State visit to Uzbekistan of the President of Afghanistan

President of Afghanistan has arrived in Tashkent

On December 4, the President of the Islamic Republic of Afghanistan Mohammad Ashraf Ghani arrived in Uzbekistan on an official visit at the invitation of the President of the Republic of Uzbekistan Shavkat Mirziyoyev.

The Prime Minister of the Republic of Uzbekistan Abdulla Aripov met the distinguished guest at “Tashkent” international airport named after Islam Karimov.

After a short conversation, the delegation of Afghanistan left for the residence allocated for them.

The main events of the visit will be held on December 5-6.

As previously reported, during the forthcoming high-level meetings, it is planned to discuss the current state of relations between Uzbekistan and Afghanistan and the priorities of development of cooperation for the long-term, exchange views on key issues of ensuring regional security and international problems.

Following the negotiations, it is expected to adopt a Joint Statement of the heads of states, to sign a package of intergovernmental and interdepartmental documents aimed at further strengthening bilateral cooperation in political, trade-economic, investment, transport-communication, scientific-educational and other fields, as well as commercial contracts.

The program of the visit of the President of Afghanistan to Uzbekistan also includes a visit to the city of Bukhara, where the distinguished guest will meet and address the professors, teachers and students of Bukhara State University.

Uzbekistan: New Realities and Opportunities

The Uzbek Republican Commodity and Raw Materials Exchange has been implementing a number of measures for the development of exchange trades and E-commerce.

UZEX continuously improves the basic exchange trading platform and simultaneously implements a model of transparent and competitive auction trades in various spheres and sectors of the economy.

In particular, preparatory work is carried out for the phased transition of the sale of highly liquid commodities exclusively through transparent exchange trades on the basis of market principles. Currently, the Exchange has developed proposals to improve the transparency of exchange trades, improve the mechanism of market pricing, organize stock exchange logistics, as well as automate various operations and business processes carried out on the exchange.

In addition, it is planned to expand the access of entrepreneurs and other business entities to the exchange market through the use of modern IT technologies and the introduction of new trade instruments.

In general, for 10 months of 2017, UZEX concluded deals for 11.4 trillion soums, which is 16% higher than in the same period of 2016 (currency rates of CB RU from 05.12.2017, 1$= 8096.33 soums).

The number of registered new bidders increased by 20% and amounted to 7.6 thousand customers. The volume of exchange trades reached 9.1 trillion soums with growth of 19%. In turn, the enterprises-sellers received additional income due to the formation of market prices at the exchange auctions in the amount of 3.3 trillion soums.

Dynamic growth in trade turnover of UZEX is also provided due to active participation of business in exchange and auction trades. Thus, the total volume of transactions concluded with the participation of small businesses and private entrepreneurship reached 8.0 trillion soums, which is 15% more than in 10 months of 2016. At the same time, entrepreneurs purchased commodity resources through the exchange for 5.7 trillion soums and sold their own products for 2.3 trillion soums.

Along with this, the volume of fair trade in comparison with the 10 months of 2016 grew by 16% or to 1.4 trillion soums. The largest share in Internet purchases came from machine-building products - 22%, construction materials - 20%, chemical products - 15% and consumer goods - 8%.

Through the currency trading platform and e-store of the exchange, domestic products were exported for $ 51.3 million. Among the exported products, growth in physical terms was observed in mineral fertilizers - 12 times, polypropylene - 4 times, liquefied gas - 12% and polyethylene - by 4.5%.

The main innovation of this year was the introduction of the E-commerce model on the B2C commodity exchange by launching a new trading platform for the implementation of auto digits. Thus, for the first time in the history of the UZEX, individuals began to actively participate in the electronic trading of the stock exchange.

When developing the new system, modern IT products were introduced into the technology of bidding taking into account the preferences and needs of bidders. All operations and transactions, starting with the registration of the client before the conclusion of the transaction, are carried out in the personal office of the client, whose access is provided on the website and in the mobile application of the UZEX. As a result, 79% of visitors to the website use such mobile devices as a smartphone and tablet. The system also integrates guaranteed securing of transactions through the clearing and settlement chamber, widely used in exchange trades.

The launch of the new trading platform of the exchange caused great interest from the owners of vehicles. In particular, 684 automobile license numbers were sold through the online auction, 469 of them for individuals and 215 to legal entities. The total amount of realized state license numbers exceeded 14.4 billion soums.

In the structure of buyers, motorists of Tashkent and Tashkent region are leading, their share being 46%. The following positions are occupied by buyers of the Fergana region - 11%, Samarkand region - 10%, Khorezm and Andijan regions - 6%, Namangan and Syrdarya regions - 4% each. The aggregate share of the remaining regions is 13%.

Daily in the AVTORAQAM electronic system an average of 10 transactions are concluded. In the course of competitive bidding, one lot of premium class auto numbers receive about 249 counter orders, as well as an average of 54 and 30 price proposals for the implementation of the second and third category respectively.

New Models on the Road

In Uzbekistan, mass production of a new passenger car Tracker, a modernized model of Cobalt model, as well as motorcycles and motor scooters is to be launched in 2019.

Within the framework of the agreements, it is envisaged to organize a serial production of a compact SUV Chevrolet Tracker of a new generation. The car will be equipped with 1.8-liter engine with a capacity of 140 horsepower. Fuel consumption for 100 kilometers will be 8.1 liters. Production will be carried out on a full technological cycle with stamping, welding, painting and assembly. The level of localization of the car will be more than 50%.

