzes data by user type and generates content for him. For example, if the system registers a person above the age of 40, it will recommend that he/she promptly renew (change) the citizen’s passport.

These measures have made it possible to clearly separate the work with citizens' appeals and complaints and the automation of public services, so now users can use them without wasting time and resources.

Building of domestic production base for agricultural engineering ranks among the key areas of the economic block of the Actions Strategy, approved by the President of Uzbekistan Shavkat Mirziyoyev. Powered by preferential opportunities, the industry has been developing at a seven-mile pace. Uzbekistan Today reporters explored prospects for the domestic agricultural machinery in the coming years.

Strategic partners

Domestic enterprises have huge plans ahead, and most of them envisage attraction of foreign strategic partners. For example, the Russian company Rostselmash is going to launch the assembly of its equipment at the facilities of the Chirchik Plant of Agricultural Machinery by the end of May.

The first batch of Russian machinery produced in Uzbekistan will consist of 20 self-propelled forage harvesters of three types. The parties have also embarked on elaboration of joint development of assembly of press-pick-ups, which is a very marketable product in Uzbekistan. The production capacity is estimated to be about 200 items per year. The total annual demand of the Uzbek market is estimated at 300-400 items of such equipment.

After the full launch of the project in Chirchik, the plant will produce several hundred Russian agricultural machines a year - about seven models of self-propelled harvesters and self-propelled mowers. The Russian side will gradually increase the level of localization of products manufactured in Uzbekistan.

There is another interesting project. The Belarusian Research, Design and Engineering Institute of Foundry BELRDEIF and Uzagrotekhsanoatholding carry out a project on the foundation of Uzbekistan’s first automated foundry for agricultural machinery.

The Uzbek side has studied several options for implementation of this project. Previously, it was planned that the project would be implemented jointly with the South Korean Hanwoo, but later on the issue was decided in favor of Belarusians who have vast experience and advanced technologies in this field.

Foundry production is ranked among centerpieces that provide enhanced localization, allow reducing the cost of agricultural machinery, and producing products with a large added value. To date, the BELRDEIF has developed technical documentation for this project, which is scheduled for finalization by the end of the current year.

Partnership in foundry production has been underway with Uzbekistan Railways, which launched the Foundry-Mechanical Plant in 2013 of a total cost of $150 million. It is equipped with technological lines by German companies, and is now the region’s unrivaled facility to manufacture foundry products for railway transport.

Uzagrogtekhsanoatholding invited representatives of Italian and Korean companies that are engaged in the production of agricultural machinery, to evaluate quality and technologies of the Foundry Mechanical Plant, aiming to further use its capacities for localization of part of components in Uzbekistan.

Export Prospects

Pakistan is about to launch assembly production of agricultural machinery from Uzbekistan. This may happen in the coming months.

Experts say that Pakistan is highly interested in Uzbek experience and technologies in the field of agriculture. The level of mechanization of cotton planting in this country does not exceed 50%, the rest is sown manually. They are currently working on submission of a decree on the introduction of Uzbek technologies in Pakistan to the government. This project implies separate tax, customs and so on.

Very soon, the Uzbek delegation will again visit the country to elaborate on the organization of assembly production. Within the framework of the visit, the delegates will see the areas for future assembly sites.

The project was preceded by testing of eight samples of Uzbek equipment on the Pakistani fields. Moreover, a delegation from Pakistan visited Uzbekistan to make sure that Uzbekistan has its own production base for agricultural machinery. During the visit, the guests got acquainted with the production, which, as they could see, was carried out on enhanced level of localization.

Innovative Resource

Case New Holland Company intends to launch the production of new methane tractors in Uzbekistan in 2018. The Uzbek side participated in operating this kind of tractors in the field in Italy.

Gas agricultural machinery is not yet widely operated in the republic. It is produced privately, and only 50 pieces of such equipment operate in the republic today. The new plant will allow tractors working on both methane and biogas. There are plans afoot to start switching tractors from 80 to 110 horsepower to gas power.

The further mechanization of cotton harvesting is another important area. To make it feasible, the republic needs up to 10,000 units of cotton harvesting equipment. In such conditions, the country will be able to achieve mechanized cotton harvesting by 100%. Today, the country's fields are operated by over a thousand cotton harvesters. In 2017, it is scheduled to produce more than 600 units of cotton harvesting equipment, while the production of such equipment promises to grow at times in the years to come.

What  measures are undertaken to make share of tourism in GDP of the country much more than  two percent?

The civilization has changed radically a way of life, conditions of accommodation of the world's population. In particular, development of social and economic spheres, increase in welfare of the population, strengthening of urbanization processes promoted growth of needs for tourism. Travel, excursions, rest in the bosom of the nature became a component of modern society, the main forms of recuperation of people, their substantial leisure.

