Implementation of projects for the welfare of the people under the control of the President

Navoi region has a special place in the country due to its hardworking people, underground and land resources, and huge economic potential. Mining, metallurgy, chemical, food industry, power engineering, production of building materials is consistently developing in the region.

There are large industrial enterprises in the region. Navoi Mining and Metallurgical Combinat, “Navoiyazot”, “Kyzylkumcement”, “Navoi Thermal Power Plant” joint-stock companies and “Elektrkimyozavodi” joint venture are among them.

The Head of the state, during his visit to the region on March 28, 2017, got acquainted with the progress of activities on socio-economic development. Over the past year, a colossal work was carried out in the region. This process is under the personal control of the Head of the state.

President of Uzbekistan began his trip to Navoi from visiting the limited liability company “Karmana golden eggs” in Karmana district. The project for its organization was presented to the President in March last year.

For the last period, its first stage has been implemented. 50 jobs are created in the poultry complex, designed for growing chickens. After 90 days, chickens will be sent for sale as layers.

President Shavkat Mirziyoyev talked with the initiator of the project about his plans for the future. As it turned out, in 2019, it is planned to put into operation an incubation complex and a shop for preparation of eggs. 30 percent of production is planned to be exported, 100 people will be employed.

– A whole system for poultry farming has been launched, – the President said. – Now, it is necessary to set up harvesting eggs and organize their export.

During the visit of President Shavkat Mirziyoyev to Navoi region, presentation of promising projects was held, which will be implemented in “Navoi” free economic zone.

22 projects were implemented in this zone in 2010-2016, and 904 workplaces were created. The new plan envisages implementation in 2018-2019 of 32 projects and creation of 1,659 jobs with organization of production of pharmaceutical products, medical products, mechanical engineering and automotive industry products, chemical and petrochemical industries, building materials.

It is planned to establish the release of marble and granite, composite stone materials. Within the framework of projects, activities will be carried out on development of stone quarries, extraction, processing of marble, production of composite finishing materials.

One of the projects submitted to the Head of the state, with a total cost of 84,5 million US dollars, provides for organizing production of aluminum profiles in 2018-2019, accessories and components.

– Navoi region has all the opportunities for implementing major economic projects, – the President said. – It is necessary to find enterprising entrepreneurs for effectively using these opportunities. To this end, a business forum should be organized in the region in the near future. It is advisable to invite business people from abroad. This will attract the best investors in Navoi.

A project on producing glass products will be implemented in Zarafshan. The enterprise, which will provide employment for 350 people, will produce sheet glass, glass containers.

The President was informed about the planned work on organization of modern greenhouses, development of poultry and fish farming.

The Head of the state got acquainted with the plan on fish farming, which provides for creation of small reservoirs on the backyards of Karmana district and cultivation of fish by an intensive method.

– Fish is a dietary product, which is not inferior to meat by nutritional value. Therefore, it is necessary to pay special attention to development of this industry, – said the President. – The fish grown on private plots of the population will become not only a source of additional income, but also a factor of health promotion.

It was also reported that 1,200 hectares of land would be allocated for the fish breeding complex, which will be organized at Tudakul reservoir. The project, implemented by Iranian investors, provides for harvesting 5 thousand tons of fish per year and production of 4 thousand tons of products based on its processing (fish fillet, minced fish meat, smoked fish).

Fruits of pistachios, which grow in mountain and foothill areas of Uzbekistan, have high taste qualities. According to scientists, pistachio can bear fruit for thousands of years.

President Shavkat Mirziyoyev during his trip to Navoi region got acquainted with the project of creation of intensive pistachio plantations on 10 thousand hectares of rainfed lands of Nurata district. The Head of the state was provided with detailed information about this culture. As a result of implementation of the project worth 21 billion soums (currency rates of CB RU from 05.03.2018, 1$= 8163.46 soums), 850 people will be permanently employed.

As it is known, pistachio, grown according to traditional technology, begins to bear fruit after 11-12 years, one tree yields 200-300 grams of harvest. New plantations will be based on improved technology. First to annual shoots, germinated in the nursery, sprouts of highly productive pistachio varieties are planted. On the third year they can be planted in an open field. Seedlings planted according to this technology begin to bear fruit for 7-8 years and give 1,5-2 kilograms of harvest.

– We are not getting the expected high yields in many cultures because of lack of a scientific approach to agriculture, – the President said. – Henceforth, it is necessary to widely implement the achievements of science in this sphere, work together with scientists at all stages from planting a crop to harvesting. The more yield and export orientation is, the richer the dehkan will be. This is our main goal.

