As previously reported, on September 5-6, the President of the Republic of Uzbekistan Shavkat Mirziyoyev visited Kyrgyzstan with a state visit at the invitation of the President of the Kyrgyz Republic Almazbek Atambayev. 

On September 5, at meeting of the President of Uzbekistan Shavkat Mirziyoyev and the President of Kyrgyzstan Almazbek Atambayev at the Ala-Archa residence, issues of expanding relations between our countries in all spheres and prospects of further cooperation were discussed. 

During the dialogue, mutual interest was expressed in implementation of “Uzbekistan – Kyrgyzstan – China” railway project in a short time. It was noted that implementation of this project will contribute to the growth of domestic trade and increase the attractiveness of Central Asia as an advantageous transit link in the “East-West” direction. 

The importance of creating “Uzbekistan – Kyrgyzstan – China” new automobile corridor, which will serve to expansion of mutually beneficial relations between the states and in the region as a whole to a significant extent, as well as an additional impulse to their economic development was emphasized. 

Over the past period of 2017, the trade turnover between our countries has increased by 60 percent and amounted to 150 million dollars. During the negotiations, possibility of increasing this figure to 500 million dollars in the coming years was noted. 

As a result of the visit, the Presidents signed the Joint Statement between the Republic of Uzbekistan and the Kyrgyz Republic and the Agreement on Uzbek-Kyrgyz state border. 

Uzbek and Kyrgyz people have lived in peace and harmony since ancient times. We will direct all our capabilities and potential for creating favorable conditions for further development of bilateral relations based on close fraternal ties of our people, said the head of our state. 

The agreement on cooperation in trade and economic, cultural and humanitarian spheres, signed between the cities of Andijan and Osh, is of historic importance. 

The agreement on cooperation between the Chambers of Commerce and Industry of the two countries became an important step for the mutual exchange of experience of the sphere representatives. Within the framework of the visit, a group of businessmen of our country took part in the business forum held in Bishkek. They also have acquired reliable partners along with acquaintance with conditions created for the activities of business representatives in Kyrgyzstan. 

Businessmen of the two states should carry out constant direct contacts without any barriers and obstacles. We will create all conditions and opportunities for their effective cooperation. The steps taken in this direction will definitely bear fruit, emphasized Shavkat Mirziyoyev. 

In turn, Almazbek Atambayev noted that the state visit of the President of Uzbekistan is a historic event that opened new perspectives and horizons in friendly relations between the two states, is of great importance in solving many current issues, marked the beginning of a new era, a new stage in relations of our fraternal people. 

Memorandum on inter-parliamentary cooperation was fixed by practical actions on the second day of the visit. 

The head of our state received the chairman of the Jokorgu Kenesh of the Kyrgyz Republic Chynybai Tursunbekov at the residence allocated for him. 

We highly value the centuries-old friendship and cooperation between our people. Development of cooperation between Uzbekistan and Kyrgyzstan, based on mutual respect and trust, is one of the important directions of our foreign policy, said Shavkat Mirziyoyev. 

Today, Uzbek-Kyrgyz relations are reaching a new level in all areas of cooperation. A striking example of this is the signing of the Agreement on Uzbek-Kyrgyz state border during the state visit of the President of our country Shavkat Mirziyoyev. Now the two countries’ parliaments are faced with the task of ratifying and strengthening legal foundations of this historic document. 

A parliamentary group has been established under the Oliy Majlis of the Republic of Uzbekistan for further strengthening friendly relations between our countries. 

The head of our state invited the chairman of the Jokorgu Kenesh of the Kyrgyz Republic to visit Uzbekistan for getting familiar with the reforms that are being implemented in our country, strengthening cooperation and exchanging experience. 

In addition, the signed important documents have become a logical continuation of relations of the two states based on traditional friendship and harmony in trade, economic, cultural, humanitarian and other spheres. 

Then the President of our country Shavkat Mirziyoyev received the Prime Minister of the Kyrgyz Republic Sapar Isakov and congratulated him on his appointment to this responsible state post. 

I wish you success in this responsible post and hope that you will make every effort to effectively implement the agreements reached between our countries, said the head of our state. 

Sapar Isakov noted that the state visit of Shavkat Mirziyoyev to Kyrgyzstan has opened a new stage in mutually beneficial cooperation of our states. 

