On August 9, a videoconference under the chairmanship of the President of the Republic of Uzbekistan Shavkat Mirziyoyev was held in Tashkent. It was devoted to the execution of tasks over the past 7 months of this year and achievement of the goals outlined in the Action Strategy for the development of our country, in renewal of all spheres of the state and society life, liberalization of the economy and creation of decent living conditions for the population, as well as during the dialogues of the head of our state with people at places.

It was attended by the heads of the chambers of the Oliy Majlis of the Republic of Uzbekistan, the Prime Minister and his deputies, heads of ministries and departments. Chairman of the Jokargy Kenes of the Republic of Karakalpakstan, khokims of the regions and the city of Tashkent, the districts, responsible persons of industries took part in the event through a videoconference.

Shavkat Mirziyoyev noted that more than 20 laws of the Republic of Uzbekistan, 180 decrees and 450 resolutions of the President of the country aimed at development of the country have been adopted over the past period. This process is continuing and it is necessary to increase responsibility of the leaders of all levels for ensuring the execution of these normative-legal acts in practice.

As the head of our state emphasized, meetings with the population held at places, reports of the Prime Minister and his deputies, ministers, heads of industries and khokims show that shortcomings and problems in the regions have not yet been completely eliminated.

One of the main reasons of this is that effective interaction between the central and local authorities and the lower level that are the main executor, is still not ensured. Most of the responsible persons are limited only to solving specific obvious problems or executing instructions from above, do not show initiative in comprehensive solution of problems.

Another reason is that, due to the lack of an appropriate coordination of official trips of representatives of central departments in the regions, most of them duplicate each other. Heads at places, who are forced to accompany representatives of the center are distracted from their immediate duties.

At the same time, due attention is not paid to a critical analysis of the real situation when assessing socio-economic reforms at places. When developing programs for socio-economic development of the regions, their specific features, raw materials, level of development and needs are not fully taken into account.

Along with this, the mechanisms of formation and distribution of the republican and local budgets, development and implementation of investment programs do not provide targeted and timely financing of priority projects.

Also in many organizations and institutions, only conduction of meetings and adoption of not carefully thought out decisions are observed instead of implementing the most important programs of socio-economic development. Time is spent on paperwork instead of dealing with practical matters.

In this regard, President Shavkat Mirziyoyev emphasized the need to drastically reduce the meetings held by the deputy Prime ministers, ministries and departments, economic associations and khokimiyats, excluding the practice of inviting heads of the state bodies, public organizations and other institutions that are not directly related to the issues under consideration.

Prime Minister A.Aripov and Prosecutor General I.Abdullayev are assigned the task of developing a resolution of the government on drastic reduction of meetings, paperwork, formalism and reporting, on wide use of modern information technologies in the exchange of data in the activities of the state bodies, special control over its implementation.

President Shavkat Mirziyoyev noted that a special working group for situation assessment at places has studied the situation in eight regions and had revealed a number of shortcomings and problems. In particular, provision of drinking water is unsatisfactory in some districts of Surkhandarya, Kashkadarya, Bukhara, Jizzakh and Navoi regions. It is necessary to repair the roof of multi-storey houses. The sewage system has failed and territories adjacent to houses are not being properly maintained.

The heat supply system is almost not working in all regional centers. Overhaul of power transmission networks and transformer points is delayed in most cities and districts. There is still a high demand for additional liquefied gas, gas cylinders and special vehicles for their transportation.

In the regions, activity on collection, transportation, processing, recycling of domestic wastes is not systematically organized.

President Shavkat Mirziyoyev noted that deputies of the Prime Minister, members of the government, heads of the state and economic management bodies, Chairman of the Council of Ministers of the Republic of Karakalpakstan, khokims of the regions, districts and cities should personally pay attention to problems and shortcomings at places.

As it was noted at the meeting, work on reduction of energy costs and unnecessary production costs is not properly conducted in “Uzdonmahsulot”, “Uzbekneftgaz”, “Uzkimyosanoat” enterprises and other industries. As a result, the profitability and competitiveness of products remain low, production volumes decreased by 645 billion sums at 63 large enterprises in the sphere of electrical engineering, light and chemical industries (currency rates of CB RU from 10.08.2017, 1$= 4126.45 sums).

Proceeding from this, the economic complex of the Cabinet of Ministers is entrusted with organizing a systemic solution of financial and economic problems at places. At the same time, it is necessary to unite efforts of the economic complex agencies at places, expand their participation and increase their sense of belonging to the regional development, in particular, organization of new enterprises and new workplaces, and thereby improve the living conditions of the population.

