The President of the Republic of Uzbekistan Shavkat Mirziyoyev arrived in Samarkand on November 9, in order to become familiarized with plans and programs on socio-economic development of the regions, and determine tasks for the future.

The Head of our state visited the Khazrati Khizr complex, paid tribute to the memory of the First President of our country Islam Karimov.

Shavkat Mirziyoyev got acquainted with the construction and landscaping activities carried out in this complex.

Consistent work is being carried out within the framework of the execution of the resolution of the President of our country “On perpetuating the memory of the First President of the Republic of Uzbekistan Islam Abduganiyevich Karimov” of January 25 this year. Majestic monuments to the founder of our independent state, an outstanding state and political figure Islam Karimov were opened on August 31, 2017 in Tashkent and on September 2 in Samarkand.

At present, finishing works are being completed at the memorial complex that is being erected on the final resting place of Islam Karimov.

President of our country during the previous trips to Samarkand region, gave instructions on completing the construction of the complex, further improving the conditions for visitors, landscaping the territory.

For the past period, a large-scale work has been carried out here. As a result, the complex acquired the appearance of a single architectural ensemble. Ayvans (terrace) in the national style are erected around the mausoleum in harmony with the Khazrati Khizr mosque, the stairs are fenced by grilles of marble, modern elevators are installed for visitors in order to create additional conveniences.

The access roads have been repaired, the parking lot has been organized. The walls of Shahi Zinda cemetery is being reconstructed, its territory is being further improved.

The Head of our state gave instructions on further improvement of conveniences created for visitors in the complex.

The Head of our state visited the industrial complex, organized on the territory of the former elevator plant in Samarkand, and got acquainted with projects implemented in the sphere.

Shavkat Mirziyoyev inspected samples of light industry products produced at enterprises of the region.

Activities are being consistently conducted on 19 projects, envisaged for implementation in 2017-2018, in accordance with the instructions given during the visit of the President of our country to the region on April 14-15 this year.

Sewing and knitting products, dyed knitted fabric, clothes produced in such enterprises as “Sam Rafoat Textile”, “March 8”, “Iman Tex”, “Samarkand Euro Asia Textile”, “Amin Invest International”, “Marokand Sifat” are sent not only to the domestic, but also the external market. This contributes to the growth of the potential of enterprises, creation of additional workplaces.

At present, activities are being conducted on new projects in a number of enterprises of Pastdargom, Samarkand, Bulungur and Akdarya districts. As a result, the volume of production of denim, finished clothing, velveteen, furniture fabrics, mixed and synthetic fabrics will expand.

The President of our country noted the importance of each workplace created in the industry, which is of particular importance in determining the prospects of enterprises and providing population with permanent job.

Information on the ongoing projects on establishment of leather processing, leather and footwear production was provided.

The Head of our state examined household appliances manufactured at “Ideal Elektroluks” Uzbekistan – Turkey enterprise, refrigerators and freezers of “Sino” joint-stock company, gave instructions on promoting products to the foreign market, increasing export opportunities.

The President of our country was provided with information on projects that will be implemented within the framework of the Comprehensive Development Program of Samarkand region in 2018-2019. In accordance with it, 2020 projects worth 5,2 trillion sums will be implemented, more than 19 thousand workplaces will be created.

As a result of implementation of this program, the increase in incomes of the population to 2 times, in the volume of industrial production – in 1,7, in provision of services – 1,8, in contract work – 1,9, in cultivation of agricultural products – 1,4 times is envisaged.

Shavkat Mirziyoyev noted the need to shorten the terms for the implementation of projects, and at the same time – drawing up plans for 2018. At the same time, attention should be paid to the wide attraction of foreign investments and production of finished products.

The promising projects that are being implemented in the spheres of automotive and electrical engineering, pharmaceuticals will also create an opportunity for increasing the types of products and the incomes of the population. At the same time, the importance of paying special attention to the development of new projects in these areas was emphasized.

Samarkand region is rich in natural resources. In particular, there are reserves of minerals used in galvanizing and polymerization of metal, production of wall ceramic plates, cement, decorative finishing of buildings and structures.

“Uzkurilishmateriallari” (construction materials) joint stock company is planning to implement more than 100 projects in this direction in the future, mainly foreign investment will be attracted for these purposes.

Currently, the efficiency of mining of quarries of the region, construction materials is increasing. A project has been developed jointly with Turkey on producing 500 thousand cubic meters of gas blocks in Nurabad district at the expense of 25 million dollars.

Shavkat Mirziyoyev noted the discrepancy of the planned projects to the potential of the region, emphasized the need to take even more effective projects in this direction.

