On telephone conversation of the Presidents of Uzbekistan and Azerbaijan

On April 12, the President of the Republic of Uzbekistan Shavkat Mirziyoyev had a telephone conversation with the President of the Republic of Azerbaijan, Ilham Aliyev.

The President of Uzbekistan sincerely congratulated Ilham Aliyev with a convincing victory on the Presidential elections held in Azerbaijan.

It was emphasized that voting results again demonstrated the broad support of Ilham Aliyev and the great confidence of the fraternal people of Azerbaijan, the high appreciation of the personal merits of the leader of the state and the effective course under his leadership for ensuring stability and sustainable economic development, as well as strengthening the country’s international authority.

Positive dynamics in development and strengthening Uzbekistan – Azerbaijan relations of centuries-old friendship and strategic partnership were noted with deep satisfaction. Common history, culture, religion and closeness of spiritual values, traditions and customs connect peoples of the two countries.

It was emphasized that intensive contacts at various levels contributed to further deepening of mutually beneficial bilateral cooperation, filling it with concrete content.

The trade turnover is growing at a steady rate, promising projects of cooperation are being developed in the sectors of the economy, including the oil and gas complex, with participation of leading companies of the two countries.

It was noted that the new Baku – Tbilisi – Akhalkalaki – Kars railway will certainly serve the development of trade and economic relations and the use of transit potential of the whole region.

Active cultural and humanitarian exchange is continuing, joint events are regularly held.

The heads of the states also exchanged views on current issues of Uzbekistan – Azerbaijan multifaceted partnership, regional and international agenda.

Following the conversation, the President of the Republic of Uzbekistan Shavkat Mirziyoyev invited the President of the Republic of Azerbaijan Ilham Aliyev to pay a state visit to Uzbekistan.

The President of Azerbaijan expressed sincere gratitude for the warm congratulations and wishes, and with gratitude accepted the invitation to visit Uzbekistan.

Uzbekistan – Turkmenistan: Time-tested cooperation

Since ancient times people of Uzbekistan and Turkmenistan lived nearby in friendship and consent, mutually enriching the culture of each other. People of Uzbekistan and Turkmenistan have friendly roots, many families have become related. Two fraternal people throughout many centuries used water from one river.

Uzbeks have a proverb "A friend in need is a friend indeed". Friendship of Uzbekistan and Turkmenistan is tested by time. At difficult moments, people of the two countries constantly supported each other, in particular, pain and sufferings of Turkmens were perceived by Uzbeks as own. By the way, Uzbekistan one of the first had provided all support to people of Turkmenistan on elimination of consequences of Ashgabat earthquake of 1948. As it is noted in the chronicle of this accident, Tashkent was the first to accept data on earthquake. Uzbekistan physicians had left for Ashgabat immediately. Thousands of wounded and orphan children were evacuated to Uzbekistan.

Today, Uzbekistan and Turkmenistan pay special importance to deepening relations of good-neighborliness and friendship, raising the level of strategic cooperation. A vivid embodiment of this was the opening in Tashkent in a solemn atmosphere of the street named after Makhtumkuli and the monument with his bas-relief image, as well as the "Ashgabat" park with symbols of friendly Turkmenistan. In turn, in order to perpetuate the memory of the First President of Uzbekistan Islam Karimov, a memorial complex was opened in Turkmenistan, and a street was named in his honor.

It should be noted that cultural heritage occupies a special place in relations between the two countries. It is difficult to find a Turkmen family where Navoi would not have been read, or an Uzbek who would not be familiar with verses of Makhtumkuli. Creativity of Makhtumkuli is widely studied in schools of Uzbekistan, is studied by Uzbek scientists.

During 2017, a number of high-level meetings took place in bilateral and multilateral formats. Interaction between our countries is filled with new qualitative content. A clear illustration of this is the following moments, including those stipulated by the Strategic Partnership Treaty in March 2017.

Firstly, trade and economic cooperation is expanding. A new impetus to this was given by signing in March 2017 in Ashgabat of the Agreement between Uzbekistan and Turkmenistan on economic cooperation for 2018-2020. A vivid example of practical implementation of this document is holding in March this year of a meeting of the joint Uzbekistan – Turkmenistan Intergovernmental Commission on Trade and Economic Cooperation.