The head of our state gave instructions on establishment of an exemplary work of the economic complex in one area in all regions within two months and further ensuring the implementation of this practice in all cities and districts.

At the meeting, activities in the sphere of providing a spiritual atmosphere at places, which has a serious impact on the life of society and stable development of our country, were discussed.

It was noted that expected results are still not fully achieved despite the introduction of new methods of visiting each family and involving the general public in order to improve the spiritual atmosphere in all regions, in each makhalla and family. For example, juvenile delinquency has increased in Fergana region. In general, 129 crimes have been committed by minors in the region over the past 7 months. Facts of illegal religious home education of underage children were revealed in 10 cities and districts of the region.

Heads of the Women’s committee, the Ministry of public education, the Union of Youth of Uzbekistan, the “Nuroniy” foundation and makhallas are directly responsible for this.

A number of new mechanisms and methods are being introduced into the activities of local authorities according to the recently adopted resolution of the President of the Republic of Uzbekistan on priority measures of ensuring accelerated socio-economic development of the regions. In particular, the Prime Minister and his deputies are once again assigned to the territories. These leaders should coordinate activities of the state governing and economic management bodies, establish their interaction with local khokimiyats in order to effectively solve problems in the respective territories.

It is known that sectors on issues of complex development of the Republic of Karakalpakstan, regions and districts are organized. They are governed by khokims, heads of prosecutor’s offices, internal affairs and tax departments. Activities of these sectors are organized in sequence of “makhalla – district – region – republic”, their functions are defined.

The head of the sector, at least once every quarter, should visit each family on the territory assigned to him at the level of the makhalla, study and record the situation, the social environment, the attitude to the upbringing of children, measures and proposals on solving the identified problems.

It is necessary to prepare proposals on introducing unresolved on-site problems into the development program of the district, the region and the republic.

At the same time, based on the analysis of problems identified in makhallas, “road maps” on socio-economic development of the district should be developed and implemented.

It is necessary to develop “road maps” for socio-economic development of the Republic of Karakalpakstan, regions and the city of Tashkent according to problems identified in the districts and subject to solution at the regional level.

It is also necessary to analyze the effectiveness of implementation of the “road maps” of territories, develop state and territorial programs, introduce the system to the head of the state each quarter, at the level of the Cabinet of Ministers.

Another issue is that it is necessary to introduce a system of hearing reports of sector leaders at the meetings of the Jokargy Kenes of the Republic of Karakalpakstan, sessions of the regional, district and city Kengashes of people’s deputies. This will become an important factor for increasing their responsibility.

It is necessary to widely cover up the activities of sectors in the mass media, to inform the population about the results of their work. On this issue, the National Television and Radio Company of Uzbekistan and the National Information Agency of Uzbekistan were entrusted to create individual programs on central and local TV and radio channels, special headings in newspapers and magazines for covering up activities carried out by sectors at places.

President Shavkat Mirziyoyev drew attention of the meeting participants to the fact that the practice of conducting meetings on the results of each quarter at the country, regional and industrial scale became obsolete, and emphasized that there is a need to develop and introduce a new concept into practice.

At the same time, it is necessary to pay special attention to definition of concrete measures on addressing actual issues raised by citizens, business entities, the degree of influence of taken measures and results achieved on the quality of life of the population.

As the President of Uzbekistan noted, the focus of constant attention should be on the issue of increasing responsibility of the heads of the state governing and economic management bodies in complex development of territories, solving existing problems at places.

Proceeding from this, a proposal was made on establishment of a special commission for the introduction of a new mechanism on studying the state of development of the regions, sectors of the economy and the social sphere. In accordance with this, the Prime Minister and the Ministry of Economy and Finance are assigned the task on development of the concept for summing up the results of the socio-economic development of the country jointly with other responsible departments in a week.

New tasks for the renewal and development of our country, in particular, improvement of activities of the state bodies, first of all require dedication, initiative and strict discipline from all leaders, said Shavkat Mirziyoyev.

As the President stated, the issue of observance of discipline was studied in all regions, it was revealed that strict exactingness and control are not ensured at places, as a result of which discipline, including executive and labor discipline have significantly weakened in khokimiyats and departments. In particular, measures developed in almost all khokimiyats and subordinate institutions on organizing the implementation of governmental resolutions do not ensure full implementation of the outlined tasks.

