President of Uzbekistan received the Speaker of the Jogorku Kenesh of Kyrgyzstan

On December 21, the President of the Republic of Uzbekistan Shavkat Mirziyoyev received the Speaker of the Jogorku Kenesh of the Kyrgyz Republic Dastanbek Djumabekov, who is in our country on an official visit.

The Head of our state, warmly welcoming the guest, emphasized that the current visit of the respectable parliamentary delegation of Kyrgyzstan is a logical continuation of fruitful high-level meetings held this year in Tashkent and Bishkek, as well as convincingly demonstrates the strengthening relations of friendship, good-neighborliness and strategic partnership between the two fraternal states.

It was particularly emphasized that the strong political will and decisive spirit of both sides for constructive interaction, intensification of contacts and visits at various levels allowed achieving significant results and filling bilateral relations with concrete practical content in a short time.

Favorable conditions for mutual trips of citizens of the two countries are being created by joint efforts. Volumes of trade turnover are growing dynamically, cooperation between regions and industrial enterprises is intensifying, and relations in transport and communication sphere are developing. Joint business and cultural events are held regularly.

At the meeting, special attention was paid to issues of further expansion of inter-parliamentary cooperation between Uzbekistan and Kyrgyzstan.

Conduction of joint activities within the framework of practical implementation of agreements, adopted during the high-level visits, including the Memorandum signed between the Oliy Majlis of the Republic of Uzbekistan and the Jogorku Kenesh of the Kyrgyz Republic, was noted with deep satisfaction.

The importance of regular contacts and systemic interaction with the use of the potential of existing mechanisms of inter-parliamentary relations was emphasized.

The Speaker of the Jogorku Kenesh of Kyrgyzstan Dastanbek Djumabekov expressed sincere gratitude to the President of our country Shavkat Mirziyoyev for the warm reception and meaningful conversation.

The guest highly appreciated the new stage of structural reforms in all spheres, including the strengthening of the role of parliament and civil society in Uzbekistan.

He assured of readiness for active joint work for further development and strengthening friendship, good-neighborliness and strategic partnership between Uzbekistan and Kyrgyzstan.

- Uzbekistan is a stable country. All of you are witnesses of the stable political transformation that was carried out last year. Therefore, we believe that this stability is one of the initial indicators that will allow investors to determine their plans for business development in our region, - Chairman of the State Committee for Investment Azim Ahmedkhadjaev said recently.

In his opinion, 5 thousand foreign companies with foreign capital, which currently operate in the country, is a small indicator.

"This figure is small for us, we have great opportunities, and we can dramatically increase this figure over the next three years. Now in our radar there are more than 300 investment projects in various sectors of the economy. We estimate the sum of these investment projects somewhere in the $ 9 billion. A significant part of these projects is metallurgy, textile, mining, tourism and construction," he stressed.

Another task for the medium term, said the head of the department, are priorities for economic diversification. For Uzbekistan, this is the number one task, and therefore the republic's leadership is ready to create all the necessary conditions for the commitment to diversification to expand.

"This will allow us to find new innovative mechanisms abroad, to involve them in the country with the help of our engineering institutes or by inviting foreign consultants and specialists to work," he said.

In conclusion, Ahmedkhadjaev noted that the State Committee for Investment of the Republic of Uzbekistan is ready to provide every support to any investor, no matter how much it invests, and make his stay on the market as comfortable as possible.

President of Uzbekistan adopts measures to accelerate development of textile, sewing and knitting industries

Uzbek President Shavkat Mirziyoyev signed a decree “On measures for accelerated development of the textile, sewing and knitting Industries”.

The document defines important areas for further reform of the textile industry.

In particular, Uzbekistan plans to increase the share of the textile industry in the economy, the volume and quality of textile products produced in the country.

It is also planned to improve the systems of standardization and certification in the field of the textile industry, as well as to introduce advanced information and communication technologies in the industry.

Uzbekistan also intends to implement a cluster model for development of the textile industry, as well as to introduce innovative technologies, know-how, design developments, etc. into the production process.

The decree approved the Roadmap for accelerated development of the textile and sewing and knitting industries in the Republic of Uzbekistan, which contains more than 20 measures to improve the management and training of personnel, modernize production, technological process and develop the infrastructure of the textile industry, enhance foreign economic activity, implement international standards in the textile industry.

In order to develop a healthy competitive environment and introduce market mechanisms in the organization of production of raw cotton, the decree envisages to carry out an experiment in which it is planned to introduce for the first time a system for ordering raw cotton directly from farms and other agricultural producers by domestic textile enterprises.

To date, domestic textile enterprises have been forced to purchase cotton fiber from a monopoly supplier - Uzpahtasanoatexport - at export prices. This procedure reduced the profitability of production and the competitiveness of textile products.

In accordance with the experiment initiated by the President of the Republic of Uzbekistan, the textile industry enterprises will finance the main costs of farms for growing raw cotton by advancing at least 60 percent of the cost of the contract.

At the same time raw cotton, supplied to enterprises, will be used exclusively for further deep processing and production of finished competitive products.

In addition, in his Decree, the Uzbek President supported the proposal of the textile industry enterprises, the shareholders’ meeting of Uzbekyengilsanoat and a number of departments on the establishment of the Association Uztekstilprom (Uzbek Textile Industry,. At the same time, Uzbekyengilsanoat, combining state regulatory and economic functions, is liquidated.

The Uztekstilprom Association is assigned a wide range of tasks to ensure sustainable development of the textile industry of the republic.

On the thirteenth plenary session of the Senate of the Oliy Majlis of the Republic of Uzbekistan

On December 20, 2017, the thirteenth plenary session of the Senate of the Oliy Majlis of the Republic of Uzbekistan began in Tashkent. It was attended by members of the Cabinet of Ministers, heads of ministries and departments, representatives of other organizations, and the mass media.

