On the second day of the visit to Namangan region President Shavkat Mirziyoyev got acquainted with construction activities carried out at the Memorial complex named after Ishokhon Tura Ibrat.

Shavkat Mirziyoyev, at the meeting with voters of Namangan region, which was held on November 2, 2016, forwarded the idea of perpetuating the name of the follower of progress, the enlightener IshokhonIbrat with the aim of recognizing his merits on the path of spiritual enlightenment of people, as well as creating modern garden in honor of the thinker, construction of the memorial complex and organization of Ibrat School.

Enlightener IshokhonIbrat was born in the 19th century in Turakurgan, he knew such languages as Arabic, Persian, Russian, Hindi, Urdu, English and French. He studied the most ancient Phoenician, Jewish, Syrian, Greek letters. He created dozens of works on linguistics, scientific, historical and educational works, among which the “Dictionary of six languages”, “Collection of scripts”, “Scales of time” should be specially noted. Already in 1886, Ibrat opened new progressive schools. In 1907 he organized a new school “UsuliSavtia”, in which he taught rural children.

As one of the first typographer of the country, Ibrat bought a lithographic machine in Orenburg in 1908, took it by train to Kokand, then on camels to Turakurgan and opened “Ishokiya” printing office in his house. This printing house operated until the 60s of the last century. Scientific-enlightenment books, brochures, national newspaper were published there, dozens of bookstores were opened for their distribution throughout the Fergana valley.

In July last year, within the framework of the visit to Namangan region, the Head of the state got acquainted with activities carried out in the complex and noted the need to improve this complex meaningfully, organize a special school under Namangan state university, establish specialized teaching of foreign languages in cooperation with Tashkent state university of Uzbek language and literature named after AlisherNavoi, Uzbekistan state university of world languages and Tashkent state institute of oriental studies. Gave instructions on creating necessary conditions for teachers and students, improvement of the territory of the complex.

A large-scale creative work was carried out over the past period in the memorial complex named after Ishokhon Tura Ibrat, occupying an area of more than two hectares. The complex with the project cost of more than 13 billion sums includes the garden, in the center of which there is a monument to Ishokhon Tura Ibrat, a terrace in national style, a printing house, a musical fountain built on the basis of advanced technologies, a specialized 400-seat boarding school on learning foreign languages, a museum located in historical architectural building.

This complex has become a worthy gift for the population, especially for youth of Namangan region. The garden, in which all conditions for substantial recreation of people are created, also contributes to enrichment of their spiritual world. In the museum you can get acquainted with the history of life and multifaceted activity of IshokhonIbrat. In IbratSchool young people are studying foreign languages. All this, as an integral complex, plays an important role in worthy evaluation of great achievements of the thinker before people, studying and promoting his heritage.

Shavkat Mirziyoyev visited a boarding school named after IshokhonIbrat specialized in learning foreign languages, talked with teachers and students, in Namangan.

Students, along with general subjects, will study philology of English, German, French, Russian, Arabic, Chinese, Korean at school. Cooperation will be established with Uzbekistan state university of world languages, Tashkent state institute of oriental studies and Tashkent state university of Uzbek language and literature. Foreign volunteers will also be involved in the educational process.

The Head of the state noted that the school, bearing the name of the great thinker enlightener, should be exemplary in all respects, prepare modern cadres who speak several foreign languages.

– As I said before, the selfless life of Ibrat on the way of development of the Motherland was an example in his time, should serve as an example in our days, – said the Head of the state. – Our youth should be worthy of his name and strive to be useful for the country and people. This school will admit talented children not only from Namangan region, but also from all regions of the republic.

The best graduates of the school will be admitted to the universities of the country on preferential terms.

– We need well-educated young people who speak several foreign languages, and we must support them, – said Shavkat Mirziyoyev.

The Head of the state noted the need for conducting scientific work on foreign languages, improving the methodology of teaching languages and conducting training on this basis in a boarding school.

The President gave instruction on admitting graduates, who finished school with excellent grades, to higher education institutions without exams and teaching on a grant basis.

Shavkat Mirziyoyev inspected the square, created in combination with a complex on the two banks of Kosonsoy. Gave instructions on further improvement of residential buildings, trade and entertainment centers, walkways for people and other infrastructure that are being built here.

The Head of the state visited the museum of IshokhonIbrat. On the territory of the complex, the President talked with representatives of intelligentsia of the region, aksakals. They expressed their gratitude for the President’s visit and for the work on perpetuating the memory of great ancestors.

The President got acquainted with conditions created in Namangan city center of public services, watched the process of replacing the driver’s license. Thanks to the electronic system, citizens will be given a new driver’s license within 5 minutes.

