Youth under 30 make up 48 percent of the population of Bukhara region. A significant work is carried out on educating them as healthy and spiritually developed personalities, realization of their talent and potential.

President Shavkat Mirziyoyev on the second day of his visit to Bukhara region got acquainted with the activity of the Youth Center in Bukhara, watched the process of classes in the center's groups.

Last year the old building of the former Palace of Culture was thoroughly renovated and turned into a Youth Center. Bukhara Regional Council of the Union of Youth of Uzbekistan operates in a three-storey modern building. The conference hall for 800 seats and a cinema hall for 280 seats are equipped in accordance with modern requirements, convenient for holding mass cultural events, will contribute to increasing the social activity of youth.

The Center has more than 20 groups in English and Russian, chess and checkers, table tennis, acting skills, preparing girls for family life, youth tourism, preschool, inclusive education, fine arts, sewing and other areas.

A library with 4 thousand books is always full of readers.

There are Bukhara State University, College of Arts and a number of other educational institutions next to the Youth Center. Groups and library of the Youth Center have created great convenience for students of these educational institutions.

The Head of the state was informed about the new groups to be organized this year, promising projects that are being implemented in the Youth Center.

– A book brings up the best human dignity. If we want our youth to become educated and highly spiritual, we must educate them in the spirit of love for the book, teach various professions, – said the President of Uzbekistan.

Construction of these houses had started in May 2017 and will be completed in March this year. The residential complex consists of 39 five-storey houses, 1024 two and three-room apartments. Trade and service centers will be located on the ground floor. Apartments in houses are provided on credit for a period of 15 years.

The President of Uzbekistan got acquainted with construction of houses.

Information on new construction projects was also presented here. Six and seven-storey houses will be built on an area of almost 2 hectares, in Kagan.

According to the project of reconstruction of buildings, shopping, entertainment complexes, social facilities will be built on the street of Islam Karimov, in Bukhara.

Shavkat Mirziyoyev gave his proposals on development of projects.

Master plan of Bukhara provides for restructuring residential areas at intersection of I.Karimov, O.Eshonov, Hamza, M.Iqbol, S.Aini streets. Obsolete buildings will be updated.

– This is a very important issue, – said the President of the country. – For people to be satisfied with life, it is first and foremost necessary to improve their living conditions.

Ibn Sino street is also to be reconstructed. A new housing complex will be built at the intersection of Alpomish and Fergani streets.

The program of improving the multi-storey housing stock of Bukhara region provides for repairing and improving 546 multi-storey houses this year.

– Bukhara is a popular city among tourists. There are many historical monuments, but few modern buildings and structures, – said Shavkat Mirziyoyev. – Modern buildings should be built along these streets. Bukhara should go ahead not only as a historical, but also as an innovative city.

The head of the state has been presented projects of construction of the educational building for 900 places and the clinic for 200 beds in Bukhara State Medical Institute, construction of receiving diagnostic department and reconstruction of the medical building of Bukhara branch of the Republican Scientific Center for Emergency Medical Care.

According to the plan of development of the passenger transportation system, buses of large capacity will be purchased. New routes from Bukhara region to Moscow, Ufa, St.Petersburg and other Russian cities will be opened. It is also planned to establish seasonal routes and interregional transportation.

– The time has come to improve the transport system, – said the Head of the country. – Prior to this, this sphere was not given sufficient attention. Many bus parks were privatized. Transport does not go to remote areas, and therefore it is difficult for people to come to the city. It is necessary to streamline the public transport system.

The development plan of drinking water supply system in Bukhara region has been considered. So, starting from 2019, most of residents of the region will be provided with drinking water. At present, this figure is 51 percent. The project, implemented with participation of the World Bank, envisages full provision of Karakul and Alat districts residents with drinking water.

The President of Uzbekistan noted the need for speedy implementation of projects, while observing the quality of implemented activities.

President of the Republic of Uzbekistan, the Supreme Commander-in-Chief of the Armed Forces Shavkat Mirziyoyev visited one of the military units of the South-West Special Military District in Bukhara region.

All conditions are created in this military unit for increasing the level of combat training of military servicemen. Educational buildings, auditoriums, computer classes, electronic library, cabinets of spirituality and enlightenment, a gym are equipped with the latest equipment and technology.

The President of the country got acquainted with the presentation devoted to reforms in the troops of the Ministry of Defense, improvement of the military intelligence system, activities of the military administrative sector of Bukhara region, construction project of a military town in the region.

Increasing the authority of the military sphere in society, further expanding the outsourcing system in providing dining facilities and institutions with qualitative food products, working with reserve officers, educating the younger generation in the spirit of patriotism and individuals with an active lifestyle were noted.