There is still many untapped wealth in Pakhtachi, Kattakurgan, Narpay districts, said the Head of our state. It is necessary to conduct geological exploration work on these territories, to develop new deposits with the involvement of foreign investors. This, along with production of qualitative construction materials and the development of the region’s economy will also serve creation hundreds of workplaces.

The Head of our state also paid special attention to the projects to be implemented in order to develop the tourism potential of Samarkand region.

The program of development of tourism potential of Samarkand region in 2017-2018 brought the work carried out in this direction to a new level.

According to the program, 19 hotels will be built and commissioned in the region in 2018, over a thousand workplaces will be created.

More than 10 sites have been selected for construction of additional hotels in Samarkand. In particular, APEAS Turkish company has allocated a land plot for the construction of a 4-star hotel due to an investment of 20 million dollars. Along with modern hotels, it is planned to establish a network of private house-hotels for tourists, which is of great interest to foreigners.

The President of our country noted that this year the region’s income from receiving and serving foreign tourists is higher in comparison with many spheres. It was emphasized that accelerated development in the field of tourism infrastructure will serve to increase the flow of foreign tourists, will give a new impetus to the development of the economy.

Landscaping of Chuponota massif in Samarkand, opening of a new highway, construction of modern facilities of services, hotels for the residents of the city and tourists is envisaged on the basis of instructions given by the President of our country during the trips to the region.

Another major project related to tourism in the region is the tourism zone “Samarkand City”, which will be built on the territory of the former “Alpomish” plant on Amir Temur street. A modern tourism town will also be built around Samarkand rowing channel.

President of our country, getting acquainted with projects of tourism zones, developed with participation of foreign specialists, emphasized the need of creating all conditions for tourists taking into account the growing demand for tourism services.

The Head of our state also spoke with entrepreneurs from Turkey on implementation of modern projects.

During familiarization with the projects, the President of our country instructed to take measures on increasing the cultivation of walnuts – a new industry in agriculture, the use of advanced foreign experience, establishment of export of walnuts, which are currently in high demand in the world market. Issues of implementation of promising projects in cattle breeding, fish farming and other sectors in Samarkand region in the planned terms were also discussed in detail.

Session of Samarkand regional Kengash of people’s deputies

On November 9, 2017 an extraordinary session of Samarkand regional Kengash of people’s deputies was held. The President of the Republic of Uzbekistan Shavkat Mirziyoyev delivered a speech at the meeting.

Sincerely, wholeheartedly congratulate you, all the residents of Samarkand on fulfilling the contractual obligations on selling cotton to the state and high cotton hirman (cotton cluster) in more than 217 thousand tons, said the President of our country.

At the session, the progress of reforms in Samarkand region, the success achieved in this area, the existing problems and ways of their solution, the main tasks to be realized in the next two years along with the organizational issue, were also discussed.

The ongoing reforms in our country are subordinated to the noble principle “Everything is for the human interest”. Carrying out a dialogue with people for this purpose, solving life problems of people becomes a criterion for the main activity of state bodies, which gives its positive results.

It is gratifying that today our compatriots speak with satisfaction of the changes in today’s life, become participants in such transformations. State bodies are as close to people as possible, which facilitates accelerated progress towards the goals.

In whatever region I go, I always repeat one thing: if people are satisfied with our work, our activity will be productive, effective, said Shavkat Mirziyoyev. Satisfaction of people with life is the highest evaluation of our activity.

The socio-economic programs and investment projects implemented in Samarkand region are also aimed at these goals.

Major projects worth 1 trillion 800 billion sums have been launched in the sphere of industry, services and agriculture.

Over the past period, 24 large enterprises have been involved in the region. In particular, in Samarkand, the enterprise on production of 8 million pieces of medicines per year has been established. A nut is planted on 300 hectares in Jambay district. A farm is established in Samarkand district for the maintenance of 1 million chickens. By the end of the year, another 20 large enterprises will be put into operation.

Another important aspect: all these projects are initiated by entrepreneurs and implemented at their own expense. We help them only by financing and issuing permits, creating favorable conditions, said the Head of our state. I will not tire of repeating the words that it is necessary to praise an entrepreneur who, due to his own resources, to his ingenuity and enterprise created at least 2-3 workplaces. Only in Samarkand many enterprises are being opened, thousands of workplaces are being created, for which I want to sincerely thank all representatives of small business and private entrepreneurship.

Indeed, due to what people, the state become rich and powerful? First of all, at the expense of entrepreneurs, sparing no effort, knowledge and experience.

Recently, the World Bank's business rating for the current year was published in the mass media. According to it, Uzbekistan rose to 13 levels and took the 74th place among 190 countries.

