On October 14, 2017, an extraordinary session of Khorezm regional Kengash of people’s deputies was held. The President of the Republic of Uzbekistan Shavkat Mirziyoyev took part and delivered a speech at the session.

The progress and results of socio-economic reforms in Khorezm region were thoroughly analyzed at the session, the actual problems and ways of their solution, the most important tasks for the future were discussed in detail, practical proposals and initiatives were forwarded.

In accordance with the Strategy of actions on further development of Uzbekistan, large-scale activities are being carried out in Khorezm region along with all regions.

This is evidenced by the current well-organized appearance of Khorezm region, modern residential buildings, industrial enterprises, majestic palaces, high-quality roads, wide squares and avenues, blooming gardens, educational, healthcare, cultural and sports institutions. Important factors of achieving such results have become a constant dialogue with people, the solution of pressing problems concerning people.

Activities of the Virtual and People’s reception offices of the President, on-site receptions held at places, an absolutely new system of reporting introduced by the heads of state bodies in Kengashes of people’s deputies are giving their positive results.

At the session it was specially noted that this year more than 14 thousand appeals were received from the population in the People’s reception offices of Khorezm region, 12 thousand of which were resolved positively.

The Virtual reception office of the President on issues within the competence of the khokimiyat of the region, received 15 thousand appeals, of which 11,5 thousand, or 74 percent, were fulfilled, the rest were given appropriate explanations.

Recently, relevant programs and investment projects have been developed on accelerated development of all spheres of life in Khorezm region, and a number of decisions of the President and the Government of the Republic of Uzbekistan have been adopted for ensuring their implementation. Serious positive changes are taking place in industry, agriculture, provision of services, social and communal spheres due to measures taken on implementation of these decisions.

In accordance with the adopted programs on development of economic sectors of Khorezm region, for the first 9 months of this year, about 1,5 thousand objects of production and provision of services have been created or expanded due to 373 billion sums of investments. As a result, 6 thousand workplaces were created. In particular, the production of socks has been established at the joint textile enterprise of Shavat district, at the expense of 71 billion sums (currency rates of CB RU from 16.10.2017, 1$= 8052.08 soum) of investment. The production capacity of the company is 70 million pairs of socks per year. A project worth 35 billion sums was implemented at the enterprise on production of glass containers.

In continuation of this work, it is planned to put into operation a number of medium and large enterprises before the end of the year. In particular, a poultry farm for 50 thousand birds in Koshkupyr, a fish processing plant with a capacity of 500 tons per year and a 1000 ton refrigerating warehouse in Khiva, a similar warehouse in Bagat districts will be organized. An enterprise on processing of 250 thousand tons of household waste per year is being built in Urgench.

The Head of our state, noting radical changes in the agricultural sector of the region, especially appreciated the rich harvest grown in the current year in all types of crops, which became possible due to activities of farmers who selflessly worked in unfavorable weather conditions this year. So, dehkans of the region were the first in our country to fulfill contractual obligations on the sale of grain to the state and received harvest to 17 percent more than planned. In particular, the success of farms of “Madir Honka” of Khankin district, “Yusuf ugli Bobur” of Khazorasp district, “Islom Taganov”, “Sevinchbek Ikhlosbek” of Gurlen district should be noted, where 85-90 centners of grain were harvested from each hectare.

This year people of Khorezm were the first in the country to fulfill the agreement on harvesting cotton. The activities of farms such as “Kalandar engineer” of Yangiaryk district, “Sherzod Otaniyozov” of Khankin district, “Yokub bobo ugli Omon”, “Kholmurod ugli Mansur” of Bagat district, “Muattar” of Koshkupyr district are particularly commendable, which collected an average of 45-55 centners of cotton per hectare.

At the session, special attention was paid to the solution of the most important task for today – to make people strive to get more income and live better, to create all necessary conditions for this. It was emphasized that in this direction it is necessary to affirm the “Household plot – a source of additional income” slogan in the minds of all landowners. It was noted that this is an important factor in improving the welfare of people and ensuring food security.

