Festive event dedicated to the 26th anniversary of the Armed Forces of the Republic of Uzbekistan and January 14 to the Day of Defenders of the Motherland was held at Turkiston Palace, in Tashkent.

The event was attended by senators, deputies, members of the government, soldiers and sergeants, officers and generals, veterans of the Armed Forces, parents of soldiers, representatives of the diplomatic corps accredited in our country and international organizations.

The festive greeting of the President of the Republic of Uzbekistan, the Supreme Commander-in-Chief of the Armed Forces Shavkat Mirziyoyev on the occasion of the 26th anniversary of establishment of the Armed Forces of the Republic of Uzbekistan and the Day of Defenders of the Motherland was read by khokim of Tashkent city R.Usmanov.

The Ministry of Defense was organized by the decree of the First President of our country Islam Karimov on September 6, 1991. In accordance with the resolution of our great leader of January 14, 1992, all military formations located on the territory of the country passed under the jurisdiction of the Republic of Uzbekistan.

This historic day – January 14 – is widely celebrated in our country as the Day of Defenders of the Motherland.

By the decree of the President of our country Shavkat Mirziyoyev of January 12, 2018, a group of law enforcement officers, ministries of defense and emergency situations was awarded high awards of the Motherland – orders and medals on the occasion of the 26th anniversary of the Armed Forces of the Republic of Uzbekistan and the Day of Defenders of the Motherland. Awards ceremony was held at the event.

At the solemn event, family members of six defenders of the Motherland who died in a line of duty were handed keys to new apartments, on behalf of the President of our country. Many exemplary servicemen were awarded diplomas and memorable gifts.

Lieutenant colonel Saidjon Ummatov, who has been awarded with “Sodiq hizmatlari uchun” (For loyal service) medal, mother of soldier Shoira Mirzokhidova, Olympic medalist, athlete Bektemir Melikuziyev, people’s poet of Uzbekistan Makhmud Toir and others congratulated participants of the solemn meeting on the Day of Defenders of the Motherland and expressed sincere gratitude to the President of the Republic of Uzbekistan, the Supreme Commander-in-Chief of the Armed Forces Shavkat Mirziyoyev for great attention and care for military personnel.

The solemn event ended with a big concert.

Effective foreign policy is the most important condition for successful implementation of reforms

On January 11, 2018, a video conference dedicated to the analysis of activities of the Ministry of Foreign Affairs and embassies of the Republic of Uzbekistan in foreign countries was held under the chairmanship of the President of the Republic of Uzbekistan Shavkat Mirziyoyev.

It was attended by the heads of diplomatic missions of Uzbekistan abroad, representatives of the Administration Office of the President of the Republic of Uzbekistan, members of the government, heads of state and economic administrations, regional khokims, as well as senior officials of the Ministry of Foreign Affairs and several other ministries and departments.

As it was noted during the event, significant results have been achieved in the past period in implementing a balanced and constructive foreign policy, developing friendly and mutually beneficial relations with foreign countries, primarily with neighboring countries.

Consistent implementation of the principle of “The main priority of foreign policy of Uzbekistan – Central Asia” has allowed to create a completely new political atmosphere in the region, to strengthen interrelations based on trust and good-neighborliness, and on this basis to solve a number of important issues related to water use, borders, renewal and expansion of transport communication.

Significant stimulus has been given to further development of mutually beneficial cooperation with Russia and other CIS countries, China, the United States, South Korea, Turkey, a number of European and Asian states. Partnership with the UN, the OSCE, the SCO, the OIC and other authoritative international organizations has reached a qualitatively new level.

Cooperation with international financial institutions is strengthening. The office of the European Bank for Reconstruction and Development was reopened in Tashkent. The work with International Monetary Fund, the World Bank, ADB, IDB, and the Asian Infrastructure Investment Bank has been developed in a new way.

In 2017, more than two hundred international treaties, agreements and contracts were signed in trade, economic and investment spheres for the amount of about sixty billion dollars.

It was emphasized that the Ministry of Foreign Affairs played an important role in this activity.

At the meeting, priority tasks for 2018 and the near future were also identified based on a critical analysis of the results of activities of the Ministry of Foreign Affairs and its agencies, diplomatic missions of our country abroad in 2017.

The President of our country emphasized that in the Year of supporting active entrepreneurship, innovative ideas and technologies, it is necessary to radically improve the effectiveness of the Ministry of Foreign Affairs in all areas. First of all, this is the promotion of export of domestic enterprises’ products, attraction of foreign investments, advanced technologies and knowledge for modernization of industry and infrastructure, active work on increasing the flow of tourists to Uzbekistan. It requires active involvement of ambassadors and all diplomats in implementation of a new course of reforms in the country.

Shavkat Mirziyoyev emphasized the need for cardinal revision and optimization of the ambassadors’ activities in foreign countries, improvement of the organizational and staff structure of the ministry and its agencies, active introduction of modern information technologies into the sphere.

The established Commission on critical study and radical improvement of activities of the Ministry of Foreign Affairs and embassies under the leadership of the State Advisor O. Muradov is to give an objective assessment to each employee of the MFA system, analyze the existing shortcomings and introduce concrete proposals on their elimination.

Importance of establishing specialized units in the Ministry of Foreign Affairs dealing with issues of developing foreign economic relations, increasing exports and attracting investments, broad promotion of tourism potential of our country, coordinating activities of intergovernmental commissions as a secretariat, working with compatriots and our citizens abroad was noted. At the meeting it was also noted that new tasks require formation of an effective system of legal regulation of the diplomatic service.