All of us must realize one truth, said the Head of our state. Entrepreneurship and savvy are qualities inherent in, first of all, youth. Therefore, the opening of the road to entrepreneurship is, first of all, the opening of the road to youth, the future.

A draft of a new program that includes additional investment projects has been developed in Samarkand region. According to this program, major projects worth 4 trillion 200 billion sums, which envisages creation of about 11 thousand new workplaces, will be implemented in Samarkand region in 2018-2019.

These projects will be mainly implemented in the following areas.

Firstly, 31 investment projects worth 1 trillion 400 billion sums will be implemented in the light industry, more than 3400 workplaces will be created.

At the same time, the main attention will be paid to deep processing of raw materials, production of competitive and export-oriented products. As a result, in the region, the level of processing of cotton fiber from today’s 20 percent will be brought up to 70 percent in 2018 and up to 100 percent in 2019.

Secondly, 17 projects worth 715 billion sums will be realized in such modern industries based on high technologies, such as mechanical and electrical engineering, pharmaceuticals. For example, an enterprise will be established on production of 12 million pieces of medicines per year at the enterprise “Vaccine pharm medical” in Akdarya district.

Thirdly, 33 projects with a total cost of 407 billion sums on production of modern construction materials based on local raw materials will be implemented, 1200 workplaces will be created. At the cement plant in Pastdargom district, production of 560 thousand tons of cement per year will be set up, at the railway repair enterprise – production of 10 thousand tons of graphite.

Fourthly, fruits and vegetables grown on Samarkand soil are famous for their taste qualities far beyond our country. Unfortunately, the effective system of their modern processing, storage and delivery to consumers is not adjusted, as the result of what the most part of gifts of the nature spoils even before winter.

Today, due to television and the Internet, we all see and know how actual the issue of ecologically clean and safe food products is in the world, said Shavkat Mirziyoyev. Taking all this into account, we are taking measures on further increasing in our country, in particular, in Samarkand region, the cultivation, storage and processing of fruit and vegetable products.

For these purposes in recent years, intensive fruit gardens have been broken in the region on more than 9 thousand hectares. In the current year, walnut groves on 1300 hectares, pistachio – on 230 hectares and unabi plantation on more than 60 hectares are laid in the region.

Following the wise saying “Prepare a sleigh in summer”, now we must think about processing the fruits of these gardens, the assortment of products produced from them, promoting them to the world market, said the President of our country. After all, the search for a sales market is a very difficult task. You are well aware of how strong competition today is in the world market. We have already cleared the low-yield 7200 hectares of land in the region from cotton and grain. In 2018-2020, another 15 thousand hectares will be released from grain and cotton. In these areas, gardens will be created and high-yield crops will be planted.

Thus, the structural transformation of agriculture will take place, the associated processing industries and infrastructure will change. To this end, 47 projects worth 519 billion sums will be realized in the next two years for growing and processing fruits and vegetables. As a result, an additional 6400 hectares of new gardens, 100 hectares of greenhouses, a storage tank with a capacity of 24 thousand tons will be created in the region, the level of processing of fruits and vegetables will increase from 16 percent to 31 percent.

Fifthly, 14 projects worth 47 billion sums will be implemented on increasing the number of livestock in order to accelerate the development of livestock, 22 projects worth 186 billion sums in poultry farming.

Thus, the number of livestock will grow 1,4 times in the region.

Sixthly, 43 new projects worth 138 million dollars will be implemented and 2500 workplaces will be created in “Urgut” free economic zone.

Recently, during the visit to the Republic of Turkey, we held negotiations with Turkish businessmen on establishing mutually beneficial cooperation in this economic zone, said the Head of our state. Now, we must mobilize all the forces and potential and work with even greater responsibility in order to implement these agreements.

It is planned to create 6 small industrial zones in Samarkand and Kattakurgan, Bulungur, Narpay and Pastdargom districts on the basis of empty and not fully involved industrial facilities.

Seventhly, in addition to the above-mentioned major projects, about 1700 small projects worth 340 billion sums will be implemented and more than 7 thousand workplaces will be created.

In the 20-day period, it is necessary to develop a program on major investment projects, which will be implemented in Samarkand region in 2018-2019. It should specify the launch dates of facilities, sources of financing, project initiators and investors, said Shavkat Mirziyoyev.

I would like to dwell on the issue of effective use of the enormous tourism potential of Samarkand. I think there is no need to talk in detail about the enormous potential in this area, said the President of our country.

A separate program of measures on accelerated development of the tourism potential of Samarkand for 2017-2019 was adopted in order to increase the level of work in this direction.

