On December 19, a meeting devoted to the analysis of reforms implemented in the system of preschool education and tasks for the future was held under the chairmanship of the President of the Republic of Uzbekistan Shavkat Mirziyoyev

Preschool education is the primary and most important link in the education system. Formation of a healthy gene pool and qualified personnel begins with this.

However, up to now, this system has lagged behind in development. Over the past 20 years, the number of state preschool education institutions has decreased by 45 percent. As a result, only 33 percent of preschool children were covered by kindergartens. In Denmark, this figure is 99, in Japan – 97, in South Korea – 95 percent.

Educational programs on socio-personal, emotional, speech, mathematical, physical-psychological and creative development of children were not introduced in preschool education institutions.

In general, kindergartens have become institutions in which children are looked after while their parents are at work.

The President of our country Shavkat Mirziyoyev pays special attention to this sphere, which has an important place in ensuring the future of the country and its development. During the trips to the regions, the Head of our state personally gets acquainted with activities of preschool education institutions. Several meetings were held on development of this sphere under his chairmanship.

Current tasks and priority areas facing the sphere are determined in the Decree of the Head of our state “On measures of radically improving the management of preschool education system” of September 30 this year. The Ministry of Preschool Education of the Republic of Uzbekistan was organized on the same day by a resolution of the President.

Targets were set before the new ministry on expanding the network of state and non-state institutions of preschool education, strengthening their material and technical base, providing with qualified pedagogical staff, increasing the coverage of children with kindergartens, radically improving the quality of preparing children for school through the introduction of modern educational programs and technologies into the educational process.

A corresponding state program has been adopted in this direction, large-scale activity is carried out within its framework. Territorial administrations and district (city) departments of the ministry have been organized, great attention is paid to improving the situation at places, the construction of new kindergartens, including the expansion of the network of non-state kindergartens.

Activity that is being carried out in the sphere was discussed at the meeting.

The President of our country analyzed the state of affairs in the system of preschool education in the context of the regions, pointed out the problems and shortcomings pending solution. In particular, incompleteness of preschool education institutions and inadequate staff potential were noted. More than 57 thousand specialists are working in the sphere, 85 percent of which are staff with secondary special education, which does not allow to ensure the proper level of preparation of children for school.

The fact that preschool education institutions were not provided with children’s imaginative literature for years, parents lost trust in kindergartens, many problems accumulated in the system over the years, were criticized.

At the same time, it was noted that many khokimiyats at places did not create necessary conditions for preschool education institutions, some kindergarten buildings are empty and are not used effectively. The reports of responsible heads regarding the mentioned cases were heard.

A number of strategic tasks have been identified for addressing shortcomings that were noted at the meeting, which are to be implemented in the first half of 2018.

Firstly, the need for accelerated continuation of construction and reconstruction of kindergartens on the basis of the program for 2017-2021 was noted.

Instructions were given on allocating 771 billion sums for construction and reconstruction activities in 427 kindergartens (including construction of 14 new kindergartens, reconstruction of 256, overhaul of 157 kindergartens) in 2018 (currency rates of CB RU from 20.12.2017, 1$= 8101,62 soums).

It was noted that at the same time it is necessary to revise the projects of kindergarten buildings for 50, 100 and 150 places in a short time, using modern architectural solutions, taking into account the local climate, providing creation of conditions for maintaining optimal temperatures in winter and summer, hygiene, nutrition, classes, games and sleep of children, separate accommodation of a dining room, as well as to take into account requirements on organization of educational process when building new buildings.

Secondly, the need for active organization of preschool institutions of a new type on the basis of public-private partnership was noted. Taking into account the fact that finance is the most important problem in this issue, commercial banks are assigned to each region for providing all-round assistance and allocation of necessary credit resources to non-state preschool institutions.

The Cabinet of Ministers of the Republic of Uzbekistan, the Council of Ministers of the Republic of Karakalpakstan, khokimiyats of the regions and the city of Tashkent were instructed to develop regional programs on sharply increasing the coverage of children with preschool education, while organizing 10-15 new preschool institutions in each district and city, including on the basis of public-private partnership.

It was noted that large privileges were granted to private kindergartens, in particular, starting from January 1, 2018, half of private kindergartens’ expenditures on natural gas and electric power will be covered from the State budget within 5 years. This will prevent the growth of payments for services of kindergartens.