In this regard, instructions were given on strengthening control over the strict observance of executive and labor discipline in state bodies, enterprises, organizations, increasing responsibility of managers who admit shortcomings, taking strict measures against those who did not draw the appropriate conclusions.

Henceforth exactingness, control, issues of study and discipline should be under even closer scrutiny. The results of activities of managers at all levels will be evaluated on the basis of these criteria.

President Shavkat Mirziyoyev emphasized that less than 5 months left until the end of the year, now the most important task of the heads of each level is to ensure timely and qualitative execution of all forecast and target indicators, programs and instructions scheduled for 9 months and in general for 2017, especially the instructions given during the trips to the regions.

Speakers of the meeting expressed confidence that the new system initiated by the President Shavkat Mirziyoyev on assessment of the results of socio-economic development of the country, strengthening discipline will increase the responsibility of managers to a new level, noted that all leaders, having drawn the appropriate conclusions from all that was mentioned at the meeting, will actively take measures on dynamic development of their industries or territories, not only for the current, but also for the medium and long term, which is important in unconditional execution of the assigned tasks.

Uzbekistan is launching a new single product brand UzAgro for export of all fruit and vegetable products produced in the republic

The specialists of the company also believe that the development of the brand will allow minimizing the costs that are currently hitting the pocket of Uzbek exporters: overproduction or insufficient production of various goods, spontaneous pricing, losses in high-risk markets when selecting potential partners, expensive logistics and high expenses for loan servicing, as well as many other factors.

An electric train started to run between Kokand and Andijan

On the eve of the greatest and dearest holiday – the 26th anniversary of the independence of our country, since August 8, an electric train started to run between the cities of Kokand, Margilan and Andijan.

In our country, special attention is paid to consistent development of rail transport, large-scale reforms and construction activities are being implemented in the industry, the volume of passenger and freight traffic is growing. The announcement of the first Sunday of August in accordance with the Decree of the President of the Republic of Uzbekistan Shavkat Mirziyoyev “On celebration of the Day of railway workers of the Republic of Uzbekistan” of August 2 of the current year, the Day of railway workers of the Republic of Uzbekistan became another practical embodiment of high importance attached to this sphere.

 

Measures are being taken on modernization of the railways network of our country, providing population with convenient, inexpensive and safe transportation services. Organization of the movement of electric trains between the major cities of Fergana valley became one of the important steps in this direction.

The head of our state during his trip to Fergana region on June 22-23 of this year gave instructions to the officials responsible for the organization of the electric train traffic between the cities of Kokand, Margilan and Andijan. In the past short time, a program was implemented on organization of an electric train traffic between Kokand and Andijan, in accordance with which necessary activities on arrangement and electrification of roads were conducted.

JSC “Uzbekiston temir yollari” (“Uzbekistan railways”) modernized 5 electric trains specially for this route. As a result, the interior and exterior of the rolling stock have completely changed. The trains are equipped with air conditioners and modern seats. It is planned to import 10 more electric trains from abroad. Each electric train consists of 6 wagons.

Experts note that trains running in test mode will reach their destination 40 minutes faster than cars. Trains move at a speed of 120 kilometers per hour, stop in Baghdad, Altyaryk districts, the city of Margilan, Kuva district and the city of Asakain the interval.

– Organization of the modern electric train movement between our cities has become a wonderful gift for the 26th anniversary of independence, – says Yorkinjon Kayumov from Kokand. – Great facilities are created for our people. Now there is no need for unnecessary waste of time. All this is an expression of high attention to ensuring human interests. We, the representatives of the older generation of Kokand, decided first of all to travel to Margilan and Andijan by train, get personally familiar with the reforms that are being implemented there.

Kyrgyz Ambassador: The Embassy Is Working in ‘Samarkand Spirit’

Of late, the media often find an assertion about the serious problems that have been accumulated among Central Asian countries, which are awaiting solution. But these issues, as the foreign minister of Uzbekistan A. Kamilov repeatedly noted, can be solved only on the basis of mutual recognition of interests. Uzbekistan is ready for such a dialogue.

Are our neighbors ready? We spoke about this with the Ambassador Extraordinary and Plenipotentiary of Kyrgyzstan Daniyar Sydykov, who in May this year formally began the duties of the head of the diplomatic mission.

- Mr. Ambassador, presenting his credentials to the President of Uzbekistan, you assured him of readiness to develop the friendly spirit set by our Presidents during their meeting in Uzbekistan. From what tasks do you plan to start your work in this direction?