According to the program it is planned to create a special tourism zone “Samarkand City” in Samarkand. The focus will also be on issues of construction of new hotels, improving transport services, improving the city, introducing new tourism services and training personnel for the sphere.

In this connection, activity is being conducted on the basis of new modern approaches. That is, the concept of “Safe tourism” will be developed, which will be implemented in all regions, including Samarkand. Thus, the full security of foreign and domestic tourists will be achieved.

It is also necessary to take the following additional measures on development of tourism in the region, said Shavkat Mirziyoyev.

Firstly, “Uzbekistan Airways” NAC, the State Committee on Tourism Development shall:

take concrete measures on improving the culture of service at airports of all cities of our country in a month, including Samarkand, conducting all formalities for tourists quickly and in convenient conditions;

organize tourist information centers in international airports of our country that provide information in foreign languages about the tourism potential of the corresponding territory, in particular, tourism routes, hotels, entertainment facilities, transportation and other services in two months.

Secondly, the State Committee on Tourism Development together with the khokimiyat of Samarkand region, relevant ministries, shall develop and submit additional measures on creating opportunities for foreign tourists in terms of acquaintance with the history and way of life of our people, further improving the quality of services to the Cabinet of Ministers in a month. In particular, it is necessary to envisage the establishment of Amir Temur park in Samarkand, as well as a historical and ethnographic environment in which tourists could feel the atmosphere of the Temurids.

At the same time, it is necessary to organize ethnic and animation centers that demonstrate interesting traditions of our people, in particular, national dishes, handicrafts and the rich history of our Motherland, with effective means for foreign tourists.

Thirdly, the Committee on Religious Affairs, together with the Muslim Board of Uzbekistan, should organize a visit to Imam Bukhari complex on the basis of a specific plan for citizens of our country going to the holy Hajj and the Small Hajj – Umrah.

International Research Center of Imam Bukhari is being organized in Samarkand. There is a great interest in the entire Islamic world to this project. This was also mentioned recently at the session of the United Nations General Assembly.

Of course, the purpose of establishing such a center is not only to increase the flow of tourists, gain economic benefits. The main goal is to familiarize our people, especially the youth, with the sacred heritage of Imam Bukhari, the author of the most authentic collection of hadiths, which takes the second place after the Holy Quran, as well as strengthening of national pride in the hearts of our compatriots.

The Center for Islamic Civilization is being established in Tashkent. Let our children live with a sense of high dignity, with their head held high, knowing about descendants of what great ancestors they are, and let them be worthy of their successors.

Let them, studying the heritage of our outstanding scientists and thinkers, realize that Islam is a religion of goodness, nobility, generosity and humanism. Covering the world with true enlightenment against ignorance is our goal, said the Head of our state.

Fourthly, based on the experience of Khorezm region, we want to introduce new routes of domestic tourism. In accordance with this, it is necessary to organize excursions of workers of large economic associations, budget organizations and non-governmental non-profit organizations of our country to Samarkand region on a systematic basis.

When it comes to human interests, we always talk about improving the state of affairs in the most important spheres affecting the everyday life of our compatriots – in systems of healthcare, education, law and order. In my activity as President, I pay special attention to these spheres. If there is justice in these spheres, then there will be justice in others, said Shavkat Mirziyoyev.

From this point of view, consistent work is carried out in Samarkand region on improving the quality of medical services to the population.

Of course, it should be noted as a big innovation, a tangible shift in the fact that 43 family polyclinics are organized in the countryside, and 47 specialized departments in the cities and districts, special medical care is provided to the population at the place of residence.

In the current year, 284 general practitioners and 90 doctors of narrow specialization were recruited to the district medical associations experiencing a shortage of doctors. The number of nurses of the patronage service, which is an innovation for the medical system of our country, increased by 33 percent, the coverage of the population increased.

Employees of the republican specialized medical centers are sent to the region, they carried out a medical examination of 6200 residents, conducted 90, or 3 times more high-tech operations than in the previous year.

The emergency medical stations are provided with an additional 100 cars, their supply with medicines is increased by an average of 2-3 times.

In the region, significant work has also been implemented on identifying the talents of youth and supporting them comprehensively.

When it comes to this, it should be noted that this year 64 apartments have been built and put into operation for young families, said the President of our country. I am very pleased with success achieved by youth of Samarkand in the spheres of science, culture and art, especially sports.

At the same time, all of us as parents, mentors and teachers understand well that in the current difficult time the issue of educating youth remains for us an important and urgent task. Therefore, we have no right to make mistakes in issues of ensuring the legitimate rights and interests of our youth, their education and upbringing. Mistakes in this issue mean treason to our children, the Motherland.