An electronic queue system is established in the center, more than 50 types of services are provided to 800-1000 citizens and entrepreneurs per day. There are also People’s reception office, notary, offices of registry, citizenship registration, insurance, cadaster, driver’s license replacement, emergency medical care, bank branch in the building. Children’s playground and a cafe are equipped on the ground floor in order to create amenities for visitors.

– Why did we set up these services? To ensure justice, put an end to corruption and ease people’s lives, – said the Head of the state. – This institution will become a Namangan experience of organizing activities of public service centers, a new model of dialogue with people. And most importantly, henceforth not people, but documents will move in such departments.

On the third floor of the building there are regional department of Scientific Practical Research Center “Oila” (“Family”) and Namangan Innovation Center.

The President paid attention to issues facing the Republican Women’s Committee and “Oila” Scientific Practical Research Center, on eliminating problems and ensuring the interests of women. He noted that for each district of the region it is necessary to study the social situation of families and develop on this basis scientifically sound proposals, conduct analysis on employment and medical culture of women.

– Henceforth representatives of women’s committees will not attend meetings, they will only deal with women’s problems in the areas assigned to them. The biggest mistake in the sphere is that the women’s committees cannot unite around anyone. Only by preventing this, we can achieve a change in the spiritual atmosphere in society, reduce the number of women’s problems, – said Shavkat Mirziyoyev.

Authorized persons were given important instructions on prevention of unemployment among women, improvement of medical services, housing conditions, and development of women’s entrepreneurship.

After the visit of the Head of the state, Namangan city and 11 district departments of Scientific Practical Research Center “Oila” were presented “Spark” cars.

President Shavkat Mirziyoyev got acquainted with construction activities in the complex of the park of culture and recreation “Namangan Istiqlolbog’i” (Independence Park of Namangan) in the regional center.

The foundation of this complex, constructed in accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan "On measures of organization of a modern park of culture and recreation in Namangan" of September 16, 2017, was laid during the President's visit to Namangan region on July 7-8, 2017.

In the project submitted to the President for the organization of “Namangan Istiqlolbog’i”, it is planned to build infrastructure facilities that will serve to provide meaningful leisure for local residents and guests of the region, in particular, for youth. Indoor and outdoor swimming pools, a mini stadium, an ice palace, a 4-star hotel, large attractions, a fairy-tale town, shopping malls and centers, a library and an Internet cafe, a bowling alley and fitness clubs, a four-story modern parking lot, a center for artisans, an amphitheater, an aqua park will be located in the park of 110 hectares. In a territory with a unique landscape, rare ornamental trees and flower seedlings will be planted, a botanical garden will be created.

The total cost of the complex, built on the basis of the project of the Turkish company DOME+PARTNERS is 12 million dollars and 116 billion soums(currency rates of CB RU from 04.04.2018, 1$= 8068.20soums). About 1,500 new jobs will be created in the park, which is planned to be commissioned in the first quarter of 2019. This park of recreation and entertainment will serve 100 thousand people a year.

Over the past short period, a large-scale construction and landscaping activities have been carried out, currently this work is continuing.

Presentation of projects were held on construction of Un bir Ahmad mosque in this park of culture and recreation, reconstruction and expansion of the sewerage system of the city of Namangan, "Namangan City", which will be built on Gulistan area, a modern shopping complex in Pap district.

The Head of state gave necessary recommendations and instructions on qualitative and safe construction of this complex, which has no analogues not only in the region, but also throughout the country. He offered to name this park of culture and recreation as "Afsona".

President of the Republic of Uzbekistan received the delegation of the Republic of Korea

On May 3, the President of the Republic of Uzbekistan Shavkat Mirziyoyev held a meeting with the delegation of the Republic of Korea led by the Chairman of the Committee on Northern Economic Cooperation, Song Young-gil.

Warmly greeting the guest, the Head of the country once again sincerely congratulated the leadership and friendly Korean people on successful holding the inter-Korean summit on April 27 this year, in Panmunjom.

It was emphasized that fruitful results of this historic event became possible due to the resolute position and efforts of the President of the Republic of Korea, Moon Jae-in, on practical implementation of political course – the “New Northern Policy”, aimed at improving relations with the DPRK, ensuring security and stability, as well as strengthening confidence in the region.

The dynamic development of strategic partnership and expansion of multifaceted interaction between the Republic of Uzbekistan and the Republic of Korea were noted with deep satisfaction.

The agreements reached following the visit at the highest level to South Korea in November 2017 brought bilateral cooperation to a higher level, filling it with qualitatively new content – specific projects and programs in various areas.