- Indeed, the meeting of Presidents Shavkat Mirziyoyev and Almazbek Atambayev in Samarkand in December 2016 opened a new page in the relations between Kyrgyzstan and Uzbekistan. The talks were held in a constructive manner, following the visit by President Almazbek Atambayev, specific assignments were given to the relevant structures, including the Embassy, to work out the issues on consolidating the agreements that had been adopted to translate them into real affairs.

Therefore, answering your question, it would be more correct to say that the Embassy is actively working in the "Samarkand spirit." It is aimed at strengthening and expanding good-neighborly relations. And this is of course the solution of issues of a trade, economic, cultural and humanitarian character, including delimitation and demarcation of state borders. The head of Kyrgyzstan has been saying for many years that "it is necessary to change relations with neighboring states and that even if there is a border, our people should not feel it."

After the Samarkand meeting our Presidents met twice in Beijing and Astana, they produced the so-called reconciliation of hours. Inter-MFA cooperation is going through an active stage, regular meetings of the foreign ministers supervising the deputy foreign ministers, my meetings with my esteemed colleague, the Ambassador of Uzbekistan in Bishkek are taking place. Serious work is underway to inventory the bilateral legal framework. The parties understand the need to update and improve bilateral documents. Draft international agreements are being prepared for signing at the highest and highest levels.

The activities of the Embassy are primarily aimed at increasing trade turnover, establishing friendly contacts between representatives of border regions and representatives of scientific, business, creative, sports, tourist circles of the two countries. It is very important to participate in exhibitions, concerts, symposiums, sports competitions, cultural events. And in this context, the Embassy seeks to establish and strengthen their direct contacts.

In February 2018, our states will celebrate the 25th anniversary of the establishment of diplomatic relations. The Embassy plans to organize a number of events timed to coincide with the anniversary date, including the holding of the Days of Culture of Kyrgyzstan in Uzbekistan and the celebration of the 90th anniversary of the birth of Chingiz Aitmatov.

We attach great importance to the development of parliamentary ties, the issue of arranging the visit of Kyrgyz parliamentarians to Uzbekistan is under consideration.

Today, probably, the most favorable and informative period in the history of our bilateral relations.

As for me, then, of course, I will make maximum efforts to develop and strengthen cooperation between fraternal states. Accepting his credentials, the respected Shavkat Miromonovich said many warm words, expressed his good wishes, said that "the new ambassador will make a great contribution to the rapprochement of the two states."

- What exactly do you think should be done to enhance trade and economic relations?

- In 2016, the volume of mutual trade between the countries did not exceed $ 200 million. Of course, for the neighboring countries with the potential for development, this is very small. Therefore, the promotion of economic diplomacy to increase investment and business projects between entrepreneurs of Kyrgyzstan and Uzbekistan today is one of the priorities of the Embassy.

And, in this connection, returning to the solution of the initial tasks, I would like to note the concrete results from the moment of the Samarkand meeting.

On July 11 of this year, my meeting with the leadership of the State Statistics Committee of Uzbekistan took place, during which Mr. Begalov noted an increase in trade turnover between the Kyrgyz Republic and the Republic of Uzbekistan in the first quarter of 2017 1.5 times, compared to the same period last year. At the same time, with a noticeable increase in the volume of Kyrgyz exports to Uzbekistan.

Since 1996, the Joint Intergovernmental Commission on Trade-Economic and Cultural-Humanitarian Cooperation has been working. Seven meetings of the commission were held. Currently, the Embassy is actively working on the issue of holding the next IGC meeting in Cholpon-Ata, where joint efforts can determine new levels of trade and economic cooperation and outline priorities in the most important and significant areas.

July 12, 2017, in Tashkent, regular bilateral consultations of the aviation authorities of the Kyrgyz Republic and the Republic of Uzbekistan. The parties discussed the issues of opening an air service from potential points of the Republic of Uzbekistan to the international Issyk-Kul airport, accrediting representative offices of the designated Kyrgyz airlines in Uzbekistan, issues related to flights by designated airlines, and expansion of the geography of flights, exchange of experience.

