The transition to a modern system of agriculture is the imperative of time

On July 22, President Shavkat Mirziyoyev visited the citizens’ gathering of “Markaziy” makhalla of Parkent district.

In accordance with the Decree of the head of our state On measures of further improving the makhalla institute of February 3 this year, the organizational bases of makhalla’s activity, its role in life of society are being strengthened.

A new building and a makhalla guzar have been erected for citizens of the “Markaziy” makhalla. All conditions are created for workers of the gathering, for the inspector of prevention and the population. There are separate rooms that are furnished with computer equipment, furniture, literature, rooms for the chairman, secretary, makhalla advisors, inspector of prevention. The inspector’s office is equipped with a monitor for video surveillance, allowing to control the entire territory of the makhalla.

The law on the makhalla was adopted, all conditions were created for its activities, but there was no responsibility of the chairman of the makhalla, the primary organization, said the head of our state. Now the citizens’ gathering of the makhalla is given great powers and opportunities. The chairman of the makhalla and his advisers should take the situation in the makhalla into their own hands, know the situation in each family, the requests of people and help them.

It is noted that it would be possible to have gatherings in buildings of schools for further approaching the makhalla to the population, this is of great importance in educating youth. It will alos help to unite people, strengthen discipline and law enforcement.

Information on preventive work carried out by internal affairs bodies, the concept of Safe rest is given.

The President of our country noted that Tashkent region, including Parkent district, has a huge potential for tourism development, for which it is necessary to ensure safety of tourists and the population, to instill in people the skills of family entrepreneurship in the sphere of tourism.

Shavkat Mirziyoyev talked with seamstresses and home-workers working in the makhalla guzar.

Presentation of projects on construction of two reservoirs in Parkent district, cultivation of crops on the basis of drip irrigation, creation of vineyards, the general plan of the city of Parkent until 2036, construction of multi-storey houses, roads, markets, a recreation park and other objects is held in the courtyard of the citizens’ gathering building.

The President of our country drew attention to the role of Parkensai and Kyzylsai reservoirs in development of the district’s economy, increasing the incomes of the population. As a result of construction of these reservoirs, 5,8 thousand hectares of land will be provided with permanent water supply – 3,9 thousand hectares of rainfed lands will be turned into irrigated areas, water supply will be improved on 1,9 thousand hectares.

The head of our state noted the need for full transition to growing fruit and vegetable products on rainfed lands and increasing procurement of demanded products.

Instructions are given on organization of a free economic zone in Parkent, attraction of investment at the amount of 100 million dollars to the zone, organization of production taking into account possibilities of the district and market requirements, and development of entrepreneurship among the population.

Attention is also paid to issues of improving spirituality of youth, training personnel for the economy of the region, strengthening peace and tranquility.

The head of our state visited a garden of Aminjon Mukhammadjonov, who lives in “Guliston” makhalla of Parkent district.

Aminjon-bobo, who turned 74 years old, together with his wife Ikhtibor-momo brought up five children, gave them higher education. Today they are living happily surrounded by 14 grandchildren and 3 great-grandchildren.

Aminjon-ota together with his children has organized a private enterprise “Zukhra-ona plus” in the mahalla with an area of about 3 hectares, which is specialized in cultivating ornamental trees in local conditions that are brought from various countries.

Shavkat Mirziyoyev examined the garden of Aminjon-bobo, expressed his gratitude for creation of such a beautiful garden.

This is a vivid confirmation that our people, really, have golden hands, said the head of our state. This garden is the embodiment of love for the Motherland, diligence. It is necessary to study and disseminate experience of the venerable father. Let this gardener teach in educational institutions in the sphere of agriculture, and people learn the secrets of gardening from him.

The President of our country talked with activists of the makhalla and aksakals in the garden.

The essence and significance of the policy of reforms carried out by our state, their results, plans for comprehensive development of Tashkent region were noted.

Aksakals expressed their gratitude to the head of our state for a personal example in dialogue with people, ensuring human interests, attention paid to the development of Tashkent region, improving people’s well-being.

The head of our state visited a modern logistics center, which is erected in Yukorichirchik district of Tashkent region.

