Strengthening executive discipline, increasing responsibility and effectiveness of managers in all sectors and regions is an important task

On May 29, a meeting devoted to issues of export and import, providing additional revenues to local budgets, as well as current tasks related to taking important measures on harvesting crops, multiple cropping and rational use of water was held under the chairmanship of the President of the Republic of Uzbekistan Shavkat Mirziyoyev.

The meeting was attended by the heads of both chambers of the Oliy Majlis, the Prime Minister and his deputies, heads of relevant ministries and agencies, as well as the Chairman of the Jokargy Kenges of the Republic of Karakalpakstan, khokims of the regions and the city of Tashkent, via videoconferencing.

Today, the role and importance of agriculture in sustainable development of the economy, ensuring food security, increasing the export potential of the country are growing. More than 3.6 million people are working in this sphere, its share in the gross domestic product is consistently growing.

In this regard, issues of modernization and accelerated development of agriculture are identified as a priority in the Action Strategy on five priority areas of development of the Republic of Uzbekistan in 2017-2021, specific measures are envisaged. All this, of course, will contribute to improvement of welfare of the population, dynamic development of rural industry and effective use of opportunities of agricultural sector for creating new jobs.

As a result of reforms carried out within the framework of implementation of decrees and resolutions adopted in the last one and a half year on stimulating exports, creating favorable conditions and benefits for this, practical measures taken to fully exploit the export potential of industries and regions, the volume of exports is constantly growing. Until May 25 this year, exports amounted to 4 billion 576 million dollars. Until the end of the month, all relevant forecast indicators will be executed. It is expected that the volume of exports will grow by almost 21 percent compared with the same period of 2017.

It is planned that in the first half of the year exports will amount to 5 billion 886 million dollars, the forecasted figures will be fulfilled by 100.9 percent, a 25-percent growth will be achieved in comparison with the first half of 2017.

The Head of the state, drawing attention of the meeting participants to these positive results, at the same time noted that they are much lower than the available opportunities and capacities. It was emphasized that, unfortunately, managers of some industries and regions do not fully feel their responsibility in this matter, as a result, the reserves on increasing export volumes are not fully utilized.

Issues of the agenda of the meeting that was held under the chairmanship of the President of the Republic of Uzbekistan Shavkat Mirziyoyev, on May 29, were considered in detail and critically in the context of complexes of the Cabinet of Ministers, the most important tasks were identified. Responsible leaders were given clear directions and instructions: to critically analyze activities of organizations and enterprises, regions that have not fulfilled the established plans on export of products and services over the last period of the current year, identify and promptly eliminate the causes and consequences of lagging behind.

At the meeting it was noted that activities on optimizing imports in the country is in an unsatisfactory state. Over the past 4 months of this year, the volume of imports of goods amounted to 4 billion 858 million dollars, that is, increased by 1 billion 111 million dollars, or to 30 percent, compared with the same period of 2017. The reasons for this situation are the absence of an organized work on studying the structure of imports and its optimization, implementation by enterprises of complexes, in January-April, the import of products, production of which has already been mastered in the country, by $89 million.

Responsible persons were given specific instructions on timely elimination of such shortcomings and their prevention.

At the meeting, devoted to issues of export and import, providing additional revenues to local budgets, as well as current tasks related to taking important measures on harvesting crops, multiple cropping and rational use of water, it was emphasized that this year there was a relatively small amount of precipitation in the country, which resulted in a shortage of water in most regions, which requires its more rational use.

In this regard, attention was drawn to the need of reducing rice fields from 162 thousand to 94 thousand hectares, providing 7.5 thousand hectares of land in Syrdarya region, which has no problems in water supply, farmers of Khorezm region, 5.5 thousand hectares of land in Jizzakh region – farmers of Karakalpakstan for growing rice as a multiple cropping.

It was noted that the areas for multiple cropping will be reduced by 30, 42, 20, 14 and 10 thousand hectares, respectively in Kashkadarya, Samarkand, Bukhara, Navoi regions and Karakalpakstan, where water shortages are expected. It was indicated that it is necessary to pay attention to growing of mung beans, beans and other crops that are undemanding of water, including fodder crops in these regions, with their placement near water sources. Leaders of relevant ministries and departments were given specific instructions on timely and effective organization of these works.

At the meeting it was noted that cool and dry weather in spring months this year leads to serious problems in growing cotton, as a result of which its development lags far behind last year’s indicators, which requires special attention to its care. It was noted that in such a difficult situation it is necessary to use cultivators even more efficiently, to approach responsibly to activities on deep loosening of the soil, small hilling, combating and controlling agricultural pests.