It’s not a secret for anyone that the issue of providing clean drinking water is very important for people of the region. A special fund was organized according to the State program on development of the Aral Sea area adopted in the beginning of the year. 63 billion sums are allocated from its funds this year, including 23 billion sums for improving the drinking water supply and 18 billion sums for the organization of leisure centers for the population. Next year 100 billion sums will be allocated for these activities.

Much is being done on creation of a modern road and communication infrastructure. In particular, construction of Bukhara – Miskin railway with a total length of 335 kilometers allows passengers to save 4-5 hours.

Next year, “Afrosiyob” high-speed train will start running along Tashkent – Khiva route. This will not only create convenience for residents of the region, but will also promote the development of tourism, which today has a priority for the region.

Speaking about this, it is necessary to note the approved program of integrated development of tourism potential of Khorezm region and Khiva in 2017-2021. Discounts of up to 15 percent on the cost of rail and air tickets will be introduced for increasing the flow of tourists to the region.

Today, a large tourism complex is being created in Khiva. In addition, in 2017-2021 it is planned to build and reconstruct 18 more hotels in the city, which will help to increase the tourism potential of the region.

Over the past 9 months of this year, more than 35 thousand tourists visited the region, in the future this figure should be increased to 50 thousand, said the Head of our state.

Reforms that are taking place in Khorezm region in the sphere of public healthcare were also analyzed at the session. In particular, creation of 65 new rural family polyclinics and 18 rural medical stations is regarded as an important step in the region.

The opening of 18 specialized departments in cities and districts allows to provide over 13 thousand patients with medical care per year, directly wh ere they live.

Specialists of the republican specialized medical centers conducted a medical examination of the region’s population. Dozens of experienced specialists from leading foreign clinics are also invited to the region. Complex operations were carried out with their participation, which allowed to return many patients to a healthy life. In particular, cardiac surgeries were carried out with participation of famous Russian cardiac surgeon, academician Leo Bokeria, which became a school of experience for Khorezm surgeons, said Shavkat Mirziyoyev.

At the session, positive changes in the sphere, in particular the fact that operations for the removal of severe heart defects, coronary artery bypass grafting and other complicated operations were successfully conducted for the first time in the regional cardiology center, emergency medical services of the region were provided with 78 cars, as a result of which, the arrival of ambulance teams to places of calls was halved.

At the same time, it was noted that construction activities in medical associations of Khazorasp, Yangiaryk, Shavat, Khiva districts, rural family polyclinic in Urgench district were completed, construction of facilities of Khorezm branch of the Republican specialized center of cardiology and Urgench multi-profile clinic is underway.

We all know that today issues of educating young generation, ensuring their vital interests, protection from various dangers and threats are among the most acute global problems, said the President of our country. This is often noted from various international tribunes, at authoritative conferences. We have recently clearly stated our position on this issue at the 72nd session of the United Nations General Assembly.

Another issue that we pay special attention to is creating decent workplaces for our youth, noted the Head of our state.

At the session, as the first results of the work carried out in this direction, creation of almost 42 thousand new workplaces this year in Khorezm region was noted. In addition, the fact was indicated that 32 young families moved to new apartments in Urgench that are provided on a preferential basis, the building of the Youth Center is commissioned, an information and resource center with a book fund of more than 4 thousand publications is opened.

The President of our country, at the meeting with creative intelligentsia, particularly touched upon another issue, inextricably linked with the interests of youth. That is, relevant heads were given specific instructions on material and moral support of talented and promising young people from the spheres of science, literature, culture and art.

At the session, information of the regional and district heads on activities carried out in this direction was heard.

Actual issues of further strengthening the socio-spiritual situation in our country have been thoroughly discussed. Special attention is paid to ensuring a peaceful and tranquil life of the population, counteracting crime and offenses, protecting public order.

431 public control stations were organized with involvement of the general public in makhallas of the region. As a result of practical work with almost 1800 persons, inclined to commit offenses, 655 of them returned to a healthy lifestyle.