The regional khokimiyat together with the Union of Youth should, first, take measures on radically improving activities of the information and resource center in Samarkand, as well as providing it with modern popular science and fiction literature, said the Head of our state.

Secondly, together with the ministries of economy, finance and culture, it is necessary to develop concrete measures on construction of modern cinemas and cultural facilities in Kattakurgan, Payarik and Taylak districts in 2018.

Thirdly, it is necessary to outline in a 20-day period concrete measures on attracting children and adolescents in cities and districts to the centers of children’s creativity “Barkamol avlod”, children’s schools of music and art.

Today, life itself shows that without raising a child in the pre-school educational system, it is impossible to form a physically healthy and spiritually mature, harmoniously developed generation.

Therefore, in order to form the skills and qualities of a mature personality in our children from the early childhood, we set ourselves the task of achieving full coverage of all children of our country by preschool educational institutions in the next 3-4 years, and we will make it happen, said Shavkat Mirziyoyev.

If we take into account that today there are 272 thousand children at the age of 3-7 in Samarkand region, and only 74 thousand, or 27% out of them visit kindergartens, it becomes clear how relevant this issue is for Samarkand.

The Ministry of Higher and Secondary Special Education, together with the Ministry of Preschool Education, the khokimiyat of Samarkand region was instructed to develop a complex of carefully and deeply thought out measures in a month, taking into account the best foreign experience in this sphere.

It’s no secret that the issue of qualitative completion of preparation for the autumn/winter period on public services, electricity and gas supply is also inextricably linked with the interests of the population, said the President of our country.

In the region, a certain work has been implemented on preparing the housing stock and social facilities for the autumn/winter season. However, we have to note with regret that the shortcomings identified as a result of the study by a working group, specially created on the basis of the additional demand of the population at places have not yet been eliminated.

At the session, issues related to the activities of law enforcement agencies, the responsibility of managers and others were also discussed in detail. Necessary instructions were given on eliminating the identified shortcomings.

At the session, the organizational issue was considered. On the proposal of the President of the Republic of Uzbekistan Shavkat Mirziyoyev, the acting khokim of Samarkand region Turabjon Djurayev was approved as a khokim of Samarkand region.

Speakers at the session noted that today in Samarkand region, as well as across the country, a new stage of development has begun – a time of colossal transformations and renewal, while the main criterion of activity is the Action Strategy on further development of Uzbekistan that was developed and is being consistently implemented under the leadership of the President of our country Shavkat Mirziyoyev. At the session, the pace of development of Samarkand region was thoroughly analyzed and specific tasks for the future were identified.

On November 10, under the auspices of the United Nations, an international conference on “Central Asia: one past and a common future, cooperation for sustainable development and mutual prosperity” dedicated to ensuring security and sustainable development in Central Asia has started in Samarkand.

The Head of our state forwarded actual initiatives on transformation of Central Asia into a stable, economically developed region, strengthening peace and good-neighborly relations in this vast space.

The international conference on “Central Asia: one past and a common future, cooperation for sustainable development and mutual prosperity” is important for discussing current issues in this direction, developing common approaches and defining tasks for the future.

This forum, organized on the initiative of the President of our country, is supported by the United Nations. UN Secretary-General António Guterres, addressing the participants of the conference, noted its importance.

Samarkand, located at the crossroads of the Great Silk Road, was the center of a dialogue between representatives of various nations, religions and cultures for millennia. This universal spirit was again reflected in today’s forum. Politics, leading experts, who arrived from all over the world, have united on the way to a common future.

The international conference continued its work in sectional meetings. Views expressed in the speech of the President of our country Shavkat Mirziyoyev, the forwarded actual initiatives were widely discussed.

It was emphasized that Central Asia, which has a huge energy potential, natural resources, unique transport and communication capabilities, has a huge geopolitical significance, that the processes taking place in this region affect the stability in general on the Eurasian continent.

Initiatives of Uzbekistan will serve the common development

It was noted that relations between the states of the region based on consensus, equality and respect for the interests in ensuring peace, security and sustainable development in Central Asia, as well as expanding regional and international cooperation, play a key role.

In this regard, the initiative on holding regular consultative meetings of the heads of states of Central Asia is widely supported in order to establish permanent dialogue, joint search for solutions to common regional problems.

Participants of the conference positively assessed the agreements between the countries of the region on delimitation and demarcation of state borders, noted that the continuation and completion of this work will serve to further expand cooperation in the spheres of trade, economy, transport, cultural-humanitarian and other areas.

Representatives of the Central Asian states reaffirmed the need to strengthen cooperation on the rational use of water and energy resources, taking into account the interests of all countries of the region.