In addition, the agreement provides for the renewal of the car Cobalt, which will increase the attractiveness of the model both in the domestic and foreign markets, will contribute to increasing the production and export potential of the GM Alliance Uzbekistan. Both models will be built on the basis of the Asaka automobile plant with the launch of mass production in 2019.

In addition, an agreement was reached to organize the production of motorcycles and three-wheeled cargo scooters between Uzavtosanoat JSC and DK Group.

Motorcycles and scooters will be presented in an affordable price segment and will provide for the needs of the population living in remote and inaccessible regions, in the movement and transportation of goods.

During the visit to the highest level in the Republic of Korea, the delegation of Uzavtosanoat signed seven agreements totaling $ 189.9 million, as well as contracts in the trade and economic sphere for more than $ 614 million.

Uzbekistan: Transparent Statistics

Uzbekistan intends to complete all work on entering the expanded General Data Dissemination System (E-GDDS) of the International Monetary Fund by the end of next year.

This will allow the republic to provide foreign investors, leading foreign companies and international financial institutions with full access to various economic data in the format in which they are accustomed, and will provide an opportunity to stimulate an increase in the volume of attracted foreign investment.

- In January-February next year, an IMF mission arrives for technical assistance. Until the end of 2018, we intend to complete all work on joining the General Data Dissemination System, - said First Deputy Chairman of the State Statistics Committee Bahodir Mirusmanov.

Today, the IMF Statistics Department is one of the key players in the international statistical cooperation. The fund's interest in statistics is primarily the national accounts, the balance of payments, and financial data.

The International Monetary Fund annually publishes a wide range of data on loans, exchange rates, as well as economic and financial statistics and on Uzbekistan's joining the E-GDDS.

It should be reminded that in early August, the President of Uzbekistan seriously criticized the statistics bodies. For example, according to Shavkat Mirziyoyev, the work on ensuring the completeness and reliability of the reporting data at an appropriate level is not organized at an appropriate level, which makes it possible to objectively assess the level of development of industries and spheres of the economy of the republic and regions.

In addition, the head of state noted, the mechanisms of informing the broad circles of the foreign business community and the international community about the results of the economic reforms carried out in the republic through the publication of statistical data in international statistical publications are poorly used.

Moon Jae-In: A Wise Policy Focused on the People

East Asian political realities are breathing new energy into Uzbekistan and South Korea’s already strong relationship, believes the American journalist Catherine Putz.

The President of Uzbekistan Shavkat Mirziyoyev paid a four-day state visit to Seoul last week. That was his first visit to South Korea as the leader of the country and, according to experts, it turned out to be comprehensively fruitful.

The first outcomes have already been summed up and they seem staggering: a Joint Statement on the comprehensive enhancement of strategic partnership relations, over 60 documents worth more than $ 10 billion in trade, economic, investment, financial and technical and other fields. Of these, $ 4.5 billion is direct investment. Financing will affect large investment projects in many areas, including energy and high technology.

The signed documents will serve to the consistent development of strategic partnership relations between the Republic of Uzbekistan and the Republic of Korea and, as a result, further enhancement of the welfare of our countries and peoples.

But in Seoul it was not just about economic interaction, high officials of South Korea stressed the role of Uzbekistan in transforming Central Asia into a stable and economically developed region.

Political relations between the Republic of Uzbekistan and the Republic of Korea are developing in the spirit of mutual support in the international arena. The positions of the parties on issues of global and regional importance are similar or close.

The summit noted that the existing potential and opportunities are not fully utilized, and in the coming years new steps will be taken to improve indicators in this direction.

Shavkat Mirziyoyev noted that the successive reforms implemented in Uzbekistan are based on the noble idea that not the people serve state bodies, but state bodies should serve the people, drawing attention to the fact that it is consonant with the main idea in South Korea - the people are the true master of the state.

The President of the Republic of Korea noted that Uzbekistan pursues a wise policy oriented to the people, their interests, which is an important factor in the country's dynamic development.

Already today, wide cooperation has been established between the countries in order to use South Korea's best practices in city management, the development of the transport system and housing and communal services based on the widespread use of modern technologies.

Relations are developing dynamically in the sphere of education. The universities of our country cooperate with more than 30 research institutions of South Korea. In a number of educational institutions, centers of Korean language and culture are open. In 2014, Inha University opened in Tashkent, which brought cooperation in this direction to a new level. This higher educational institution is the first foreign university that prepares highly qualified IT specialists at the level of international standards. Today, more than 1,000 students are trained in information technology, engineering and logistics at the university.

The American political scientist S.Ramani: The relations between South Korea and Uzbekistan can be explained by two principal factors: joint economic interests and significant normative and cultural synergy as a product of South Korean respect for the economic sovereignty of Uzbekistan, support for the non-nuclear status of the Korean peninsula by Uzbekistan and the presence of a large Korean Diaspora in Uzbekistan. 

This is a case when the words of the political scientist can not be disputed, since the peoples of Uzbekistan and South Korea really have long-standing ties, a similar culture and mentality. In addition, it is necessary to take into account such an important factor as the factor of the diaspora. Koreans, who by fate's fate found themselves in our country, have become full and active members of our society. Compatriots of Korean nationality sit in the Legislative Chamber and Senate of the Oliy Majlis of the Republic of Uzbekistan, local Kengashes of People's Deputies, work in government bodies, in all branches of social and economic life.

Numerous diaspora plays an important role in supporting friendly relations between our states and further rapprochement of the two peoples. This diaspora is the largest in the CIS (more than 180 thousand people), in number is on the fourth place in the world. This year we have widely celebrated the 80th anniversary of their residence in Uzbekistan.