120 of 368 inspectors for prevention were solemnly handed the keys to houses and cars.

Participants of the session supported the proposal of the Head of our state to turn the Khorezm region into a region completely devoid of criminality, creating a “Khorezm experience” in this sphere.

At the session, the organizational issue was considered. On representation of the President of the Republic of Uzbekistan Shavkat Mirziyoyev, the acting khokim of Khorezm region Ilgizar Sabirov was approved for the position of khokim of Khorezm region.

Speakers at the session noted that today a new stage of development – the time of colossal transformations and updates has begun in Khorezm region, as well as throughout our country, in this process the main criterion of activity is the Strategy of actions on further development of Uzbekistan that is developed and consistently implemented under the leadership of the President of our country Shavkat Mirziyoyev. At the session, the pace of development of Khorezm region was deeply analyzed and the tasks for the future were specifically defined.

Ilgizar Sabirov appointed khokim of the Khorezm region

President of Uzbekistan Shavkat Mirziyoyev with his decree appointed Ilgizar Sabirov to the post of hokim of the Khorezm region on 14 October.

An extraordinary session of the Khorezm regional Kengash of People’s deputies was held on 14 October 2017. President Shavkat Mirziyoyev took part in it.

The session considered the organizational issue. On the proposal of the President of Uzbekistan Shavkat Mirziyoyev, the acting khokim of Khorezm region Ilgizar Sabirov was appointed as khokim of Khorezm region.

Ilgizar Sabirov was appointed as acting khokim of Khorezm region in early September 2017.

Khorezm region plays an important role in development of our country due to its large industrial enterprises, the transport and communication system, the potential of small business. Products that are in great demand both in the domestic and foreign markets are produced in Khorezm branch of “GM Uzbekistan” joint stock company, at “UzXMG” excavator plant, “Uztex Shovot”, “Khorazm maishiy tekhnika” enterprises, “Khorazm shakar” joint venture. Despite difficult climatic conditions, farmers of the region are cultivating a rich harvest of agricultural crops.

The Head of our state during the visit to Khorezm region on January 27-28, 2017, instructed to fulfill a number of tasks on further development of the regional economy, structural transformation of industry and agriculture, construction of social facilities, improvement of infrastructure, and the living standards of the population.

In accordance with this, over the past period, new enterprises, small business entities, multidisciplinary farming enterprises have been established in the region. Prospective projects in the spheres of tourism, textile industry, fish and poultry farming, irrigation and others have been implemented. Houses, hospitals, schools and art palaces are built. Many more projects are being implemented.

During the visit of the President of our country to Khorezm region, it is planned to become acquainted with the progress of tasks set during the previous trip, determine the actual tasks for the future for raising the development of the region to a new level.


President Shavkat Mirziyoyev got acquainted with activities on reconstruction of “Urgench” international airport.

Large-scale activities are being held in Khorezm region, as throughout the country. In particular, “Urgench” international airport was reconstructed on the basis of modern requirements. It is equipped with terminals designed to receive 300 and dispatch 300 passengers per hour, service rooms, retail outlets, the area adjacent to the airport is landscaped.

In accordance with instructions of the Head of our state, necessary conditions are being created at the airport for a worthy meeting of official delegations and foreign guests.

The President of our country got acquainted with activities carried out in this direction and plans for the future. Gave appropriate instructions on improving the airport’s activities, and further enhancing the amenities for passengers.


The Head of our state Shavkat Mirziyoyev got acquainted with the progress of activities carried out within the framework of the project on rehabilitation of the system of main irrigation canals of Toshsoka in Khorezm region.

The history of irrigated agriculture in Khorezm region is more than four thousand years old.

Today there are 276,7 thousand hectares of irrigated land in the region. 191,3 thousand hectares of land are irrigated through the Toshsoka system. There is a sharp decrease in water level in the canals during low water in Amudarya, especially in early spring and early summer, resulting in a shortage of water for washing saline soils, irrigation of fields sown with grain, cotton and other crops. Water for these purposes is mainly produced by pumps. This leads to increased costs, excessive water consumption and deterioration of land reclamation.