According to the World tourism organization, by the moment on average 1,2 billion people annually make trips. Though just ten years ago, the number of the registered tourists made only 576 million people. There are many factors promoting the accelerated development of the tourism sphere.  The main ones are tendency of contemporaries to knowledge of the world, interesting and useful pastime in the bosom of the family, friends, and improvement of health.

Business people also have incentives. Tourism has proved as a highly profitable type of business long ago. As a result the tourism's contribution to the international gross domestic product makes over 10%, world export of services amounts 30%, and employment of able-bodied population is 8%. What is the situation in the sphere of tourism in Uzbekistan? First of all  it should be noted that during the years of independence in economy of our country qualitatively new foundations of tourism based on the market relations and strong standard and legal base are created. Objects of modern infrastructure are built; the new tourist routes meeting the international standards are introduced. The available historical and cultural monuments are repaired, measures are being implemented to familiarize the general public including abroad one with them.

Uzbekistan took the second place

It's not a coincidence. Uzbekistan by right is considered one of the countries taking the leading position in the world in terms of number of historical sites and scales for fascinating travels.  There are more than seven thousand unique historical monuments and majestic examples of unique architecture on our ancient land. Its picturesque nature reserves and national parks are considered as an invaluable necklace of the richest nature of the country. In the country centuries-old traditions of culture, art and workmanship are carefully maintained and prosper that makes increasing number of foreigners to be emphatic in their desire to visit Uzbekistan. However there are many uninvolved reserves in the domestic sphere of tourism that negatively affects a tourism share in export of services, employment of the population.  For these indicators our country lags far behind global average data.

The head of our state has especially noted that the question of development of such important sphere as tourism remained neglected, that should be necessary to  increase its contribution to economy of Uzbekistan by realization of special measures, promotion of our historical and cultural values, replenishments of currency funds and others. As data of the State committee on statistics testify, now a tourism share in GDP of the country it is insignificant — some two percent. The number of the firms and organizations involved in tourism activity makes about 400, of them the main part works in Tashkent (73,4%), Samarkand (13,1%), Bukhara (4,5%) and Khorezm (1%). In other words, 92% of firms and the organizations specializing in tourism services, as well as 93,1% of the tourists visiting our country account for these regions. But in our country located at the intersection of tourist routes along the Great silk way all types of the tourism industry can be successfully developed. In particular, the ecotourism as considered the perspective direction, as local landscapes, natural ecosystems and resources can afford a wide variety and huge opportunities for a recreation. And the arid subtropical climate allows rendering services in ecological tourism all the year round.

Our seasons are fine each in own way

Now in many countries of the world wide use of opportunities of the protected natural areas (PNA), fabulously beautiful landscapes, cultural and ethnographic heritage of local population, and other ecological resources has become a practice to develop ecotourism. In the republic there are many unique objects for expansion of scales of ecotourism, including 36 protected natural areas with total area of 2 604,2 thousand hectares. Besides, there is a lot of mysterious caves, century trees, fancy rocks and gorges, glaciers, iridescent waterfalls and curative sources. To lay for judges a continuous route to these sights, only their inventory and classification in the tourist purposes, a natural and biological and tourist and economic assessment of the available potential is required.

At the initiative of the head of state the country committed itself to elimination of the shortcomings which are available in domestic tourism, measures for creation of economic and organizational and legal conditions for tourism development as strategic branch of economy, the maximum use of tourist capacity of regions, creation and advance to the world markets of a national tourist product, formation of positive image of Uzbekistan in the sphere of tourism are implemented.

Cardinally new approach is applied in a control system of branch. Activity of the State Committee on development of tourism recently created under the resolution of the President  is not aimed at implementation of control and administrative functions, but to stimulation of  entrepreneurial activity in the sphere of tourism, elimination of all obstacles and barriers to tourism development, and the development of competition on the market of tourist services.

Qualitatively new mechanisms of state regulation aimed at improvement of license, certifying and other allowing procedures in the sphere of tourism are created.