The heads of relevant ministries, agencies and regions were given instructions on creating a fundamentally new system for financing the procurement of cotton, organizing the readiness of equipment and regularly supplying it with diesel fuel for timely and qualitative implementation of agrotechnical measures.

Participants of the meeting took a decision on announcing in the country “The impact month on formation of guaranteed yield of cotton”, from June 1 to July 1. It was emphasized that in order to preserve the crop grown with considerable effort and cost, along with managers and workers of farms, agricultural specialists, irrigation and machine operators, agrarian scientists and agronomists, it is also necessary to increase responsibility of deputies of all levels.

At the meeting, held on May 29 under the chairmanship of the President of the Republic of Uzbekistan Shavkat Mirziyoyev, another important issue – ensuring grain harvesting campaign that is to be held this year in a short time and without losses, was discussed.

All conditions for qualitative repair and preparation for the season of 3,106 high-performance combine harvesters have been created. In addition, about 400 new harvesters are being delivered to places, which will allow to complete harvesting a week earlier than in previous years. It was noted that for this purpose it is necessary to create units for harvesting grain, provide combines, trucks, mobile repair shops and filling units, organize harvesting works on the basis of a schedule.

The Cabinet of Ministers was instructed to introduce a draft resolution in the coming days, where all organizational issues related to harvesting this year’s grain will be provided.

The state of work on attracting additional revenues to the regional budgets were criticized at the meeting devoted to providing additional revenues to local budgets, and other issues. Cases of non-fulfillment in some regions of the plans established for this period of the current year were also criticized. As a result, tax arrears in these regions are growing.

It was noted that the heads of khokimiyats, local sectors, unfortunately, still do not fully understand the purpose of identifying and attracting additional sources of income to the budget. The main reasons for this state of affairs are that financial organizations do not conduct surveys on identifying additional sources of income, they are limited only to checking and liquidating inactive legal entities instead of assisting them in restoring their activities. It was emphasized that strengthening the executive discipline, increasing responsibility and effectiveness of leaders in all sectors and regions remain a major task.

At the meeting, speakers expressed practical proposals on prompt elimination of existing problems and shortcomings in the sphere, timely and effective implementation of tasks on the basis of critical remarks made by the President.

Cluster Approach

The joint venture Romstar in the Romitan district of the Bukhara region, considered a model of effective cooperation among entrepreneurs of Uzbekistan, Russia and the United States, intends to implement a number of projects to expand its capacities.

The enterprise was established in 2005 in the village of Alamdor and specializes in the processing of silkworm cocoons. In the first half of 2017, a project worth $ 140,600 was realized here. The old spinning looms were replaced by modern, energy-saving and high-performance spinning machines. This made it possible to improve the quality and competitiveness of goods. And so the silk fiber currently produced meets international standards and is in high demand.

“We are exporting all our products,” says the director of the joint venture K. Kattaev. “In 2017, customers from Vietnam and Iran were delivered products worth $ 1.5 million, which is $ 947 thousand more than in the previous year. We direct the income to increase working capital, to develop production, encourage the workers and employees of the enterprise.”

Decree of the President of Uzbekistan on measures to organize the activities of the association Uzbekipaksanoat opened a new stage in the development of the industry. In particular, the introduction of a cluster method into silkworms involves the integration of all processes from harvesting cocoons to processing the crop. In a system like this one, an enterprise that processes cocoons conducts work taking into account the interests of all cluster members. Romstar strictly follows this rule in cooperation with silkworms and home-workers of Alat, Jondor and Karakul districts. Manufacturers of cocoons are financially encouraged; they receive a deposit from a joint venture.

The enterprise will purchase 622 tons of cocoons in the new season from silkworms and homemade workers. Due to the abundance of raw materials, enterprises will not be idle. Hence, the volume of silk yarn produced and, in turn, the export potential of the region will grow. Toward last year, contracts were signed with foreign customers for the supply of silk yarn in 2018 by almost $ 2.8 million. Since the start of this year, thanks to processing of raw materials from last year, products worth $ 380 thousand have been exported.

With a cluster system, an important indicator is the deep processing of raw materials. The management of the enterprise foresaw this in its new project worth 18 billion soums (currency rates of CB RU from 30.05.2018, 1$= 7982.25 soums). At present, the enterprise plans to put into operation a workshop for the production of fabrics. Currently, its own funds allow it to erect a new building. The huge production row will be equipped with modern machinery to be purchased for a loan of 13.5 billion soums allocated by the regional branch of Mikrokreditbank.

