The President of the Republic of Uzbekistan, the Supreme Commander-in-Chief of the Armed Forces Shavkat Mirziyoyev visited the military unit of the Eastern Military District on the second day of his trip to Fergana region.

Here the Head of the state got acquainted with the work carried out on implementation of tasks set at the expanded meeting of the Security Council, watched the trainings of brigades of air paratroopers, talked with military personnel.

Constant attention is paid to issues of social support for defenders of the Motherland, creation of decent living conditions for them. All conditions for exemplary execution by military personnel of their official duties have been created in this military unit.

The Head of our state visited the center of cultural leisure organized in the military unit, the center of spirituality with the library, the canteen working on the system of outsourcing.

– To love the Motherland is the best of qualities. We must educate the youth in this spirit. For this, such strong and brave young men as you should serve as an example. It is necessary to meet with youth more often, to contribute to upbringing them in the spirit of national pride, devotion to the Motherland, – said Shavkat Mirziyoyev.

At the meeting, the need for intensifying activities on improving the living conditions of servicemen and providing them with housing was noted. To this end, activities of military-administrative sectors, organized at places, should be improved.

Instructions were given on installation of aerodynamic simulators for training airborne paratroopers, opening training courses in parachutism at “Vatanparvar” organizations.

The President of Uzbekistan Shavkat Mirziyoyev got acquainted with multi-storey houses erected on Mustakillik area of the city of Fergana.

The Head of the state was provided with information on construction and landscaping work carried out in accordance with the master plan of Fergana.

Construction and reconstruction of multi-storey housing are under way in accordance with the resolution of the Head of the state “On measures of implementing the Program on construction and reconstruction of affordable apartment buildings in the cities for 2017 – 2020” of November 11, 2016 in Fergana. Last year, according to this program, 5 seven-storey houses and apartments for families in need were built and put into operation in the area. The houses consist of two and three bedroom apartments, provided on the basis of preferential mortgage loans for a period of 20 years. All conditions are created for living, houses are provided with heating boilers, modern elevators are installed in entrances.

At present, construction of 10 houses are being completed on the area, which will be commissioned this year on the eve of Independence Day.

In 2019 and 2020, it is planned to build another 19 multi-storey houses. In total, 34 houses will be erected for 1428 apartments on the territory. In addition, it is planned to build four-storey complexes for commercial purposes, a hotel, a secondary school, a kindergarten, retail and consumer services center, and a multi-storey car park.

The Head of the state noted that in construction of multi-apartment housing it is necessary to master the technique of erecting houses from blocks, which is widely used in countries such as Turkey and South Korea.

– Blocks, first of all, speed up construction, create seismic resistance, in addition, the cost of production decreases, – said Shavkat Mirziyoyev. – Such houses are built in all developed countries. Modern technologies of block construction are also being brought to our country. This experience will further expand the scale of housing construction.

Plans on starting building multi-storey houses for social workers, successfully working teachers and doctors, granting benefits on the initial payment were considered. Having done so, we will ensure fair treatment of their selfless labor, the Head of the state said.

Presentation of projects on maintenance and effective use of the region’s infrastructure, repair of the heating system for multi-storey houses in Fergana, Margilan, Kuvasay and Kokand, development of drinking water supply and sewerage systems in the region was also presented here.

The President gave corresponding assignments to khokims of the mentioned cities, which are major regional centers, on socio-economic development, addressing the population’s problems, improving the drinking water supply and housing maintenance, creating new jobs.

Recently, the Decree of the President Shavkat Mirziyoyev on pardoning was adopted, which became a vivid confirmation that life, freedom, honor, dignity and other human rights are recognized in the country as the highest values.

It should be noted that on the eve of the 25th anniversary of the Constitution of the Republic of Uzbekistan, for the first time in the history of the country, the President of the Republic of Uzbekistan adopted the Decree on pardoning 2 700 convicts, including on releasing 956 persons from the penal colony, who committed crimes due to various circumstances, who are sincerely repented of their actions and firmly embarked on the path of correction, and who are positively characterized at the place of residence and in institutions on the execution of punishment.

