Mineral resources should serve the interests of people

On November 13, a meeting dedicated to issues of improving the efficiency of geological exploration work, implementation of important strategic projects on increasing the resource base of mineral resources and precious metals, as well as production volumes was held under the chairmanship of the President of the Republic of Uzbekistan Shavkat Mirziyoyev.

President of our country Shavkat Mirziyoyev at the extended meeting of the Cabinet of Ministers, devoted to the main results of socio-economic development of the country in 2016 and the most important priorities of the economic program for 2017, drew particular attention to the efficiency of the State Committee for Geology and Mineral Resources, defined tasks on increasing production in the sphere and construction of new factories.

In accordance with this, work on comprehensive geological exploration of the bowels of the earth and development of a mineral resource base envisaged for a long-term perspective has been raised to a new level. This year five resolutions of the President concerning the industry and a number of resolutions of the Cabinet of Ministers have been adopted.

In accordance with the resolution of the Head of our state “On measures of establishing a single geological service in the system of the State Committee of the Republic of Uzbekistan for Geology and Mineral Resources” of May 24, 2017, a new system has been created in the sphere.

The main tasks of the State Committee for Geology and Mineral Resources are geological exploration of the bowels of the earth, implementation of a unified state policy on their use and protection, management of relations in mining, accelerated development of mineral resource base and ensuring its replenishment, search for new types of resource materials and deposits, introduction of modern methods and high technologies in the geological exploration work, raising the level of professional qualification of personnel.

“Geology of precious metals and uranium” scientific production center of Navoi Mining and Metallurgical Combinat and the “Geology of non-ferrous metals” scientific production center of Almalyk Mining and Metallurgical Combinat are included in the committee. Currently, the State Committee for Geology and Mineral Resources has 32 organizations in 4 areas.

The tasks and powers of the committee have been expanded, the potential for exploring new deposits and increasing reserves has been developed. The number of types of geologically studied minerals increased from 12 to 35.

The industry is being consistently modernized in order to improve the efficiency of geological exploration work. Laboratory and analytical equipment is being updated. For example, if previously 32 elements were detected in the ore of one sample, today 74 useful substances are determined as a result of new modern technologies.

Based on the study of advanced foreign experience, it is planned to introduce an aerogeophysical method and equipment into the geological exploration process from 2018. This will make it possible to determine promising geological resources with high accuracy.

However, a number of actual issues in the sphere are on the agenda. Despite the fact that the State Committee for Geology and Mineral Resources is defined as the responsible body for geological exploration, use, protection and management of the earth’s bowels, its activities are limited only to the implementation of geological exploration work.

At the meeting, the current state of the geology sphere was critically analyzed. It was pointed out that there is no clear mechanism on reasonable use, protection of the bowels of the earth and management of mining, as well as proper attention to this sphere. It was noted that, on the basis of studying the experience of advanced foreign states in this sphere, it is necessary to develop an entirely new structure and directions of activities of the State Committee for Geology and Mineral Resources, to increase its potential.

Within the framework of the State program on development and replenishment of mineral resource base for 2017-2021, geological exploration work is carried out on the basis of the schedule. In the current year, the State Commission on mineral reserves approved reserves on 13 fields prepared for industrial development. By the end of the year it is planned to approve reserves for another 13 fields.

The President of our country drew particular attention to the long-term prospects of mining and metallurgical industry, the role of the sphere in industrialization of the regions. Instructions were given on active attraction of foreign investments into the industry, development of mineral resources and increasing processing volumes, organizing new enterprises and creating new workplaces.

Relevant ministries and departments were entrusted with revision and improvement of the program on development of the mineral resource base.

At the meeting, attention was also paid to the execution of projects, implementation of which is planned by the largest enterprises of the industry – Navoi Mining and Metallurgical Combinat and Almalyk Mining and Metallurgical Combinat.

According to the program adopted at the initiative of the President of our country, 27 projects will be implemented in NMMC in 2017-2026. As a result of these projects worth 3 billion 63 million dollars, production volumes will increase by 30 percent in 2026. Additional 31 thousand workplaces will be created.