The project will be implemented at the end of this year, and at the first stages, 40% of silk will be processed. Thanks to the efforts, 85 more people will be employed, and the number of employees is to reach 210.

Obod Qishloq Changes Rural Appearance

The presidential decree that approved the program Obod Qishloq and the resolution on additional measures to implement the scheme in 2018, signed 29 March 2018, have come to be important documents on the way of furthering the goal of improving the living standards of villagers, and the work in the field has been producing expected results.

In the Namangan region, as part of the implementation of these documents, the way of life of rural residents was studied. From each district, two villages were selected out to be included in the program Obod Qishloq (Well-maintained village) – in total 22 with outdated and obsolete infrastructure.

This year, the villages Mulkobod and Kichik Jomashui of the Mingbulak district, Shirinbulak and Karasu of the Kasansai district, Shamsikul and Shurkurgan of the Namangan district, Korameri and Kuszchek of the Naryn district, the Kenagas and the Gurumsaroy of the Pap district, Aktash and Gulistan of the Turakurgan district, Mevazor and Khujaobod of the Uichi district, Gulistan and Kugai of the Uchkurgan district, Alikhon and Oboddiyor of Chartak district, Lailakuya and Sherbulak of Chust district, Buston and Kizilyozi of Yangikurgan district will be turned into improved villages comfortable for living.

In the villages included in the program, work will be carried out on repair of on-farm roads, construction of social infrastructure facilities, development of drinking water supply, improvement of public utility services and other landscaping and constructive works. According to preliminary estimates, over 127 billion soums (currency rates of CB RU from 30.05.2018, 1$= 7982.25  soums) will be directed for these purposes.

Within the framework of the scheme Obod Qishloq, the first project is nearing completion in the region. The Mevazor mahalla in the eponymous village of the Uychi district was once really well-equipped. Built in this mahalla, five two-story houses for workers of the former poultry farm were considered its property, the pride of the villagers. Many envied those who live in such houses, in which all conditions are created.

After the transition to market economy, the multi-storey houses that were in the department of poultry farms were sold to residents on the rights of private property. Over the past period, the system of public services for apartment buildings has ceased to meet modern requirements.

 “There are 220 residents living in 72 apartments of these houses,” says Dilbar Mamasaitova, chairwoman of the new private housing owners’ association Mevazor Obod Qishloq. “These edifices were built in the 1980s, over the years they have decayed, the public-sanitary network is completely outdated, and the living conditions for local residents had become unbearable. Many of them illegally built latrines, cattle houses and other utility spaces in the courtyards, which caused a complete lack of sanitation. As a result of the works carried out in our village on the basis of the program Obod Qishloq, the mahalla has acquired a completely new look, the living conditions have improved. This, of course, will have effect on the consciousness of the inhabitants of our mahalla, will change their attitude to life.”

By now, the roof of multi-storey houses is covered with slate, entrance doors have been replaced, a water pipe has been installed in the mahalla. A bakery and other household utilities were built. Over 200 decorative and fruit trees are planted on the sites between the houses, a garden and flower gardens are laid. At present, finishing works of the front part of the buildings are continuing.

 “After the President’s visit to our region, we planned to further expand the scale of the project, as well as exceed the total amount of works by 7 billion soums,” said Rasuljon Otakhonov, head of the state tax inspection of the Uychi district. “Major repairs of local secondary schools No. 15 and No. 39 will be carried out, a sewerage system is laid, more than four kilometers of the road is asphalted. More than 100 people participate in construction and improvement works.”

The creative work begun a few days ago in another mahalla – Aktash in the village of Aktash in Turakurgan district, has been gaining momentum. In the mahalla with a population of about 3.2 thousand people, there are 6 two-storey houses built 40 years ago. 370 people live in 102 apartments. As you have already imagined, these centuries-old buildings are in a deplorable state.      

Work in the village included in the program Obod Qishloq started with the repair of these houses. In accordance with the program, reconstruction of the roof and facade of multi-storey houses, the laying of a sewage network, the construction of household and apartment buildings and a children’s playground, fencing of the yard are envisaged.

In addition, construction and repair works will be carried out in 549 private houses along the streets of Babur, Osoyishta, and Navoi. Now more than 4 thousand people work here.

 “Parents are very happy that the program provides for the construction of a kindergarten for 250 beds,” said the chairman of the Aktash mahalla citizens’ assembly, Valijon Sattorov. “Education of the younger generation is the most important issue. For, it is possible to resolve material problems, but it is difficult to fill the spiritual and educational losses.”