Pistachio plantations will be created during 2018-2021.

The Head of the state was informed about the hydrogel – development of scientists of Tashkent Scientific Research Institute of Chemical Technology. This substance helps to accelerate the growth and development of plants. Hydrogel absorbs rainwater and fertilizers, helps to save up to 50 percent of water used for irrigation.

President Shavkat Mirziyoyev got acquainted with projects on organization of the scientific center for development of steppe afforestation in Navoi region, creation of gardens and modern greenhouses in Khatirchi district, laying almond and pistachio plantations with a drip irrigation system, goat farming in Navbakhor district, development of the food supply system of the region in 2018-2019 and others. The Head of the state gave instructions on timely and qualitative implementation of projects.

President Shavkat Mirziyoyev visited one of the most remote areas of Navoi region – Tamdin. At the district children’s school of music and art No.12, he got acquainted with projects and plans in the region for the future.

The President was informed about measures of comprehensive development of Tamdin, Uchkuduk, Kanimekh districts and Zarafshan city. Projects planned in these remote areas in the sphere of industry, production of consumer goods, agricultural products, and provision of services will serve to improve the well-being of the population.

Uchkuduk district will be oriented on processing wool and manufacturing finished products from it. “Uchkuduk Textile” LLC plans to organize production of ready-made clothes this year, which will make it possible to employ 320 people. “Kizilkum marvaridi” enterprise is creating a greenhouse on the basis of hydroponics.

Projects on organizing production of 4,5 thousand tons of armature, 10 million square meters of glass, 250 million pieces of glass containers, livestock complex for almost 2 thousand cattle, refrigerated storages with a capacity of 500 and 200 tons, poultry farms for more than 100 thousand birds, fish farming and greenhouses will be implemented in Zarafshan.

Similar promising projects will be implemented in Tamdin, Kanimekh districts. As a result, 4 thousand jobs will be created in two years.

Last year, a camel farm, organized in Kanimekh district of Navoi region, received 3 thousand tourists from 61 countries. Taking into account the increased attention in Uzbekistan to the development of the livestock sector, it is planned to organize a complex for 1 thousand camels and 500 thoroughbred goats. It is planned to purchase thoroughbred goats from abroad for a modern cattle-breeding complex worth 15,7 billion soums (currency rates of CB RU from 05.03.2018, 1$= 8163.46 soums). A thousand tons of camel and 300 tons of goat milk will be processed here every year. At the same time, the complex will represent a modern ecotourism center capable of hosting 10 thousand tourists a year.

Camel milk has a number of useful properties. It contains vitamins A, B1, B2, C and D three times more than in cow milk. It is rich in calcium, potassium, magnesium, iron, copper, zinc, manganese, phosphorus and other microelements. In addition, camel milk has many elastin, lanolin, lactoferrin and other nutrients. This product is useful for prevention and treatment of diabetes mellitus, anemia, heart disease, nervous, respiratory and gastrointestinal system, liver, as well as strengthens the immune system.

Visitors to the complex will be able to taste camel milk, ride in desert on camels and quad bikes.

The Head of the state gave instructions to the officials on completing construction of the complex before the Independence Day of Uzbekistan and creating necessary conditions for tourists.

Creation by Navoi Mining and Metallurgical Combinat of a cattle-breeding complex for 4 thousand sheep in Tamdin district is among the promising projects. It will serve to development of karakul breeding and creation of new jobs in the region.

Presentation of social projects was held within the framework of the visit of the President of Uzbekistan to Navoi region. In particular, a children’s town will be built for children of “Shodlik” charity house, in Tamdin district. All amenities for children will be created in the town of 4,3 hectares. Construction activities will start this month and will be completed by the end of the year.

Projects for construction of fountains in Zarafshan, repair and equipping the “Konchi” sanatorium in Uchkuduk district will serve to improvement of the city and strengthening health of the population.

The President got acquainted with the planned activity on repair of multi-storey housing stock in Zarafshan and Uchkuduk.

– Residents of these remote cities have a right to live well, – said the Head of the state. – 150 houses were renovated last year, the remaining 723 houses will be renovated in 2018-2019.

Projects on increasing extraction of precious metals until 2026, development of “Auminzo-Amantoy” deposit, implementation of the fifth stage of development of Muruntau deposit, expansion of capacities of the second hydrometallurgical plant in Tamdin district, and others were also demonstrated.

The Head of the state gave necessary instructions on timely and qualitative implementation of all projects, further expansion of production.