President of our country during his trip to Khorezm region on January 27 of this year got acquainted with activities on reconstruction of Toshsoka main canal, gave instructions on implementation of the project aimed at eliminating the above mentioned problems, reducing the cost of agricultural crops, improving the economic condition of farms and dehkan farms.

In accordance with this project, 120 kilometers of main and inter-farm canals of the region, such as Toshsoka, Shavat, Polvon Gazovot and Gazovot, have been reconstructed. 318 out of 607 planned hydraulic structures were constructed. As a result, the work of 279 pumping units was stopped for their uselessness, the agricultural crops will be irrigated with running water. It will save 31,6 million kilowatt-hours of electricity.

The Head of our state highly appreciated the work implemented in a short time. Gave appropriate instructions to relevant officials of the Ministry of Agriculture and Water Resources, the regional khokimiyat on improvement of the adjacent areas to the canal, selection of seedlings that are suitable for local climatic conditions and afforestation of areas along the canals, creation of conditions for people's recreation.


President Shavkat Mirziyoyev visited the construction site of “Farovon” hotel in Khiva.

The three-story hotel, which will be located on Amir Temur street, will be built in the national architectural style. It will include rooms for guests of various levels, conference halls, restaurants, entertainment venues, sports grounds. Entrepreneurs from France will become investors in construction of the hotel.

One of the main goals of our visit is to analyze the measures taken on turning Khiva into a tourist zone, noted the Head of our state. For the development of tourism, first of all, it is necessary to create all conditions for tourists. To this end, about 20 hotels will be built in Khiva in the next three years. This five-star hotel will become one of the best in our country.


Khorezm region is rich in historical monuments and sights. The sphere of tourism is developing consistently as a result of their careful preservation, creating necessary conditions for tourists in the region.

According to historical information, the territory of this palace belonged to the local merchant Nurillaboy. The ensemble performed the function of a residence for the reception of foreign guests.

During the previous trip of the Head of our state to Khorezm region in January of this year, the responsible persons were instructed to reconstruct this complex at the level of modern requirements. According to the project, developed according to the recommendations of the President of our country, a hotel, a restaurant, a reception house, a gallery, and an amphitheater are built here, an exhibition of artisans is organized.

The exposition also includes historical photographs that were taken in Khorezm in the XIX-XX centuries, photos and films of the first Uzbek cameraman and photographer Khudoybergan Devonov. Visitors are greatly interested in exhibitions on “Traditional handicraft of Khorezm: history and modernity”, “Modern art of Uzbekistan: melodies, images, interpretation”.


President Shavkat Mirziyoyev got acquainted with the projects on expansion of direct investments into the economy of Khorezm region and further development of activities of “Khazorasp” free economic zone.

The free economic zones established in various regions of our country play an important role in production of competitive and export-oriented products that meet international requirements, expanding the assortment of finished products based on deep processing of raw materials.

The decree of the President of our country “On establishment of “Urgut”, “Gijduvan”, “Kokand” and “Khazorasp” free economic zones” of January 12 of this year is an important guide to action for increasing the effectiveness of work carried out in this direction.

More than 414 hectares of land have been allocated for “Khazorasp” free economic zone. In the future, the area of the zone will be expanded. In the new FEZ, it is planned to organize modern facilities for processing, storing and packing agricultural products, producing leather shoes and haberdashery goods, products of chemical, pharmaceutical, food, electrotechnical industries, machinery and automotive products, construction materials.

The Head of our state during his trip to Khorezm region on January 27 of this year got acquainted with this project and gave necessary instructions on its implementation. Currently, work is underway on defining the boundaries of FEZ, organizing a customs post, attracting foreign and local investors. Engineering and communication infrastructure is being formed, in particular, gas, water and electricity supply networks, roads and railways, communication lines are laid for creating necessary conditions for modern industrial enterprises.

To date, 25 projects have been developed on location of production capacities in the zone. Over a thousand workplaces will be created as a result of their implementation.

