President of Uzbekistan received the Chairman of the Senate of Kazakhstan’s parliament

On September 27, President of the Republic of Uzbekistan Shavkat Mirziyoyev received a delegation of the Republic of Kazakhstan led by the Chairman of the Senate of the Parliament of this country Kasym-Zhomart Tokayev.

The Head of our state emphasized that the arrival of a representative delegation of Kazakhstan’s parliament in Uzbekistan and the results of fruitful negotiations in both chambers of the Oliy Majlis are the evidence of strengthening bilateral relations.

It was noted that the state visits of the leaders of the two countries to Kazakhstan in March this year and to Uzbekistan this month, as well as their regular and trustful dialogue, allowed to raise multifaceted relations between Uzbekistan and Kazakhstan to a qualitatively new level, filling them with concrete content.

This is evidenced by intensive contacts at various levels, dynamic growth in volumes and diversification of the nomenclature of mutual trade, the launching of symbolic investment projects in the energy and engineering industries, expansion of cooperation in the field of road, rail and aviation communications.

Mutual visits are held and partnership between border regions are strengthened, joint business, cultural and humanitarian events are held in the two countries.

At the meeting, special attention was paid to issues of further intensification of inter-parliamentary interaction, including within the framework of international and regional structures.

The important role of parliaments in ensuring the implementation of bilateral agreements and arrangements reached during the visits at the highest level, as well as in promotion of promising projects and programs of mutually beneficial partnership was emphasized.

Regular meetings of existing friendship and cooperation groups, establishment of close working relations between the profile committees of the parliaments of Uzbekistan and Kazakhstan are supported.

The distinguished guest, expressing deep gratitude to the President of our country Shavkat Mirziyoyev for the warm and meaningful meeting, conveyed sincere greetings and best wishes of the President of the Republic of Kazakhstan Nursultan Nazarbayev.

Kasym-Zhomart Tokayev reassured that the Parliament of the Republic of Kazakhstan is ready for active and large-scale cooperation with Uzbekistan in order to further strengthen bilateral relations of friendship and strategic partnership.

A unique project on laying walnut groves on an area of 30,000 hectares has been launched in mountainous regions of Uzbekistan.

The Presidential Resolution on the establishment of the Association of Walnut Producers and Exporters of June, 1, 2017, was an important guide to action in terms of stimulation and further enhancement of efficiency of rainfed lands, and scale up of volumes of walnut harvesting.

“Our team is conducting scientific research on how to expand planting and harvesting of walnuts, almonds and some fruit trees”, says the Director of the Bostanlyk Mountain Piloting Station Karimjon Abdullayev. “We are focused on the breeding of fertile tree species resistant to diseases and adapted to the local climate, and design of modern high-tech agricultural machinery. Over the past few years, we have created more than 30 species of the fruit trees adapted to mountainous areas. As part of preparations for the next year, we have embarked on seeding the walnut tree.”

Mountainous areas of our country are favorable for the cultivation of walnut, almond, pistachio trees. They yield rich harvests in the Samarkand, Navoi, Kashkadarya, Surkhandarya, Tashkent regions and in the Ferghana Valley.

The Bostanlyk Mountain Piloting Station grows 15 selected varieties of walnut obtained by the interbreeding method. This spring, seedlings of nut varieties ‘Uzbekiston Tezpishar’ and ‘Ideal’ were delivered to the customers. Another 4,000 seedlings of local varieties are ready for planting in autumn.

The walnut tree and its fruits are useful in any form. Its leaves and green peel, shell and nut kernel are widely used in medicine. Rich in iron, phosphorus, copper, fats and proteins, walnuts improve digestion, give strength, normalize the activity of the nervous system.

The demand for this tasty and useful product is high both domestically and abroad. Therefore, the regions pay close attention to the expansion of walnut plantations. For example, the farmer association ‘Khisor’ of the Yakkabog district of the Kashkadarya region laid a walnut grove on an area of 5,000 hectares. The Yamin-Yashin Farm grows walnut seedlings on an area of 20 hectares. Owing to the initiatives of enthusiasts on laying walnut plantations in private economies, walnut groves now occupy more than 300 hectares.

“The cultivation of a broad variety of crops expands from year to year”, said Abdumutal Sulaimonov, the department head at the Andijan Regional Administration of Agriculture and Water Management. “Our region keeps focused on the establishment of intensive gardens and walnut groves. This year, we have laid new walnut plantations on an area of 50 hectares. We continue works in the fall too. Next spring, we expect that our walnut groves will occupy more than 500 hectares.”

Uzbekistan and US sign contract for supply of uranium

Uzbekistan and the United States signed a contract for the supply of uranium, the Minister of Foreign Trade of Uzbekistan Elyor Ganiev stated on 27 September.

According to him, the contract for the supply of uranium from Uzbekistan to the United States was signed for 7 years. Total amount of the contract exceeds US$300 million, Ganiev noted. He said that the contract was signed with Nukem.

The Minister underlined that the parties will work on quotes for uranium. At the same time, he added that the agreement was signed on very favorable terms, much more profitable than signed by some countries-suppliers of uranium concentrate.

Uzbekistan plans to obtain sovereign credit rating

The Government of Uzbekistan starts work on obtaining a sovereign credit rating, the Deputy Prime Minister of Uzbekistan Jamshid Kuchkorov stated.

Jamshid Kuchkorov noted that soon a decision of the President of Uzbekistan on obtaining a sovereign rating will be adopted.