In 2017, delegations of Uzbekistan and Turkmenistan business circles exchanged visits to participate in exhibitions, fairs and business forums. It is encouraging to note that the manufacturer of large household appliances in Uzbekistan under "Artel" trademark organized a joint production in Turkmenistan of assembling water heaters and aluminum profiles. It is symbolic that for the first time at the end of March this year, the National Industrial Exhibition was organized in Ashgabat, which clearly reflects the significant potential of Turkmenistan – Uzbekistan partnership.

Secondly, there is intense interaction between the border regions of Uzbekistan and Turkmenistan. An agreement has been reached on development of cross-border cooperation between Bukhara and Khorezm regions of Uzbekistan with Lebap and Dashoguz regions of Turkmenistan.

Thirdly, targeted projects in the field of transport are being implemented. Integrated roads and railways of the two countries fulfill the transit function for the third countries. As President Shavkat Mirziyoyev stated, “Uzbekistan aims to exit via the ports of Turkmenistan to the Caspian Sea, international transport corridors”. In this regard, it is natural to note the transport-transit corridor "Uzbekistan – Turkmenistan – Iran – Oman", successful implementation of which will increase transit cargo flows and provide the project participants with the shortest and most effective access to foreign markets.

Close attention is also paid to implementation of joint large-scale projects – the construction of road and railway bridges across Amudarya "Turkmenabad – Farab". Erection of these facilities will create favorable conditions for increase in the volume of transportation of goods through Turkmenistan to the countries of Southern and Central Europe, the Middle East, and South-East Asia.

Fourthly, interaction in implementation of large-scale projects in the oil and gas sector is increasing. As the President of Uzbekistan Shavkat Mirziyoyev stated, “this is a new sphere of activity for Uzbekistan and Turkmenistan. The joint experience acquired here will allow our oil producers to enter the broader regional and international markets in the future”. Operation of Turkmenistan – Uzbekistan – Kazakhstan – China gas pipeline with a capacity of up to 25 billion cubic meters of gas per year is indicative in this context.

At the same time, today Uzbekistan and Turkmenistan have an agreement on joint development of hydrocarbon deposits on the Caspian coast. President of Turkmenistan Gurbanguly Berdimuhamedov welcomed participation of Uzbekistan in implementation of such major joint projects.

Fifthly, cooperation in cultural and humanitarian sphere is deepening. Over the past two years, the "Days of Culture of Uzbekistan" and "Days of Culture of Turkmenistan" took place in the capitals of the two countries. At the same time, the Program of Cooperation in the cultural and humanitarian sphere for 2017-2019 was signed.

In order to preserve traditions, language and culture of the Turkmen from the first years of independence, the Republican Turkmen Cultural Center was established in our country. In 2017 in Nukus State Pedagogical Institute named after Ajiniyaz, a faculty was opened to train teachers for primary classes for teaching in Turkmen language.

In general, Uzbekistan – Turkmenistan relations are enjoying the most favorable period for further development of full-scale cooperation and enrichment with a qualitatively new content. Undoubtedly, the upcoming visit of the President of Turkmenistan to Uzbekistan will contribute to building up a multifaceted, multilevel and mutually beneficial partnership between our countries.

Business forum will strengthen cooperation

Bukhara hosted Uzbek-European silk forum and a show of national clothes made from natural silk.

Uzbekistan ranks third in the world by volume of cocoon production after China and India, and per capita – the first in the world. In 2017-2021, due to an increase in production of cocoons by 2 times, as well as the volume of silk production through organization of deep processing of raw materials by almost 8 times, it is planned to increase the annual output of the industry to 11.2 million meters.

In the silk-breeding sector of Uzbekistan, it is planned to implement a new project. The main goal is a comprehensive increase in the efficiency of the industry, in particular, the laying of high-yield intensive mulberry plantations, the study of modern know-how and experience in feeding of silkworm caterpillars, harvesting products, drawing strings from cocoons, manufacturing and exporting qualitative fabrics. To implement the project on improvement of the entire chain, increase the export potential, create new jobs in rural areas and sources of income, in cooperation with the OPEC Fund for International Development, its grant resources will be used. Within the first stage of the project, it is planned to achieve significant results in development of the sphere, then, on the basis of achieved success, to assist neighboring states and economic partners – Tajikistan and Kyrgyzstan in development of the silkworm industry. An important role in this will be played by participation in activities of the Eurasian Association for Silkworm Development, the head office of which will be located in Tashkent. “Uzbekipaksanoat” Association and Italian Silk Association will join this organization.

At the forum it was noted that establishment of cooperation between Uzbekistan and European countries will be mutually beneficial for both sides.