Thirdly, it was noted that special attention must be paid to ensuring healthy nutrition of children in kindergartens and the quality of delivered products. Taking this into account, instructions were given on taking measures for increasing the allocation of funds for these purposes.

The Council of Ministers of the Republic of Karakalpakstan, the regional khokimiyats were instructed to fix 10-15 farmers for every preschool education institution from 2018 in order to provide kindergartens with qualitative food at affordable prices.

The task was set on organizing a state enterprise for the delivery of ready-made qualitative hot meals to kindergartens and developing a mechanism of organizing a catering service. Fourthly, the need of improving the quality of upbringing and educating children, medical care in kindergartens, including the development in 2018 of standards for equipping pre-school education institutions with methodical aids, didactic games, toys, equipment and other technical means, based on the experience of South Korea, was emphasized.

The need for improving the state standards of preschool education, educational programs on the basis of advanced foreign experience, including on teaching children to read and write in a play form was noted.

Main attention was paid to issues of training and advanced training of teachers and educators, instruction was given on improvement of activities of the Institute for retraining and advanced training of managers and specialists of preschool education institutions under the Ministry of Preschool Education.

The need to continuously improve the potential of managers and teachers in the sphere by organizing modern courses in retraining and advanced training in this institution, as well as developing advanced pedagogical techniques, creating a new generation of educational and methodological literature, was noted.

Instructions were given on setting quotas for admission to institutions on training personnel for preschool education on the basis of real needs and reviewing the requirements for teachers of preschool education.

Fifthly, the task was set on attracting foreign investments to the improvement of preschool education. In particular, the need to develop a draft concept on attracting a grant at the amount of 10 million dollars in 2019-2022 and 50 million dollars of soft loan for the development of preschool education within the project on “Improving the development of children from an early age” in cooperation with the Organization of global cooperation in education of the World Bank.

Sixthly, great attention is paid to radical improvement of normative legal framework of preschool education. To this end, the Cabinet of Ministers and the Ministry of Preschool Education were given instructions on development of a draft Law “On preschool education” on the basis of advanced foreign experience.

Seventhly, the State Committee for Architecture and Construction was instructed to revise, in cooperation with relevant ministries and departments, the design of construction and reconstruction of kindergartens.

The quality of preschool education is the decisive issue of our tomorrow. Development of preschool education is not only the task of the new ministry, it should become the most important task for each of us – from the President, the Prime Minister and his deputies to the khokims of districts, the leaders of the lowest levels, noted the Head of our state.

On telephone conversation of Presidents of Uzbekistan and the USA

On December 19, the President of the Republic of Uzbekistan Shavkat Mirziyoyev had a telephone conversation with the President of the United States of America, Donald Trump.

As reported by the Press Service of the President of the Republic of Uzbekistan, the heads of the two states discussed the state and prospects of multifaceted cooperation between Uzbekistan and the USA.

The meetings of the leaders of Uzbekistan and the USA in Ar Riyad in May 2017 and in New York in September this year contributed to a notable increase in cooperation in politics and security, trade, investment, finance, technological and cultural-humanitarian exchange.

The Head of our state expressed sincere gratitude to President Donald Trump for the cordial welcome extended during the stay of delegation of Uzbekistan in the USA for participation at the 72nd session of the UN General Assembly, as well as for the warm welcome message and support for the business forum, unprecedented in its scope, organized with the American – Uzbekistan Chamber of Commerce.

In turn, the President of the USA expressed his deep respect for people of Uzbekistan and his sincere admiration for their hardworking. He again expressed support for the new stage of democratic and economic reforms being implemented in Uzbekistan aimed at strengthening the foundations of civil society, ensuring the rule of law, liberalizing the economy and improving the welfare of the population.

Views were exchanged on current international and regional issues of mutual interest.

Main attention was paid to issues of ensuring regional security, peaceful settlement of the situation in Afghanistan, the fight against international terrorism, extremism and radicalism.

The President of the USA welcomed the open and constructive foreign policy and active efforts of Uzbekistan on development of good neighborly relations and strengthening cooperation with the countries of the region, contributing to strengthening of peace and stability in Central Asia.