The center, organized by LLC “Greenfoodtrade”, is engaged in the storage, processing and export of agricultural products. The project, which will start operating at full capacity in the third quarter of 2018, will serve to increasing the export potential of our country, ensuring uninterrupted supply of agricultural products to the domestic market, rational use of land, creating new workplaces.

In the complex with an area of ​​more than 40 hectares, 5 cross-docking, a hypermarket, a warehouse for sorting and storage of agricultural products, a refrigerator with a capacity of 10 thousand tons and a hotel for 150 persons will be built.

The President of our country was informed about this complex in detail.

Presentation of projects on cultivation and processing of agricultural products in Tashkent region was also held here.

The Agro logistic center in Kibray district will include technological lines for drying and packing fruit and vegetable products, processing agricultural products, a greenhouse, a cold store. It is planned to create about 500 workplaces in the center, which will be commissioned in the first half of 2018.

Production of an apple juice will be established by “Uzbekozikovkatholding” holding company in LLC “Sardorkom” of Akhangaran district. And a complex of freezing, packing, storage of fruit and vegetables, a modern greenhouse will be created at the enterprise, organized in Parkent district.

It is necessary to effectively use land plots, said the head of our state. The present time calls for production of such products, which bring profit and are in demand in the market.

Large-scale projects financed by commercial banks were also presented for the President of our country. They provide for processing of paper products, organization of production of corrugated cardboard containers for fruits and vegetables and for drying fruits and vegetables, development of poultry.

Information was presented about the map-scheme of placing sowing crops on irrigated areas of Tashkent region with low profitability and fertility.

Presentation of the monitoring results of agricultural lands of the region was held. Measurements of the area and aerial photography of the land were made with the help of a quadrocopter, and the data received were entered into an electronic database. The results of measurements made from an “AN-2” and a quadrocopter were compared. It has been established that it takes 20 hours to study 100 hectares of land with the help of an airplane, and only 4 hours when using a quadrocopter for the same amount of work. In addition, comparative indicators of crop processing by agrodron, sprayer CFS and airplane were presented. Opportunities of modern agrodrons in improving productivity were highly evaluated.

Such modern devices are of great importance for agriculture, said Shavkat Mirziyoyev. If we are concerned about the future of agriculture, we must quickly move to modern methods of work. It is necessary to pay special attention to the development of drones’ production, to organize a joint venture for these purposes and train appropriate personnel.

An innovative project on production of agricultural machinery in 2017-2018 was presented. In particular, agricultural machinery produced by enterprises of “Uzagrotechsanoatmashholding” company was demonstrated. The company includes facilities for production of agricultural machinery, machine and tractor parks, provides leasing services. Detailed information was provided on agricultural machinery produced in our country and plans for the future.

Modern machinery for agriculture is produced in our country, together with Belarusian investors. The President of our country examined its samples, talked with investors on further improvement of production, prospects for development of cooperation.

Ezgu Maqsad Foundation created in Uzbekistan

President of Uzbekistan Shavkat Mirziyoyev signed a resolution on establishment of the Ezgu Maqsad International Charitable Foundation on 14 July 2017.

According to the resolution, the Foundation will help to organize effective work to protect the health of vulnerable segments of the population, especially sick children and disabled children, ensure accessibility and improve the quality of medical care.

The Foundation will implement measures to provide assistance to orphans and children left without parental care or at risk, pupils of Mehribonlik, Muruvvat, Sakhovat and specialized educational institutions.

Ezgu Maqsad Foundation will implement programs to support socially vulnerable segments of the population, large families, development of social infrastructure in mahallas, improvement of the gene pool of the population, formation of a healthy and harmoniously developed young generation.

The resolution underlined the Foundation will develop and deepen international cooperation and attract charitable donations.

The main funds of the Foundation are formed at the expense of charitable donations of individuals and legal entities, including foreign citizens and organizations, other means not prohibited by law, the resolution said.

Bank accounts of the Foundation are always open for charitable donations of legal entities and individuals of Uzbekistan, foreign legal entities and individuals, stateless persons, and international organizations.

The head of Uzbekistan granted tax and customs benefits to the new Foundation.