The Head of the state, getting acquainted with conditions created for living, training and physical training of military servicemen, noted that constantly increasing their theoretical knowledge, skills and combat training should be paid special attention.

The Supreme Commander-in-Chief of the Armed Forces of Uzbekistan, in a conversation with soldiers and officers, noted that in current troubled and difficult time, the defenders of the Motherland have an extremely responsible task on preserving peace and tranquil life of people, the military servicemen must be always ready to face any threats and challenges.

The army is a reliable shield of our people, said Shavkat Mirziyoyev. The goal of reforms in the defense system of our country is to ensure the unity of the army and people. We are doing a lot for improving conditions of service of Motherland defenders, strengthening social protection of their families and children. In response, the military servicemen should be worthy of ancestors, deeply master modern knowledge, constantly work on themselves.

Responsible persons were given corresponding instructions on further raising the level of spiritual and enlightenment training of military servicemen, organizing their studies abroad and other issues of improving the military sphere.

President Shavkat Mirziyoyev during his visit to Bukhara region on March 10-11, 2017, got acquainted with the project of creating a cluster on sorting and processing waste in Kagan district. Over the past period, the enterprise has already begun its activity.

The enterprise was provided with vacant buildings and facilities at zero cost with condition of investing. In accordance with the agreement, additional buildings were repaired at the expense of 1,6 billion sums, 5,5 billion sums were invested, main production facilities of the plant were built.

Here, a waste sorting line, imported from China, with a receiving capacity of up to 450 tons per day, is installed. Metal, stone, glass, waste tires, wooden boards, branches and leaves, waste paper, construction waste, plastic containers, fabrics and rags are sorted and processed. Briquettes, synthetic fiber, paper cardboard, textile fabric, burnt bricks, biohumus and other finished products are produced and exported from these wastes.

The company, which employs more than 400 people, collects household waste in the cities of Bukhara and Kagan, Bukhara and Kagan districts. In the future, it is planned to expand activities of the enterprise, establish waste collection in all districts of the region, and release polygons. As a result, more jobs will be created.

Not far from the enterprise it is planned to build houses for workers, trade and consumer services centers, an indoor swimming pool, a hospital, a sports ground, a parking lot, a school and a preschool education institution.

The Head of the state got acquainted with the process of work at the enterprise. Gave instructions on expanding the scale and capacity of waste processing, establishment of such enterprises in other districts.

About 150 thousand tons of fish is projected to produce in the country this year.

Despite the rapid growth of this industry in recent years, fish farms in the country, numbering currently well beyond 3 thousand, have had hard time in supplying the domestic market with quality and affordable products. According to experts, problems arise mainly from the inefficient use of water resources, while advanced international experience and new technologies in fish farming are scarcely cashed in.

To breathe in a new air into this situation, Uzbekistan’s President has ordered to devise, by the end of February, an action plan for the integrated development of the fishing industry in 2018. The challenge is to boost the production of fish manifold.

For comparison, in previous years, fish production in Uzbekistan had varied within 50-60 thousand tons, while this year it should increase about threefold. Also, there will be new fish nurseries and farms using modern technologies.

The three leaders in fish production this year is projected to include the Tashkent region with intended 20.1 thousand tons of fish, Karakalpakstan with 20 thousand tons, and Khorezm region eyeing 13.1 thousand tons.

As for the strategic development of the industry, Uzbekistan intends in the coming years to focus on studying the expertise of foreign specialists, especially from China, Vietnam, Indonesia, as well as on the widespread introduction of advanced fish farming technologies from abroad.

In addition, President Shavkat Mirziyoyev has ordered that through to 1 January 2020 fish feed imported into the country is exempt from payment of customs duties. This is designed to reduce the cost of production of fish and, accordingly, its price for the consumer.

To provide the industry with specialists, in the 2018/2019 academic year it is planned to open specialized correspondence faculties of fish farming at Tashkent State Agrarian University and its Nukus branch.

A business forum of the two countries is also projected within its framework.

The first block will be located on the open exhibition area, and the second one is to be housed indoor.

The exhibition, as reported, will be contributed by such companies as Uzbekneftegaz, Uzkimyosanoat, Uzbekoziqovqatholding, Uzeltekhsanoat, Almalyk Mining and Metallurgical Combine, Navoi Mining and Metallurgical Combine, Uzbekcharmpoyabzali Association, Uzvinosanoat-Holding, Uzmetkombinat, Artel, Akfa, Akfa Lighting, Imzo and others.

The purposes sought from the exhibition are promotion and presentation of domestic industrial companies, innovative achievements and investment projects, extensive exposure of visitors and exhibitors to the scientific and production potential of our country, disclosure of economic and investment potential, demonstration and presentation of broad opportunities for investment projects, the richest cultural and historical heritage and tourism of Uzbekistan, contracting with companies of Tajikistan and other countries.