During the conversation, the sides discussed prospects for further deepening mutually beneficial cooperation between the two countries, including in trade, economic, financial, investment, innovation and humanitarian spheres, education and healthcare.

The sides also exchanged views on current issues of international policy and regional cooperation.

In turn, Song Young-gil expressed his deep gratitude to the President of Uzbekistan for the warm welcome and sincere congratulations, and conveyed sincere greetings and best wishes on behalf of the President of the Republic of Korea, Moon Jae-in.

The Korean side assured in the interest of consistent expansion and strengthening full-scale and multi-format partnership between the Republic of Uzbekistan and the Republic of Korea in order to ensure peace, stability and sustainable development in the region.

In Uzbekistan Center for Cutting-Edge Technologies to Help Boost Research

Under a Decree of President Shavkat Mirziyoyev on April 19, the State Enterprise “Educational and Experimental Center for High Technologies” was transformed into the Center for Advanced Technologies under the Ministry of Innovative Development.

The center is to serve for fundamental, applied scientific research and implementation of innovative developments in the field of advanced technologies.

Its specialists will be involved in spearheading targeted scientific and technical and innovative programs at the level of world requirements and standards, assistance in the creation of pilot research structures at manufacturing enterprises.

Particular attention will be paid here to delivering the necessary conditions for attracting scientists and researchers to cooperation, ensuring the integration of science, education and production with the aim of developing science-intensive products and competitive domestic innovative technologies.

Another objective is to contribute to the formation of new promising ideas and innovative developments of scientific and higher educational institutions in the field of economics, comprehensive support of high-tech innovative production facilities based on the joint use of equipment and infrastructure.

Effective forms of cooperation with academic, university and branch science will be developed, and joint scientific research will be carried out.

One of the main goals remains the development of science-intensive and advanced technologies potentially patentable at the international level, participation in modeling, prototyping, manufacturing of samples of new innovative products and testing. Creation of favorable conditions for research and innovation activities in order to have young scientists command modern methods and techniques of scientific research applied in the world practice.

The Center will conduct academic conferences, seminars, trainings and master classes jointly with domestic and foreign scientific and higher educational institutions, including in the organization and management of innovation activities, the transfer of technology and the commercialization of intellectual property.

To ensure the introduction of new methodological developments aimed at increasing the effectiveness of scientific activities and stimulating new forms of organization of scientific research, the venue residents are expected to extensively cash in opportunities provided by information and communication technologies.

The Center will become party to international scientific and technical cooperation, implementation of scientific, technical and innovative projects jointly with foreign partners, including through the attraction of scholarships of international programs and funds.

Tashkent – Budapest: a new stage of cooperation

Delegation led by the mayor of Budapest, IstvanTarlos, arrived in Uzbekistan. The first event within the framework of the visit was held in the Palace of Symposiums, in Tashkent.

Meeting of the acting khokim of the city of Tashkent, JakhongirOrtikhujayev, responsible employees of the khokimiyat with representatives of the Hungarian delegation took place here. Memorandum of cooperation was signed between the cities of Tashkent and Budapest. The document focuses on a number of issues on improving the infrastructure, development of socio-economic, trade, business, spiritual and educational, tourism spheres.

The delegation of Budapest will hold a number of meetings at the ministries, banks, business entities of Uzbekistan, become acquainted with sights of Tashkent, Samarkand and Bukhara.

Question Time in the Uzbek Parliament

On May 1, for the first time in the history of the national parliament, members of the Legislative Chamber of the Oliy Majlis had an opportunity to hold a Question Time.

The agenda of the “Government Hour” included questions on the work carried out by the government bodies to provide the population of the nation with clean drinking water and rational use of drinking water, on the provision of affordable and high-quality medicines and medical supplies to the citizens and medical institutions, organization of social pharmacies on the ground.

To provide deputies with information and detailed answers to these questions, the heads of the ministries of housing and public utility services and public health of the republic were invited.

During the event, government representatives provided information on the issues put forward by the deputies, and answered in detail their additional questions.

“President of the Republic of Uzbekistan, Shavkat Mirziyoyev, came up with recommendations on 12 July 2017 on the introduction of the Question Time,” says the expert IkhtiyorBekov. “Its implementation in the Legislative Chamber is a practical reflection of measures aimed at implementing the task set out in the Strategy of Actions to enhance the role of the parliament in society. Based on the importance of the event, I would say it was effective, in a constructive spirit. This institution, on the one hand, increases the responsibility of the government in relations with the parliament; on the other hand, it serves for the solution of issues that have accumulated on the ground, worrying citizens.”