The Strategy of actions pays special attention to five priority directions of development of the Republic of Uzbekistan in 2017 — 2021 in problems of branch development. Over all country their systematic implementation has started. The complex measures promoting the tourist capacity of the region are planned with regards for natural opportunities and the best international practice.  In particular, more than 700 objects of cultural heritage, and the unique nature of the region are involved. Its richest flora and fauna, unique landscapes with steep slopes and tops, snow-covered mountains, rapid rivers and emerald valleys allow betting on extreme and ecological types of tourism.  Over two hundred high-perspective projects within which creating a set of infrastructure facilities, including 40 modern hotels is planned  should  be implemented only in sphere of ecological tourism  during the period from 2017 to 2021.  Their construction in zones of an active flow of tourists — in Parkent, Bostanlyk, Zangiatf districts, the cities of Angren and Chirchiq will be essential in this regard. Only in Parkent next such objects — compact hotel for 80 places, a comfortable zone of family rest are prepared to commissioning.  In total it is planned in area to master investments more than for 400 billion Soums (currency rates of CB RU from 12.05.2017, 1$= 3765.77 soums), create about two thousand jobs and increase the volume of tourist services by 2,5 times in five next years. At the level of the republic it is planned to develop the Concept of development of tourist industry of the Republic of Uzbekistan for the medium term, as well as the Program of specific measures for its realization in 2017 — 2021, new edition of the Law "About Tourism" should be prepared. It is planned to improve radically quality of services at the airports and railway stations, to create favorable conditions for business in the sphere of tourism, to attract the world-recognized brands, foreign investors in the tourism industry, to introduce new tourist routes, to develop modern types of tourism, to increase their attractiveness etc. All this together will become a strong basis for formation in the future of positive image of Uzbekistan as the large and attractive center of tourism, transformation of tourism into the leading sphere of national economy.

Realization of the tasks planned in the Strategy of actions on five priority directions of development of the Republic of Uzbekistan in 2017 — 2021, undoubtedly will allow to provide intensive development of tourism as strategic sector of the national economy capable to make a worthy contribution to sustainable development, to become the locomotive for the accelerated complex development of all regions and the interfaced branches, and  to promote in every possible way  formation of positive image of Uzbekistan as the attractive center of tourism.

In Line With International Standards

A resolution of the President of Uzbekistan Shavkat Mirziyoyev has launched a radical reformation of the standardization and certification system. It ranks among important measures envisaged by the Actions Strategy, and is called to make the promotion of domestic products in foreign markets effective.

As noted by the document, Uzstandart Agency failed to comply with international requirements in its performance, and did not ensure the effective fulfillment of its functions. In particular, the work on adoption of international ISO standards was poorly organized. Their share in the national regulatory document stock was only 13%.

The Agency insufficiently assisted enterprises in terms of introducing international quality management systems, and the existing reference base did not allow full-scale metrological control of high-precision devices that are used in certain industries.

The resolution is called to remedy the situation in the sector. The program of integrated measures to further streamline and increase the efficiency of the Uzstandart Agency for 2017-2020, approved by the President, is going to be the ‘road map’ in this work.

The work will cover several major areas, including improvement of the legislative framework, further modernization and re-equipment of Agency’s testing laboratories and regional centers with modern high-precision measuring and testing equipment.

It is also planned to gradually adopt more than 2,000 international standards, double their share in the national regulatory documents stock, introduce international quality management systems at nine thousand domestic enterprises, and thereby increase their number by 4.6 times by 2020.

It is equally important to create conditions for international recognition of the results of tests by Uzstandart Agency laboratories, by accrediting them by the relevant organizations.

The head of state has also seriously changed the management system in the sector. For example, he approved an updated organizational structure of the Uzstandart agency, which envisages the establishment of state enterprises ‘Uzbek Accreditation Center for Conformity Assessment Bodies’ and ‘Uzbek National Metrology Institute’, as well as the reorganization of the ‘Republican Test and Certification Center’.

The first structure will deal with accreditation of conformity assessment bodies and metrological services in line with international standards, as well as with inspection control over compliance with established conditions and requirements. The second one will be responsible for the improvement and development of the National Reference Base, maintenance of measurement standards, the highest precision measuring instruments, their comparison at the international level, storage and transfer.

A specialized working group on promoting standardization, metrology, certification and coordination of the implementation of quality management systems was established to ensure the effective implementation of the approved program of measures.

According to experts, the implementation of all the objectives would increase the competitiveness of domestic products and eliminate technical barriers in foreign trade by bringing national standards in line with international requirements, and the widespread introduction of modern quality management systems.

THE STRATEGY OF ACTIONS ON FURTHER DEVELOPMENT OF UZBEKISTAN

In Uzbekistan, small business and private entrepreneurship have been contributing to the growth of the gross domestic product, employment, income replenishment and improvement of people's wellbeing

The products manufactured by entrepreneurs prove key for the domestic market and country's export capacity.

The development of small economy ranks among key areas of the Actions Strategy, initiated by by the head of state. This work has been increasingly catalyzed in the regions of the republic.

For example, the enterprises specializing in the production of pharmaceutical, electrical products and construction materials in Khorezm were exempt from property and land taxes, as well as the infrastructure development tax and mandatory contributions to the Republican Road Fund.

As of April 1, 2017, more than 11,000 small businesses and private entrepreneurs were registered in the region. Over 700,000 people, or 82.3% of all employed in the economy, are engaged in small businesses.

19 industrial enterprises in the region specialize in food, light industry and other sectors. In 2016, they produced goods for 1.4 trillion soums (currency rates of CB RU from 11.05.2017, 1$= 3765.77 soums), and exported for $5 million.

