President of Kyrgyzstan visited Uzexpocentre

President of Uzbekistan Shavkat Mirziyoyev and President of Kyrgyzstan Sooronbay Jeenbekov got acquainted with the exhibition of industrial products produced in Uzbekistan, at Uzexpocentre.

Achievements of our country in the economy in recent years, innovative projects of scientific and production centers, products of companies operating in various industries are being demonstrated at the exhibition.

Presidents noted the importance of such exhibitions for further development of a multifaceted mutually beneficial cooperation between the two countries.

The President of the Kyrgyz Republic highly appreciated the products that are produced in Uzbekistan.


President of Kyrgyzstan met with the Speaker of the Legislative Chamber of the Oliy Majlis

The official visit of the President of the Kyrgyz Republic Sooronbay Jeenbekov to our country continues.

On December 14, President Sooronbay Jeenbekov met with the Speaker of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan Nuriddinjon Ismoilov.

It was noted that the Memorandum of Interparliamentary Cooperation, signed during the state visit of the President of the Republic of Uzbekistan Shavkat Mirziyoyev to the Kyrgyz Republic, is of great importance in development of relations in this sphere.

Sooronbay Jeenbekov emphasized that this year has become a period of a fundamental turn in the history of relations between our countries and it is very important to maintain and continue the current level of relations between our states.

Views were exchanged on conduction of mutual visits and bilateral informing on innovations in the legislation with a view to strengthening the legal foundations of developing cooperation.

It was noted that the forthcoming visit of the delegation of the Jogorku Kenesh of Kyrgyzstan to Uzbekistan on December 21 will contribute to strengthening interparliamentary relations.

The President of the Republic of Kyrgyzstan Sooronbay Jeenbekov also met with the Prime Minister of the Republic of Uzbekistan Abdulla Aripov.


Sooronbay Jeenbekov departed for Kyrgyzstan

On December 14, President Sooronbay Jeenbekov, who was in our country on an official visit, departed for Kyrgyzstan.

As previously reported, the main events of the visit were held on December 13.

The distinguished guest laid flowers at the Monument of Independence and Humanism, and at the monument to the First President of the Republic of Uzbekistan Islam Karimov.

At the negotiations in Kuksaroy residence, issues of developing trade-economic, transport-communication and cultural-humanitarian cooperation, delimitation of borders, opening new checkpoints and ensuring their effective operation, rational use of water resources were discussed, a number of documents were signed.

The President of the Republic of Uzbekistan Shavkat Mirziyoyev has seen off the President of the Kyrgyz Republic Sooronbay Jeenbekov at “Tashkent” international airport named after Islam Karimov.

Delegation of Uzbekistan to attend session of CIS Economic Council

A delegation of Uzbekistan will take part in the 76th meeting of the Economic Council of the Commonwealth of Independent States in Moscow on 15 December 2017.

Deputy Prime Minister and Finance Minister Jamshid Kuchkarov will head the Uzbek delegation.

During the meeting of the Council, the CIS countries will discuss topical issues of economic cooperation within the CIS, including those introduced into the agenda of the next meeting of the Council of Heads of Government of the member countries of the Commonwealth.



Uzbekistan has completed the construction of the railway line Bukhara - Misken

Work on the creation of a new railway line from Bukhara to Misken with a length of 355 kilometers began in December 2016. They started simultaneously from two sides - towards each other. Two sections of railroad tracks docked on September 1 this year, and electrification work was completed exactly three months later.

The project developed by the Boshtransloyiha joint-stock company was implemented on schedule. During the construction of the line 121 artificial structures, 12 bridges and 6 overpasses, five new stations (Yangiabad, Tuztepa, Uchachik, Suzakdor, Dautepa) and five crossings (Mashak, Azanir, Alabuga, Jakasay, Akchuka) were built. The volume of excavation exceeded 21.2 million cubic meters, more than 1.5 million workers and specialists were involved, more than 1,000 units of powerful modern construction machinery and mechanisms.

With the launch of the new railway, the distance between Tashkent and Urgench was reduced by 75 km. Earlier, trains from the capital to the regional center of Khorezm region went by bypass, along the Navoi-Uchkuduk-Misken line.

The new route will allow to intensify the flow of goods from Uzbekistan to the north, in particular, to Kazakhstan and Russia. Loading of the line is also expected in connection with the construction of new mining and metallurgical facilities in Central Kyzylkum.

The main financial document of the country is in the focus of deputies’ attention

On December 13 this year, the regular meeting of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan was held. Deputies considered the drafts State Budget of the Republic of Uzbekistan and budgets of state trust funds, as well as discussed the main areas of the tax and budget policy for 2018. Deputy Prime Minister of the Republic of Uzbekistan – Minister of Finance J.Kuchkorov delivered a speech at the meeting.