The initiatives on establishing peace in Afghanistan, restoring the socio-economic infrastructure, comprehensively supporting its integration into regional economic processes are supported.

When discussing security issues, representatives of foreign states and international organizations emphasized the need of taking concrete measures on preventing youth from falling under the influence of various terrorist and extremist groups. In this regard, the idea of the need to fight against ignorance by enlightenment, education of the younger generation on the basis of deep knowledge and religious tolerance was approved.

Attention was also drawn to issues of development of cooperation in the region in the spheres of transport, tourism, science and technology, culture, sports and others.

Participants of the conference supported the proposal of Uzbekistan to address the United Nations General Assembly on the adoption of a special resolution on strengthening regional and international cooperation for ensuring peace, security and sustainable socio-economic development in the Central Asian region. They emphasized that the forum created an opportunity for an open and in-depth discussion of the region’s problems and tasks for the future.

On the first day of the conference, sectional sessions were held on the issues of ensuring regional stability and security, cooperation in the sphere of water use and ecology. Analytical reports of domestic and foreign scientists, leading experts were heard and discussed.

The forum will continue its work on November 11. It will include sectional sessions on the issues of developing regional cooperation in Central Asia and promoting the international community to the countries of Central Asia in counteracting modern challenges of security and ensuring sustainable development.

President of Uzbekistan held  meetings  with  high-level participants of the  international forum

On November 10, President of the Republic of Uzbekistan Shavkat Mirziyoyev held bilateral meetings with High Representative of the European Union for Foreign Affairs and Security Policy, Vice-President of the European Commission Federica Mogherini, Minister of Foreign Affairs of Iran Mohammad Javad Zarif and Minister of Economy of Turkey Nihat Zeybekci, who participated in the International conference on security and sustainable development in Central Asia under the auspices of the UN, in Samarkand.

At the meeting with High Representative of the European Union, it was noted that participation in the conference and conduction of the “EU – Central Asia” Ministerial meeting in the year of the 10th anniversary of the adoption of the EU Strategy for Central Asia show the importance attached by Europe to our region.

As it was emphasized, the EU is one of our key partners, and Uzbekistan strongly supports further comprehensive strengthening of mutually beneficial cooperation with the European Union.

At the meeting, notable positive changes on deepening multifaceted relations with the European side were noted. The interest in filling the partnership with the European Union with practical content in the sphere of investment and trade, financial and technical cooperation, education, exchange of best practices and technologies in a number of areas was expressed.

Issues of an international and regional nature, in particular, strengthening political trust and ensuring sustainable development in Central Asia were discussed.

The delegation of the European Union was acquainted with the reforms carried out in our country, including in the field of ensuring the protection of human rights and interests.

At the meeting with the Minister of Foreign Affairs of Iran Mohammad Javad Zarif, prospects of further expanding mutually beneficial cooperation between the two countries were considered.

It was noted with satisfaction that fruitful results of the bilateral meeting at the highest level in September this year, during the summit of the Organization of Islamic Cooperation in Astana, contributed to intensification of Uzbekistan – Iran relations.

Further development of political dialogue, increasing the volume of mutual trade turnover and strengthening cooperation in various sectors of the economy, formation of an effective transport and communication network in our region are defined as the priority areas of cooperation. It was emphasized that the important role in promoting mutually beneficial projects is given to the activities of the joint Intergovernmental commission.

The Minister of Foreign Affairs of Iran expressed gratitude to the President of our country Shavkat Mirziyoyev for the warm welcome and conveyed greetings of the President of Iran Hassan Rouhani.

Issues of practical implementation of agreements in the sphere of bilateral trade-economic, investment and financial cooperation, reached during the state visit of the President of Uzbekistan to the Republic of Turkey on October 25-26 this year, were discussed at the meeting with the Minister of Economy of Turkey Nihat Zeybekci.

Particular attention was paid to the practical implementation of specific projects in the sphere of modernization of energy and transport infrastructure, development of the tourism sector, as well as establishment of modern industrial enterprises and logistics centers, with attracting direct investments of leading companies and banks of Turkey.

Nihat Zeybekci conveyed sincere greetings and best wishes of the President of Turkey Recep Tayyip Erdogan to the President of our country Shavkat Mirziyoyev and assured that the Turkish side is resolutely committed to the full implementation of arrangements and agreements adopted at the highest level.

Communique of the International Conference on Security and Sustainable Development in Central Asia under the auspices of the United Nations

(Samarkand, 10-11 November 2017)

On November 10-11, 2017, the city of Samarkand hosted the International Conference on Ensuring Security and Sustainable Development in Central Asia under the auspices of the United Nations «Central Asia: Shared Past and Common Future, Cooperation for Sustainable Development and Mutual Prosperity». The forum has been organized by Uzbekistan in cooperation with the UN Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA) and the UNODC Regional Office for Central Asia.