“Khazorasp” free economic zone will contribute to the effective use of productive and resource potential of the region, creation of new workplaces and a stable source of income for the population, improving the welfare of people.


Tourism is one of important factors in development of our country’s economy and creation of new workplaces. Today, promising projects in the sphere of tourism are being implemented in all regions of Uzbekistan. An important guide to action in this direction is the Decree of the Head of our state “On measures of ensuring accelerated development of the tourism industry of the Republic of Uzbekistan” of December 2, 2016.

The President of our country during his trip to Khorezm region in January this year emphasized the need for full use of the region’s opportunities in the sphere of tourism, organization of new directions and their promotion to the world market, development of hotel and transport infrastructure.

During the conversation with entrepreneurs engaged in tourism, the Head of our state gave appropriate instructions to responsible persons on increasing the attraction of foreign tourists through the expansion of international cooperation in the industry, on improvement of the quality of service, training and improving the qualification of specialists in the sphere, increasing the number of enterprises producing souvenirs.

Shavkat Mirziyoyev was provided with information on implementation of these instructions, projects on attracting foreign and local tourists, further development of the tourism potential of the region. Information was given on the ongoing activities on opening of new tourism destinations and tourism products, the expected volume of the tourist flow in 2018.

The concept of “safe tourism” is often used in countries with developed tourism. “Safe tourism” project provides for ensuring security and creating modern conditions for tourists and guests.

The President of our country got acquainted with the project on implementation of the concept of “Safe tourism” in the region. It includes measures on equipping tourism infrastructure facilities with video surveillance, connecting state and non-state facilities that provide tourism services and ensure safety of tourists, to a single information and communication system, creating a database of tourists visiting the region.


Repair and restoration work is carried out in “Pakhlavan Mahmoud” complex in the territory of “Ichan-kala” museum-reserve of the city of Khiva.

President of our country got acquainted with the progress of work that is being held in this complex.

Every day this complex is visited by about 400 pilgrims. Repair and restoration work is scheduled to be completed by the end of this year.

All requirements are considered in restoration activities. Modern systems that provide the optimal level of air temperature are installed.

The Head of our state got acquainted with the results of the repair work, gave instructions for creating additional amenities for pilgrims.

The President of our country also visited the Shergazikhan madrasah, got acquainted with the museum organized in it, that is dedicated to the life and activities of scientists and thinkers who studied here.


The President of our country, during his trip to Khorezm region on January 27 of this year, gave instructions on increasing the tourism potential of the region, laying the railway and setting up the electric trains service to Khiva.

In accordance with these instructions, a large-scale creative work was carried out over the past short period. Currently, the construction of 33 kilometers of railways between Urgench and Khiva, and of a modern railway station and facilities of the corresponding infrastructure in Khiva is actively continuing. According to the target program it is planned to arrange transport, hotel, postal, banking, catering services and others.

The President of our country got acquainted with the ongoing work at the station of the city of Khiva and promising projects.

The Head of our state noted the need of fully using the opportunities of Khorezm region in the sphere of tourism, creating all conditions for tourists, attracting experienced specialists to the construction of hotels and entertainment facilities, gave appropriate instructions to responsible persons on improvement of the area around Ichan-kala, construction of a recreation park.


President Shavkat Mirziyoyev got acquainted with projects that will be implemented within the framework of the comprehensive development program of Khorezm region in 2018-2019.

The main attention in the program is paid to improving economic indicators of the region, ensuring employment of the population.

Information was provided on new enterprises, which will be organized on the basis of empty and unused production facilities.

It is planned to establish “Khorazm kuyon savdo” agrofirm in Urgench district on production of 1,2 thousand tons of rabbit meat per year and 900 thousand rabbit skins. The project worth 1,8 million dollars is planned to be implemented in three stages and it is envisaged to bring the company to full capacity by the end of 2018.

The Head of our state was also told about 10 projects worth 205 million dollars, which will be implemented by “Uzbekneftgaz” (Uzbekistan Oil and Gas) joint-stock company in the region in 2018-2019.

