Improvement of the state of settlements in the economy is factor of stability

At the meeting, which was chaired by the President of the Republic of Uzbekistan Shavkat Mirziyoyev on April 17, it was noted that a significant part of the total accounts receivable falls on the fuel and energy complex. Accounts receivable in this sphere since the beginning of the year increased by 16 percent. The growth amounted to 13.7 percent in mechanical engineering complex and cotton processing, 20 percent – in the complex on the issues of construction and transport.

Accounts receivable in the system of “Uzbekneftgaz” and “Uztransgaz” JSCs reached 460 billion sums. Arrears arose in the amount of 341 billion sums in “Uzbekenergo” JSC. Accounts receivable remains high also in “Uzavtosanoat”, “Uzbekiston temir yullari”, “Uzkimyosanoat” JSCs.

– A newly appointed head of an organization usually begins work by putting the settlement system in order. And we, on the contrary, take up the technical and economic aspect. It’s time to change the system, in order to reduce the debts in the economy, – said Shavkat Mirziyoyev.

The Head of the state also drew attention to the need for reducing the arrears of farms on taxes. The current mechanism for making payments for services of machine and tractor parks leads to an increase in the debt of farms to “Uzagroservice” JSC.

Due to the lack of effective interaction between tax and cadastre agencies, information on 3 247 farms owning 212 thousand hectares of land is absent in the tax authorities’ database, and 405 thousand 508 residential and non-residential facilities registered in the cadastre agencies were not taken into account by the tax authorities as a taxable object. As a result, the budget lost a single land tax payment for 1.8 billion sums.

Art Soft Tex Group has launched a new textile enterprise Buston Trikotaj Mahsulotlari in the Yangikurgan district of Namangan region.

Art Soft Tex Group is one of the major exporters in Namangan. The company specializes in the production of textile and garment products from terry cloth and employs over 700 workers. Most of the goods are exported.

The enterprise, effectively using the wide opportunities created in our country, is working on further expansion of the volume of production.

“Our goal is to open branches in remote villages,” says O. Bobokhonov, CEO of Art Soft Tex Group. “The President of our country attaches special significance to the development of manufacturing industry in the countryside, in localities remote from urban areas, where employment is an acute issue. If entrepreneurs build large modern enterprises not only in cities where there are all the amenities, but also in the villages, create new jobs, they would do good both for themselves and the society. This enterprise is the result of our efforts on this front. Soon, in a remote village of Nanai, we will put into operation a sewing workshop and provide jobs for about 100 women in the village.”

During the organization of Buston Trikotaj Mahsulotlari, a soft loan from Agrobank for 2.5 billion soums (currency rates of CB RU from 18.04.2018, 1$= 8077,26 soums) and the founder’s funds in the amount of 1.5 billion soums were used. At the enterprise, equipped with modern sewing and weaving looms, 5 thousand items are produced per day. Most of the 120 workers, coming from Kalisho, Bekobod, Peshkurgan and Oralik villages are college graduates.

The first floor of the two-storied building of the venture is home to a firm shop Art Soft Tex Group, a bookstore, a pharmacy, a store for meat and dairy products. About 10 people are provided with jobs.

Samarkand celebrates writer Sadriddin Aini’s birthday

Samarkand widely celebrated the 140th anniversary of the outstanding representative of Uzbek and Tajik literature Sadriddin Aini’s birth.

At the events held in educational and cultural institutions of Samarkand region, members of the Union of Writers of Uzbekistan, literary scholars and critics, famous creative figures spoke about scientific and creative activity of Sadriddin Aini, his rich literary heritage.

Throughout his creative activity, Sadriddin Aini, along with creation of works of art, also conducted an effective activity on studying history of Uzbek literature, – said professor of Samarkand State University, literary scholar Dilorom Salokhiy. – In particular, during the opening of Uzbek State University (now Samarkand State University) in Samarkand, he together with Abdurauf Fitrat took part in establishment of department of Uzbek classical literature of this higher education institution. Another recognized merit of this outstanding writer is collection and analysis of 100 ghazals of Alisher Navoi, previously unknown to literary critics.