The President of Uzbekistan talked with representatives of public, aksakals, youth and entrepreneurs of Tamdin, Uchkuduk, Kanimekh districts and Zarafshan city. During the conversation, the reforms implemented in the country, creation of great opportunities, activation of friendly relations with neighboring states, employment of people, improvement of well-being of the population, as well as the water supply in Tamdin district, upbringing the younger generation were discussed.

On the same day, a meeting was held in Khatirchi district khokimiyat with participation of the region’s activists. Issues of development of the regional economy, increasing attention to creating new jobs, improving living conditions of people, reducing crime among women, consistent continuation of reforms initiated in education, healthcare and other spheres were discussed. The President, having listened to problems and suggestions of people, gave appropriate instructions to responsible persons on promptly taking measures.

Thereupon, the visit of President Shavkat Mirziyoyev to Navoi region ended. As it was emphasized during the trip, implementation of promising projects aimed at improving the well-being of the population, execution of instructions will be under constant control of the Head of the state.

Technological Approach to Aquaculture

In the Bukhara region, 240 fish farms and other entities are engaged in fish farming, at whose disposal artificial reservoirs with an area of 1.6 thousand hectares. One of the leading places among them is the Bukhoro Balik Sanoat limited liability company.

The enterprise was created through equity participation and a loan from the regional branch of Ipoteka Bank, as well as from the initiators of the project in the amount of 7 billion soums (currency rates of CB RU from 05.03.2018, 1$= 8163.46 soums). Its specialists have organized an artificial pond with an area of 70 hectares, next to it a production complex has been built, equipped with modern technological equipment. Here is an intensive garden in an area of 5 hectares. All the processes associated with growing fish are a single technological chain.

“Breeding plays an important role in fish farming,” says Davron Niyozov, scientific consultant at the Bukhoro Balik Sanoat. “This issue is of special importance to us. 60 million fry are grown in the incubation shop. The slightest inattention can lead to their death. Therefore, under strict supervision, care work is taken to maintain a constant room temperature.”

After the incubation shop, the young are raised in small pools in a closed building until the weight of the fry reaches 1.5-2 grams, then in four open pools of 1 hectare they pass ‘summer fattening’. When their weight reaches 35-50 grams, they are placed in a special pool for the winter. In spring they are released into large water, and in autumn the fish is ready for harvesting.

A notable feature of the complex is the presence in it of a closed system of water circulation. The company also operates workshops for cleaning, short-term frost and long-term refrigeration storage of fish. The store holds 200 tons of products. Smoked fish is also established here. As a result, the products are delivered to the market in frozen and ready-made form.

Naturally, the productivity of fish grown in an artificial pond depends largely on the feed. The plant has a production capacity of more than 2 thousand tons of feed per year. Here it consists of corn, protein, various vitamins and supplements. In addition, waste from fish cleaning is recycled, from which a secondary food is obtained.

“Spring is an important season for fishermen,” says Kayum Salomov, head of the Bukhoro Balik Sanoat LLC. “In small pools, we will start growing white fern, silver carp, African catfish. According to the plan, in the autumn we will catch about 300 tons of fish. Next year, this figure will be even higher. In early February, I visited the city of Hanoi at the invitation of guests from Vietnam who visited Bukhara last autumn. Agreements on establishing partnerships have been reached. In the future, we plan to create a joint venture.”

In total, fish farming is established in 8 natural lakes and one reservoir with a total area of 56 thousand hectares. This year it is planned to get 8.6 thousand tons of products, which is twice as much as last year. An important factor in achieving this goal is the support for fish farms by the state.

Interior ministries of Uzbekistan and Kyrgyzstan agree on cooperation

Following the event, the parties signed a Protocol on cooperation between the ministries of internal affairs of Uzbekistan and Kyrgyzstan for 2018-2019, as well as a Protocol of the meeting.

Interdepartmental coordination working group of interior ministries of Uzbekistan and the Kyrgyz Republic held a meeting.

The parties discussed a number of issues, including cooperation between the ministries in the field of combating ordinary crime and investigative work, the current state and future prospects of the parties ' units to exchange information in the field of combating terrorism, extremism and illegal migration, the fight against illicit trafficking of narcotic drugs, psychotropic substances and precursors, and ways to improve them. The sides exchanged views on strengthening bilateral cooperation and exchange of experience in these areas.

Following the event, the parties signed a Protocol on cooperation between the ministries of internal affairs of Uzbekistan and Kyrgyzstan for 2018-2019, as well as a Protocol of the meeting.