The heads of states emphasized the importance of broad international support for the economic reconstruction of Afghanistan. In this regard, the agreements on implementation of specific projects, reached during the recent visit of the President of Afghanistan to Uzbekistan, were highly appreciated.

Presidents of Uzbekistan and the USA underlined their commitment to further strengthening bilateral relations of strategic partnership on the principles of mutual respect, trust and taking into account each other’s interests.

President Donald Trump invited the Head of our state to pay an official visit to the United States in order to jointly consider the long-term plans for expanding bilateral cooperation.

Following the conversation, the leaders of the two countries exchanged greetings and good wishes on the occasion of the upcoming 2018.

President of the Republic of Uzbekistan received the President of the Turkish Cooperation and Coordination Agency

On December 19, the President of the Republic of Uzbekistan Shavkat Mirziyoyev received the President of the Turkish Cooperation and Coordination Agency (TIKA) Serdar Çam.

The Head of our state, warmly welcoming the guest, noted with satisfaction that the state visit to Turkey on October 25-26 this year brought relations between our countries to the level of strategic partnership.

Implementation of joint programs and projects with Turkish partners in trade, industry, investment, transport, tourism, medical, educational and other spheres was positively assessed.

At the meeting, the importance of further expanding activities of TIKA in our country and bringing it to a new level was noted.

The agency has already implemented about 700 grant projects worth 23,6 million dollars, in Uzbekistan.

The need to identify promising areas for bilateral cooperation, systematic development of TIKA activities in Uzbekistan based on specific projects, was emphasized.

Importance of prompt development and implementation of corresponding “road map” was noted, an agreement was reached on a multiple increase in the number of projects and programs implemented in the spheres of economy, culture, education, healthcare, environmental protection, tourism and a number of other socially important areas.

The Head of the TIKA expressed sincere gratitude to the President of the Republic of Uzbekistan Shavkat Mirziyoyev for the warm welcome and conveyed the best wishes of the President of the Republic of Turkey Recep Tayyip Erdogan and the Prime Minister of this country Binali Yildirim.

Serdar Çam expressed his full support for the proposals and initiatives forwarded by the Head of our state, as well as readiness of the Turkish side to exert maximum efforts for their timely and effective implementation.

The President of the Republic of Uzbekistan Shavkat Mirziyoyev expressed condolences to the President of the United States of America Donald Trump in connection with human casualties due to the passenger train accident in Washington state.

Shavkat Mirziyoyev expressed his words of sympathy and support to the families and relatives of the deceased and injured.

Fund for Financing Government Development Programs is being established in Uzbekistan

President of Uzbekistan Shavkat Mirziyoyev signed a resolution “On introduction of a new procedure for formation and financing of state development programs of the Republic of Uzbekistan”.

Uzbek leader approved introduction of procedure for implementation of projects, including development of regions and sectors of the economy, funded from centralized sources, on the basis of state development programs of the Republic of Uzbekistan.

According to the document, the country is creating the Fund for financing state development programs of the Republic of Uzbekistan under the Cabinet of Ministers of the Republic of Uzbekistan.

Financing of projects included in government development programs, for which centralized sources of funding have been identified, is implemented exclusively through newly-established Fund.

The resources of the Fund are accumulated in the accounts with the Central Bank of the Republic of Uzbekistan. Executive directorate of the fund is an executive body and manager of the Fund’s resources.

The Executive Director of the Fund is Deputy Prime Minister of the Republic of Uzbekistan - Head of the Complex for Investment, Innovative Development, Coordination of Free Economic and Small Industrial Zones, and Tourism.

The sources of the Fund’s funds are formed based on the state budget of the Republic of Uzbekistan and state off-budget funds, the Fund for Reconstruction and Development of the Republic of Uzbekistan, foreign loans attracted under the guarantee of the Government of Uzbekistan and other sources.

State development programs are formed on the basis of sectoral, regional and target portfolios of projects approved in accordance with relevant development concepts, containing a comprehensive vision and strategic objectives for implementing priority directions for sectoral, regional and targeted socioeconomic development of the Republic of Uzbekistan in the long term, 10-15 years.