At the meeting, the sides expressed confidence that the agreements reached and concluded as the result of the visit will contribute to the comprehensive strengthening of historically friendly and good-neighborly relations between our people. 

Within the framework of the visit, a Memorandum of understanding was signed between the Government of the Republic of Uzbekistan and the Government of the Kyrgyz Republic on organization of the Council of khokims of the border regions of the Republic of Uzbekistan and authorized representatives of the Government of the Kyrgyz Republic in the border regions. 

At the end of the visit, the President of the Republic of Uzbekistan Shavkat Mirziyoyev expressed his gratitude to the President of the Kyrgyz Republic Almazbek Atambayev for the warm welcome and hospitality and invited him to pay a state visit to Uzbekistan. 

Thereupon, the state visit of the President of the Republic of Uzbekistan Shavkat Mirziyoyev to Kyrgyzstan ended. The President of Kyrgyzstan Almazbek Atambayev has seen off the President of Uzbekistan Shavkat Mirziyoyev at “Manas” international airport.

Mirzo Ulugbek Innovation Center starts to register residents

 Innovation center to support of development and implementation of information technologies “Mirzo Ulugbek Innovation Center” started to accept applications from legal entities and launched its official website - www.muic.uz.

The applications from legal entities will be accepted online via the official website of the Innovation Center in accordance with the regulation of the Innovation Center for support of development and introduction of information technologies ‘Mirzo Ulugbek Innovation Center’. Also, legal entities can submit their applications personally or via mail.

Legal entities, regardless of their place of state registration in the territory of Uzbekistan, can apply to receive the status of resident of the Innovation Center.

Interested legal persons will be able to find information about Mirzo Ulugbek Innovation Center, requirements, rights and obligations of residents on the official website.

Directorate of Mirzo Ulugbek Innovation Center will also regularly provide information on registered residents and events of the Innovation Center on its site.

Mirzo Ulugbek Innovation Center was created in line with the presidential decree and on principle of extraterritoriality and operate within all territory of Uzbekistan with accommodation of its residents throughout the country.

The Center is created to create favorable conditions for formation and active development of high-tech industries based on the use of ICT, further deepening the integration of science, education and production in this industry.

President of Uzbekistan granted a number of privileges and preferences to the participants of the Innovation Center for support of development and implementation of information technologies “Mirzo Ulugbek Innovation Center”. In particular, the residents of the center are exempted from paying taxes and compulsory payments till 1 January 2028.

Employees of the residents of the Innovation Center will pay personal income tax at the rate of 7.5% and insurance premiums of citizens to off-budget Pension Fund at the rate of 4.5%.

The cooperation based on friendship and mutual trust

As previously reported, on September 5, the President of the Republic of Uzbekistan Shavkat Mirziyoyev arrived in Kyrgyzstan with a state visit at the invitation of the President of the Kyrgyz Republic Almazbek Atambayev.

The official meeting was held at “Manas” international airport. The President of the Kyrgyz Republic Almazbek Atambayev met the head of our state. The national flags of the two countries were raised and a guard of honor was lined up at the airport in honor of the honored guest.

National anthems of Uzbekistan and Kyrgyzstan has sounded. The heads of the states passed the guard of honor.

Recently, traditional cooperation between Uzbekistan and Kyrgyzstan has been enriched with new content, interrelationship has been significantly intensified. The meetings of the heads of the states at the highest level and visits of delegations at the level of governments and regions were held.

Our people have lived side by side on the banks of one river since ancient times. We have a common history, similar cultural and religious values, traditions and customs. As the well-known writer Chingiz Aitmatov said, “our people share one blood, one language”.

At the Ala-Archa residence in Bishkek, the meeting of the heads of the two states in a narrow format was held. The sides discussed prospects of further expansion and deepening of cooperation in political, trade, economic, transport, communication, cultural, humanitarian and other spheres, issues of intensification of cooperation between the border regions of the two countries, as well as current regional and international problems of mutual interest.

The President of our country expressed gratitude to the President of the Kyrgyz Republic for the sincere reception and special respect shown to the delegation of Uzbekistan.

We highly appreciate historical fraternal and good-neighborly relations between our people. This serves as a solid basis for strengthening cooperation between our states, said the head of our state.