The analysis shows that 315,000 tons of total exports are transported by rail. In accordance with the decisions of the head of state, Uzbekistan Railways now delivers the products by enterprises registered in the Khorezm region to the state borders at current domestic tariffs. This preference helped to drastically cut the logistics costs of exporting enterprises, entails cost reduction in local products in the external market, and increases their competitiveness. With the full use of this benefit in the future, enterprises intend to deliver 70-80% of exported goods by rail.

There are also eight pharmaceutical companies in the region, which supply packaging for a dozen kinds of medicinal plants. Nearly 81 billion soums of investments in 2017-2018 will empower implementation of 29 projects there, which will envisage laying plantations for the cultivation of 25 types of medicinal plants, and production of export-oriented finished pharmaceutical products.

For example, Khorazm Super Medical limited liability company of Bagat district will establish an annual production of 6 million bottles of iodine, the brilliant green, Valeriana tinctures next year through 300 million soums of investments. The Kordon Khumo private enterprise of Khiva district will launch the production of amoxicillin, ampicillin, azithromycin, cefpodoxime, chloramphenicol, doxycycline, erythromycin through 1.7 billion soums of investments.

375 enterprises in Khorezm region are engaged in the production of burnt bricks, doors and frames, lime, ferro-concrete products, metal gates and gratings, pavers, dry building mixtures, corrugated sheet and sheet metal, varnishes and paints, roofing materials, nonmetallic and other products. In the next two years, it is planned to implement 260 projects and create more than 2,000 new jobs.

Present-day life can hardly be imagined without refrigerators, freezers, vacuum cleaners, television sets, microwave ovens and other household appliances. They enjoy a great demand. The household appliances that are produced in the Khorezm region under the brand ‘Made in Uzbekistan’ are rated popular on the global market.

They are manufacture of local raw materials using modern technologies, and playing a significant role in import substitution. A dozen of enterprises presently produce more than 15 types of products, including freezers, transformers, water filters, LED lamps, and commercial freezing equipment. In 2017-2018, it is planned to implement 19 projects through 25.4 billion soums of investments, and create over 300 new jobs.

The President provided local enterprises with various benefits and preferences. For instance, the currency raised from exports completely remains at the disposal of enterprises to enable them procuring raw materials or production technologies they need.

In short, due to the improvement of the business climate in the country, the demand for modern and competitive products produced in the Khorezm region is growing in the world market. And this allows increasing the volume of exports and contributing to the welfare of the people.

The higher education system in Uzbekistan

The advancement of higher education is one of the priority areas of the Strategy for Actions. The Program for the comprehensive development of the higher education system for the years 2017-2021 adopted last week was not only a logical continuation of the Program for the modernization of the material and technical base of higher educational institutions and fundamental improvement in the quality for training of specialists realized in the past five years, but also gave unprecedented impulse in scope to the reforms.

Will build more

Within the framework of the previous five-year program, construction and installation works were carried out at 202 sites in 25 universities. In accordance with the new program, construction, reconstruction and repair are planned in 180 facilities of 48 higher educational institutions. The target lists include educational and scientific-laboratory buildings, sports facilities and objects of social and engineering infrastructure.

53 higher educational institutions will be gradually outfitted with cutting-edge teaching and laboratory equipment; interuniversity scientific laboratories will be established in seven universities. For comparison, in the last five-year period only 202 training laboratories were equipped, and now there are 400.

It is noteworthy that for the first time targeted development programs were separately approved for each higher educational institution. At the same time, conditions will be created to increase the number of students.

Training of specialists to grow

Recently, great attention was placed on enhancing the system for preparation of specialists on the basis of economic sectors needs. Proceeding from this, the admission to such educational fields and specialties as engineering, production and construction raised from 23% to 33.2% of the total. Updated state educational standards and curricula for the training of specialists in higher education, as well as retraining and advanced training of teachers were introduced. This work will continue in the future.

At the same time, the total quota of admission during this whole time remained practically unchanged within the limits of 56 thousand entrants. In the next five years, it is planned 18% increase in the total quotas of admission rates. This process will be put into practice step-by-step with the construction of new academic buildings.

Teaching opportunities to be enhanced

Previous years are singled out by large-scale works to better the system of retraining and advanced training of teaching staff. A fundamentally new system represented by general education and industry centers was formed in this direction.

In the forthcoming stage of progress it is necessary to intensify the role of the Istedod Foundation in this work. In the near future a set of measures for its advancement will be elaborated. The Fund's activities will be aimed at securing a steady increase in the level of professional skills of teachers of higher educational institutions, including through the expansion of their training, upgrading of skills and internships abroad. The work to involve the foreign specialists in the educational process will be brought to a qualitatively new level.