Deputies noted that measures envisaged in this document are aimed at ensuring the achievement of goals and priorities identified by the President of the Republic of Uzbekistan Shavkat Mirziyoyev, as well as tasks outlined in the Strategy of actions on five priority areas of development of the Republic of Uzbekistan in 2017-2021. In the current year, significant systemic work has been carried out on consolidating efforts aimed at ensuring timely and full financing of the planned measures. At the same time, qualitatively new approaches to formation of the revenue part of the budget were used at the expense of increasing the independence of local budgets, identifying additional sources of income, as well as attracting additional funds. All these measures contributed to the achievement of the established macroeconomic indicators. The budget for the current year is expected to be implemented with a surplus of 0,1 percent of GDP, in execution of all the envisaged expenses and financing the approved programs.

Deputies emphasized that the large-scale reforms initiated in the current year in accordance with the Action Strategy require additional financial resources, in this connection the work on expanding and strengthening the revenue part of the budget is carried out on an ongoing basis.

The state fully fulfills its obligations on supporting the basic sectors of the economy, strengthening the social protection of vulnerable segments of the population, as well as financing approved programs on construction of objects of social infrastructure, housing and communal services, including roads, water supply, and eliminating other problems that require their solution.

It should be noted that during the meeting, deputies highly appreciated the innovative methods introduced in the budget planning process for the forthcoming period.

It was stated that for the first time the draft State Budget was compiled on the basis of macroeconomic indicators, price indices recognized by the world financial institutions. GDP in 2018 is forecasted at 290,6 trillion sums, the GDP deflator is 14,1 percent, the consumer price index is 12-13 percent. It was proposed to approve the State Budget with a surplus of 0,02 percent of GDP (currency rates of CB RU from 15.12.2017, 1$= 8093,00 soums).

At the same time, the main directions of the tax policy for 2018 were discussed, providing for further reduction of the tax burden on business entities and incomes of the population, increasing incomes of local budgets. A reduction in the tax burden on individuals’ incomes due to an increase in the amount of deductions to individual savings accounts of citizens from 1 percent to 2 percent, reduction of fixed tax rates for individual entrepreneurs is proposed. It is also proposed to reduce the number of taxes and other mandatory payments by combining taxes and payments having the same tax base.

It was noted that granting the right to local authorities, taking into account the specifics of the regions and the location of the activity, to introduce decreasing and increasing coefficients to the established base rates for the tax on the property of individuals, the land tax of individuals and fixed tax will increase the independence and responsibility of state governing bodies at places.

The forecasted figures indicate that activities on supporting the social sphere will be consistently continued in 2018. In particular, expenditures on the social sphere will amount to 34,7 trillion sums.

In this regard, it was noted that the Legislative Chamber is directly involved in reforming the healthcare sphere, including by improving the legislative framework. Constant monitoring of the process of targeted and efficient spending of the State Budget funds is being conducted. In 2018, 9,6 trillion sums will be allocated to this sphere, which is 30,9 percent more than in the current year. This, in turn, will ensure financing of all activities within the framework of the adopted programs on reforming the healthcare sphere and medical services for the population. According to deputies, it is also important that it is expected to increase the cost of providing healthcare facilities, especially family polyclinics, emergency medical services with medicines and medical products. Budget expenditures for these purposes in 2018 will be increased by 2,5 times. In addition, it is envisaged to allocate 753,6 billion sums for the construction, reconstruction, overhaul of medical institutions in accordance with the State Program and instructions of the Head of the country during trips to the regions.

Deputies supported the proposals concerning the continuation of activities on renewal of the car park of the medical care service, unification of the republican and territorial coordination and dispatch services into a single data network. It is planned to allocate 141 billion sums for these purposes.

Thus, healthcare remains one of the priority items of the expenditure part of the budget, and this is quite logical, because, as deputies emphasized, public health is the most important.

At the same time, it was emphasized that priority should be given to preventing financial irregularities, increasing the executive discipline and responsibility for the targeted use of budgetary funds.

Therefore, implementation of effective public and parliamentary control over effective use of budgetary funds is of actual importance. Representative bodies at places should actively join in ensuring rational use of resources and completeness of revenues to the budget taking into account the strengthening of the revenue base of local budgets and consequent increase in their independence. In this regard, the parliament of the country will provide all kinds of assistance to local Kengashes of people’s deputies.

As a result of discussions, detailed answers were provided to all questions of parliamentarians.

The Prime Minister of the Republic of Uzbekistan A.Aripov delivered a speech at the meeting.