At the event, organized in the house museum of Sadriddin Aini, in the city of Samarkand, in conjunction with Samarkand State University, the regional branch of the Union of Writers of Uzbekistan and other organizations, students were told about the life of the outstanding writer and his works.

Days of Almaty

2018 is declared as the Year of Uzbekistan in Kazakhstan. This historic event serves to further strengthen friendly relations and cooperation between the two countries.

In this regard, public, economic, cultural and educational events, various meetings are held in Uzbekistan and Kazakhstan, including Days of Almaty region, which began in Uzbekistan on April 12 this year.

A business forum of representatives of business circles of Uzbekistan and Kazakhstan was held in the Embassy of Kazakhstan in Uzbekistan.

The event, held jointly by the Chamber of Commerce and Industry of Uzbekistan, Tashkent City Khokimiyat and the Embassy of Kazakhstan in Uzbekistan, was attended by responsible officials, representatives of business circles of the two countries, members of the delegation of Almaty region of Kazakhstan, journalists.

As a result of 2017, the trade turnover between the two countries increased by 8.6 percent. Today, 281 enterprises are operating in Uzbekistan with participation of Kazakhstan capital, including 238 joint ventures and 43 with 100% participation of Kazakhstan investments. 14 companies of this country opened their representative offices in Uzbekistan.

Within the framework of the event, a concert program was held in "Turkiston" Palace of Arts, in Tashkent. More than 130 Kazakh artists performed songs about friendly ties between Uzbekistan and Kazakhstan. An exhibition of national craftsmanship and works of fine art, organized by the delegation of Kazakhstan in the foyer of the palace, made a big impression on everyone.

During the Days of Almaty region, members of the delegation got acquainted with reforms taking place in Andijan, Fergana and Samarkand regions.

Meeting of the Coordination Committee

On April 17, a regular meeting of the Coordination Committee on Air Defense under the Council of Ministers of Defense of the CIS member states was held in Tashkent.

The joint air defense system of the CIS member states is founded on the basis of the agreement of ten countries of the commonwealth, signed on February 10, 1995 in Almaty. Currently, it includes Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan.

Since the creation of the air defense system, 25 command and staff training sessions and more than ten joint exercises with combat shooting have been conducted. Since 1995, over a thousand military flights have been made. The regular exercise “Combat commonwealth” was held in September 2017 at Ashuluk training ground in Astrakhan region.

Deputy Chairman of the Executive Committee – Executive Secretary of the CIS Agybay Smagulov, representatives of the secretariat of the Council of Ministers of Defense of the CIS member states, commanders of the Air Defense (Air Force and Air Defense, Air Defense Force) of the Republic Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan and the Republic of Uzbekistan took part at the meeting of the Coordination Committee held at the Situation Center of the Academy of the Armed Forces of Uzbekistan.

The Minister of Defense of the Republic of Uzbekistan A.Azizov addressed the meeting of the Coordination Committee. He drew attention to the growing dynamism of development of military cooperation within the CIS with the enhancement of the coordinating role of the Council of Ministers of Defense of the CIS member states, noted the important role of the Coordination Committee in strengthening security of the Commonwealth airspace.

In accordance with the agenda of the meeting, issues related to improvement and development of the integrated air defense system, as well as strengthening bilateral and multilateral military cooperation of the CIS member states in the field of air defense, were considered.

The meeting was chaired by Deputy Chairman of the Coordination Committee on Air Defense, Chief of the General Staff of the Aerospace Forces of the Russian Federation P.Kurachenko.

During the meeting, amendments were introduced to the composition of the Coordination Committee on Air Defense, activities of the Committee and its working bodies for 2017 were summed up. The plan for holding the joint computer command and staff exercise of the joint air defense system of the CIS member states “Regional Security – 2018” and the draft plan of implementation of the Concept of development of the Unified system of state radar identification were approved and other issues of the Coordination Committee’s activities were considered.