Almazbek Atambayev, welcoming Shavkat Mirziyoyev who arrived in Kyrgyzstan with a state visit, noted that this is a logical continuation of the dialogue between our states at the highest level, a convenient opportunity for discussing issues of mutual interest, emphasized the consistent development of mutually beneficial cooperation between the two states in all spheres.

The meeting of the Presidents of Uzbekistan and Kyrgyzstan continued with participation of official delegations.

During the meetings, current issues of bilateral and multilateral cooperation were discussed. Views were exchanged on further development of relations in political, trade and economic, investment, cultural and humanitarian spheres.

The Central Asian region has a priority in the foreign policy of Uzbekistan. The visit of the President of Kyrgyzstan Almazbek Atambayev last December to Samarkand served as a starting point for the current negotiations, which were continued in the spirit of Samarkand meeting.

Over the past period of 2017, the trade turnover between our countries has increased by 60 percent.

At the meeting, the Presidents agreed also on the rational use of water resources in accordance with the common interests of our states.

At the previous meetings, the heads of the two states discussed issues of development of effective transport communications in the region, construction of a railway through the territory of Kyrgyzstan, which will allow to shorten the route to China. This time, an agreement was reached on accelerating the creation of a legal framework for cooperation in this direction.

In a short time, relations between our regions have become stronger. Confirmation of this is the visits of representatives of Batkent, Jalalabad, Osh regions to Andijan, the delegation of Uzbekistan to Osh.

The President of our country proposed creation of a Council of khokims in the border areas in order to consistently fulfill the reached agreements.

Special attention is paid to strengthening and expanding close cooperation in cultural and humanitarian sphere, friendship and good-neighborly relations between the two states. In this regard, it is worth noting the successful tour of the Osh State Academic Uzbek Music and Drama Theater named after Zahiriddin Muhammad Babur in Fergana Valley in February this year, and in June – the collective of the Uzbek State Music Theater named after Mukimi in Osh, Uzgen, Aravan, Navkat, Karasu, Jalalabad.

A secondary school that is being built with the assistance of Uzbekistan in Osh is also a vivid example of friendship of our people. This school will be provided with modern educational equipment and supplies, textbooks, literature.

In October this year it was decided to hold Days of Culture of Uzbekistan in Kyrgyzstan, and in 2018 – Days of Culture of Kyrgyzstan in Uzbekistan.

Representatives of Kyrgyzstan took the second place at the recently held “Sharq taronalari” International Music Festival in Samarkand.

Today there are about 300 thousand of our compatriots of Kyrgyz nationality in Uzbekistan. All conditions have been created for the development of their culture, language, traditions and customs. There are 6 Kyrgyz national cultural centers, education in 56 schools is conducted in the Kyrgyz language.

The negotiations clearly demonstrated the consistent development of bilateral relations and broad prospects for strengthening cooperation in priority areas.

As a result of negotiations, Shavkat Mirziyoyev and Almazbek Atambayev signed the Joint Statement, the Agreement on Uzbek-Kyrgyz state border. Intergovernmental agreements on trade and economic, cultural and humanitarian cooperation between the cities of Andijan and Osh, Tashkent and Bishkek, cooperation between the chambers of commerce and industry of the two countries, cooperation and mutual assistance on the issues of compliance with tax legislation, cooperation between the regions, agreements on scientific and technical cooperation in the sphere of higher education, Plan for joint activities on further deepening and expanding cooperation between the border regions of the Republic of Uzbekistan and the Kyrgyz Republic for 2017-2019, Memorandum on Inter-parliamentary Cooperation and other important documents were also signed.

 At the meeting with mass media representatives, Shavkat Mirziyoyev and Almazbek Atambayev noted that the negotiations were held in an atmosphere of mutual respect, trust and constructiveness and that the achieved historic agreements will raise the level of cooperation between our countries to a qualitatively new level.

“O’ZBEGIM” TRADITIONAL CULTURE FESTIVAL TO BE HELD IN TASHKENT

On 8 September 2017, a traditional culture festival “O’zbegim” will be held in the center of Tashkent.

As part of the festival, Uzbekistan’s leading cook plan to set a Guinness record for cooking the world’s largest pilaf. It should be noted that the organizers plan to cook 8 tonnes of pilaf .

The program of the festival will include master classes in applied arts, there will be performances of rope-walkers, a gastronomic fair, a Tandyr show, a fashion show, a concert of Uzbek pop stars and a fair of applied arts.
