01/07/10 - Parliamentarians discuss new legislative initiative

The committee of Oliy Majlis on Legislation and Judicial Legal Issues has organized a meeting between parliamentarians, government and public institutions to discuss under-age issues.
The discussion touched on the further development of legislation in the field of under-age protection. It should be noted that strengthening of legal foundations in protection of the rights and interests of juveniles is the objective of higher priority this year, which has been announced to be the Year of Comprehensively Advanced Generation. The work directions have been discussed at the round table by representatives of competent authorities, whose opinions will be taken into consideration in the drafting new laws.
The participants of the meeting were minutely analyzing the experience, defining new methods and approaches to the work with youngsters. Uzbekistan ratified the Convention on the Rights of the Child in December 1992. Thereby Uzbekistan was the first in Central Asia to undertake liabilities of the convention. As it was mentioned by the participants of the round table, for the last three years the national legislation has substantially enhanced legal foundations of children rights protection. 
In 2007 Uzbekistan adopted the law On Guarantees the Rights of the Child which guaranteed the children rights to healthcare, education, social welfare and comprehensive development. The law is especially oriented toward the rights for socially vulnerable children and children with special needs. The further adoption of the laws on the ratification of conventions concerning the Prohibition and Immediate Action for the Elimination of the Worst Forms of Child Labor and on the Minimal Age for Employment has brought to a new quality level the protection of the rights of youngest citizens of the country, became one more considerable step in securing the children rights.
The attention was also paid during the meeting to a new law on preventive measures against child neglect and offence. The enactment will raise the liability of agencies and institutions for responsible for prevention of child neglect and offence, and also will let improve the effectiveness of measures on early detection and prevention of the deviant behavior of children. 
In conclusion the participants of the meeting worked out some practical recommendations for further work in improvement of the legal foundation in this sphere.