The Decree “On pardoning a group of people serving a sentence in the form of deprivation of liberty, who sincerely repented of their actions and firmly embarked on the path of correction”, announced on June 12, 2018, became another step on this path.

Pardoning is carried out in relation to convicts, individually, on the basis of a petition for pardon in writing addressed to the President of the Republic of Uzbekistan, written by the convicted person. That is, a person recognizes his guilt, repents and asks for forgiveness. There is no place for chance in such cases.

It should be noted that according to the Decree, for the first time in connection with the sacred Ramadan Hayit/Eid-al-Fitr and paragraph 23 of the Article 93 of the Constitution of the Republic of Uzbekistan, 226 citizens have been pardoned serving sentences of imprisonment who have committed crimes by ignorance, but have sincerely repented of their actions and firmly embarked on the path of correction.

40 pardoned people are persons over the age of 60, 39 – foreign citizens, 37 – women, 51 – persons who participated in activities of prohibited organizations.

Currently, within the framework of implementation of the Decree, responsible ministries and agencies have begun to implement corresponding instructions on assisting pardoned persons in returning to family and relatives, social adaptation, involvement in good work, choosing a healthy lifestyle and occupying a worthy place in society.

The company BIG Agro has launched the exports of the Iceberg lettuce, grown on 100 hectares of the Mirishkor and Kasbi districts of the Kashkadarya region

The favorable soil and climatic conditions of our sunny country allow to receive two or even three yields of vegetables, melons and other crops within a year.

The Iceberg sort of lettuce is similar to white cabbage; its leaves are not very dense. Weight of one head of lettuce reaches 1 kg. This kind of salad is rich in vitamins A, C, E and B, and also contains such useful elements as potassium, phosphorus, iron. The leaves of the salad are distinct with pleasant taste.

“Our company has been cultivating various types of lettuce for a number of years and is selling mainly in the markets of the Russian Federation,” says Bobur Abdumavlonov, the manager of BIG Agro. “This year, a lettuce of the Robinson variety has been grown in the Kashkadarya region. Seeds were imported from Holland; this is a high-yield sort. When carrying out the necessary agrotechnical measures, you can get 15 tons of harvest a hectare. All goods are exported. We are two weeks into the supplies abroad, yet there still a lot of yield in the fields.”

After harvesting, the crop is exported frozen, then processed and exported. For this purpose, the company representatives have delivered everything conducive for these types of works. There are special machines with refrigerators and logistics centers.

As representatives of the company noted, almost 500 people are engaged in temporary work during the cultivation of lettuce. At the same time, on 2.1 thousand hectares of BIG Agro in Mirishkor and Karshi districts, Kayan hot pepper is cultivated. Saplings, planted in early spring in greenhouses on 80 hectares, have already been on the field.

“This variety is much hotter than ordinary pepper,” agronomist Ahror Juraev says. “This is a viable variety with a high adaptability to local climate. For the qualitative carrying out of the agrotechnics in the cultivation of this pepper, experienced specialists from India and Indonesia were invited. Every week they inspect the fields and give their recommendations. According to calculations, it will be possible to harvest up to 20-25 tons per hectare.”

Pepper in dried form will be exported to the countries of Asia and Europe. Today, over 2 thousand seasonal workers labor in the fields.

Deputies considered draft laws aimed at ensuring people’s interests

At the regular meeting of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, on June 12, 2018, deputies considered a number of draft laws on the agenda. Earlier, the draft laws were discussed at the meetings of political parties' factions, the Deputy group from the Ecological Movement of Uzbekistan, committees and expert groups.

The draft law "On countering extremism", which was considered by deputies in the second reading, previously was discussed and conceptually approved during the meeting in May 2018.

During the preparation of the draft law for the second reading, members of the Committee on the Issues of Defense and Security of the Lower House of Parliament organized about 10 extended meetings with participation of specialists and scientists in this field. All proposals collected as a result of the discussions have been summarized and analyzed. The draft law is also posted on the official website of the Legislative Chamber as part of public discussion. In general, more than 50 proposals of citizens were studied, most relevant of which were taken into account when finalizing the draft law.