Representatives of all factions of political parties and a deputy group from the Ecological Movement proposed to support the draft State Budget and budgets of state trust funds submitted by the government, as well as the main areas of the tax and budget policy for 2018, which were approved by the Legislative Chamber.

Love for Equations Throughout Life

On December 17 in Tashkent, the Republican scientific conference on “Actual problems of differential equations and their applications” will begin at the Mirzo Ulugbek National University of Uzbekistan. The foreign scientists will take part in the event.

Our correspondent met with one of its organizers, the famous scientist, Doctor of Physical and Mathematical Sciences, Professor Bozor Islomov, and asked him to tell about the goals and tasks of this forum.

- The purpose of the scientific conference is to discuss the current state and prospects for the development of the main directions of the theory of partial differential equations and mathematical physics and its applications. The scientific program of the conference covers such areas as partial differential equations, mathematical physics, dynamical systems, function theory and functional analysis, mathematical modeling, and computational methods.

- To what extent this forum is representative?

- Every year scientists of the CIS and other foreign countries take part in these conferences held in our republic. This year it will be attended by about 50 mathematicians from Russia, Kazakhstan, Tajikistan and Kyrgyzstan, as well as more than 140 scientists from our country.

- What can you say about the contribution of Uzbek scientists and mathematicians to the development of this science?

- Today, every educated person knows the name of Muhammad al-Khorezmi, immortalized in the term “algorithm”, and founded by him algebra. Before him, mathematics meant basically geometry with a certain dose of number theory.

The work of the scientist “The Short Book of Replenishment and Contradiction”, along with Euclid’s book “The Beginning” laid the foundation for the modern mathematics. It was rewritten many times in the original language and translated into Latin, as a result its name being reduced to the word “aljabra”  - “algebra”.

In his book Al-Khorezmi focused on two operations – “aljabr” and “almukabala”, which, unlike arithmetic, allow performing four arithmetic operations on expressions containing an unknown. That was really a great idea.

This is not coincidence, that I did an excursion into history. It is astonishing how Muhammad al-Khorezmi was perspicacious when he called of his treatise not the concept of the equation, namely the title of a pair of operations! In the future, more and more new types of algebras were introduced. It is pleasant to note that one of them - the topological Boolean algebras, that was developed by Uzbek mathematicians under Academician Tashmuhamed Sarymsakov in Tashkent. The monograph, written by him together with his colleagues, was republished in the USA in English translation, and then it was awarded the Abu Rayhan Beruni State Prize. And at present this whole direction of mathematics is intensively developing within the framework of the scientific school.

An important role in the cognition of nature plays the symmetry property, which is reflected in mathematical models. To express the most general concept of the symmetry of geometric objects, the Norwegian scientist Sophus Lee introduced the notion of a continuous group. Such objects turned out to be very difficult to investigate existing means at that time. Then the mathematicians turned to an idea on attracting a special algebra that is quite similar to Muhammad al-Khorezmi’s views. Thus, the notion of Lie algebra appeared. Later, other similar algebras were discovered, which made it necessary to study them in the most general form. At present, this task is being successfully developed by Uzbek mathematicians.

- Bozor Islamovich, and how did you come to mathematics?

“I was still raving about it at school, I could not fall asleep, if I couldn’t do a sum or an equation. And from the beginning of the student’s bench, I joined the research work. After listening to the special courses of Academician M. Salakhiddinov, I became interested in differential equations and equations of mathematical physics. Since 1979 I have been conducting scientific research related to the solution of boundary-value sums of a new type.

In 1981, a new stage of my scientific activity in the Institute of Mathematics of the Academy of Sciences of the Republic began. By that time I ‘was fond of and worked with great enthusiasm in a new direction- the study of boundary sums for partial differential equations of mixed type with two lines and different orders of degeneracy. This was the content of my candidate dissertation thesis, which I defended in 1986.

In 2000 I defended Ph.D. thesis on the topic “To the theory of a mixed-type equation with two lines and planes of degeneracy”, and in 2006 I was appointed professor.

- And can you translate somehow the title of the doctoral dissertation into a popular language?

- Yes I can, but it is not easy, it will take a long time.

- Have you carried the love to the equations throughout your life?

“It’s love for science, love for mathematics”. I am always inspired by our great ancestors, who made an invaluable contribution to the development of science and world civilization.

- How many researches did you publish?

- I did not specifically consider it, but not less than 170 - a monograph, teaching aids, scientific articles in national and international editions.

- What does give you the greatest joy in your work now?

- First of all, these are my students, young mathematicians of our country. Among them there are many candidates of physical and mathematical sciences who work on doctoral and PhD theses. I am endlessly heartened by their work, enthusiasm, desire to make their contribution to science and to leave their mark. And I try to give them my experience and knowledge.