Undoubtedly, the development of economic cooperation will be facilitated by holding business forums, exhibiting the achievements of the two countries, participating in fairs held in Kyrgyzstan and Uzbekistan, setting up joint enterprises for the assembly of cars, trucks, buses, agricultural machinery, service centers, Preparations, processing of agricultural products, logistics centers, taking into account the entry of Kyrgyzstan into the EEA, the opening of trading houses. In this regard, issues of holding a joint Kyrgyz-Uzbek business forum and an exhibition of achievements of the Kyrgyz Republic and the Republic of Uzbekistan in Tashkent are currently being worked out, in which more than 150 businessmen from Kyrgyzstan are expected to participate. In addition, it is planned to conduct visits of mayors of Bishkek A. Ibraimov to Tashkent and of Osh city A. Kadyrbaev to the Andijan region with a simultaneous business forum for Osh and Andijan entrepreneurs.

Bilateral cooperation in the sphere of tourism is developing rapidly. In April this year, more than 200 contracts worth $ 2.5 million were signed between the tourism operators of Kyrgyzstan and Uzbekistan within the framework of participation of the Kyrgyz delegation at the International Uzbek tourist exhibition "World of Rest". The concrete result of the Embassy's work was the opening on July 4 of this year of the charter flight "Tashkent-Issyk-Kul ". The issues of renewal of railway and bus communication between Kyrgyzstan and Uzbekistan are being worked out, which, undoubtedly, will create favorable conditions for expansion of tourist ties.

We hope that all this will affect the increase in the volume of trade. In general, and, most importantly, we expect a reduction and a gradual removal of barriers and restrictions on the border posts of the Kyrgyz Republic and the Republic of Uzbekistan.

- Currently, according to the Strategy of 2017-2021 implemented in Uzbekistan, priority is given to the development of ties between the Uzbek regions and the regions of Kyrgyzstan. How do you see interregional cooperation between our countries?

- Osh, Batken and Jalal-Abad regions of Kyrgyzstan border Namangan, Andijan, Ferghana regions of Uzbekistan. There, for centuries, the peoples established friendly ties, and many of them have already been interwoven with related ties.

Earlier, when respected Shavkat Miromonovich was still only acting as the head of Uzbekistan, Kyrgyzstan offered to hold a forum of friendship, establish friendly contacts between the border regions of the two countries. The Uzbek side supported our proposal and first invited us to visit.

In October 2016, the delegation led by the First Vice Prime Minister visited Andijan, where promising areas of cooperation were discussed. The main achievement of the talks is the signing of a Memorandum on the intensification of relations between the oblasts in all areas. Since then, as you probably already noticed, the situation in the areas bordering with Uzbekistan is calm. In the event of any particular problem situations, the issues are resolved in a constructive and friendly manner.

Later, on October 26, we invited the Uzbek delegation to Osh city with a return visit. Then an agreement on cooperation between Osh and Andijan universities was signed. Surprised that students from 26 countries study at the Osh University, Uzbek people noted that they have something to learn.

In February this year, in three oblasts of Uzbekistan, the tours of the artists of the Osh State Academic Uzbek Musical and Drama Theater named after Babur. The Mukimi Uzbek State Musical Theater visited with tours of Osh, Jalal-Abad and Batken regions.

July 24 this year, a meeting of law enforcement agencies of Kyrgyzstan and Uzbekistan. Currently, as noted above, the visit of the Mayor of Osh to Andijan is being prepared. All this contributes to the increase of confidence measures in the border areas. I am confident that such cooperation will continue in the same vein.

July 28, 2017, in Bishkek, the sides signed the Agreement between the Governments of Uzbekistan and the Kyrgyz Republic on the construction of a general school in the city of Osh for 630 pupils at the expense of the Uzbek side and the free transfer of this property to the Kyrgyz side.

- At the Astana summit of the SCO, India and Pakistan have become its full members. How will the extension affect the agenda of the organization?

- Speaking at the meeting of the Council of Heads of State in an expanded format, President of the Kyrgyz Republic Almazbek Sharshenovich noted that "the Summit will open a new page in the history of the SCO development". Indeed, with the accession of India and Pakistan, the SCO became the largest regional association with 8 full members. Now the SCO will unite more than 40% of the world's population and 20% of global GDP.

I believe that with the expansion of the SCO, new political and economic conditions will begin to form for joint work within the organization.

Of course, cooperation in the field of security remains as the main point in the agenda. But as we see, in order to achieve the proper level of cooperation in this area, to enhance stability, improve the well-being of the peoples of the SCO member states, effective development of trade and economic cooperation is of no small importance. President Almazbek Atambayev noted the need for further development of mechanisms for interaction within the organization and financial component. In this regard, he proposed to intensify the work on the establishment of the SCO Bank with its deployment in Kyrgyzstan.