Today, the demand for dietary meat products is growing in the market. In connection with this “Uzbekiston temir yullari” (Uzbekistan Railways) joint-stock company is organizing a poultry complex and an enterprise for processing meat and dairy products in the village of Buyrachi of Shavat district.

During the presentation, information is also provided on social projects that are being implemented on enhancing participation of low-income families in livestock and poultry farming, harvesting vegetable products on household plots.


President Shavkat Mirziyoyev had a conversation with the leading farmers and dehkans of Khorezm region in the field of “Rakhimbergan khoji anbar” multiprofile farm of Khiva district.

During the conversation, reforms that are being implemented in our country, changes in minds of people, their attitude towards work were noted. The importance of effective land use of farms and dehkan farms, household plots, growing of repeated crops and obtaining additional income was emphasized.

The main goal of the reforms is to increase people’s incomes, increase the level of prosperity and abundance in the country, it is necessary that those who work received the fruits of their labor, so that our people were rich, said the Head of our state.


On October 15, the Head of our state Shavkat Mirziyoyev visited Khorezm regional musical drama theater.

In accordance with the resolution of the President of our country “On measures of further development and improvement of the sphere of culture and art” of May 31 of this year, activities are continuing on development of the sphere, strengthening the material and technical base of theaters in accordance with modern requirements.

The building of Khorezm regional musical drama theater was built in 1975. At the initiative of the Head of our state major repairs of the building are carried out these days, including a hall for 572 spectators.

The theater will be provided with new stage decorations and structures, costumes, make-up materials and posters, curtains and other means.

The President of our country in a conversation with responsible employees of the theater expressed his proposals for further enriching the essence and content of its activities.

First of all, good works are needed in order to turn the theater into a real center of spirituality, said the Head of our state. Khorezm has a rich history. It is necessary to create stage works, telling about the great ancestors and heroes of our time.

Instructions are given on social support of creative workers, construction of modern houses for them, strengthening of the material and technical base of the theater. Particular attention was paid to issues of improving the skills of actors and directors, training young professionals.


President Shavkat Mirziyoyev visited the Youth Center in the city of Urgench.

In our country, consistent work is carried out on educating youth in the spirit of patriotism, respect for national traditions and values, formation of spiritually and physically healthy, harmoniously developed young generation, protection of their rights and interests.

Reforms aimed at creating conditions for young people to find a decent place in life, providing them with full support, professional orientation and employment, stimulating youth initiatives are giving their high results.

All conditions for the meaningful leisure of youth are created in the center, operating in the territory of Amir Temur park of culture and recreation of the city of Urgench. More than ten groups are operating in such areas as sewing, drawing, chess, literature, hairdressing and others.

The decree of the Head of our state “On measures of improving the effectiveness of the state youth policy and supporting activities of the Union of Youth of Uzbekistan” of July 5 this year identified measures on organization of youth centers in the regions and the city of Tashkent. Gratuitous transfer of buildings of professional colleges that are being released in all districts and cities of the country in connection with the transition to a system of 11-year compulsory general secondary education to the relevant councils of the Union of Youth of Uzbekistan, organization of youth centers with all facilities, including libraries and bookstores, modern youth cinemas, as well as centers of free professional training and retraining of youth, especially its unorganized part is envisaged.

The President of our country got acquainted with conditions created in the Youth Center.

We can build many such modern buildings, but knowledge and professions to be acquired in them depends on your, youth, aspirations and initiatives, said the Head of our state. In this regard, the youth of Khorezm should become an example for others.

The President of our country noted that peers should help young people, who for various reasons strayed from the right path, in their returning to a healthy life.

Shavkat Mirziyoyev met with a group of active young boys and girls of the region, talked with them.

Speakers at the meeting expressed gratitude to the Head of our state for the reforms carried out in our country on the all-round support of youth, the conditions and opportunities created for them.