The noble work, begun with a view to radically transforming the appearance of villages, raising the cultural standard of living and expanding the world outlook of the population through the creation of social facilities, road transport, engineering and communication infrastructure, contributes to the eradication of people’s sentiments, consolidation of their sense of belonging to the destiny of the country and responsibility for it.

Uzbekistan-Kyrgyzstan: Inter-parliamentary cooperation is strengthening

The first meeting of the inter-parliamentary commission on cooperation between the Oliy Majlis of the Republic of Uzbekistan and the Jogorku Kenesh of the Kyrgyz Republic was held in Fergana.

First Deputy Chairman of the Senate of the Oliy Majlis of the Republic of Uzbekistan Sodik Safoyev, Deputy Speaker of the Jogorku Kenesh of the Kyrgyz Republic Asel Koduranova emphasized the importance of strengthening cooperation between the parliaments of the two countries, developing legal bases for regular dialogue, cooperation in all directions.

At the meeting, the current state and prospects of inter-parliamentary relations were discussed.

Following the meeting, the Regulations of the inter-parliamentary commission on cooperation between the Oliy Majlis of the Republic of Uzbekistan and the Jogorku Kenesh of the Kyrgyz Republic, a Memorandum of Cooperation between the Institute of Problems of Legislation and Parliamentary Studies under the Oliy Majlis of the Republic of Uzbekistan and the Scientific Research Center of the Jogorku Kenesh of the Kyrgyz Republic were signed.

On May 28-29, the delegation of Kazakhstan Stock Exchange (KASE) held meetings with representatives of financial and banking institutions of Uzbekistan, in Tashkent

At the meeting held in the Republican Stock Exchange “Tashkent”, views were exchanged on issues of coordination of the securities market, innovations in the sphere, and prospects of the stock market. Information was provided on investment opportunities of Uzbekistan and Kazakhstan. Memorandum of Cooperation was signed.

The KASE delegation also held negotiations at the Center for Coordination and Development of Securities Market, the Central Securities Depository, the National Bank for Foreign Economic Activity of the Republic of Uzbekistan.

The sides expressed their confidence that such meetings in financial and banking sphere will contribute to further economic development of the two countries.

On June 9-10 this year, regular meeting of the Council of Heads of States of the SСO will be held in the city of Qingdao of the People's Republic of China. On May 29, a press conference dedicated to this major event was held in Tashkent.

It was attended by representatives of the Ministry of Foreign Affairs of the Republic of Uzbekistan, embassies of the People's Republic of China, the Russian Federation, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan, the Republic of India, the Islamic Republic of Pakistan and the Executive Committee of the Regional Anti-Terrorist Structure of Shanghai Cooperation Organization.

At the event, it was noted that the authority of the Shanghai Cooperation Organization is growing, the mutually beneficial relations of member states in political, trade-economic and humanitarian spheres are developing, cooperation in countering terrorism, religious extremism, separatism, smuggling of narcotic drugs and weapons, strengthening regional security and stability is strengthening.

Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Uzbekistan Jian Yang noted that the summit in Qingdao will be chaired by the President of the People's Republic of China Xi Jinping. Heads of member states and observer countries of the SCO, representatives of international organizations are invited to the summit. The Ambassador emphasized that it is planned to exchange views on the current state and prospects of SCO development, comprehensive cooperation, a number of international and regional issues.

According to the Ambassador, a bilateral meeting of the President of the People's Republic of China Xi Jinping with the President of the Republic of Uzbekistan Shavkat Mirziyoyev is envisaged within the framework of the summit, in Qingdao. Following the summit, the Qingdao Declaration, as well as about 20 documents related to ensuring security, cooperation in economic and humanitarian spheres are expected to be signed.

Deputy Minister of Foreign Affairs of the Republic of Uzbekistan A.Abduvokhidov noted that within the framework of the SCO chairmanship, the PRC conducted an effective and successful activity. Over the past year, more than hundred events were organized with participation of heads of various ministries and departments of member states, which were actively attended by representatives of Uzbekistan. The representative of the Ministry of Foreign Affairs of Uzbekistan emphasized that in operational solution of issues related to preparation for the summit, close cooperation with representatives of embassies of the PRC and other SCO member states in Uzbekistan is being conducted.

It was noted that the regular summit will create great opportunities for identifying concrete plans for development of the SCO, raising multifaceted cooperation in a number of spheres to an even higher level.

Meeting at the Ministry of Foreign Affairs

On May 29, 2018, a meeting with the Ambassador Extraordinary and Plenipotentiary of the Hashemite Kingdom of Jordan Saleh Ahmad Al-Javarneh was held at the Ministry of Foreign Affairs of the Republic of Uzbekistan.