Each university of the Republic established partnerships with the leading specialized foreign scientific and educational institutions of the United States, Great Britain, the Netherlands, Germany, France, Italy, Russia, Japan, South Korea, China and other countries, and this fact is of extremely great significance in the process of its development. On this basis it is provided to attract annually at least 350 foreign highly qualified teachers and scientists to the educational process in the domestic universities. The invited specialists will contribute to the modernization of higher education in the framework of modern world trends and broaden the horizons of both teachers and students.

Quality control

Improvement of the quality control system of educational services will be another important direction in the development of the education system. One of the units of the State Testing Center under the Cabinet of Ministers was previously involved in this. Currently, a state inspection is being established to monitor the quality of education.

The volume of financial resources to be spent in 2017-2021 for the realization of the Program will be amounted to more than 1.7 trillion soums (currency rates of CB RU from 05.05.2017, 1$= 3734.91soums), of which 1.2 trillion - for the construction, reconstruction and overhaul of educational and laboratory buildings, gyms and student dormitories, over 500 billion soums - for fitting out with educational and laboratory equipment, furniture and inventory, creating interuniversity laboratory complexes for joint use, and developing information and communication technologies.

May 15-16, Tashkent and Samarkand are due to an international scientific and cultural congress "Cultural heritage of Uzbekistan is the way for dialogue between peoples and countries"

Over 120 foreign and 100 national scientists and experts specializing in the fields of preservation and propaganda of the cultural and historical heritage of Uzbekistan, in Oriental Studies, archeology, history, oriental manuscripts, numismatics, textiles, ceramics will take part in the convention. Among the representatives of world science are famous scholars, heads of museums and research institutes, editors of academic journals, eminent collectors from Russia, Canada, Italy, Great Britain, India, Egypt, Korea, Belgium, Holland, France, Germany, Czech Republic, USA, China, Turkey, Greece, Azerbaijan and other countries, as well as representatives of UNESCO and ICOMOS (International Council for the Preservation of Monuments and Sites).

The purpose sought from the scientific forum is to study and preserve the cultural and historical heritage of Uzbekistan. Reports on unique objects of material and artistic cultures created on the territory of Uzbekistan and stored in museums around the world are expected at the forum.

The forum will have not only scientific and cultural, but also public significance, as it will become an important event in the process of implementing the Strategy of Action on the five priority development directions of the Republic of Uzbekistan in 2017-2021, adopted at the initiative of the President of the country Shavkat Mirziyoyev.

The main event of the forum will be the presentation of the exclusive cultural and educational media project "Cultural heritage of Uzbekistan in the world's collections", the author and head of which is the honored journalist of the Republic of Uzbekistan F. Abdukhalikov, and the scientific leader of the project is the academician of the Academy of Sciences of the Republic E. Rtveladze.

The event will showcase the first five volumes of book-albums published in three languages from the series "Cultural Heritage of Uzbekistan" under the titles "Collection of the State Museum of the Orient" (Moscow), "Collection of the Russian Ethnographic Museum" (St. Petersburg), "Collection of the State Tretyakov Gallery" (Moscow), "Carpets and Embroidery of Uzbekistan in the Collections of the World" (Russia, USA, Canada, Australia), and "Alisher Navoi's Works in the Collection of the Russian National Library" (St. Petersburg) .

In addition, it is planned to present six volumes, which are going to be printed - "Musical heritage of Uzbekistan", "Collection of the State Hermitage", "Collection of the State Historical Museum", "Collection of the Institute of Oriental Manuscripts", "Carpet weaving of Uzbekistan: a tradition preserved in centuries" and "Collection of museums in Germany." The curators of each volume are well-known scientists, art historians, musicologists and orientalists of Uzbekistan.

Also the participants of the event will be demonstrated documentary films about the collections of Uzbekistan in the collections of various museums of the world. To this end, the creative team of the project carried out unique surveys in 15 museums around the world and recorded interviews with famous scientists.

It should be noted that the implemented project "Cultural heritage of Uzbekistan in the world's assemblies" has no analogues in the world and, in the opinion of international experts, equal in breadth of coverage. Special attention should be paid to the fact that in the course of preparation for the publication of books-albums by well-known scientists, a serious research work was carried out to collect and generalize the best artifacts originating from the territory of Uzbekistan, including unique samples of archeology, ceramics, metal products, numismatics, textiles, Jewelry art and painting. All this made it possible to reflect in the published media products the richness and uniqueness of the cultural and historical heritage of the people of Uzbekistan, which will make a worthy contribution to the spiritual and educational upbringing of the younger generation. It is the results of these studies that will be announced at the international congress by its participants.