The meeting was chaired by the Chairman of the Senate of the Oliy Majlis N.Yuldoshev.

The senators started their work by considering the issue of the State budget of the Republic of Uzbekistan, the budgets of state trust funds and main directions of the tax and budget policy for 2018.

The State budget for 2018 is based on macroeconomic indicators, price indices recognized by international financial institutions. In 2018, expenditures directed to the social sphere will amount to 34,7 trillion sums. It is proposed to allocate more than 8,5 trillion sums to implementation of the adopted government programs. It is planned to allocate 815 billion sums or almost 3 times more than in 2017 to equipment of preschool education institutions. It is envisaged to allocate 559,1 billion sums or 1,5 times more than in 2017 to development of the material and technical base of 48 higher education institutions. 803,6 billion sums are allocated for the construction, reconstruction, overhaul and equipment of 296 medical institutions (currency rates of CB RU from 22.12.2017, 1$= 8101,62 soums).

The senators adopted a relevant resolution on approval of the State budget of the Republic of Uzbekistan for 2018.

The senators considered the Laws of the Republic of Uzbekistan “On introducing amendments and addenda to certain legislative acts of the Republic of Uzbekistan in connection with the adoption of the main directions of the tax and budget policy for 2018”, “On administrative procedures”, “On establishment of the “Kelajak bunyodkori” medal”, the project of which was introduced to the Legislative Chamber of the Oliy Majlis by the President of the Republic of Uzbekistan, “On the Defense doctrine of the Republic of Uzbekistan”, “On establishment of the Day of railway transport workers of the Republic of Uzbekistan”, “On establishment of the Construction workers Day of the Republic of Uzbekistan”, “On introducing amendments and addenda to certain legislative acts of the Republic of Uzbekistan in connection with the improvement of activities of certain state bodies, as well as adoption of additional measures on ensuring protection of citizens’ rights and freedoms”, “On introducing amendments and addenda to some legislative acts of the Republic of Uzbekistan in connection with improvement of tax administration”, and others.

The senators also considered and approved the Law of the Republic of Uzbekistan “On accession of the Republic of Uzbekistan to the Convention on international interests in mobile equipment (Cape Town, November 16, 2001) and to the Protocol to the Convention on international interests in mobile equipment on matters specific to aircraft equipment (Cape Town, November 16, 2001)”.

Other issues related to the competence of the Senate of the Oliy Majlis were also considered at the plenary session. Appropriate resolutions were adopted.

In December 21, 2017, the thirteenth plenary session of the Senate of the Oliy Majlis of the Republic of Uzbekistan continued its work, in Tashkent.

The senators considered the issue “On the Program of gradual transformation of farms into multidisciplinary farms for 2018”, submitted to the Senate of the Oliy Majlis by the Cabinet of Ministers of the Republic of Uzbekistan in accordance with the Decree of the President of the Republic of Uzbekistan of October 9, 2017 “On measures of radically improving the system of protection of the rights and legitimate interests of farmers, dehkan farms and landowners, efficient use of cultivated areas of agriculture”.

In accordance with the territorial programs on organization and development of multidisciplinary farms, 22 986 projects aimed at establishing multidisciplinary activities will be implemented in 21 634 farms of the country in 2018.

It is planned to spend 1 603 billion sums for implementing projects approved for 2018 in the republic, of which 608,8 billion sums – at the expense of commercial banks. The main thing is that it is planned to organize 83 567 new workplaces in rural areas (currency rates of CB RU from 22.12.2017, 1$= 8101,62 soums).

 The senators considered issues on the agenda of the plenary session. They heard the information of the Minister of Internal Affairs, as well as of the Ministry of Foreign Affairs of the Republic of Uzbekistan.

Following the discussions, relevant resolutions of the Senate of the Oliy Majlis of the Republic of Uzbekistan were adopted.

The senators considered issues on introducing amendments to the composition of the Supreme Court of the Republic of Uzbekistan, on appointment of the Ambassador Extraordinary and Plenipotentiary of the Republic of Uzbekistan to Georgia, Japan and other issues within the competence of the Senate.

26 issues were considered during the thirteenth plenary session, including 15 laws aimed at radically improving the efficiency of the ongoing reforms in the country, developing international cooperation, consistently implementation of tasks identified in the Strategy of actions on five priority areas of development of the Republic of Uzbekistan in 2017-2021. It was noted that the decisions taken by the senators will become an important factor in expanding international cooperation, further strengthening the guarantees of the rights, freedoms and legitimate interests of citizens, ensuring stability and prosperity in the country.

Uzbekistan Steps on Ice

In Uzbekistan, the development of winter sports is intensifying. The Federation for Figure Skating and Short Track, the Curling Federation and the Federation of Skiing are being established. Previously, the development of these sports was under the Association of Winter Sports.

On December 20, the National Olympic Committee, the State Committee for Physical Culture and Sports, the Association of Winter Sports and sponsoring organizations held a meeting dedicated to the development of winter sports in Uzbekistan.

At the meeting it was noted that the representatives of Uzbekistan were not able to achieve significant successes in the international arena.

The only medalist of the winter Olympics from Uzbekistan is Lina Cheryazova, who became the champion in 1994 in the Norwegian Lillehammer.

An initiative group was set up at the meeting, which will organize four independent federations, attract professional specialists to work, and also search for investors and sponsors for effective activity of organizations.

The federations that are set up should organize the activity of children’s and youth schools in winter sports, raise worthy candidates for national teams, open branches in the regions and create ice palaces and training camps there, the NOC said.