He added that Uzbekistan is now at the initial stage of obtaining the sovereign credit rating. According to him, Uzbekistan can attract Citibank as a consultant or a consortium of banks. The decision on this will be adopted in near future, Kuchkorov said.

The Deputy Prime Minister of Uzbekistan said that a sovereign rating is needed to determine a kind of benchmark. He added that after receiving a sovereign rating, large companies and banks of Uzbekistan will be able to get ratings and raise funds in the market.

Kuchkorov stressed that the sovereign rating is a good mechanism for attracting funds and one of the ways to diversify sources of raising funds from abroad.

US Eximbank is ready to finance projects in Uzbekistan

Export-Import Bank of the United States of America (US Eximbank) expressed its readiness to finance projects in Uzbekistan, the Chairman of the Board of the National Bank for Foreign Economic Affairs of the Republic of Uzbekistan Sukhrob Holmuradov said on 27 September.

According to him, negotiations with representatives of the US Eximbank were held during the visit of the President of Uzbekistan Shavkat Mirziyoyev to the United States.

Sukhrob Holmuradov noted that representatives of the US Eximbank highly rated ongoing reforms in Uzbekistan. He added that the parties agreed to resume cooperation.

The head of the NBU said that in an official letter, the US Eximbank confirmed its readiness to cooperate with Uzbekistan in financing projects.

He added that the US bank can take part in provide loans to Uzbekistan to finance purchase of Boeing aircrafts and other technological equipment.

Publishing industry gets a boost

The President of Uzbekistan has granted certain benefits to bookshops, publishing houses and printing companies.

In particular, the head of state released the business entities, the share of book trade in the trade turnover of which exceeds 70%, from single tax payment by January 1, 2020. However, in order to receive this benefit, they should have the status of a corporate entity. All entities of this kind will be classified as a separate direction of statistical accounting.

Another important advantage is that from now and on, commercial banks will allocate preferential loans to specialized bookshops, publishing houses and printing companies, at a rate not exceeding the annual refinancing rate of the Central Bank. The loans are intended for strengthening the logistical capacity, refill of the working capital, and construction of new bookstores.

In addition, the head of state assigned provincial municipalities and Tashkent administration to allocate idle objects of public property to entrepreneurs free of charge for the establishment of specialized bookstores.

All these measures are stipulated by the program of integrated measures, which was approved by the President to catalyze the publishing industry and distribution of book products, and revitalize the culture of reading.

The document also envisages the establishment of the production of eReader electronic training devices in Uzbekistan. As designed by the developers, the cheap devices will be affordable for schools, colleges, lyceums and universities, also through the mechanisms of concessional lending for educational institutions. They will be available for downloading various textbooks and other literature.

The program legislatively enacts the state order for the book production, the development of specific mechanisms of translation of the best works of world literature into Uzbek, as well as the measures to further expand the publication of scientific and technical literature, fiction, encyclopedias and reference books in various directions in the Uzbek language and in Latin graphics.

Among its other interesting areas is The organization of review competitions like ‘The Top School of Book Amateurs’, ‘The Top Mahalla of Book Amateurs’, ‘The Top Family of Book Amateurs’ and ‘The Most Active Librarian’.

International cooperation

Meeting with the delegation of Afghanistan

On September 25-26, 2017, meeting with the delegation of the Islamic Republic of Afghanistan was held at the Ministry of Foreign Affairs of the Republic of Uzbekistan. The delegation, led by the head of department for external relations and regional cooperation of the Office of National Security Council Mohammad Qasim Ludin, arrived in our country on a working visit.

The delegation includes representatives of the Office of the Special Representative of the President of Afghanistan on cooperation with the CIS countries, ministries of Trade and Industry, Justice, Foreign Affairs, Independent Bureau of Civil Aviation.

At the meeting, the sides discussed the working issues related to practical implementation of the agreements reached during Uzbekistan – Afghanistan high-level contacts.

Views were exchanged on the drafts of intergovernmental agreements that are currently under consideration.

The Ambassador of Afghanistan Sayed Shahabuddin Timori took part at the meeting.

Meeting with the Ambassador of Germany

On September 27, 2017 Minister of Foreign Affairs of the Republic of Uzbekistan Abdulaziz Kamilov received the newly appointed Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany Günter Overfeld.

The Ambassador handed over copies of his credentials.

During the conversation, the state and prospects of further development of cooperation between Uzbekistan and Germany, including in “Uzbekistan – EU” format, within the framework of international and regional organizations were discussed.

The sides exchanged views on terms and program of the visit of the governmental delegation of Uzbekistan to Germany in November, the schedule of other upcoming bilateral contacts at various levels.

Patriarch Kirill to visit Uzbekistan

From 29 September to 2 October 2017, the Patriarch of Moscow and All Russia Kirill will visit Uzbekistan in connection with the 145th anniversary of the beginning of active church life in the Tashkent diocese.

During the visit to Uzbekistan, Patriarch Kirill will visit temples of the diocese in Tashkent, Samarkand and Bukhara. He will also get acquainted with the development of diocesan life in Uzbekistan.

On 1 October 2017, Patriarch Kirill will consecrate the Uspensky Cathedral in Tashkent.

Patriarch Kirill will also hold meetings with representatives of the highest state power of the Republic of Uzbekistan and with the leadership of the Spiritual Board of Muslims of the country.