UN Special Rapporteur: Uzbekistan should invest more in freedom of religion or belief

The raft of reforms under way in Uzbekistan must invest in the promotion and protection of human rights, including freedom of religion or belief, a Special Rapporteur of the United Nations Human Rights Council on freedom of religion or belief Ahmed Shaheed has concluded at the end of an official visit to the country.

“Religions or beliefs should not be seen as a threat to Uzbekistan, where many ethnic and religious communities live together peacefully,” said the Special Rapporteur on freedom of religion or belief, Ahmed Shaheed in a statement at the end of his 11-day visit.

“Resilience against religious extremism can be built on strengthening diversity as well as freedom of religion or belief.”

The Government of Uzbekistan should invest more in freedom of religion or belief in its ongoing reforms, to bring existing regulations more into line with international standards, he said.

“The rights to freedom of religion or belief cannot be sacrificed in preventing or countering violent extremism,” the Special Rapporteur cautioned. “This will further shrink rather than open up space as hoped for in the current reforms.”

Mr. Shaheed said the recent reform efforts by the country’s president could be a turning point in Uzbekistan’s development, if they were implemented systematically. But he noted that the country faced numerous human rights challenges, and would require sustained and transparent commitment to make enjoyment of the right to freedom of religion or belief a reality.

As well as focusing on legal reforms, the government needed to embrace an “operational” approach to human rights, including institutional and policy reforms, he added.

“Freedom of religion or belief requires widening the space for the freedom of association, peaceful assembly and expression, as well as strengthening the rule of law and guaranteeing the independence of the judiciary,” said Mr. Shaheed.

“While Uzbekistan is a secular State, freedom of conscience, thought, religion or belief is over-regulated, if not restricted, in the country. Religious communities can only function within the given limits of registration and the authorities tend to stay watchful of all religious activities.”

The Special Rapporteur continued: “The tradition of harmonious co-existence among diverse communities in Uzbekistan provides fertile ground for encouraging inter-religious communication and societal flourishing through the expression of the self-identity of every individual.”

“People should not have to activate auto self-censorship whenever they speak of religion or practice their faiths.”

Mr. Shaheed said he had seen good initiatives in youth education, especially in increasing religious literacy. “Literacy on freedom of religion is just as important and needs to be promoted simultaneously,” he noted.

During his mission, Mr. Shaheed met government officials and local authorities in Tashkent, Ferghana, Bukhara, Nukus and Jaslyk Prison. He also held meetings with representatives of ethnic and religious or belief communities, civil society organizations, the diplomatic community and the UN.

The Special Rapporteur will present a report containing his conclusions and recommendations to the UN Human Rights Council in March 2018.


Legality in electricity and gas consumption is ensured

On October 13, a meeting under the chairmanship of the President of the Republic of Uzbekistan Shavkat Mirziyoyev was held on the issues of uninterrupted provision of the population, industrial and social facilities with natural gas, electricity, elimination of debts for their consumption, and practical measures that are taken in this direction. The reports of the heads of the Bureau of Forced Execution under the General Prosecutor’s Office of the Republic of Uzbekistan and relevant responsible persons were heard on these issues.

The meeting was attended by Deputy Prime Minister, Prosecutor General of the Republic of Uzbekistan, heads of “Uzbekenergo” and “Uztransgaz” companies, representatives of responsible departments.

Particular attention was paid to the state and problems of uninterrupted provision of the population, production facilities and social institutions with natural gas and electricity, making payments on them.

Mistakes and shortcomings in the activities of “Uzbekenergo” and “Uztransgaz” companies, problems related to strengthening payment discipline, preventing illegal use of energy resources, reducing receivables hampered the consistent implementation of tasks and achievement of goals set for the industry. The lack of effective measures against consumers who did not fulfill contractual obligations, delaying activities on implementation of an automated system of accounting and control led to a sharp increase in debt, theft and evasion of payment for consumed energy.

According to the Decree of the Head of our state Shavkat Mirziyoyev “On measures of further strengthening payment discipline in the sphere of supply and consumption of electric power and natural gas, as well as on radical improvement of the executive enforcement system” of May 29, 2017, activities in the sphere are being radically improved. Bureau of Forced Execution has been established under the General Prosecutor’s Office of the Republic of Uzbekistan.