A cultural program was developed for the forum participants. It includes a visit to the folklore media festival of the NAEMM with the tasting of the best dishes of national cuisine from the regions of Uzbekistan, as well as a contest for the best pilaf, viewing a unique light and musical performance in Registan Square - 3D mapping "Cultural heritage of Uzbekistan is the heritage of all mankind", familiarization in Mirzo Madrassah Ulugbek with an exhibition of the best works of carpet weaving and suzane of Uzbek masters with the presentation of the album "Carpets and embroidery of Uzbekistan in the collections of the world" and many other fascinating Activities.

The project is implemented by the National Association of Electronic Media of Uzbekistan, the UNESCO office in Tashkent, the regional office of the Konrad Adenauer Foundation in Central Asia, the Zamon Press Info publishing house, the Uzbekistan Today news agency, and the Karavan-TV channel.

President of Uzbekistan Shavkat Mirziyoyev has approved a program of heat supply system development for 2018-2022

The development and adoption of the document was stipulated by the Action Strategy.

As noted in the document, the centralized heating system in the republic was built in 1950-1970 according to the scheme of open water withdrawal and dependent connection of heating systems of buildings to the heating networks. Low-cost in terms of installation, but expensive in operation, such systems are featured by short service life of the internal heating system and pipelines of heating networks, high operating costs in terms of heat production, transportation and consumption, excess water consumption and thermal energy, accordingly.

Due to largely deteriorated boiler equipment and networks, the existing heat supply system does not ensure the optimal loading of heat sources, which adversely affects both the operation of the heat supply organizations, and provision of heat and hot water supply services to consumers.

Certain measures should change this situation in the republic. The head of state has approved specifications for the upgrade and reconstruction of central and local boiler houses, heating networks, construction of energy efficient boiler houses, application of solar plants, installation of individual in-apartment heat supply systems, as well as comprehensive measures on the development of the heat supply system for 2018-2022.

The effective and timely implementation of the program was entrusted to Ministry of Housing and Utility Services, Council of Ministers of the Republic of Karakalpakstan, regional municipalities and Tashkent municipality.

The program will be funded by 1.7 trillion soums (currency rates of CB RU from 04.05.2017, 1$= 3734.91 soums) of the government budget, funds of private homeowners 'associations, the Housing and Utility Services Development Fund, loans of commercial banks and other sources.

The program also provides for the development of town-planning standards and rules to estimate the energy efficiency of local boiler houses, individual inter-apartment heat supply systems, and design facilities with solar collectors.

As of January 1, 2018, it is also envisaged to organize a domestic manufacture of energy-efficient local boiler houses and individual in-apartment heat supply systems under the ‘Program on localization of production of finished products, components and materials’ on the basis of industrial cooperation.

An important factor is expected to ensure the effective implementation of abovementioned initiatives - the head of state released the components and materials, which are imported within the framework of the program, from customs payments by January 1, 2023.

Одним из приоритетных направлений Стратегии действий является развитие высшего образования. Принятая на прошлой неделе Программа комплексного развития системы высшего образования на 2017–2021 годы стала не только логическим продолжением реализованной за прошедшие пять лет Программы модернизации материально-технической базы высших образовательных учреждений и кардинального улучшения качества подготовки специалистов, но и придала преобразованиям небывалый размах.

Строить будут больше

В рамках предыдущей пятилетней программы строительно-монтажные работы были осуществлены на 202 объектах в 25 вузах. В соответствии с новой программой строительство, реконструкция и ремонт намечены на 180 объектах 48 высших образовательных учреждений.  В адресных списках – учебные и научно-лабораторные корпуса, спортивные сооружения и объекты социально-инженерной инфраструктуры.

53 высших образовательных учреждения будут поэтапно оснащены современным учебно-лабораторным оборудованием, в семи вузах будут созданы межвузовские научные лаборатории. Для сравнения: в прошлую пятилетку были оборудованы всего 202 учебные лаборатории, а планируется – 400.

Примечательно, что впервые утверждены отдельно по каждому высшему образовательному учреждению адресные программы развития. При этом будут созданы  условия для увеличения числа студентов.

Выпуск специалистов увеличится

В последнее время большое внимание уделялось совершенствованию системы подготовки специалистов с учетом потребностей отраслей экономики, в связи с чем увеличен прием на обучение по инженерным, производственным и строительным направлениям и специальностям с 23% до 33,2% от общего количества. Внедрены обновленные государственные образовательные стандарты и учебные программы подготовки специалистов высшего образования, а также переподготовки и повышения квалификации педагогических кадров. Эта работа будет продолжаться.

Вместе с тем общая квота приема на протяжении всего этого времени оставалась практически неизменной – в пределах 56 тыс. абитуриентов. В ближайшие же пять лет намечено увеличение общих квот показателей приема на 18%. Этот процесс будет осуществляться поэтапно по мере строительства новых учебных корпусов.