Indian delegation to visit Uzbekistan

On February 20, 2018, a delegation of the Republic of India headed by the State Minister of Chemical Industry and Fertilizers Mansukh Mantaviya is to arrive in Tashkent.

The program of the visit includes meetings and negotiations in the Government of Uzbekistan, the Ministry of Health, the Agency for the Development of the Pharmaceutical Industry, the Chamber of Commerce and Industry.

The Indian delegation will also take part in a joint business forum of representatives of business circles of the pharmaceutical sphere of the two countries, as well as visit a number of regions of Uzbekistan.

Tourists in Uzbekistan will from now on be able to photo and video shoot public places, buildings and structures without any restrictions.

As it was specified in the State Committee for the Development of Tourism, the exception will be the facilities, the list of which is approved by law. They will be set appropriate indexes on the prohibition of all types of filming. The list of these objects is under consideration in the Cabinet of Ministers.

Horses Lend Us the Wings We Lack

If we describe different countries from the point of view of the development of horse breeding, the first country that comes to mind is France. It is not surprising that, with this in mind, a delegation from Uzbekistan has visited the Fifth Republic. What interesting things were learned, who the negotiations were conducted with and whether their experience is acceptable for our country - these and other questions were answered by our guest, the deputy chairman of the Horse Breeding and Equestrian Federation of Uzbekistan, Eldor Anarbayev.

- More attention has begun to be paid lately in our country to the development of horse breeding and equestrian sports. What is the reason behind this?

- First and foremost, it is the fact that for Uzbekistan, horse breeding and equestrian sport has a historical bunch. If in Europe equestrian sport began to develop 300 years ago, then this figure goes far beyond a thousand years. The horse has always been present in the life of the Uzbeks, let us take at least ‘sunnat-tui’ - the obligatory rite of circumcision for all boys. The climax of this ceremony is the gift of a young stallion to the child with the wishes of growing a mighty and brave jigit. As you can see, we have rider skills and horse management in our blood.

Second, in the modern world there is such an expression - the state of affairs in the state is judged by the state of horse breeding. Given that this is a very expensive pleasure and, accordingly, the development of this sector is an indicator. That is, if the country has been able to afford so carefully to deal with this direction, then everything is fine in it.

Therefore, to attract tourists this is also an indicator, by the way, in terms of investment attractiveness. As a rule, equestrian sport can be afforded by people with a large income. Imagine that we will be able to organize some kind of international tournament. Visitors will come to Uzbekistan, but, apart from participating in competitions, they will certainly get closer to our country, study its capabilities and potential, and maybe even want to invest in attractive areas. After all, it’s all very interconnected.

For example, the daughter of one of the richest people in the world of Bill Gates is an experienced rider and is intensely engaged in equestrian sports. To support his daughter’s passion, he bought a mansion in Wellington, Florida. This place is very popular among wealthy riders. My dad does not miss any competition for this species. I think it would be nice if he accompanied his daughter in competitions that are planned to be held in Uzbekistan in the future.

Third, Uzbekistan is proud of its ancient national Korabayir breed of horses. And today our task is to increase the quality of its livestock. In February 2017, the President of Uzbekistan Shavkat Mirziyoyev approved a number of promising agricultural projects. One of them was the tribal farm “Korabayir otchilik majmuasi” for the breeding of this breed of horses. The complex plans to grow up to 200 horses a year for sale both in the domestic and foreign markets.

Fourth, in Uzbekistan, cavalry detachments of internal affairs have started to be formed, which will observe the public order. Despite the fact that this is the structure of the Ministry of Internal Affairs, we still work very closely with them. They can not cope without us, because we will prepare specialists, horses will also be federation. We also work closely with the National Guard.

Fifthly, our close cooperation with the State Tourism Committee is envisaged to ensure the successful organization and holding of large-scale equestrian competitions.

As you can see, this is a serious and necessary industry, which can not be ignored.

 - If it is planned to hold large international tournaments in our country, it is obvious that for this purpose it is necessary to have racetracks, schools of trainers and judges in equestrian sport, and the construction of stud farms. What is being done in this direction?

- Currently, in accordance with international standards, the reconstruction of JSC Markazi Hippodrome is underway. Completion of work is planned for 2019. Upon their completion, the world championships, Asia, international large-scale competitions, training camps and seminars will be held here.

It is planned to build new equestrian clubs in different regions of Uzbekistan.

Since in recent years, due attention has not been paid to the personnel issue, today it is necessary to involve the youth in every way by organizing incentive programs for veterinarians and trainers. The Agrarian University of the capital of Uzbekistan has a veterinary faculty, and a new direction of training – “Equestrian sport” - opens in the sports institute.