High level officials of the UN, EU, OSCE, SCO, CIS, delegations of Central Asian countries, Afghanistan, USA, European states, Russia, China, Turkey, Iran, India, Pakistan, Japan, South Korea and others, as well as scientists, public figures and officials took part in the conference.

Participants underscored that Central Asia, located at the crossroads of the ancient routes between East and West along “The Great Silk Road”, has contributed to promoting dialogue and interaction of world cultures, languages and religions for thousands of years. Possessing significant energy and natural resources, unique transport and communication potential, Central Asia possesses geopolitical significance. Developments in the region affect the stability of the entire Eurasian continent.

In this context, it was pointed out that in the prevailing conditions, Central Asian states play a significant role in addressing contemporary issues, related to enhancing international security. Among them are: countering the threats of terrorism and extremism, measures aimed at tackling illicit drug trafficking, illegal arms trade, organized crime, human trafficking, preventing threats in the information sphere.

Participants emphasized that the security of Central Asia is inseparable from global security. It was especially pointed out that in order to prevent new challenges and threats, Central Asian countries require closer and more coordinated cooperation as well as interaction with international and regional organizations and partner states.

Participants also underlined the need for strengthening the central role of the UN in countering security challenges and threats in the region. They noted the need for more effective use of preventive diplomacy instruments, including the relevant mechanisms of the United Nations and the UN Regional Centre for Preventive Diplomacy for Central Asia according to its mandate.

At the same time, participants marked the primary and decisive role of the countries of the region in ensuring peace, security and sustainable development, as well as in encouraging regional and international cooperation in Central Asia through mutual negotiations and consultations based on consensus, equality, and respect of each other’s interests.

The countries of Central Asia recognized the importance of strengthening bilateral and regional cooperation on the rational and complex use of water and energy resources in Central Asia taking into account the interests of all regional states. For these purposes, they will hold regular consultations to elaborate mutually beneficial and sustainable mechanisms in this domain.

Participants also noted that International Decade for Action “Water for Sustainable Development”, 2018-2028 is good platform for promoting progress on water and sanitation on all levels.

Participants welcomed the positive developments on solving the issues of delimitation and demarcation of state borders, which are important factors for ensuring peace, stability and security in Central Asia. In this context, they greeted the signing of the Agreement between the Republic of Kazakhstan and Turkmenistan on demarcation of the Kazakh-Turkmen state border, the Treaty between the Kyrgyz Republic and the Republic of Uzbekistan on the Kyrgyz-Uzbek state border, and the Treaty between the Republic of Kazakhstan, Turkmenistan and the Republic of Uzbekistan on tripoint of state borders between the three countries.

Participants supported initiatives aimed at backing the peace process in Afghanistan, promoting the reconstruction of socio-economic infrastructure, more active integration of the country into global economic networks. In this regard, the high importance of implementing energy, transport-communications, investment and other projects by the Central Asian countries in cooperation with Afghanistan was stressed.

Delegates underlined the necessity of information and experience exchange on all aspects of preventing terrorism and extremism, as well as the development of relevant joint measures and strategies based on the UN Global Counter-Terrorism Strategy and the UN Secretary-General’s Plan of Action to prevent violent extremism.

Taking into account the Joint Plan of Action for implementing the UN Global Counter-Terrorism Strategy in Central Asia, developed with the support of UNRCCA, the Ashgabat Declaration and the results of the “High-level Dialogue between the UN and Central Asia on implementing the UN Global Counter-Terrorism Strategy in Central Asia”, held on 13 June 2017, in Ashgabat, Turkmenistan, under the chairmanship of the UN Secretary-General, participants noted the need to strengthen cooperation in identifying and preventing cross-border terrorist activities, suppressing recruitment channels of militants, countering terrorism financing and arms smuggling, ensuring cyber security and protecting information space from extremist attacks.

Representatives of the Central Asian states noted the importance of concrete joint measures to prevent the involvement of youth in the activities of various terrorist and radical organizations. In this context, they stressed the need for special attention to the enlightenment, spiritual and moral upbringing of youth, nurturing in them a striving for knowledge and self-improvement.

Participants called for the development of coordinated measures by the Central Asian states, including in cooperation with the UNODC and Interpol, to strengthen measures to counter drug trafficking in the region by mobilizing additional resources, new technologies and methods to combat illicit trafficking of drugs and precursors.

