The Russian holding company Eurocement Group plans to build a new cement plant on the territory of Angren Free Economic Zone

The project implies the construction of a new plant with a capacity of 6.2 thousand tons of clinker per day or 2.4 million tons of cement per year. It will be a modern enterprise that produces products in a dry way, which will save 35-45% of natural gas. It provides for the introduction of energy-efficient equipment up to the use of waste gases for electricity generation.

Today Eurocement Group is holding a tender for the selection of the general contractor for the construction of the plant. It involves Chinese, German and Turkish companies. The plans are to start production by the end of 2018.

This initiative is under the special control of the government of the republic. In particular, Shavkat Mirziyoyev, who visited Angren on July 21, commissioned the prompt decision of the President on measures to build a new plant, and the first deputy prime minister of Uzbekistan to provide all-round assistance on all issues of the active phase of construction.

At present, there are five large cement plants in the country: "Kyzylkumcement", "Akhangarancement", "Kuvasaycement", "Bekabadcement", Jizzakh cement plant, and a number of small enterprises. Their total capacity exceeds 8.5 million tons of products per year.

Recently, in the Bulakbashi district of the Andijan region, together with Chinese investors, a project began for the construction of a new cement plant with a capacity of 1.2 million tons of portland cement per year. In total, in the next five years, Uzbekistan plans to increase cement output twice, to reach 17 million tons a year.

Economy to Be Calculated under New Rules

The President of Uzbekistan Shavkat Mirziyoyev has approved a number of measures to improve the activities of the State Statistics Committee.

The head of state identified seven main directions of perfecting the work of statistical bodies. Thus, for example, the work on ensuring the completeness and reliability of the statistical data, which makes it possible to objectively assess the level of development of industries and spheres of economy of the republic and regions is not organized at a proper level.

In addition, the mechanisms of informing the broad circles of the foreign business and the international community about the results of the economic reforms carried out in the republic through the publication of statistical data in international publications are poorly used.

At the same time, the organizational and staff structure of the state statistics bodies does not allow to effectively organize activities to increase the availability, transparency and openness of statistical information.

One of the most significant problems is the lack of modern interactive services to provide statistical information. It does not allow for interactive verification of the accuracy of reports and advise citizens on the issues of their filling, to carry out early prevention of violations in this area.

To change the situation, Mirziyoyev signed the Program of Measures to radically improve the efficiency of the organization of statistical work, to improve the quality of statistical information and the system of its dissemination for 2017-2021.

Among its key aspects is the integration of the national statistical system into the international one, ensuring the possibility of comparability of the indices of development of industries, spheres of economics and regions, the introduction of improved methods for calculating indicators in accordance with the recommendations of international organizations.

It is also planned to automate as much as possible the processes of collecting, processing and providing statistical data based on the introduction of modern improved technologies and methods, simplifying the forms of statistical reporting, and radically expanding the use of the functionality of information and communication technologies in the industry.

The head of state instructed to further improve the reliability of the data provided before the end of September to introduce an improved procedure for conducting an in-depth analysis of statistical information with the identification of non-conformities and their prompt elimination together with business entities.

Another interesting innovation - the modernization of the official website of the State Statistics Committee on the subject of accessibility, transparency and openness of the statistical data with the ability to accommodate demand for users of information, analysis and reporting, data visualization in the various sections, the possibility of rapid dialogue with users in an online consultant mode.

In addition, a number of ministries in cooperation with the Central Bank shall develop and submit for approval of the government measures to enhance cooperation with leading international financial institutions for the purpose of placement in international publications of statistical data and other information about the country.

Direction for the training of professional staff was indicated specially. The head of state ordered by the end of August to prepare the Program for the Advanced Training of Employees of the System of State Statistics for 2017-2018.

Perhaps the main positive aspect for business will be the forthcoming reduction of statistical reporting forms. The President agreed with the relevant proposal of the State Statistics Committee and the Ministry of Economy and approved a list of abridged forms of state statistical reporting from the second half of 2017.

On upcoming meetings of Uzbek-Kyrgyz intergovernmental commissions

On August 16, 2017, the delegation of the Republic of Uzbekistan headed by the Prime Minister Abdulla Aripov will pay a working visit to the Kyrgyz Republic.

In Bishkek, the delegation of Uzbekistan will participate in the upcoming meetings of Uzbek-Kyrgyz intergovernmental commissions on bilateral cooperation, and on the delimitation and demarcation of the state border.

The co-chairman of the Kyrgyz part of the intergovernmental commissions is the Prime Minister of the Kyrgyz Republic Sooronbay Jeenbekov.

It is planned to discuss topical issues of development of relations between Uzbekistan and Kyrgyzstan.

Uzbek Cinema Goes Global

The Resolution of President Shavkat Mirziyoyev has approved the Program of Measures for the Further Development of the National Cinematography.

It defines the updated structures of the central apparatus of the National Agency Uzbekkino and its regional units (including the agency Korakalpokkino), as well as the Creative Union of Cinematographers of Uzbekistan.

For Uzbekkino, the forecast indicators of the production volumes of the creation of the national film production are established by the state order.

In particular, since 2020, the country will 30 full-length feature films, 30 of 60 parts of documentary, popular science, educational and methodical films, film almanacs and newsreels, 50 cartoons. To a proper level, shooting of short films created by young filmmakers in a total volume of 10 hours and children's humorous newsreels, as well as restoration, restoration and copying of the best works of national cinematography in modern format will be put to the proper level.

To promote the world market and display at the festivals of films produced on the basis of state orders, they will be supplied with subtitles and duplicated in foreign languages.

For the development of national cinematography and the support of young cinematographers under Uzbekkino, the National Cinematography Development Fund is being created. Its sources will be funds from the film distribution of films released under state orders and through the fund, mandatory deductions of 10% of funds coming from commercial ads placed during the screening of such films, income from the placement of temporarily idle funds in the form of bank deposits and other forms, as well as activities related to the agency's running of film and other cultural and social events et cetera.

The resolution approved the opening of regional cultural and entertainment complexes with Uzbekkino, which includes small film studios and cinemas of a new format in Karakalpakstan and regions using the youth centers, premises of culture and leisure of the population, lyceums and colleges in the country.

From next year, at the expense of the fund, it is planned to conduct courses of in-service training and retraining of cadres in the field of cinematography, as well as schools of skill with the participation of famous filmmakers. In addition, young, talented and promising filmmakers will be trained in foreign educational institutions.

State Unitary Enterprise "Respublika Kinofondi" with January 1, 2020, should go on self-financing.