Participants visited the Uzbek-Chinese joint venture “Bukhoro brilliant silk”, watched the production process. They also got acquainted with the project of the makhalla of silkworm-artisans, which will be organized on the territory adjacent the enterprise. Here the craftsmen will be engaged in preparation of cocoons on traditional methods, produce fabrics of raw silk with the help of wooden tools. It is also planned to build a hotel on the territory, to provide other services, which will contribute to development of tourism.

The guests also visited the Chinese industrial park, that is being organized by “Bukhoro brilliant silk”. This enterprise with the project cost of $27 million will be put into operation next year. It will be able to paint annually 7 thousand 800 tons of silk and other fabrics. In addition, it is planned to organize Eurotechnopark near the park. Italian partners are invited to cooperate in this direction.

The guests also visited the ancient sights of Bukhara.

Legislative Chamber of Oliy Majlis of republic of Uzbekistan

Draft laws aimed at deepening legal and socio-economic reforms

Deputies considered a number of draft laws at the meeting of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, held on April 12, 2018.

As it was informed, the draft laws introduced into the agenda were discussed earlier at the meetings of factions of political parties, the deputy group from the Ecological Movement of Uzbekistan, committees and their expert groups.

The draft laws are aimed at further improving the legal framework of reforms, ensuring the rule of law, qualitative improvement of reforming all spheres of society and the state, which are important tasks of the Action Strategy on five priority areas of development of the Republic of Uzbekistan in 2017-2021.

In particular, deputies began their work by discussing in the second reading of the draft law “On introducing amendments and addenda to the Code of Administrative Responsibility of the Republic of Uzbekistan” designed to ensure effective state control over compliance with technical regulations, increasing the responsibility of certification bodies and accredited testing laboratories for violation of rules of certification of products.

In preparation for the second reading of the draft law, a working group was created consisting of deputies of factions of political parties and deputy groups from the Ecological Movement of Uzbekistan, representatives of ministries and departments, civil society institutions, practitioners and scientists.

Deputies emphasized the need to adopt this law, which will serve to protect the rights of consumers and the state on the issues of security of goods, process, works and services, improve quality and competitiveness. At the same time, this document will increase the responsibility of certification bodies and accredited testing laboratories for violating the rules of product certification, as well as full implementation of the norms of the laws “On technical regulation” and “On certification of products and services”.

In March of this year at the regular meeting of the lower house of parliament, the draft law “On introducing amendments and addenda to the Law of the Republic of Uzbekistan “On compulsory insurance of civil liability of the carrier”, prepared by a group of deputies on the results of conducted control and analytical studies, was considered in the first reading.

It should be noted that the project was developed taking into account the experience of foreign countries. So, in the legislation of the Russian Federation, Belarus, Kazakhstan, Kyrgyzstan, the insurance contract is drawn up for a period of up to one year, as well as an insurance policy is issued separately for each vehicle.

In the course of its preparation for the second reading, a working group was created consisting of deputies of the Legislative Chamber of the Parliament, representatives of ministries and departments, civil society institutions, practitioners. In addition, the draft law is posted on the personal pages of deputies in social networks for a broad discussion, which allows to take into account the opinions and suggestions of voters-subscribers.

It was emphasized that in accordance with the draft law, legal entities providing commercial transport services for transportation of passengers and their property, whose activities are subject to licensing, are entitled to conclude compulsory insurance of civil liability of the carrier for a period from three months to one year. The addition of this provision allows carriers to exclude unnecessary costs for conclusion of the insurance contract before the expiry of licenses, cancellation and re-registration of licenses.

Adoption of this law, as reported, will create conditions for carriers providing services to transport passengers on licensed transport.

The draft law “On introducing amendments and addenda to the Customs Code of the Republic of Uzbekistan” was discussed in the second reading. The draft law was developed in accordance with resolutions of the President of the Republic of Uzbekistan “On measures of further liberalizing foreign trade activities and supporting business entities” and “On measures of simplifying the procedure for exporting goods intended for holding exhibitions abroad”.

The draft law amends articles 32 and 245 of the Customs Code of the Republic of Uzbekistan providing for the right to export goods, works and services, with the exception of fresh fruit and vegetable products, cancellation of the requirement for the issuance of permits by the state customs authorities for re-export of goods under temporary importation customs regime.

Within the framework of preparation of the draft law for the second reading, the special working group provided the results of the analysis carried out on its improvement and opinions of experts in this field were taken into account.

During the meeting, other issues related to powers of the Legislative Chamber of the Parliament were also considered.