In early 2019, Uzbekistan will launch the production of ambulance cars based on the technologies of the French Peugeot Citroen Automobiles

According to Rustam Rajabov, Acting Director General of GM Uzbekistan, it is planned to launch the production of two types of modern ambulances at a new plant in the Jizzakh region.

The plant is built by the joint venture Uzbekistan Peugeot Citroen Automotive (UzPCA), established by the Uzbek Uzavtosanoat and the French Peugeot Citroen Automobiles S.A with an equal distribution of shares. Its authorized capital will be 29.3 million euros, and the total cost of the project makes up 133.3 million euros.

The new plant is called to address the long-overdue problem with the absence of normal ambulances in Uzbekistan. Small vans Damas are presently used throughout the republic, but they are not adapted for the appropriate emergency medical care.

“Damas cars have been used as an ambulance since 1996. Previously, their function was carried out by RAF cars, but the plant was closed. As a result, the country needed a large number of cars for the transportation of patients. The choice fell to Damas. They are certainly not reanimation cars, but capable to render simple first aid, nothing more. The main task was to take the patient to the medical facility as fast as possible," Rustam Rajabov noted.

He told that the new plant will produce two types of ambulances "A" and "B" class. Cars of "A" class will be designed presumably for not emergency patients, accompanied by medical personnel. Class "B" ambulances will allow conducting operations by a team of doctors, as well as transportation and monitoring a patient’s at the pre-hospital stage.

A new logistics center in Shahrisabz will be commissioned in Qashqadaryo region of Uzbekistan in the near future

It will locate at the site of the old silkworm factory, and specialize in cultivation, procurement, reception, sorting, processing fruit and vegetable products, laboratory testing for compliance with international requirements, packaging and exporting fresh, chilled and dried products.

Once the center reaches its full operation capacity, it will export more than 25,000 tons of products per year in Europe and the CIS countries, China, India, South Korea and other countries. Over a thousand people will receive permanent jobs. Farmer economies and private subsidiary farms will receive on average about 80 billion soums (currency rates of CB RU from 25.07.2017, 1$= 4070.38 soums) of income per year from selling the products grown.

Founded by the Uzbek-Latvian joint venture Olchazor Impex, the center will launch a refrigerating warehouse with a capacity of 5,350 tons, a drying line for 1,000 tons of fruit and vegetable products, a sorting line for legumes with a capacity of 2,000 tons, as well as a brokerage office, a logistics department and an export school by September 1, in accordance with the instructions of the President Shavkat Mirziyoyev during his visit to the Kashkadarya region.

“Our region has ample capacities in processing and export of fruit and vegetable products,” said Dilshod Yorov, Organization Director of the Center. “The new logistics center will also contribute to the development of this sector. We currently undertake large-scale initiatives on the repair of existing and construction of new production facilities.”

By January 1, 2018, it is planned to create an intensive garden with drip irrigation technology, quick cooling lines for 6,000 tons of products per year, processing of 2,000 tons of raisins, dried plums and apricots, and a modern laboratory on 88 hectares of the center's territory.

Uzbekistan: Each Tenth Applicant to Become Student

This year, a record number of applicants – almost 730 thousand - wish to be enrolled in the country's higher educational institutions. This is as many as 70 thousand as last year, as evidenced by the data on the official portal of the State Testing Center.

In general, nothing unexpected has happened. The experts anticipated an increase in the number of entrants, as repeatedly reported in their speeches in the media.

At the same time this year the universities will receive 8 thousand more people than in the past, so the average competition remained practically at the same level - 10 people per seat.

The total quota for admission to the baccalaureate in the 2017/2018 academic year is 66,316 people, including 18,194 on state grants and 48,122 on a contract-based basis.

However the number of enrolled applicants will be more than the established quota, since the new admission rule was introduced for higher contract rates which will allow many youth who wish and have the opportunity to pay the contract but not received within the framework of the generally established quotas, to become students.

Most freshmen, as in the previous year, - 2,455 - will be accepted by the Tashkent State Technical University. The competition was six people per seat here.