Participants of the meeting of the Coordination Committee on Air Defense under the Council of Ministers of Defense of the CIS member states at a briefing for the mass media noted with satisfaction that all the outlined issues were successfully considered.

Forced involvement of social workers in public works is unacceptable

Meeting, under the chairmanship of the Prime Minister A.Aripov, was held at the Cabinet of Ministers of the Republic of Uzbekistan on prohibition of forcing students, medical workers, educational institutions and representatives of other social spheres to field and landscaping activities, determination of personal responsibility measures at all levels.

It was noted that the President of Uzbekistan, at the meeting with Syrdarya region’s activists, regretted the death of Diana Yenikeyeva, a teacher of the secondary school No.42 of Kattakurgan district of Samarkand region, who was hit by a car. It was emphasized that such actions of local heads negatively affect the effectiveness of reforms and can be regarded as a betrayal against the policy pursued by the Head of the state.

It’s no secret that today the reason for a broad discussion in social networks and the mass media are cases of involvement by local khokimiyats of representatives of education and healthcare spheres in jobs not characteristic for their profession.

The facts of installing false greenhouses along the highway in Kashkadarya region, using labor of college students at a textile factory in Jizzakh region have been revealed. Workers of the social sphere of the city of Andijan, Khodjaabad, Markhamat, Kurgantepa, Djalakuduk districts are systematically involved in cleaning streets, improving makhallas, field works. These facts are allowed by some heads not only for the use of free labor, but for personal gain, which causes a fair discontent of the population.

It was revealed that the deputy khokim of Andijan region N.Rakhmonov, the khokim of the city of Andijan D.Rakhmatullayev at all meetings openly forced heads of preschool education institutions to purchase expensive seedlings of trees and flowers for improvement of streets at their own expense. If refused, threatened with dismissal.

Similar requirements were applied to employees of preschool education institutions in Kashkadarya, Surkhandarya, Bukhara and Fergana regions, Gulistan city of Syrdarya region and Sergeli district of Tashkent.

At the initiative of the Head of the state, “Obod qishloq” (“Prosperous village”) program is being implemented at places. It’s no secret that khokims are illegally attracting employees of budget organizations to implementation of this program.

So, there have been recorded cases of mass attraction of school teachers to works within the framework of the program in makhallas “Okobod” of Ulugnor, “Shakhriobod” of Altynkul, “Golib” of Boz, “Turkiston” of Peshkun, “Ittifok” of Kushkupir, “Turkman” of Urgench districts. For construction and improvement works in the village of Jom of Nurabad district of Samarkand region, teachers and doctors were forced to labor not only in this but also in other districts.

In addition, there is a practice of widespread involvement of doctors and teachers in agricultural activities. Employees of some education institutions were involved in forced labor in Kungrad district of Karakalpakstan, Altynkul district of Andijan, Altynsay district of Surkhandarya, Pakhtachi district of Samarkand, some districts of Khorezm and Fergana regions.

When analyzing the situation at higher education institutions, it was revealed that in 2017/2018 academic year, 17 thousand students and teachers were involved in cleaning streets, 4 thousand in cleaning irrigation canals, 7 thousand in construction activities, 23 thousands in field works, weeding, chasing, and harvesting.

More than 9 thousand students and teachers in Karkalpakstan were involved in various labor works, 8,5 thousand in Andijan, 5 thousand in Jizzakh, 2,6 thousand in Namangan, and about 5,5 thousand in Tashkent regions.

At the meeting, the situation was severely criticized when the leaders of relevant spheres, instead of eliminating the problem, are sitting back and not taking concrete measures.

The Minister of Public Education U.Inoyatov, the Minister of Health A.Shodmonov, the khokim of Jizzakh region E.Soliyev were severely warned for irresponsible attitude to work, creation of conditions for forcing employees to social work, khokims of Samarkand and Kashkadarya regions were reprimanded.