“It should be noted that the “Government Hour” is also important in the direction outlined in the Strategy of Actions for improving public governance,” said the expert ShokhruhbekSobirov. “This institution is an important factor not only in the exercise of parliamentary control of the executive power, but also in addressing the concerns of the electorate.”

At the end of the event, committees of the Legislative Chamber were given recommendations on the development of proposals to improve the current legislation and law enforcement practice in this area, but at the same time it was decided to ensure effective parliamentary control over work in this direction.

President of Uzbekistan proposes to return monument to Sabir Rakhimov to its former place

President of Uzbekistan Shavkat Mirziyokv proposed to return a monument to Sabir Rakhimov to its former place. On 2 May, the President of Uzbekistan Shavkat Mirziyoyev said this at a meeting in the Naryn district of Namangan region.

The head of Uzbekistan said that the return of the monument to Sabir Rakhimovwill be restoration of historical justice.

Earlier, the monument was located in front of the building of the khokimiyat of Sabir-Rakhimov district of Tashkent. At the end of 2010 the district was renamed Almazar district.

“Today I will tell you about a miracle. About the miracle that lives next to us. You cannot touch it with your hand, but you can hear and see it. It can make us laugh and cry. A miracle is born and lives in a place full of mystery and extraordinary transformations.

And it is called THE THEATER. A miracle? It is a performance woven from music and dance. And it wears a beautiful and sonorous name – BALLET”. The children’s author Irina Deshkova started her book “Riddles of Terpsichore” with these above lines. On the example of Pyotr Tchaikovsky’s Nutcracker, she told the kids about the ballet as a kind of art, about the process of creating the play, about those who participate in it.

I think very few people will argue with the statement that ballet is a “visiting card” of Russia, although Nikolai Tsiskaridze, rector of the A.Vaganova Academy of Russian Ballet, remarked: “It is in the classical ballet that we still have no equal, which cannot be said about modern one, where the pursuit after the West is unlikely to succeed.”

Yes, the Russian classical ballet school is undoubtedly the leader, but we should not forget that thanks to the constant influx of foreign choreographers into Russia, the dance was enriched with new traditions and combined the best manners of Russian and French schools.

And why not engage in active development of art in Uzbekistan, which fascinates and admires with its aesthetics, grace and perfection of forms? Classical dance has not lost its popularity among Uzbeks for many years, the ballet school is replenished with young talents, but, unfortunately, our ballet has not yet found its place in the world cultural space.

We hope that the 1st International Ballet Festival “Palette of Ballet”, which is taking place in Tashkent these days, is designed to help determine the place and role of the ballet art of Uzbekistan in the world cultural space, to stimulate the exchange of musical values ​​and achievements between the East and the West. It is also a good incentive for expanding friendly and creative contacts, acquaintance of Tashkent spectators, lovers of high art with the best performing skills of ballet soloists from different countries of the world.

Organizers are the Ministry of Culture of the Republic of Uzbekistan, the Culture and Arts Development Foundation under the Ministry of Culture of the Republic of Uzbekistan, the AlisherNavoi State Academic Grand Theater with support from the general sponsor Uzbekneftegaz JSC, the Friends Club, and Lotte City Hotel Tashkent Palace and the Embassy of Israel in Uzbekistan.

The organizers hope that the festival will raise the prestige of this art form and contribute to its popularization in the country. They are also ready to attract partners to expand the possibilities for organizing tours.

The Grand Theater is primarily a person of culture and art of any state on the international arena, a highly artistic language of people living in different countries of the world. And the ballet develops a sense of beauty, brings up the artistic and aesthetic taste, spirituality and morality of the younger generation. Time itself requires the search for new forms of communication, contact, development and exchange of achievements in the field of the performing arts of the stage masters. After all, musical art has no borders, therefore interaction and mutual communication of cultures of different countries on all possible levels becomes especially important factor.

 “Palette of Ballet” serves as a powerful impulse for promoting intercultural dialogue, strengthening mutual cultural and spiritual cooperation, glorifying the ideas of peace, friendship and mutual understanding.

Along with the participants - leading artists, conductors, choreographers from Uzbekistan, the invited stars of the ballet scene of the world take part: the ballet troupe of the Izmir State Opera and Ballet Theater, whose main choreographer is Mehmet Balkan (Turkey), the ensemble of Israeli modern dance “Vertigo dance company”, ballet Bejar Lausanne (Switzerland), whose tutor-teacher is AzariusPlisetsky, as well as guest soloists from the Mariinsky Theater (Russia).