Coordination of work on development and implementation of state development programs is carried out by the State Committee for Investments jointly with the Ministry of Economy under the leadership of the Deputy Prime Minister of the Republic of Uzbekistan - Head of the Complex for Investment, Innovative development, coordination of free economic and small industrial zones, tourism.

Non-centralized investments intended for financing state development programs are subject to accounting in the Fund.

Approval of state development programs is carried out only if there is a positive opinion of the National Project Management Agency under the President of the Republic of Uzbekistan.

The inclusion of projects in government development programs, which envisages funding from centralized sources, is carried out only if there is a positive decision of the Fund’s Supervisory Board, the document said.

Credits of commercial banks for financing state development programs are provided after a thorough and comprehensive study of project design documents and business plans of projects, as well as the positive decision of the commercial bank’s credit committee.

The President of Uzbekistan Shavkat Mirziyoyev appointed a Director of the State Services Agency under the Ministry of Justice of Uzbekistan

Khalilillo Turakhujaev worked as the first deputy state adviser to the President of Uzbekistan in the Service for protection of citizens’ Rights, control and coordination of work with appeals of individuals and legal entities of the President’s Office.

On 12 December 2017, the President of Uzbekistan Shavkat Mirziyoyev signed a decree “On measures for radical reform of the national system of public services to the population.”

In accordance with the decree, the Agency for Public Services under the Ministry of Justice of Uzbekistan was established in Uzbekistan.

Uzbekneftegaz and the China National Petroleum Company (CNPC) have been implementing a number of promising projects

The Dengizkul, Khojadavlat gas condensate field and the Sharky Alat gas condensate field, implemented by the Uzbek-Chinese joint venture New Silk Road Oil and Gas in the Alat district of the Bukhara region, has been built within the framework of the project "Construction of the Khojadavlat site of the gas condensate field" (GCF). Work has begun on gas production at the Khojadavlat site.

The meeting of the President of our country Shavkat Mirziyoyev with the Chairman of the Board of Directors of CNPC Corporation Van Ilin, which took place during the state visit to the People's Republic of China in May this year, gave a powerful impetus to the accelerated implementation of the project. In particular, in a short time, a loan agreement with the Bank of China was signed under the guarantee of CNPC. May 30 this year, the ceremony of laying the first stone, and the project entered an active phase of implementation.

Over the past 6 months, 47 km of the main gas pipeline were laid, 15.7 km of the gas pipeline. The construction of the Khojasayat site has been completed, 2 new wells have been drilled, and three previously drilled wells have been overhauled.

A modern automatic control panel has been built to monitor the production of natural gas in real time.

"In our country, special attention is paid to the development of the oil and gas industry," said the deputy chairman of the board of the Uzbekneftegaz joint stock company B. Siddikov. “The Strategy of Actions on the five priority development directions of the Republic of Uzbekistan in 2017-2021 also identifies important tasks in this direction. An important role in the development of the sphere is played by cooperation with foreign companies. Contacts with Chinese partners are expanding. Before, our cooperation consisted in laying gas pipelines, delivering gas, we are now implementing projects for exploration and development of underground natural resources. We will also cooperate in the development of oil fields in the Namangan region.”

At the event, the Chinese partners noted that the ties between our countries are becoming increasingly stronger.

"Joint projects implemented in Uzbekistan by our company have a high investment attractiveness," said Wang Zhongcai, representative of the Chinese National Petroleum Company (CNPC). “I would like to particularly note the professionalism of Uzbek specialists who make a great contribution to the creative work that serves the interests of both countries. Thanks to the joint work, the quality of the assigned tasks was achieved in a short time. We intend to further strengthen such mutually beneficial ties.”

For effective activity in difficult desert conditions, it is important to create decent working and resting conditions for workers and specialists. With these features in mind, a shift camp has been built here with the necessary conditions for living 72 people.

The joint venture also plans to equip the Khojadavlat and Sharqiy Alat gas condensate field, drill 8 new wells, repair previously drilled three wells, and lay a 43-kilometer gas pipeline.

As a result of the full completion of the project, annual production of up to 1 billion cubic meters of natural gas will be provided, which will be exported, and production of about 6.5 thousand tons of gas condensate for the domestic market. The enterprise provides for the implementation of promising projects in the field of geological exploration, development of new promising hydrocarbon deposits. All this will help increase gas production, create new jobs and develop social infrastructure.