The creation of the Republican school of trainers, judges in equestrian sports, veterinarians is envisaged. A number of ministries have been instructed to provide all the necessary conditions for the unhindered entry and residence of foreign specialists on the territory of the republic, as well as the departure of our specialists for study abroad.

Last year, Tashkent hosted two seminars with the participation of international experts who conducted practical and theoretical studies. This year we plan to organize four trainings, during which foreign experts will share their experience in horse breeding.

With regard to equestrian plants, a new modern plant for the cultivation of the Korabayir breeds has already been built in Kashkadarya, it is ready for commissioning. The opening is planned to coincide with Navruz. Construction of two more plants for the cultivation of the Akhal-Teke breed has already begun in the Tashkent region. This is a Central Asian breed; today a small number of it is preserved in Uzbekistan. The construction of these plants is planned by 2019. There we will breed those lines of the Akhal-Teke breed that are not yet available in the country.

And one more plant is “Uzbek sport otlari”, the construction of which is also started in the Tashkent region. By the very name it is clear that horses will be divorced for sport and official use in the Ministry of Internal Affairs and the National Guard.

After the full launch of all these plants somewhere around 2022-2023, the import of sports horses should stop. It turns out that we will be able to provide for ourselves.

- Recently you visited France, where you got acquainted with their horse breeding experience. Why did you choose that country?

- Well, let’s start with the fact that at present this state is the locomotive of equestrian sport. The total turnover in this industry reaches 14 billion euros per year. There are a large number of factories, schools, hippodromes. And this is understandable, because France was historically considered a horse power, which gave the world many magnificent breeds of horses and great riders. Of the national breeds, it is worth mentioning, first of all, the French village and the French trotter, the unique wild camargues, and also the whole ‘bouquet’ of heavy-wool breeds - ardennes, percherons, bolognoys, Breton, Norman cobs.

Today more than 40 breeds of horses are bred on the territory of this country. According to the classification adopted there, the breeds are divided into four categories: factory, foreign (recognized in France), heavy-wired and several breeds of ponies.

 In French horse breeding, much is unusual. For example, horses are tested year-round, and race days on racetracks are not limited to weekends only. Every year more than 500 international prizes are played in France, among which the main trot and the main race is the prize of the Arc de Triomphe.

Turning to the goals of this visit, I will remind you that in Tashkent reconstruction of the racecourse is being carried out. We plan to make it the best in the CIS and one of the best on the Asian continent. Without studying foreign experience of this kind, a large-scale facility is very difficult to build, because we need to think about its further operation in the construction process.

After all, the racecourse is a kind of laboratory, a kind of center. We can grow and raise horses as much as we like, but their quality, physical condition and compliance with the sport are checked and shown only on racetracks. Therefore, within the framework of the visit, we tried to cover as much as possible all the issues of interest to us and receive detailed answers to them.

We negotiated with the representatives of the Professional Union of the Horse Industry (UNIC), the Equestrian Federation (FFE), the LeTrot Riding Association, the Horse Racing and Selection Committee (FRBC), the Horse Breeding Service (FCS), the marketing and promotion of equestrian sports - PMU, Groupe Carrus / PMC, France Galop and Cheval Francais, as well as the PGM Télévision TV channel.

In addition, they visited the famous world-class race tracks Longsham and Vincent and studied their infrastructure using innovative technologies. We got acquainted with the system of organizing competitions, high-quality veterinary services, the practice of increasing the competitiveness of breeding products in the world market, as well as training and retraining of judges, veterinarians and skilled horsemen.

But this is not our last trip; we intend to cooperate with colleagues on an ongoing basis.

- Do you plan to develop cooperation with other countries?

- To date, we have an agreement with Russia on training specialists and signed an agreement with Qatar. Of course, we also plan to cooperate with Great Britain, Germany, the Middle East countries, since their experience is very interesting to us.

- Is it possible to use innovative technologies in your field?

- Of course, as in all spheres, horse breeding and equestrian sport, discoveries are made every year, new technologies are introduced. If you study the learning process in European schools, then any student, before riding a horse, is first trained for a long time on simulators, simulators as close as possible to the behavior of a horse. Firstly, it is convenient, and secondly, it is safe, since it is rather risky to begin training in horseback riding.

For example, if you want to breed a new breed, there is no need to buy the horse itself; it is enough to breed mares. This is a very convenient, innovative, cost-effective method of insemination.

The same can be said about feeding. Europe has already moved away from traditional feeding. Today, there the food consists of bioadditives, a special food that does not load the horse's stomach, will not slow down the working capacity, will not worsen the condition of the wool. European experts have developed new vitaminized recipes, the so-called innovative food. This, of course, is not cheap, but when massiveness appears, the cost price of the goods falls, and we will eventually move on to this method.