The highest university competition appeared in Karshi State University, Andijan State University, Andijan Medical Institute and Termez State University. Here, on average, there are 20 applicants for one place allocated for a quota. The entrant tests will take place on 1 August.

State program: Half Year Results

53 actions related to the priority areas for improving the system of state and public construction have been included into State program on Action Strategy in "Year of dialogue with the people and the interests of the human". Their performance proceeds as planned.

Within the first and second quarters of this year performance according to six and eleven points in the first priority areas of the Strategy was planned. All of them have been implemented in due time, moreover, eight actions planned for the second half of the year are ahead of schedule realized.

So, what has been done to date? Considering that Uzbekistan under the leadership of Shavkat Mirziyoev has set out directions to deepening and intensifying reforms in all area, large-scale legislative activity is developed in the country. In the first half of the year Chamber of parliament, ministries, departments and organizations have drafted a number of bills.

In particular, projects of new editions of the "About Parliamentary Control", ""About the Representative of Oliy Majlis for human rights (Ombudsmen)" laws are ready. Powers of these institutions are extended, activity is improved. Changes and additions being prepared to "About Political Parties" Law deserve special attention. It is planned to expand powers of deputy groups of political parties and thus strengthen supervising powers of local Kengash of People's Deputies over executive authorities on places. The resolution drafted by Kengash of Legislative chamber provides creation of positions of executive secretaries of party fractions. The permanent representative of the Cabinet of Ministers will appear in chambers of parliament, the draft of the relevant government resolution is also ready. Drafts of the new laws "About the State and Private Partnership", "About Administrative Procedures" have been developed. To create ever more convenience for small business the government resolution  “On additional measures to sell objects and assets owned by the state into private ownership” on 19 May of this year is adopted, the draft resolution of the Cabinet of Ministers providing optimization of licensing procedures and rules in public administration is prepared. The complex of the "License" information systems ( allowing to apply for 61 type of licenses on 40 activities is developed and launched.  The automated information system and the billing system of accounting records located at  are introduced into "Single window" centre operation. It has allowed to reduce the number of procedures at registration of the legal person from eight to two, time expenditure - from two-seven days to half an hour. The number of the provided documents reduced from six to two. Also unified customs system "Single Window" which allows to receive  licensing documents on import and export operations remotely is developed.

The task to improve the system of personnel registration in state governing bodies has been set. The Ministry of Development of Information Technology and Communications in cooperation with other departments and organizations have developed the "Kadrlar"uniform interdepartmental personnel system ( Today documents of over 35 thousand employees of various state organizations are collected. In general, Strategy pays special attention to development of high technologies and their further application in a state administration. So, the President has signed the Decree “On measures on radically improving conditions for development of information technologies in the republic”. According to this document organization of the "Mirzo Ulugbek Innovation Center" to support development and implementation of information technologies is provided. Its activity will be aimed at creating favorable conditions for formation and active development of the high-tech industries of economy based on use of information and communication technologies (ICT), further deepening of integration of science, education and production in this branch due to granting additional benefits and preferences to developers and customers of products of information technologies, increase in export of ICT products. A specific place in Strategy is held by issues of public service. The  "About Public Service" bills, resolutions of the President on radical improvement of financial and social security of government employees, resolutions of the Cabinet on attraction initiative, responsible, professionally trained personnel with a modern way of thinking to public service are drafted

The order of appointing hokims of regions, districts and cities will be improved. The concept of the relevant bill with regards for the offer of the interested ministries and departments has been already developed.

Summing up implementation of the state program in the first half of the year, we will note that everything goes as planned. It gives hope that, in the next quarters the state program will be also carried out in due time and qualitatively. The wellbeing of all our people depends on it.

Uzbekistan 24 TV channel starts broadcasting

Uzbekistan 24, a 24-hour information and analytical television channel, started to air its programmes on 24 July 2017.

Uzbekistan 24 will cover domestic and foreign events and issues. The programmes will be aired in Uzbek, Russian and English.

It is planned that the channel will open its offices in foreign countries to ensure rapid response to major international events.

The main goal of creating new television and radio channel is to communicate to the population objective and reliable information, to saturate the media space of Uzbekistan with a high-quality information and analytical product.