The sides discussed current state and prospects of Uzbekistan – Jordan cooperation.

Within the framework of the meeting, Protocol on Cooperation and Consultations between the Ministry of Foreign Affairs of the Republic of Uzbekistan and the Ministry of Foreign Affairs and Expatriates of the Hashemite Kingdom of Jordan was signed, which will create a legal basis for institutional cooperation between the foreign ministries of the two countries.

Jizzakh Attractive not Just by Zaamin

State reserves Nurota and Zaamin, the national park Zaamin, Aidar-Arnasai lakes system, nine forestry enterprises and the Kyzylkum desert are especially interesting for ecotourism fans. The region boasts 72 thousand hectares of forest, more than 200 ecotourism facilities, and here you can find over 50 species of rare birds and animals, more than 1,000 plant species.

In the Jizzakh region, there are many historical and archaeological sites that are of great interest to tourists. Under state protection are 372 facilities of cultural heritage, 42 of which are historical monuments and places of worship, 267 are archaeological sites, 63 being monuments.

The region’s attractiveness is enhanced by ethnography, unique traditions and customs of the population of Zaamin, Bakhmal, Gallaaral, Mirzachul, Farish, Yangiabad, Sharaf-Rashidove districts and the city of Jizzakh.

The attention paid to the improvement of the tourist infrastructure contributes to growth in the flow of tourists to the region. Thus, in 2016, over 4 thousand foreign and 28 thousand local tourists were served in 14 hotels, two motels, nine guest houses, 20 campsites and two yurt camps in the province. And in 2017, more than 5,500 foreign and 35,000 domestic travelers used the services of these tourist sites.

However, this does not mean at all that the existing opportunities for the development of tourism are used in full in the region. The remoteness of tourist places from each other, the inadequate quality of roads, the problems associated with transport, telephone communications, the internet, disruptions in the supply of electricity and other communication systems, the inactivity in advocacy and the lack of specialists - all this significantly hinders advanced development of tourism in this region.

In addressing these and other issues, the Action Plan for the Accelerated Development of the Tourist Potential of the Jizzakh Region in 2017-2019, adopted by the Cabinet of Ministers of the Republic of Uzbekistan on 17 May 2017, is of great importance. In accordance with this program, 48 projects on tourism development are envisaged to be realized. By now, 22 of them have already been executed with a total cost of 65.3 billion soums (currency rates of CB RU from 30.05.2018, 1$= 7982.25  soums). As a result, 552 places for recreation of tourists, as well as more than 220 new jobs were created at the sites involved. In particular, in the village of Kurik in the Zaamin district, the Azim-Zomin sanatorium for 250 beds has been built and put into operation, so has a sanatorium for 100 people in the village of Kukjar in Bakhmal district, along with modern hotels in the city of Jizzakh as well as Zaamin and Dustlik districts, three camping and yurt camps on the banks of Aidar-Arnasai system of lakes in the Farish district, and more than 10 guest houses in the mountainous areas.

This year, 26 tourism development projects worth more than 85.1 billion soums are planned to be implemented in the region, as a result of which about 300 new jobs will be created.

In accordance with the Action Plan, this year works will be carried out to repair almost 180.3 kilometers of roads in the zones of ecotourism facilities, alongside improving the sanitary and hygienic state of the roadside infrastructure. During their repair, road signs will be installed in tourist places, places of pilgrimage and ecotourism zones, as will special information panels in Russian, English and Uzbek.

“Our 20-bed guest house is working for ecotourists,” said S.Shavkiev, head of the Sarbon Nraval family enterprise in the Farish district. “Foreign guests can enjoy all the natural diversity of our area, including mountains, desert, lakes. The attention paid by the state to the development of tourism creates great opportunities for us, the villagers.”

The search for ways to further the development of the travel industry is in progress. To this end, work is underway on the implementation of projects with a total cost of more than 220 billion soums in the Gallaaral and Sharaf-Rashidov districts, with the participation of foreign investors. These schemes provide for the construction of a modern motel, restaurant, car park, service points and eco-park, as well as the creation of the tourist infrastructure “Agro City” along the international highway.

As a result of the implementation of such promising projects scheduled for 2017-2019, the number of foreign tourists coming to the region by 2021 is expected to exceed 20 thousand, of domestic tourists - 100 thousand people.

Development in areas such as ecotourism, agrotourism, ethnographic tourism, fishing tourism, sports and health tourism and gastronomic tourism is of great importance in providing work to the population of remote villages, creating an additional source of income for them.