Преподавательский состав усилят

Предыдущие годы отмечены масштабными работами по совершенствованию системы переподготовки и повышения квалификации педагогических кадров. Была сформирована принципиально новая система, представленная общеобразовательными и отраслевыми центрами.

На предстоящем этапе развития предстоит усилить в этой работе роль фонда «Истеъдод». В ближайшее время будет разработан комплекс мероприятий по его развитию. Деятельность фонда будет направлена на обеспечение неуклонного повышения уровня профессионального мастерства преподавателей высших образовательных учреждений, в том числе на основе расширения их обучения, повышения квалификации и стажировки за рубежом. На качественно новый уровень будет выведена работа по привлечению к учебному процессу зарубежных специалистов.

Чрезвычайно важное значение для обеспечения успешной реализации Программы имеет тот факт, что в процессе ее разработки каждым вузом республики установлены партнерские отношения с ведущими профильными зарубежными научно-образовательными учреждениями Великобритании, Германии, Италии, Китая, Нидерландов, России, Республики Корея, США, Франции, Японии и других стран. На этой основе предусматривается привлечение ежегодно не менее 350 зарубежных высококвалифицированных преподавателей и ученых к образовательному процессу в отечественных вузах. Приглашенные специалисты будут способствовать модернизации высшего образования в рамках современных мировых тенденций  и расширению кругозора как преподавателей, так и студентов.

Контроль качества

Еще одним важным направлением развития системы образования станет совершенствование системы контроля качества образовательных услуг. Ранее этим занималось одно из подразделений Государственного центра тестирования при Кабинете Министров. В настоящее время создается Государственная инспекция по контролю за качеством образования.

Объем финансовых средств, которые будут направлены в 2017–2021 годах на реализацию программы, составит более 1,7 трлн сумов (курс ЦБ РУ на 04.05.2017, 1$= 3734.91сум), из них 1,2 трлн – на строительство, реконструкцию и капитальный ремонт учебно-лабораторных корпусов, спортивных залов и мест проживания студентов, свыше 500 млрд  сумов – на оснащение учебно-лабораторным оборудованием, мебелью и инвентарем, создание межвузовских лабораторных комплексов совместного пользования, а также развитие информационно-коммуникационных технологий.

15-16 мая 2017 года в Ташкенте и Самарканде планируется проведение международного научно-культурного конгресса «Культурное наследие Узбекистана – путь к диалогу между народами и странами»

В его работе примут участие более 120 зарубежных и 100 национальных ученых и экспертов, специализирующихся в сферах сохранения и пропаганды культурно-исторического наследия Узбекистана, востоковедении, археологии, истории, восточных рукописей, нумизматики, текстиля, керамики. Среди представителей мировой науки – известные ученые, руководители музеев и научных институтов, редакторы научных журналов, именитые коллекционеры из России, Канады, Италии, Великобритании, Индии, Египта, Кореи, Бельгии, Голландии, Франции, Германии, Чехии, США, Китая, Турции, Греции, Азербайджана и других стран, а также представители ЮНЕСКО и ICOMOS (Международный совет по сохранению памятников и достопримечательных мест).

Целью научного форума является изучение и сохранение культурно-исторического наследия Узбекистана. На форуме ожидаются доклады, посвященные уникальным объектам материальной и художественной культур, созданных на территории Узбекистана и хранящиеся в музеях различных стран мира.

Форум будет иметь не только научно-культурное, но и общественное значение, так как станет важным событием в процессе реализации Стратегии действий по пяти приоритетным направлениям развития Республики Узбекистан в 2017–2021 годы, принятой по инициативе Президента страны Шавката Мирзиёева.

Основным мероприятием форума станет презентация эксклюзивного культурно-просветительского медиапроекта «Культурное наследие Узбекистана в собраниях мира», автором и руководителем которого является  заслуженный журналист Республики Узбекистан Ф. Абдухаликов, а научным руководителем проекта – академик Академии наук республики Э. Ртвеладзе.

На мероприятии будут продемонстрированы первые пять томов книг-альбомов, изданных на трех языках из серии «Культурное наследие Узбекистана» под названиями «Собрание Государственного музея Востока» (г. Москва), «Собрание Российского этнографического музея» (г. Санкт-Петербург), «Собрание Государственной Третьяковской галереи» (г.Москва), «Ковры и вышивка Узбекистана в собраниях мира» (Россия, США, Канада, Австралия), а также «Произведения Алишера Навои в собрании Российской национальной библиотеки» (г. Санкт-Петербург).

Кроме того, планируется презентовать шесть томов, готовящихся к печати, – «Музыкальное наследие Узбекистана», «Собрание Государственного Эрмитажа», «Собрание Государственного исторического музея», «Собрание Института восточных рукописей», «Ковроткачество Узбекистана: традиция, сохраненная в веках» и «Собрание музеев Германии». Кураторами каждого тома являются известные ученые, искусствоведы, музыковеды и востоковеды Узбекистана.