The need to approve a program of measures on ensuring these important projects with reliable electricity supply was emphasized.

The AMMC is implementing 18 investment projects with a total value of over 2 billion 720 million dollars. Among them, the most important are the development of “Yoshlik-1” and “Yoshlik-2” fields, construction of “Samarchuki” underground mine and the cement plant in Sherabad district of Surkhandarya region.

At the meeting it was recommended to accelerate the development of “Yoshlik-1” and “Yoshlik-2” fields.

During the trips of the President of our country Shavkat Mirziyoyev to the Republic of Karakalpakstan and the region, about 80 tasks in the sphere of geology were determined. In particular, work has begun on a sharp increase in groundwater resources and providing the population with potable water, expanding the mineral resource base and industrial development of deposits in Angren and Almalyk.

Reports of responsible persons on these issues were heard.

Special attention was also paid to issues of training personnel. The necessity of organizing a specialized higher educational institution under the State Committee for Geology and Mineral Resources, giving great importance to carrying out scientific research, strengthening cooperation between industrial enterprises and the education system for providing the sphere with modern specialists, was emphasized.

At the meeting, issues of organization of geological exploration work on the basis of advanced technologies, the use of unoccupied opportunities, further enhancing the socio-economic potential of the industry were analyzed. Actual tasks facing the ministries, committees and combinats were determined.

International conference on “Central Asia: one past and a common future, cooperation for sustainable development and mutual prosperity” was held in Samarkand under the auspices of the UN.

On the second day of the forum, participants made presentations on current issues, at the plenary sessions dedicated to the development of regional cooperation in Central Asia and promotion of the international community to the countries of Central Asia in counteracting threats to sustainable development.

Representatives of international organizations and foreign countries noted that implementation of the views and initiatives of the President of our country Shavkat Mirziyoyev, at the opening of the conference, will contribute to ensuring peace, security and stability in Central Asia, development of the region's countries.

After the plenary sessions, conclusions of organizers on the results of the international forum were outlined.

The Minister of Foreign Affairs of the Republic of Uzbekistan A.Kamilov noted that the international conference organized at the initiative of President Shavkat Mirziyoyev under the auspices of the UN was useful in every respect. It was attended by representatives of more than twenty countries, over ten major international organizations, ministers of foreign affairs of the Central Asian states. More than 70 reports were heard during the conference. Issues of further expansion of cooperation between the countries of the region in the field of economy, transport, tourism, cultural-humanitarian and other spheres, delimitation and demarcation of state borders, rational use of water and energy resources, joint struggle against possible threats, establishment of peace in neighboring Afghanistan were discussed.

Participants of the event supported the initiatives of the President of the Republic of Uzbekistan Shavkat Mirziyoyev on development of good-neighborliness and cooperation between the states of Central Asia, holding regular consultations of the heads of states of the region. Proposal on adopting a special resolution of the UN General Assembly on strengthening regional and international cooperation for ensuring peace, security and sustainable socio-economic development in the Central Asian region was also supported.

A communiqué was adopted following the international conference.

Special Representative of the UN Secretary-General, the Head of the UN Regional Centre for Preventive Diplomacy for Central Asia Natalia Gherman noted the historic importance of this international conference in ensuring peace and stability in the region, strengthening relations of good-neighborliness between the states. The speeches of the foreign ministers of the Central Asian states, their dialogue strengthened mutual trust between the countries, gave new impetus to the continuation of mutually beneficial cooperation in the future. 

Regional Representative of the United Nations Office on Drugs and Crime for Central Asia Ashita Mittal expressed gratitude to the leadership of Uzbekistan for the high level organization of the forum. Noted that the international conference once again demonstrated the commonality of views of the states of the region in issues of ensuring stability and the fight against drug, human trafficking, and other global problems. Emphasized that issues discussed at the conference, proposals and initiatives will become a basis for subsequent dialogues, and these aspirations of the states of the region are fully supported by all UN structures.