Participants stressed the importance of implementing the 2006 Treaty on Nuclear-Weapon-Free-Zone in Central Asia and Protocol on Guarantees from the Permanent Members of the UN Security Council of 2014 to take measures on non-proliferation of weapons of mass destruction, maintaining nuclear safety, eliminating radioactive waste, establishing reliable mechanisms of cooperation in preventing illicit trafficking in nuclear materials and combating nuclear terrorism in Central Asia, as well as disseminating best practices of Central Asian countries to expand nuclear-free zones into other regions.

Participants noted the important role of the Resolution No. 68/218 adopted by the UN General Assembly in 2013 "The Role of the International Community in Preventing Radiation Threats in Central Asia" in addressing ecological security issues in the region. In this regard, the sides underlined the need for the adoption of a new UN General Assembly resolution calling for further international support in addressing the challenge of the uranium legacy in Central Asia.

Participants unanimously noted and expressed readiness to assist in strengthening the dialogue and cooperation between the countries of Central Asia, in particular, in advancing joint initiatives on ensuring regional security, developing trade and cross-border cooperation, renewing and expanding the transport and communication linkages, including through opening of new bridges, roads, railways and flights.

Participants expressed their readiness for further strengthening good neighborhood and friendly relations between nations, promoting deeper relations in the fields of education, science and technology, innovation, tourism, culture, arts, sports, as well as continuing mutual assistance in emergency situations.

Participants welcomed the initiative on holding consultative meetings of the Heads of Central Asian states for maintaining regular open dialogue and developing mutually acceptable approaches on contemporary regional issues.

Delegates supported the practice of regular meetings of Central Asian Foreign Ministers for discussing prevailing regional issues. In this regard, they welcomed the signing of the Program of cooperation among the Ministries of Foreign Affairs of the Republic of Kazakhstan, the Kyrgyz Republic, Republic of Tajikistan, Turkmenistan and the Republic of Uzbekistan for the years of 2018-2019 on the sidelines of the Samarkand conference.

Participants called on the states of the region to intensify cooperation between relevant ministries and agencies, as well as the administrations of bordering regions. They noted the importance of establishing partnerships with national parliaments by creating “friendship groups”. They stressed the need to broadly engage public organizations, primarily youth movements, cultural and creative associations, NGOs, scientific, think tanks and other structures in intensifying contacts between Central Asian states.

Delegates called all UN agencies and other international organizations, and partner countries of the Central Asian states, to increase and strengthen their cooperation with the region on security and sustainable development issues, in accordance with the priorities, interests, needs and national programs of the Central Asian countries by providing required technical, expert, legal, financial and other forms of assistance.

Participants especially highlighted the importance of promoting the development and implementation of promising projects aimed at ensuring sustainable development of the region, in particular those that enable Central Asian states to obtain guaranteed access to international seaports and roads of communication, thus increasing their transit potential, investment attractiveness and improving the conditions for doing business in the region.

Delegates noted that this meeting provided a unique opportunity for open and comprehensive discussions on a wide range of important issues in Central Asia, which will facilitate the development of mutually agreed solutions on them.

Participants supported the proposal on drafting a mutually agreed UN General Assembly Resolution by the Central Asian states on enhancing regional and international cooperation to ensure security, peace and sustainable development in the Central Asian region.

In conclusion, Conference participants expressed gratitude to the Government of Uzbekistan, the UN Regional Centre for Preventive Diplomacy for Central Asia and the UNODC Regional Office for Central Asia for organizing the Conference at the highest level.

President approves new measures to liberalize foreign trade

The President of the Republic of Uzbekistan signed the Decree "On measures on streamlining the licensing of export and import of specific goods, as well as the registration of export and examination of import contracts" and the Decree "On measures on further liberalization of foreign trade and the support of businesses".

The President of the Republic of Uzbekistan signed the Decree "On measures on streamlining the licensing of export and import of specific goods, as well as the registration of export and examination of import contracts" and the Decree "On measures on further liberalization of foreign trade and the support of businesses".

The Decree provides for further improvement of the procedure for licensing export and import of specific goods, registration of export contracts, examination of import contracts and evaluation of tender documentation.

In particular, in order to optimize the export-import procedures and consolidate the issuing licenses for export and import of specific goods in a single authority, the decree provides for the transfer of licensing functions from the Ministry of foreign trade to the Cabinet of Ministers of the Republic of Uzbekistan. At the same time, jewellery made of precious metals, precious stones and goods from them are excluded from the list of licensed goods.

In addition, in order to avoid duplicate procedures, the decree provides for the simplification and modification of the current order for examination of import contracts by the State Committee of the Republic of Uzbekistan for investment. In particular, the procedure for examination of import contracts concluded with the sum less than $100 thousand is abolished from now on.