The main tasks of the Bureau are a sharp reduction in arrears for energy resources, prevention of illegal connections to electricity and gas supply networks, ensuring unconditional execution of judicial acts and acts of other bodies. In accordance with the decree, the tasks and powers of the abolished Judicial department under the Ministry of Justice were transferred to the Bureau. Now forced execution of judicial acts and acts of other bodies is carried out by state executors of the Bureau.

As a result of consistent reforms at the initiative of the President of our country and activities of the Bureau of Forced Execution, 5 trillion 400 billion sums (currency rates of CB RU from 16.10.2017, 1$= 8052.08 soums) of debts were collected in June-September of this year, including 3 trillion 400 billion sums for electricity, 2 trillion sums for natural gas.

The results are also achieved due to the outreach work with individuals and legal entities. Over the past period, 182 violations were revealed, which could inflict damage to the State budget in the amount of 171 billion sums, corresponding measures were taken.

However, there are many problems in the sphere that are awaiting solution. Their reason is the lack of initiative in issues of introduction of new methods of work in the system of “Uzbekenergo” and “Uztransgaz”, weak control and management, the allowed theft facts.

Shavkat Mirziyoyev noted that taking into account the negative influence of negligence and outdated approaches of the heads of some spheres to preparation and conduction of autumn/winter season for the development of the country’s economy and the growth of the well-being of the population, it is necessary to take appropriate measures in time on eradicating such cases and introduce new methods of organizing activities.

At the meeting, which was held in the spirit of critical analysis, issues related to the activities of the Bureau of Forced Execution, collection of debts, disclosure of offenses, ensuring the execution of judicial acts, organizational and legal measures were considered.

The Head of our state gave instructions on further improvement of activities of the Bureau of Forced Execution, broad introduction of modern information and communication technologies, expansion of interaction with officials of the industry and makhalla activists.

Double corridor system to be introduced in Uzbek airports

Uzbekistan plans to introduce a double corridor system at international airports from 1 January 2018.

The Government of Uzbekistan issued a resolution “On approval of the Regulations on application of double corridor system at checkpoints across the customs border of the Republic of Uzbekistan”.

According to the document, the system of double corridor will be introduced at automobile and railway checkpoints through customs border of Uzbekistan from 1 January 2021.

From 1 January 2018, “green” and “red” corridors for passengers to choose how to declare goods will be created in airports across Uzbekistan.

The document underlined that individuals crossing the customs border can choose the “green” or “red” corridor for customs operations as a form of declaring goods for non-commercial purposes.

The resolution said that at least one “green” corridor and at least one “red” corridor must be created at the place of arrival or departure from the customs territory. At the same time, their number will depend on the volume of passenger traffic and available opportunities.

In the “green” corridor, individuals can declare goods verbally. Passage through the “green” corridor is considered as an application to the customs authority that the person does not have goods subject to written declaration.

The document said that it is prohibited to move prohibited goods via green corridor. The customs officers can carry out customs control against a person, if there are suspicions or information on transportation of prohibited goods.

Individuals, choosing the “red” corridor, in line with the set rules, fill the customs declaration. If individual fails to declare goods in the customs declaration, the person will be brought to responsibility in accordance with the legislation of Uzbekistan.

The document said that general rules of customs clearance, set by the law, will be applied if the individual moves goods for industrial or commercial use.

Delegation of Uzbekistan to pay official visit to Iran

A government delegation of Uzbekistan led by Foreign Minister Abdulaziz Kamilov will pay an official visit to Iran on 16-18 October 2017.

The delegation of Uzbekistan will hold meetings and negotiations with Iranian President Hassan Rouhani, Vice President Suren Sattari, Foreign Minister Mohammad Javad Zarif, as well as heads of other state structures of Iran.

The delegation of Uzbekistan will also take part in the Uzbek-Iranian business forum and hold talks with prospective partners.