A press conference was held following the international forum. Representatives of the mass media were given answers to their questions.

In the “Orzu” small industrial zone to be created 2,500 jobs

Support in our country of small business and private entrepreneurship yields tangible results. Particularly important in this are the inventory of vacant objects of state property and land areas, their transfer to entrepreneurs and businessmen on preferential grounds or at zero cost.

The “Orzu” small industrial zone, formed in Namangan, is a practical expression of attention to the development of entrepreneurship. It occupies about 10 hectares, here at present about 20 business entities are carrying out work.

«Hilol Totli» Limited Liability Company is completing the construction of a confectionery shop with a project cost of more than 3 billion soums, where 40 new jobs will be created (currency rates of CB RU from 14.11.2017, 1$= 8069,29 soum).

«Porlok textile liboslari», «Avazhon kelajak textile service», «Sugdiyona Fayz Textile», «Bosser textile service» Limited Liability Companies are building construction shops at high rates. In the «Olmos Textile Service», «Abbos Tikuv Service», «Rizk Textile Savdo Service» LLC started organizational work on the garment industry projects. After the implementation of these projects, a number of modern enterprises will expand, such as Istiqlol Design Markazi, Lux Plus Service, Iftikhor Kiyim Sanoat, which increase the industrial potential of the region with their export-oriented men's suits, knitwear, children's and women's clothing.

The region also pays special attention to the processing of raw cotton, the development of ready-made garments and textiles. In the «Orzu» small industrial zone a number of projects are being implemented in this direction.

In particular, “Nurobod Sifat Textiles” LLC will be involved in the production of cotton fabric with a project cost of 1.45 billion soums, construction of which is being accelerated. Here 105 people will get a permanent job. Another company in this direction is the «White gold towel textile» LLC.

In the small industrial zone, “Perfect Fruits” LLC builds a shop for processing agricultural products, “Yuksalish ulgurzhi savdo export” LLC organizes a cold store for storing agricultural products.

«The creation of a small industrial zone has become a good opportunity for entrepreneurs,» says J. Abbosov, the head of “Perfect Fruits” LLC. “At the

0.27 hectares received here, we started the construction of a workshop for the processing of fruit and vegetable products. Based on a 2 billion soums project, a processing plant will be established 30 tons of products per day, 30 people are employed.”

Also work is under way on projects aimed at the production of furniture, toys, accessories, napkins, lamps. Currently, the total cost of projects implemented here is more than 30 billion soums.

- The study of projects submitted by entrepreneurs continues, says the first deputy mayor of Namangan city U. Kholikov. - Implementation of already approved projects will create 2,500 jobs in a small industrial zone. The small industrial zones established in our country contribute to a dramatic increase in the role of private property in the economy, a reduction in state participation, a gradual increase in the share of the private sector in the gross domestic product and the development of industrial potential.

EBRD opens its representative office in Uzbekistan

On November 8, the European Bank for Reconstruction and Development has opened its representative office in Uzbekistan.

The ceremony, organized within the framework of the visit to our country of the delegation led by the First Vice President of the European Bank for Reconstruction and Development Philip Bennett, was attended by the heads of ministries and departments, representatives of diplomatic corps, specialists of the sphere.

During the visit of the President of the EBRD Suma Chakrabarti to our country in March this year, a Memorandum of Understanding between Uzbekistan and the European Bank for Reconstruction and Development was signed. The Bank’s work in Uzbekistan focuses in the short term on advice and financing for small and medium-sized enterprises, tasks on increasing the competitiveness of the economy of Uzbekistan by attracting foreign direct investment, enabling the development of cross-border trade and cooperation, ensuring the exchange of technologies and know-how.

During the years of cooperation with the European Bank for Reconstruction and Development, more than 500 million dollars have been attracted to various sectors of the economy of our country, as a result of which 54 projects have been implemented.

Within the framework of the event, five documents worth about 215 million US dollars were signed on development of the water and heat supply system in Namangan and Khorezm regions and Tashkent. These projects will improve the health and living conditions of the population.
