VISIT OF THE PRESIDENT OF UZBEKISTAN TO CHINA

On participation of the President of Uzbekistan in the upcoming SCO Summit in Qingdao

On June 8-10, 2018, the President of the Republic of Uzbekistan Shavkat Mirziyoyev will visit the People’s Republic of China. During the visit, the President of Uzbekistan will attend the 18th meeting of the Council of Heads of States of the Shanghai Cooperation Organization, in the city of Qingdao.

The leaders of the SCO member states, which will meet for the first time with full participation of India and Pakistan, will discuss prospective areas of further improvement of the organization’s activities, regional security issues, expansion of economic and investment cooperation, intensification of interaction in transport and communication and other aspects of multilateral cooperation.

Following the meeting of the Heads of states, it is planned to adopt the Qingdao Declaration, sign a Cooperation Program in the fight against terrorism, separatism and extremism for 2019-2021, an Action Plan for 2018-2022 on implementation of provisions of the Treaty on long-term good-neighborliness, friendship and cooperation, Joint appeal to youth and other documents.

After an exchange of views, it is planned to adopt a decision on the presiding country in the organization in 2018-2019, to approve candidacies for the posts of the Secretary General and the Director of the Executive Committee of the SCO Regional Anti-Terrorist Structure for the next three years.

Within the framework of participation in the SCO Summit, the President of Uzbekistan will hold a number of bilateral meetings and negotiations.

Farmers to Be Presented with New Strategy

The Russian consulting company Strategy Partners Group will assist Uzbekistan in developing the draft Strategy for the Development of Agriculture through to 2030.

It is stipulated by the draft government resolution developed by the Ministry of Agriculture of Uzbekistan. As noted in the document, the disparate planning in the agricultural sector and the lack of an effective mechanism for interaction between the authorized bodies led to a dilution of responsibility for the decisions made and the achievement of concrete results in the sphere.

These problems have led to low efficiency in the use of production and resource potential, as well as negative factors that hamper the diversification and modernization of the industry, the introduction of advanced innovative and resource-saving technologies.

Intensive use of land and non-compliance with the principles of rational consumption of resources led to a salinity of 45% of the irrigated territory. Due to the lack of focus on export development, the country has not yet developed infrastructure and a system for promoting products abroad, while the markets of individual countries are closed to Uzbek products with high added value due to protectionism policies.

An additional constraint is the difficulty in creating the necessary volumes of supply for large importers. This is due to the high fragmentation of agricultural producers in the country. In addition, products with low added value predominate in their portfolio, while productivity and productivity are still inferior to advanced foreign nations.

The Ministry of Agriculture together with the Strategy Partners Group should complete the development of the draft Agricultural Development Strategy by December 31, 2018.

It should contain measures for stable growth of added value of manufactured products, increase in volumes, as well as geographical and product diversification of exports, ensuring food and environmental security, increasing the efficiency of the industry and further increasing per capita income and the quality of life of the rural population.

As a result of the implementation of the strategy, according to experts, Uzbekistan should become one of the leaders of Central Asia in the export of high-quality food and light industry products that rationally use and constantly develop labor, water and land resources.

Bukhara is the best airport of the year in the CIS

Bukhara International Airport won the nomination “The best airport of the CIS countries” competition, held by the International Association “Airport” of civil aviation, in Moscow, by the results of 2017.

Bukhara International Airport won among the airports with a capacity of 100 to 500 thousand passengers, for which was awarded a special cup and a certificate of honor.

It should be noted that Bukhara airport in 2017 served 190 thousand passengers on international and domestic destinations. In comparison with the last year, the volumes of transportation of goods, mail, and paid baggage have increased. The quality of passenger service has improved. The focus is on safety. Ensuring safety is in the center of constant attention.

The international certificate ISO 9001:2015, issued to Bukhara International Airport in 2016, confirms the high level of quality of the airline activity.

It should be noted that Bukhara International Airport receives the main prize in the nomination “The best airport of the year” for the fifth time.

President of Uzbekistan Shavkat Mirziyoyev signed a resolution "On additional measures to improve the quality of education in higher educational institutions and ensure their active participation in the large-scale reforms being implemented in the country"

Higher educational institutions of Uzbekistan starting from 2018-2019 academic year have been allowed to admit foreign students to Bachelor’s programme outside of the set admission quotas.

President of Uzbekistan Shavkat Mirziyoyev signed a resolution "On additional measures to improve the quality of education in higher educational institutions and ensure their active participation in the large-scale reforms being implemented in the country."

At the same time, foreign citizens will be admitted to universities through interviews, without passing tests.

The Uzbek leader instructed the Uzbek Foreign Ministry to issue visa visas for foreign citizens who had expressed a desire to enter higher educational institutions on the basis of visa applications, without charging consular fees or other fees.

Starting from the 2018-2019 academic year, higher educational institutions of Uzbekistan will begin to introduce undergraduate programmes with a minimum of three years of study and graduate programmes with a minimum of one year of study in certain areas of education.

At the same time, the resolution said that the measures will be taken to fire teachers and professors, who do not meet the requirements of this principle, the resolution said.

The head of Uzbekistan also instructed to revise development and approval in the established manner of new mechanisms of "time standards" of professors and teachers, taking into account training loads.

The Uzbek head prohibited to involve professors and teachers of higher educational institutions in meetings and other events not related to their tasks and activities.

President warned the heads of state bodies and organizations, khokims of all levels of personal responsibility for violating this requirement. The violators can be fired from their positions.

Prospective students, who have certificates of leading international examination systems, will be exempt from tests in the relevant subjects during the entrance exams to universities.

The head of Uzbekistan instructed to develop and introduce in the established order to the Cabinet of Ministers the procedure for assigning applicants with certificates of the leading international examination systems (TOEFL, IELTS, CEFR, SAT General, SAT Subject, etc.) to the maximum number of points in the relevant subjects with their exemption from tests in the relative subjects.

The President also instructed, by 1 January 2019, to develop and introduce in the established order to the Cabinet of Ministers measures for the phased creation of a system for accepting documents of applicants in electronic form.

Honoring genius Pushkin

Tashkent hosted an event dedicated to the 219th anniversary of Alexander Pushkin’s birth.

Representatives of ministries, agencies, public organizations, national cultural centers, the diplomatic corps, writers and poets gathered in the square where the monument to the poet is erected.

The role of literature in strengthening friendship between people of Uzbekistan and Russia was noted. Literary ties are developing between the two countries. The monument to Alexander Pushkin in Tashkent, the monument to Alisher Navoi in Moscow is an example of strong ties between people of the two countries, which are linked by commonality of artistic thought and literary traditions.

At the event, flowers were laid at the monument to Pushkin, poems of the poet were read.