At the meeting, a number of tasks on termination of forced involvement of social workers in public works were identified. The Council of Ministers of the Republic of Karakalpakstan, khokims of the regions and the city of Tashkent were instructed to critically examine the activities of responsible persons for landscaping works of the regional and district administrations, to organize state and public control in order to prevent violations of labor rights of workers, preventing forced labor and attracting citizens to public works. It is necessary to take special control over the voluntary use of workers, especially of budget organizations, in works in the spheres of agriculture, communal services, landscaping, construction, collection of secondary raw materials, and take effective measures in this direction.

Uzbekistan creates International Islamic Academy

The President of Uzbekistan Shavkat Mirziyoyev signed a decree On measures to radically improve the activities of the religious and educational sphere”.

The Decree approved a program of measures, which envisages measures to improve the regulatory framework, educational and training system, retraining of personnel, and implementation of measures to strengthen religious tolerance. The document also envisages measures for preservation of national and cultural values and creation of conditions for pilgrimage tourism.

According to the decree, the International Islamic Academy is being established in Uzbekistan with regional branches in Karakalpakstan, Samarkand, Namangan and Surkhandarya regions, as well as a center for advanced training. The Academy is created on the basis of the Tashkent Islamic Institute.

The document said that the media center "Ziyo" will work at the academy. The center will promote the religious and scientific heritage of our ancestors.

The President also ordered to establish the Scientific School of Hadith as the highest religious educational institution.

Under the Office of Muslims of Uzbekistan, a charitable public fund "Waqf" will be opened, which will finance, inter alia, reconstruction of mosques and other facilities, and provide material and technical base of the sphere.

In the Committee on Religious Affairs under the Cabinet of Ministers, an Information and Analytical Center for Study of Religious Social Processes is being created. It will analyze literature and press materials on religious topics, identify early factors that have a negative impact on the stability of the religious and social situation, and develop recommendations for their elimination.

Uzbekistan: Gastronomic Mix

Today we will go to feast on national dishes in Karakalpakstan. Traditional cuisine of Karakalpaks is a kind of mix of Uzbek, Turkmen and Kazakh culinary arts.

As in traditional Uzbek cuisine, pilaf, shurpa, manti, smoke, mashhurdu are cooked here, but Karakalpak cuisine has its own characteristics.

It is often eaten mostly fried fish, there are whole villages where you can taste traditionally cooked fish dishes. Also use beef, lamb, camel, horse meat, rabbit meat and poultry. Especially popular are combinations of meat and boiled dough. Pork is not used.

Garnishes and soups often use jugara (the Central Asian name for sorghum), mung beans, millet, beans, rice, potatoes, bell peppers and carrots.

Food is usually taken with black or green tea, sometimes with milk. This tea tradition takes its roots from the nomadic culture of the Middle Ages. In the distant past, if visitors came to the house, they were treated with sour milk or ayran. The custom of drinking tea spread among the Karakalpaks in the 19th century.

The most common dishes are gurtic (beshbarmak), jugari gurtic, karma (dough with fish), beef stews (dumplings with egg stuffing), more.

One of the most ancient dishes of Karakalpakstan are jugari gurtic - dumplings from sorghum and duram flour. Durama is finely chopped meat with dumplings. Boiled meat is usually finely chopped adult men, and dumplings - the rest are present. After that finely crushed dumplings and meat are mixed. A ready dish is served on a lyagan, pouring broth over it. To it serve seasoning a duzlyk - a mix of a crumbled onion with fat from a broth. This is a unique Karakalpak dish, not typical for the cooking of other Central Asian nationz.

Almost all dishes are served with cakes cooked in a tandoor (clay oven). There is a good Karakalpak tradition associated with bread, which it is customary to greet and see off guests is a sign of respect to the guest. Breaking off a small piece of cake, you should thank the hosts and taste refreshments.