Practical activities of each diplomatic institution of our country abroad was thoroughly considered and critically evaluated, clear guidelines for foreign policy activities for the forthcoming period were outlined.

The Head of our state proposed to assign specific regions of the country and economic sectors to each embassy. Now each ambassador will start his working day from a telephone conversation with regional khokims and heads of industries, for which he is assigned. Issues related to implementation of specific investment projects, promotion of domestic products in the foreign market and of the country’s tourism potential, strengthening business cooperation will be addressed in the operational mode.

In turn, khokims of the regions should visit respective countries at least twice a year in order to study best practices in the spheres of urban development and improvement, infrastructure development, introduction of information and communication, energy-saving technologies, industry and agriculture, education and health.

At the meeting special attention was also paid to the importance of establishing a clear and effective system of interagency cooperation of the Ministry of Foreign Affairs and its diplomatic missions with the involved ministries and departments, executive authorities at places.

The President of our country pointed to the lack of systematic and targeted information and propaganda activity, primarily in foreign countries. Partners abroad are still not sufficiently aware of cardinal changes and reforms implemented in Uzbekistan, priorities of domestic and foreign policy, new favorable conditions for business and investment.

In this regard, the Head of our state suggested establishment of a modern media center on the basis of “Jahon” news agency, equipping it with the most advanced technology and employing young literate specialists, as well as creating a separate public relations and mass media department in the central administration office of the ministry.

Special attention was also paid to the need of further improving the system of training diplomatic personnel, the quality of training at the University of World Economy and Diplomacy, educating prospective, dedicated young professionals. It was emphasized that implementation of the identified priorities is an important condition for success of large-scale reforms.

At the meeting, relevant instructions were given on increasing effectiveness of activities of the Ministry of Foreign Affairs, diplomatic missions of our country abroad.

Uzbekistan uses foreign direct investment worth US$2.4 billion in 2017

The volume of used direct and other foreign investments in fixed assets in Uzbekistan exceeded US$2.4 billion in 2017.

The growth of used direct and other foreign investments in comparison with 2016 made up 1.4 times. Their share in the country’s total investment grew during from 15.3% in 2016 to 20.4% in 2017.

Fund for Reconstruction and Development of the Republic of Uzbekistan directed S $ 1.0 billion to the construction of large, strategically important investment projects, which grew by 84.8% compared to 2016.

The State Budget: specific indicators and new approaches

The first session of the International Press Club in 2018 was devoted to “Budget 2018: interests of people, specific indicators and new approaches”.

It was attended by senators, representatives of the ministries of finance, justice, agriculture and water management, the State Tax Committee, the Institute of Forecasting and Macroeconomic Research under the Cabinet of Ministers, the Council of Farmers, farms and owners of household plots of Uzbekistan, the Development Strategy Center, higher education institutions, farmers, owners of household lands, domestic and foreign journalists.

Chairman of the Committee of the Senate of the Oliy Majlis on the Issues of Budget and Economic Reforms M.Jumagaldiyev, Deputy Chairman of the Committee of the Senate on Agrarian, Water Management Issues and Ecology B.Tojiyev, First Deputy Minister of Economy M.Mirzayev, Deputy Chairman of the State Tax Committee N.Norboyev, Chairman of the Council of farmers, dehkan farms and owners of household plots B.Yusupov provided information on the theme.

In the Address of the President Shavkat Mirziyoyev to the Oliy Majlis, instructions were given on ensuring openness in formation of local budgets and improving the tax system.

At the event it was emphasized that these requirements were taken into account when forming the State Budget for 2018.

Audit and financial control departments are being established in the ministries, which will take control over the funds allocated from the budget.

Speakers noted that in 2018, 34,7 trillion sums are to be allocated to social sphere, over 8,5 trillion sums to the implementation of adopted state programs. In addition, it is planned to reduce the fixed tax rate from individual entrepreneurs by an average of 30 percent, which, in turn, will increase entrepreneurial activity of the population.

During the event, it was noted that about 23 thousand projects aimed at establishing multidisciplinary activities in 21634 farms are planned to be implemented in the country in 2018.

Online Sales of Tours Launched in Uzbekistan

The State Committee for Tourism Development intends to increase the competitiveness of domestic travel companies and hospitality entities in the international tourism services market by providing incentives for the introduction of cutting-edge technologies for electronic sales of tours and hotel rooms.

Aziz Abduhakimov, Chairman of the State Committee for Tourism, noted that to date, domestic tourism agencies and hotels are losing their foreign competitors bad because of the lack of online booking, acquiring, e-payment of hospitality services purchased by foreign tourists or a tour to Uzbekistan. In this situation, travelers, especially individual ones, prefer to purchase tourist products to Uzbekistan from foreign travel companies that have relevant services on their websites.

This problem also concerns domestic tourists: until recently there was not a single travel company on the website of which a resident of our republic could buy a tour online, for example, in Samarkand, with payment through a bank card. Only recently, as a pilot project, a website with a similar service was launched by Asiatour (www.turshop.uz). The Committee will continue to actively support similar initiatives of the participants of the tourism market.

The State Committee for the Development of Tourism proposes to address this problem by providing tax incentives in the form of exclusion of expenses for the implementation of IT- technologies from the taxable base to the entities of tourism activities who introduce online services of booking, acquiring, electronic payment for purchased services and other online services, as well as running their own multilingual website.