Deputies emphasized that the adoption of the draft law contributes to ensuring security of individual, society and the state, protection of constitutional system and territorial integrity of the state, preservation of civil peace, interethnic and inter-religious harmony, timely prevention, detection and suppression of offenses in the field of extremism, elimination of their consequences, as well as ensuring principle of inevitability of responsibility.

During the consideration in the second reading of the draft law "On introducing amendments and addenda to the Law of the Republic of Uzbekistan "On the Chamber of Commerce and Industry of the Republic of Uzbekistan" it was noted that deputies of the Committee on the Issues of Industry, Construction and Trade paid attention to the study of experience of foreign countries in this area. Thus, introduction of mandatory membership in business associations integrates business community and has a positive impact on development of the economy as a whole. The draft law is aimed at improving the normative legal base in the field of protection of rights and legitimate interests of business entities through institutional development of business community.

Further, deputies discussed the draft law "On mediation" in the second reading, developed in order to create legal conditions for development of alternative ways of dispute settlement in the country with participation of independent persons – mediators, reducing burden on courts.

The draft law was posted on the website of the Legislative Chamber www.parliament.gov.uz, taking into account public importance, as well as on personal pages of deputies in social networks, which allowed to take into account opinions and suggestions of voters-subscribers. Many received proposals were taken into account in its preparation for the second reading.

The use of mediation in resolution of disputes will save time and reduce legal costs of citizens, organizations, including business entities, will create effective organizational and legal mechanisms for pre-trial settlement of disputes.

At the meeting, the draft law "On introducing amendments to some legislative acts of the Republic of Uzbekistan", developed in accordance with the Decree of the President of the Republic of Uzbekistan "On measures for radical improvement of the system of general secondary, secondary special and professional education" and the Resolution of the President of the Republic of Uzbekistan "On improvement of activities of the Center of secondary special, professional education of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan" was considered in the first reading.

Deputies also considered the draft law "On introducing amendments and addenda to the Code of the Republic of Uzbekistan on administrative responsibility" in the first reading.

Responsibility of legal entities and individuals for unauthorized extraction of groundwater is increased in pursuance of the Resolution of the President of the Republic of Uzbekistan "On measures for regulating control and accounting rational use of groundwater resources for 2017-2021" of 04.05.2017, No. RP-2954.

It should be noted that the meeting on issues of export and import, providing additional revenues to local budgets, as well as current tasks related to implementation of major activities on harvesting grain, growing repeated crops, and rational use of water was held under the chairmanship of the President of the Republic of Uzbekistan Shavkat Mirziyoyev.

Taking into account the tasks, deputies studied the real situation at places, the results of the study were taken into account in preparation of the draft law, which envisages strengthening administrative responsibility for unauthorized groundwater abstraction.

The adoption of the draft law will contribute to rational and economical use of water resources.

The meeting was held in the form of discussion, which allowed to comprehensively discuss the draft laws on the agenda. Parliamentarians also discussed other issues related to powers of the Legislative Chamber.

The 29 May Resolution of the Cabinet of Ministers of Uzbekistan changed the rules by providing for easing of measures for violation of the rules of stay of foreign citizens in the Republic of Uzbekistan

Responsibility for temporary registration of foreign citizens and stateless persons, as well as those of the CIS nations, except for people from abroad on an independent journey, is assigned to the inviting (receiving) persons. Earlier, foreigners themselves had been responsible for registration and in case of breach of the law they had to pay a fine in the amount of fifty to one hundred times the minimum wage in Uzbekistan (8.6-17.2 million soums or 1,073-2,146 US dollars) (currency rates of CB RU from 01.06.2018, 1$= 7909.37 soums).

Meanwhile, foreign citizens making an independent travel (living in campgrounds or vehicles converted for overnight stay) in case they do not register and pay the tourist tax will pay a fine in the amount of ten times the unpaid amount of the tourist fee. For example, a foreign citizen who lived for 5 days in Uzbekistan pays 43,060 soums. In case of residence without registration and not paying the tourist tax, they will pay a fine of 430,600 soums or 54 US dollars.