Также участникам мероприятия будут продемонстрированы документальные фильмы о коллекциях Узбекистана в собраниях различных музеев мира. С этой целью творческой группой проекта были проведены уникальные съемки в 15 музеях мира и записаны интервью с известными учеными.

Отметим, что реализуемый проект «Культурное наследие Узбекистана в cобраниях мира» не имеет аналогов в мире и, по мнению международных экспертов, равных по широте охвата. Особого внимания заслуживает тот факт, что в ходе подготовки к изданию книг-альбомов известными учеными проведена серьезная исследовательская работа по сбору и обобщению лучших артефактов, происходящих с территории Узбекистана, среди которых – уникальные образцы археологии, керамики, изделий из металла, нумизматики, текстиля, ювелирного искусства и живописи. Все это позволило отразить в изданной медиапродукции богатство и уникальность культурно-исторического наследия народа Узбекистана, что внесет свой достойный вклад в духовно-просветительское воспитание молодого поколения. Именно результаты этих исследований будут озвучены на международном конгрессе его участниками.

Для участников форума разработана культурная программа. Она включает  посещение фольклорного медиафестиваля НАЭСМИ с дегустацией лучших блюд национальной кухни из регионов Узбекистана, а также конкурс на самый лучший плов, просмотр уникального свето-музыкального представления на площади Регистан – 3D мэпинг «Культурное наследие Узбекистана – достояние всего человечества», ознакомление в медресе Мирзо Улугбека с выставкой лучших произведений ковроткачества и сюзане узбекистанских мастеров с презентацией альбома «Ковры и вышивка  Узбекистана в собраниях мира» и много других увлекательных мероприятий.

Проект реализуется Национальной ассоциацией электронных СМИ Узбекистана, офисом ЮНЕСКО в Ташкенте, региональным представительством Фонда имени Конрада Аденауэра в Центральной Азии, издательским домом Zamon Press Info, информационным агентством Uzbekistan Today, телеканалом «Караван-ТВ».

Президент Узбекистана Шавкат Мирзиёев утвердил Программу развития системы теплоснабжения на период 2018–2022 годы

Разработка и принятие этого документа были предусмотрены Стратегией действий.

Как отмечается в документе, система централизованного теплоснабжения в республике сформировалась в 1950–1970 годах по схеме открытого водоразбора и зависимого подключения к тепловым сетям отопительных систем зданий. Малозатратные при монтаже, но дорогостоящие в эксплуатации подобные системы характеризуются малыми сроками службы внутренней системы отопления и трубопроводов тепловых сетей, высокими эксплуатационными издержками при производстве, транспортировке и потреблении тепла, сверхнормативными расходами воды и, соответственно, тепловой энергии.

Существующая система теплоснабжения в связи с большой изношенностью котлового оборудования и сетей не обеспечивает оптимальную загрузку теплоисточников, что негативно сказывается как на работе организаций теплоснабжения, так и на обеспечении потребителей услугами теплоснабжения и горячего водоснабжения.

Для изменения этой ситуации в республике будет реализован ряд мер. Так, например, главой государства утверждены параметры модернизации и реконструкции центральных и локальных котельных, тепловых сетей, строительство энергоэффективных котельных, включая применение гелиоустановок, установка индивидуальных внутриквартирных систем теплоснабжения, а также комплексные мероприятия по развитию системы теплоснабжения на период 2018–2022 годы.

Исполнительными органами, ответственными за эффективную и своевременную реализацию программы, стали Министерство жилищно-коммунального обслуживания, Совет Министров Республики Каракалпакстан, хокимияты областей и города Ташкента.

На ее реализацию будет выделено 1,7 трлн сумов (курс ЦБ РУ на 04.05.2017, 1$= 3734.91 сум) за счет Государственного бюджета, средств товариществ частных собственников жилья, Фонда развития жилищно-коммунального хозяйства, кредитов коммерческих банков и других источников.

Программой также предусматривается разработка градостроительных норм и правил по определению энергоэффективности локальных котельных, индивидуальных внутриквартирных систем теплоснабжения, проектирование объектов с солнечными коллекторами.

Кроме того, планируется организация производства, начиная с 1 января 2018 года, на территории Узбекистана энергоэффективных локальных котельных, индивидуальных внутриквартирных систем теплоснабжения с включением их в Программу локализации производства готовой продукции, комплектующих изделий и материалов на основе промышленной кооперации.

Еще один важный момент для эффективной реализации этих инициатив: глава государства освободил сроком до 1 января 2023 года от уплаты таможенных платежей не производимое в республике оборудование, комплектующие изделия и материалы, ввозимые в рамках реализации этой программы.
